Chargé par le roi Charles III de former un gouvernement, le conservateur Rishi Sunak a averti mardi le Royaume-Uni des “décisions difficiles” qui s’annoncent tout en s’attachant à adresser un message “d’espoir”, dans pays plongé dans une grave crise économique et sociale.

Ex-banquier et ministre des Finances, Rishi Sunak devient le premier Premier ministre britannique d’origine indienne, de confession hindoue, et le premier à être originaire d’une ancienne colonie britannique. A 42 ans, il est aussi le plus jeune chef de gouvernement de l’histoire contemporaine du Royaume-Uni, après une ascension fulgurante en politique.

“J’unirai notre pays non avec des mots, mais des actes”, a-t-il assuré, promettant de “réparer” les “erreurs” commises sous Liz Truss, face à un pupitre au pied droit, contrastant avec la spirale de celui de sa prédécesseure.

Dans un discours à la tonalité grave, il a expliqué qu’il n’était “pas intimidé” par l’ampleur de la tâche. “Nous créerons un avenir qui vaut les sacrifices que tant ont fait et remplirons demain, et chaque jour qui suivra, d’espoir”, a-t-il poursuivi.

Rishi Sunak a réitéré le soutien britannique envers l’Ukraine dans la “guerre terrible” livrée par Moscou, qui doit se “terminer par un succès” pour Kiev.

“Jour historique”

Il s’est également dit “conscient” du travail à effectuer pour “rétablir la confiance”, a-t-il dit dans une allusion aux scandales sous Boris Johnson, à qui il a exprimé sa “gratitude”, dans son premier discours devant la célèbre porte laquée noire frappée du N°10.

Ce dernier lui a adressé ses “félicitations” en “ce jour historique”.

Contrainte à partir après la tempête provoquée par son plan massif de baisses d’impôts, Liz Truss, l’avait précédé au palais de Buckingham pour présenter au roi sa démission, après un mandat d’une brièveté record : 49 jours.

Elle a souhaité “tous les succès” du monde à son successeur, “pour le bien de notre pays” et dans un plaidoyer pour l’audace au pouvoir cité le philosophe romain Sénèque : “ce n’est pas parce que les choses sont difficiles que nous n’osons pas, c’est parce que nous n’osons pas qu’elles sont difficiles”.

Elle s’est ensuite rendue pour remettre sa démission à Charles III au palais de Buckingham. Le souverain, âgé de 73 ans, a confié la tâche de former un nouveau gouvernement à Rishi Sunak, qui, sauf surprise, devrait notamment conserver Jeremy Hunt au poste de ministre des Finances.

Rishi Sunak prend les rênes d’un pays confronté à une grave crise économique et sociale. L’inflation dépasse les 10%, au plus haut au sein du G7. Les prix de l’énergie s’envolent, comme ceux de l’alimentation. Le risque d’une récession plane. 

Il lui faudra aussi calmer les marchés, ébranlés par les annonces budgétaires du gouvernement Truss fin septembre, annulées depuis pour l’essentiel, en catastrophe.

Rishi Sunak arrive au pouvoir dans une période d’instabilité sans précédent. Il est le cinquième Premier ministre britannique depuis 2016, quand le Royaume-Uni a choisi à l’occasion d’un référendum de sortir de l’Union européenne, et le troisième en deux mois. 

Brexiter

Il prend la tête d’un parti conservateur extrêmement divisé, après douze ans au pouvoir. Alors que l’opposition travailliste caracole en tête dans les sondages à deux ans des élections législatives, Rishi Sunak a prévenu les députés de son camp qu’ils devaient “s’unir ou mourir”.

Il a exclu des élections anticipées, réclamées par le Labour. Mais, selon un sondage Ipsos publié lundi, 62% des électeurs souhaitent un tel scrutin avant la fin 2022.

Brexiter de la première heure, qui passe pour un travailleur pragmatique, Rishi Sunak devra avec son gouvernement à la fois donner des gages aux marchés et satisfaire les clans de sa majorité, au risque de subir le même sort que Liz Truss. Il devra aussi détailler ses projets, après s’être imposé sans programme ni vote des adhérents.

Pendant la précédente campagne, l’été dernier, au cours de laquelle il avait été battu par Liz Truss, cet ancien chancelier de l’Echiquier (2020-2022) avait insisté sur la nécessité de lutter contre l’inflation, qualifiant les promesses de baisses d’impôts de son adversaire de “conte de fées”.

Sur l’immigration, il avait dit soutenir le projet ultra-controversé, et pour l’heure bloqué, consistant à envoyer les migrants arrivés illégalement au Royaume-Uni au Rwanda.

