Covid: 6 new cases; 2 in ICU

Guyana has recorded six new cases of the novel coronavirus, taking the total positives detected to date to 70,815.

There are 13 persons in institutional isolation, two of whom are in the ICU while 360 are currently isolating at home. A total of three persons are in institutional quarantine.

Recoveries stand at 69,162 while the death toll is 1,278.

Pierre: ‘It Was Never An SLP Office!” – St. Lucia Times News

Prime Minister Philip J. Pierre told reporters on Monday that the Verification Section of the Immigration Department has not been relocated to a Saint Lucia Labour Party (SLP) office as some news reports have indicated.

He explained that it is not an SLP office.

“It was never an SLP office. It’s a government office. It’s an office of the leader of the Opposition,” Pierre declared, adding that taxpayers are paying the bill.

In this regard, the Castries East MP recalled that former Prime Minister Stephenson King and former Micoud North MP Dr. Gale Rigobert were there when they served as opposition leaders.

However, Pierre asserted that current opposition leader Allen Chastanet found the office ‘unfit for his status’.

“What’s happening now is that it was available for the Immigration Department and the Ministry of the Public Service visited and found it was convenient. So we have a Verification Centre where people can get their documents cleared,” he explained.

According to Pierre, those individuals could then proceed to the Immigration Office.

He spoke hours after the Royal Saint Lucia Police Force (RSLPF) announced that to improve processing services at the current office, the Verification Section of the Immigration Department has relocated.

As of Monday, August 22, 2022, the RSLPF has requested people seeking to submit passport applications to do so at the Ward Building on the corner of High and Chisel Streets, Castries.

Applicants will get an appointment at the Immigration Department, for completion of the process.

An RSLPF release noted that no applications will be accepted at the Immigration Department on Bridge Street, Castries until further notice.

And the release promised detailed updates ‘in due course’.

El Negociado de la Policía investiga una agresión agravada reportada en horas de la mañana de hoy, en hechos ocurridos en la avenida Degetau en Caguas. 

Según indicó el perjudicado de 28 años,  mientras se encontraba transitando en un vehículo Toyota 4 Runner de color negro por el lugar antes mencionado, alguien utilizando un arma de fuego le realizó un disparo, alcanzándolo en el área del rostro.   

La víctima, llegó en su auto a la sala de emergencias de un hospital del área, dónde fue atendido por el médico de turno y al momento su condición es estable. 

Agentes adscritos a la División de Homicidios del Cuerpo de Investigaciones Criminales del área de Caguas investigan.

El representante Luis Raúl Torres Cruz dijo el lunes que, a su juicio, la prioridad es cancelar el contrato de transmisión y distribución de energía eléctrica a LUMA Energy, y luego, se atienden los demás asuntos relacionados a la transición.“Cada cosa va paso a paso. El primer paso, no renovar el contrato. Segundo, transferencia de todos los activos y la operación a la Autoridad de Energía Eléctrica y a futuro, lo demás hay que trabajarlo”, dijo el representante en conferencia de prensa.

En reacción a la conferencia de prensa de Torres Cruz, un portavoz del consorcio en declaraciones escritas expuso que “No somos políticos. Somos trabajadores de servicios públicos”.

Uno de los asuntos que habrá que trabajarse en el futuro (si finalmente se logra cancelar el contrato) tiene que ver con los empleados de LUMA, cobijados ahora bajo la Unión Insular de Trabajadores Eléctricos (UITICE).

“Esa unión se queda ahí con sus empleados y la Autoridad (de Energía Eléctrica) tiene que reconocerla y manejar con esos empleados el proceso. Cuando determinemos como país, si vamos a dejar a la Autoridad permanentemente o vamos a traer otra Alianza Publico Privada o vamos a crear otro ente- porque hay varias propuestas-, mientras tanto, el proceso de transición es sencillo. La Autoridad sigue operando con los empleados y la unión que tiene LUMA ahí, por el momento y lo que si puede hacer la Autoridad, es traer una nueva plantilla de empleados para ampliar y poder atender más prontamente, más eficientemente, la situación de los apagones del sistema de transmisión y distribución y los nuevos proyectos que hay que desarrollar”, sostuvo el legislador independiente.

Otro asunto que quedaría pendiente de atender seria la aprobación de la Agencia federal de Manejo de Emergencias (FEMA).

De acuerdo a Torres Cruz y los representantes de los partidos Popular Democrático, Independentista Puertorriqueño, Movimiento Victoria Ciudadana y Proyecto Dignidad, el proceso de transición se puede dar a través del Artículo 16 del contrato de LUMA Energy y el Gobierno de Puerto Rico. La interpretación de los representantes, es que LUMA Energy tiene que comenzar un proceso de transición con la Autoridad de Energía Eléctrica para transferirle toda la propiedad (que incluye documentos, programas de computadoras, registros, etcétera).

Shipment of illegal guns intercepted at Castries Wharf Loop Barbados

Hours after St Lucia Prime Minister Philip J Pierre announced plans to work closely with US authorities in curbing the proliferation of illegal guns on the island, a shipment was intercepted at Port Castries, details of which are still coming in.

“We don’t manufacture guns and most of these guns come from the US,” Prime Minister Philip J Pierre told reporters.

