Allen Martinez was found in an advanced state of decomposition on the John Smith Link Road 

BELIZE CITY, Mon. Sept. 12, 2022

The John Smith Road has become the scene of a number of murders since it was opened. This morning, it was the location at which the body of a missing man, Allen Martinez, was found in a small pond—about 50 feet off the roadside. The body was found about one and a half miles down the airport link road along the route from the 8-Mile community to Ladyville.

Martinez was reported missing last Monday by his family, who had been in search of him since then. He was last seen on Saturday in front of Zan Zan Shop on Central American Boulevard. His family identified his body this morning at the scene as it was being processed by police.

Allen Martinez, who went by the stage name “NOT NICE”, was a Belizean lyricist and recording artist who lived in the Port Loyola area of Belize City. Of recent, he had been battling mental illness and was frequently seen on Central American Boulevard.

Police have reported that he was last seen in front of Zan Zan shop on Central American Boulevard, but the Ladyville Highlights page published a photo and message suggesting he may have been spotted in the Lords Bank area.

There is no indication if this is true, but sometime this morning police responded to reports that his body was seen in the area, after being missing since Saturday, September 3.

The police report notes that no signs of injuries have yet been observed on Martinez’s body, but a postmortem examination will be carried out on his remains. Since the body was found in an advanced state of decomposition, that process would have to be expedited and may present additional challenges.

By all indications at this time, no foul play is suspected, and the case is being handled as a death investigation by police.

The Government has revealed that GraceKennedy Limited, The Musson Group and Keith Duncan were responsible for engaging the services of FINN Partners, the US-based company that provided communication and other services for the failed Commonwealth Secretary-General bid of Foreign Affairs and Foreign Trade Minister, Senator Kamina Johnson Smith.

Minister without portfolio in the Office of the Prime Minister with responsibility for information, Robert Morgan, made the disclosure as he answered questions on behalf of Prime Minister Andrew Holness in the House of Representatives on Tuesday.

He was responding to questions previously posed by Opposition Spokesman on Finance, Julian Robinson, before the Parliament went on its summer break.

As has been previously stated and confirmed by FINN Partners, Morgan reiterated that the firm rendered services to the Johnson Smith campaign.

“Members of corporate Jamaica paid FINN Partners to provide international communication services for Jamaica’s candidature for the post of Commonwealth Secretary-General.

“As stated in public filings made by FINN Partners, the contract was for three months — the anticipated duration of the Commonwealth Secretary-General campaign”.

Morgan said the amounts paid and payable to the company under the contract, as stated in public filings made by FINN Partners, was US$99,000.

When questioned about the source of the funds, Morgan said: “The government is aware that members of corporate Jamaica paid FINN Partners for their services. The government has received permission from GraceKennedy Limited, The Musson Group and Keith Duncan to make the public aware that they contributed to the payment of FINN Partners.”

As to whether the government received any financial or other support from any other government or non-Jamaican entity in connection with Jamaica’s candidacy, Morgan said no other financial or other support was received from any other source.

The government disclosed in early August that it spent a combined $43 million on Johnson Smith’s campaign to wrest the Commonwealth Secretary-General position away from Baroness Patricia Scotland, and for its delegation that attended the Commonwealth Heads of Government Summit in Kigali, Rwanda in June.

A total of $18.2 million was spent on the Johnson Smith campaign that started with the surprise announcement of her candidature by Jamaica House in April. Approximately $25 million was spent on the delegation, which included Prime Minister Andrew Holness and his wife Juliet, that attended the week-long Summit at which the incumbent, Dominica-born Scotland, narrowly defeated Johnson Smith to retain her position as Commonwealth Secretary-General.

The Jamaica House statement then confirmed that global marketing agency, FINN Partners provided public relations, media relations and thought leadership services for Johnson Smith.

“The Government of Jamaica was not a party to this arrangement, which was secured by corporate Jamaica,” the statement said.

After 38 years in the Jamaica Defence Force (JDF), the last six of which he served as Chief of Defence Staff, Lieutenant General Rocky Meade has been appointed cabinet secretary.

The Office of the Prime Minister made the announcement on Tuesday and stated that Meade’s appointment will take effect on October 1.

With a career soldier tapped to assume the position, what exactly are the roles and functions of the cabinet secretary?

According to the Office of the Cabinet, the Cabinet is the principal instrument of policy and is charged with the general direction and control of the Government of Jamaica.

It describes the cabinet secretary and his role and responsibilities as follows:

“The cabinet secretary is the most senior policy adviser in the civil service. He is secretary to the Cabinet, responsible to all ministers for the running of Cabinet and is also the head of the civil service.