WhatsApp said service on the popular chat app has been restored following a brief outage Tuesday that left people around the world complaining that they couldn’t send or receive messages.

According to Downdetector, which tracks outage reports, people started reporting problems around 3am EDT.

About two hours later, users started posting online that WhatsApp was back to normal.

A WhatsApp spokesperson said the company was aware some people were having trouble sending messages and that it has fixed the issue and apologised for any inconvenience.

Meta, previously known as Facebook, bought WhatsApp in 2014. It’s wildly popular, especially outside of the US, where many people use it for everyday communication.

INDECOM probing 19 fatal shootings by cops for month of October Loop Jamaica

The Independent Commission of Investigations (INDECOM) responded to and commenced investigations into three separate police fatal shooting incidents on the weekend of October 22-23, increasing the total to 19 security force fatal incidents for that month.

The three fatal shooting incidents occurred in Rocky Point, Clarendon; Rockfort, Kingston East and Nain, St. Elizabeth, resulting in the death of three men and the reported recovery of two firearms from the incident scenes, INDECOM stated in a release.

The deceased man involved in the incident in Nain, St Elizabeth, has been identified as 24-year-old, Towain Morrison. The other two men remain unidentified at this time.

“As an independent oversight organization, INDECOM’s investigations into these incidents are to assess if the necessary, justifiable, and proportionate use of force was used in each circumstance. This assessment will include the review of evidentiary material, witness canvassing, statement collection, and interviews of concerned officers,” the Commission stated in a release.

The Commission also emphasized the importance of the introduction of the use of body-worn cameras in investigations and case reviews of incidents, especially where lethal force is used.

“In at least one incident on the weekend, the use of video footage by civilians has aided in a clearer appreciation of the circumstances of the incident. Video footage serves to protect all concerned parties, and members of the public are encouraged to officially share such evidence with INDECOM Investigators,” the release said.

INDECOM also appealed for the public’s assistance in identifying the deceased men in the incidents which occurred at Rocky Point on October 22 and Rockfort on October 23. Citing the challenge Saint Lucia faces regarding food security, Agriculture Minister Alfred Prospere has reiterated his concern about the Island’s high food import bill.

“We have to do the best we can to reduce it drastically. I believe we can do it,” Prospere told reporters on Monday on the sidelines of a Cabinet meeting.

“I know we can do it, and I know once we engage our farmers, and we give the farmers the support that they need we will be able to reduce that,” the Minister asserted.

Prospere spoke in the wake of a sea moss festival his Ministry organised in connection with World Food Day.

He said it was an opportunity to bring together individuals who manufacture sea moss by-products.

“We saw quite a number of persons producing various products but those persons, in my discussion with them, I could tell that there are lots of challenges in terms of standards, packaging, promotion and really a lot of them have just started by producing those products at home,” Prospere observed.

However, he disclosed that he wants to see those products on supermarket shelves.

“It is one thing to do it at home, but the next level is for us to be able to see it on the supermarket shelves,” Prospere told reporters.

He also spoke of the need to export the by-products.

The Minister said he was concerned that Saint Lucia produces a lot and sells its products abroad, where they undergo processing and return to local supermarket shelves for sale.

“If we have the potential of making it happen here, I think it is going to be a big boost for the agro-processing sub-sector,” he explained.

Review of weather last night, October 24

Here in Barbados, the leading edge of the tropical wave currently at 58W, generated some cloudiness and showers during the latter part of the night. At Charnocks, no rainfall was recorded overnight. Radar data indicates that parts of the island recorded up to 2mm of rainfall but most of the shower activity was recorded northeast of the island. Similar weather conditions was observed across Trinidad and Tobago.

Meanwhile, a ridge pattern remained the dominant feature across the region and apart from a few showers over the central and southern Windwards during the early night, conditions were mostly fair.

Further south, over the Guianas, conditions improved during the course of the night as a more dry and stable pattern prevailed.

Winds

Winds across the region were generally light to moderate, peaking at 13 knots in St Lucia.

Seas and swells

Seas remain slight to moderate in open water with swells peaking near 1.5m.

Three men ages 21, 18 and 18 were shot and injured after a drive-by shooting at Pioneer Road, Bush Hall, St Michael last night, October 24, 2022.

Their injuries are said to be critical – two received injuries to their abdomen and one to his back.

District A personnel responded to the shooting which was reported via telephone to the Police Operations Control Room around 11pm.

According to the police report, all three men were liming at a house in the area when a vehicle slowly drove by turned around in a gap in the area and shots were fired as it drove by the said house a second time.

The house and a parked car were also damaged in the incident.

The injured men were transported for medical attention by private car.

Investigations are ongoing.
