Speaker of the Parliament, Dr W. McKeeva Bush.

The elected representative for West Bay West and the Speaker of the Parliament, Dr W McKeeva Bush is stepping down from the Speaker post, according to a statement by Minister Jay Ebanks to Loop News tonight.

“I had a talk with Mr Bush tonight. I emphasised the fact that the PACT government just can’t ‘talk’ about accountability, but must be seen to be accountable,” the statement read.

“While the police investigation is not yet complete, the allegations are serious. In this case, the first step is to relieve Mr Bush from his duties as Speaker,” the statement continued.

“Mr Bush understands this and has therefore agreed to step down as Speaker.”

Speaking to Mr Bush about the development, he said:

“I have considered all my people, my constituency, colleagues and my family. Enough of this, enough and the accusations aren’t going to stop as long as I hold a post in government.

“I know the PACT government is a government for the people and I don’t want to do anything to jeopardise the group in any negative light.”

The recent news about the Speaker of Parliament stepping down from his post has renewed interest in the constitution of the Cayman Islands. In particular, members of the public are interested in knowing what rules govern the appointment and removal of the Speaker. Some people have also suggested that, notwithstanding that these rules are in place, the people should insist on further constitutional amendments to spell out additional circumstances resulting in the vacation of the office of the Speaker.

Appointment

Before getting to the proposed amendments, it is important to look at how things currently stand.

Presently, the Speaker is appointed after a general election by of a majority vote of elected members of the Parliament. This person can come from inside or outside Parliament.

Removal

For the removal of the Speaker, the following options exist:

The Speaker may submit a resignation letter to ParliamentThe Speaker may become a minister, in which case, the Speaker shall no longer act as SpeakerElected members of Parliament may call a special meeting to pass a vote of no confidence in the Speaker (this requires the votes of two-thirds of the elected members of Parliament)

Alternatively, the Speaker will be removed if the Parliament is dissolved.

Proposed amendments

In addition to these removal rules, some members of the public have suggested that the regulations be enhanced to allow voters to trigger a recall vote and to require the immediate vacation of office for any member of Parliament, including the Speaker, in the event of a conviction for a serious crime.

These changes, however, would require voters to initiate a people’s referendum to amend the constitution or an order in council would need to be passed in the UK.

Wait and see

Until any of these steps are taken, members of members of the public will remain in a “wait-and-see” mode (well, at least for the rest of this weekend).

Responding to the recent announcement that the Speaker of the Parliament has agreed to step down, Premier Wayne Panton has now released the below statement, along with a copy of a letter dated September 15, 2022 to the Speaker.

Premier’s statement:

I have received several media inquiries concerning the statements made by the Speaker of the House, and as reported in Loop News yesterday evening.

It is disappointing that some Members of Parliament cannot show restraint.

Prior to departing for London on Thursday afternoon 15 September, I issued a strongly worded letter to the Speaker, suggesting that he resign on, or before, Friday, 23 September 2022. Whilst a formal written resignation has not been given, I can confirm that I received several messages from Mr. Bush on Friday morning, stating multiple times his intention to resign as Speaker.

It was my intent to wait until after the Official Period of National Mourning, and after Mr Bush had submitted his written resignation to the Clerk of Parliament, to issue any further statement on this matter.

As we conclude the final days of the Official Period of National Mourning, I encourage all residents to show respect and exercise restraint.

Now more than ever, let us honour the legacy of Her Late Majesty and be guided by her example of leadership, public service, humility, dignity and grace.

A number of so-called progressive political parties have been winning elections throughout the Caribbean, and the People’s National Party (PNP) needs to follow suit in Jamaica, says Minister of Finance in St Vincent and the Grenadines Camilio Gonsalves.

Speaking at a PNP constituency conference in Kingston on Sunday, Gonsalves said the PNP needs to remember the lessons and policies it taught to other progressive parties in the region in order to gain success at the polls.

“Progressive parties around the Caribbean are different because we care about the people and we work for the upliftment of the poor and the sufferers in our countries,” said Gonsalves, the son of St Vincent and the Grenadines Prime Minister Dr Ralph Gonsalves.

He noted that in addition to St Vincent and the Grenadines, Trinidad and Tobago, Grenada, Antigua and Barbuda, Barbados, St Lucia, and Dominica all have progressive governments in office.

“Wha gwaan wid Jamaica?” he questioned.

Progressive parties may be defined as those that seek to improve the lot of the majority through government action, as against conservative parties who favour private ownership and free enterprise.

Generally, progressive parties are seen on the left of the political spectrum with conservative parties on the right.

The Unity Labour Party (ULP), headed by the elder Gonsalves, has been in office in St Vincent and the Grenadines for the past 22 years, winning five consecutive elections.

Camillo Gonsalves urged the PNP to develop a narrative to distinguish itself from the governing Jamaica Labour Party.

“The first lesson is that we must always know we are different from the other side,” he said.

The St Vincent and the Grenadines minister said his government had implemented a number of policies to help the poor, such as having the lowest price on gasolene in the Caribbean by removing the tax, sending a record number of students to university, and removing the tax on fertilizer to farmers.