“As secretary to the Cabinet, he provides support and advice to the government and oversees the provision of policy and secretariat support to Cabinet and Cabinet committees. He organises the minutes of the Cabinet and conveys decisions of the Cabinet.

“As head of the public service, he is responsible for developing a highly professional public service [that is] able to effectively execute government business.

“As head of the Permanent Secretaries Board, he is responsible for guiding the execution of ministry plans that align with government’s priorities”.

Meade will replace the longstanding cabinet secretary, Ambassador Douglas Saunders, who has served in the position since 2008.

‘Four or more a week’; Psychiatrist alarmed by high attempted suicide rate

OBSERVER: According to the World Health Organization, each year more than 700,000 people take their own life after many suicide attempts, and for every suicide there are likely 20 other people making such an attempt and many more having serious thoughts about it.

In Antigua and Barbuda, Dr Chenelle Joseph, a specialist in internal medicine and psychiatry, said she receives about four clients each week between the ages of 25 and 45 who have tried to take their own life.

“I don’t have any statistics for Antigua. What I do have is the number of suicide attempts I would see, which is about four or more individuals per week.

“The most common way is medication overdose but there is also self-inflicting injury usually by cutting. There have been a few attempting hangings,” she told the Observer AM show.

The number of suicides in Antigua and Barbuda over the last couple of years has sparked concern locally.

Dr Joseph, who has a private psychiatry practice in Long Street, St John’s, was speaking to mark September’s Suicide Awareness Prevention Month.

She continued that 80 percent of her clients only seek help after they have already tried to end their life.

In fact, she said, “The medication overdoses they come in because they don’t feel well, they are having severe pain or they are vomiting continuously and so they really come in to get rid of the discomfort.

“There’ve been unfortunately some severe cases where these persons were found and had to be brought in unresponsive by family or EMTs so first they require medical help, get them stable, and sometimes I get consulted to determine whether it is safe for them to go home or whether it may be best for them to go to Clarevue or something in between,” Joseph added.

She went on to share some of the main causes of suicide in the country.

“An overwhelming feeling of hopelessness and it usually stems from social issues, marital conflicts, financial struggles are a big one, poor support. So, a lot of these individuals are struggling with an issue and friends aren’t really paying attention or notice,” she said.

“Family may not notice or they’ll downplay it; just get over it or you’ll be fine or just go to church, without really touching base with them to see what’s going on, tell me more, how can I help. So, a lot of people resort to attempting suicide because they feel like it’s the only way out. It’s the only way that’s gonna give them some relief.”

The expert then called on the government to take charge of the growing problem.

“We need more investment, more interest from the government level. Mental health is a human right; most civilised countries offer mental health resources through the government. Yes, there are private psychiatrists and therapists but you need to have an option that people can afford.”

Joseph added that she has reached out to the necessary authorities to express her concerns but she either doesn’t hear back or is given excuses.

Acting Chief Medical Officer Dr Teri-Ann Joseph said public discussion on suicide was crucial.

“Statistics show that every 40 seconds someone somewhere in the world will die by suicide,” she told Observer.

“Suicides are preventable and it’s OK to have a conversation about it. It’s also important to look out for warning signs that someone is thinking about it, for example saying things like ‘no one will miss me when I’m gone’, giving away prized possessions, or saying goodbye to loved ones.”

Dr Joseph advised friends and family of a suicidal person to let them know they are there for them and that they care, and to encourage them to seek professional help.

“If you think someone is in immediate danger take them to the Emergency Room at the hospital,” she said.

“You can also reach out to Clarevue Psychiatric Hospital to speak to one of the mental health nurses there; it’s a 24/7 facility. There are also mental health nurses available at the community clinics,” Dr Joseph added.

Autoridades confirman familia de bebé de 4 meses en condición crítica tiene antecedentes de maltrato

El director del Cuerpo de Investigaciones Criminales (CIC) de Caguas, Carlos Alicea, confirmó en RADIO ISLA que la familia del bebé de cuatro meses que se encuentra hospitalizado y en condición crítica, tiene antecedentes de maltrato.  

Según el diario El Vocero, el infante fue diagnosticado con fractura bilateral en la cabeza, lo que le ha causado el fallo en la función de varios órganos. Carlos Alicea indicó que los hechos ocurrieron el sábado pasado en Cidra.

Carlos Alicea indicó que la pareja de padres es joven y que, además, hay dos menores adicionales, de las edades de 5 y 10 años, que componen ese núcleo familiar. Un familiar cercano asumió ayer la custodia de los otros dos menores. Alicea informó que los padres no poseen antecedentes penales.

Carlos Alicea no ofreció muchos más detalles e hizo énfasis en que sea el Departamento de la Familia quien responda.