Meanwhile, PNP President Mark Golding said a review of the party’s vision and philosophy had been completed and would be taken to the party’s annual general meeting on the weekend for approval.

The Vision and Policy committee was chaired by Professor Anthony Bogues, a veteran humanities lecturer who worked closely with Prime Minister Michael Manley and in the 1980’s he was the secretary of the party’s Political Education Commission.

DEJAE’S BOY produced a strong rail run inside the last furlong of Saturday’s Supreme Ventures Racing and Entertainment Limited’s (SVREL) Administration Department Trophy race at six furlongs to outfinish THE GOOD WITCH and SUPER DUPER in a close photo finish.

Ridden by claiming jockey Nicholas Hibbert for trainer O’Neil Markland, the five-year-old, dark bay gelding, made his bid in tight quarters along the rail, chasing 13-1 outsider, SUPER DUPER, and THE GOOD WITCH.

DEJAE’S BOY won at odds of 6-1, clocking 1:13.1 on a sloppy track at Caymanas Park.

Jason DaCosta’s 3-5 favourite, EAGLE ONE, finished down the track in the underfoot conditions.

Champion trainer Anthony Nunes saddled his second consecutive three-timer after closing last Sunday’s card with a hat-trick of upsetters.

Nunes first won the second race, a two-year-old event in which ROYAL ASH upstaged hot 1-9 stablemate, VOLATILITY at odds of 3-1, the second of four winners for Reyan Lewis.

Lewis, who had opened the 10-race card with 3-5 favourite RUSTY, won three of the first four events, pairing with even-money choice PARTY PRINCESS in the fourth, returning to boot home Nunes’ 1-5 favourite, MORIMOTO, in the seventh.

Racing continues on Tuesday. Monday’s nine-race card was rescheduled in observance of the official day of mourning to mark the passing of Her Majesty, Queen Elizabeth II.

A 70-year-old man from Westmoreland is the latest recorded COVID fatality nationally. The separate death of a COVID-19 patient has been classified as being coincidental.

There were 92 recoveries on the day, bringing that tally to 98,045.

The newly confirmed COVID-19 cases brought the total number on record for the island to 151,221.

Notably, the 18.4 per cent positivity rate was based on the samples tested on Friday. Of the newly confirmed cases, 56 are females and 35 are males, with ages ranging from 20 days to 105 years.

The case count was made up of Westmoreland (20), St James (14), Kingston and St Andrew (12), St Elizabeth (11), St Catherine (nine), St Thomas (six), Portland (five), Trelawny (five), Clarendon (three), Hanover (two), Manchester (two), and St Ann (two).

There are 36 moderately ill patients, seven severely ill patients and two critically ill patients among 878 active cases now under observation in Jamaica.

A total of 103 patients are now hospitalised locally.

St Andrew Technical High School (STATHS) scored a 5-0 victory against visitors Dunoon Technical on matchday six of the ISSA/Digicel Manning Cup football competition on a rainy Saturday.

The win pushed STATHS to sole leadership of Group D with maximum six points.

Leon Brown opened the score for STATHS in the 18th minute followed by strikes from Alexavier Gooden (29th minute), Omar Reid (40th minute), Richard Livingston (60th minute), and Shakeone Satchwell (65th minute).

Over at Maxfield Park in another Group D fixture, Norman Manley edged Tarrant High 1-0 for their first win of the campaign. Both teams are on three points.

Only three matches were scheduled for the day. However, the other match between Spanish Town High and Jonathan Grant at Prison Oval in Spanish Town was rained out.

The competition continues on Tuesday with 11 games.

In four years’ time, Barbados’ athletes have earned in excess of a whopping $100,000 for their podium finishes across numerous disciplines.

Sharing this news is the newly re-elected President of the Barbados Olympic Association and the Commonwealth Games Association of Barbados, Sandra Osborne.

She delivered breath remarks at the celebratory reception for the island’s outstanding athletes at Ilaro Court and then spoke to Loop on the sidelines.

Osbourne disclosed that “So far, since 2019, over $100,000 have been earned by athletes under this [BOA incentive] programme.”

However, she said that when compared to statistics out of the United Kingdom (UK) Sport, Barbados cannot compare. She said the BOA looked at what it took the UK to produce an Olympic medalist between 2016 and 2020, and “the investment is staggering, and obviously, we lack the same scale, but the only point that we want to make here is that it takes not just a village, but a country.”

Osborne, therefore, thanked the Barbados Lotteries saying their “longstanding contribution to sport has allowed us to invest $20 million in athletes and national federations over the last four-year Olympic cycle and to more than double our direct athlete funding in 2022, to $1.475 million, cannot be overstated.”

She also mentioned government’s commitment to the BOA by way of taxes levied on the gaming industry in recent years. She said as the beneficiary of such, they are then able to pass on the good fortune to athletes.

But hammering home the need for more support still, she added, “As always, I repeat my call for more support for the dreams and ambitions of these fine Barbadian athletes.”