Last week the Department of Homeland Security declared there would be a crackdown down on illegal gun trafficking to Haiti and the Caribbean.

Pierre says there is no manufacturing of guns in the Caribbean region and in order to tackle the serious implications of the importation of illegal firearms in the region, there must be some kind of cooperation with the United States.

In March 2020, a barrel of weapons and ammunition was found at Port Castries, where a customs broker was arrested as he attempted to clear the shipment. The shipment contained nine Glock pistols and three AK-47 rifles and approximately 400 rounds of ammunition.

According to the Prime Minister, the issue of illegal firearms in the region is a transnational issue and in the wake of the rising gun violence regionally, something needs to be done.

Le nouveau préfet de la Martinique, Jean-Christophe Bouvier, prendra ses nouvelles fonctions dès ce mardi 23 août 2022 et commencera par un dépôt de gerbe.

Conformément à la tradition républicaine, le nouveau préfet de la Martinique commencera par déposer une gerbe au monument aux morts place de la Savane à Fort de France, ce mardi 23 août à 8h30, jour de la prise de ses fonctions. Pour rappel, par décret du 29 juillet 2022 suite au conseil des ministres, Monsieur Jean-Christophe Bouvier a été nommé préfet de la région Martinique en remplacement de Monsieur Stanislas Cazelles, nommé directeur des ressources et des compétences de la police nationale à l’administration centrale du ministère de l’intérieur.

Un retour en Outre-Mer

Précédemment préfet du Cher et âgé de 51 ans, Jean-Christophe Bouvier a auparavant occupé de multiples fonctions au sein de l’administration d’Etat, notamment comme préfet délégué pour la défense et la sécurité de la zone Nord, mais aussi comme sous-préfet, directeur de cabinet du préfet de la Charente-Maritime de mars 2002 à octobre 2003, sous-préfet de l’arrondissement d’Ancenis d’octobre 2003 à novembre 2004, directeur de cabinet du préfet de la Seine-Maritime de janvier 2008 à janvier 2011 et directeur de cabinet du préfet de la région Nord-Pas-de-Calais, préfet du Nord de janvier 2011 à mai 2012.

Il a commencé sa carrière au sein du ministère de la Défense et a exercé des missions au sein du ministère de la Justice et du ministère de l’Équipement, du Transport et du Logement. Il a été directeur adjoint du cabinet du ministre des Outre-Mer de mai 2012 à août 2014.

Professionals leaving Jamaica are not cowards — Bunting Loop Jamaica

Opposition Senator Peter Bunting is insisting that professionals, including teachers, should not be characterised as being “cowards” for migrating in search of better lives, as they are not only seeking better opportunities for themselves, but also their loved ones.

Bunting has also suggested that based on the number of professionals leaving the country, it is an indication that Jamaicans are not pleased with the Government’s ability to address the social and economic issues affecting the country.

“These teachers are abandoning schools in droves not because they wouldn’t want to stay, but the conditions that they’re being asked to serve under. They cannot sacrifice their own families for that,” Bunting claimed.

He was addressing a People’s National Party (PNP) conference in North East Manchester on Thursday.

Bunting cited a report from TheGlobalEconomy.com that ranked Jamaica as second out of 177 countries on the 2022 edition of its human flight and brain drain index, and asserted that the island’s nurses, doctors, police and university graduates are also leaving the country.

“Don’t blame them (for leaving). They’re not cowards! They are looking out for their families who they have the first responsibility to,” he said.

In turning to the Island’s economy and cost of living, the Opposition Spokesman on National Security said the promises by the Government are not being met.

He pointed to the 2016 promise of five per cent growth in gross domestic product (GDP) in four years as an example.

According to Bunting, the PNP remains undeterred in speaking on the myriad of issues affecting the Jamaican people, despite some people being critical of his and the party’s activism.

“…Those who work on six-month contracts for 20 years straight who don’t have any of the protection of the labour legislation that Michael Manley put in, they need the People’s National Party to speak on their behalf,” he suggested.

“The farmers in North East Manchester, in fact, all over Manchester, St Elizabeth, Trelawny and Clarendon, who paying $1,500 for a bag of fertiliser, need the PNP to speak on their behalf, and there is nothing that’s going to deter us from doing that,” declared Bunting.

Teleperformance seeking 1000 persons to work from home

At least 1,000 persons are likely to be employed to work from home in the telemarketing field by the end of this year.

In an effort to boost its workforce, Teleperformance held a job fair on Saturday at the University of Guyana’s Berbice campus. The company held the event to boost its employment drive, and attracted Berbicians who might be interested in working from home.

The requirements for the position are possession of internet service at home and ownership of a high school certificate. This is according to the Recruiting Manager of Teleperformance, Raeburn Bowman.

“The whole idea of this job fair is that we are looking to hire 800 to 1000 persons by January, or before the end of this year,” Bowman revealed. Over 550 persons have already been hired in the ‘work from home’ programme, Bowman told the job fair.

Teleperformance already has a site in the capital, in which persons work from the office, and has the capacity of 800. According to Bowman, this means that the company can hire at least 1600 persons.

“And with the ‘work from home’ set-up, that is going to expand as well,” Bowman added.

Those who have been successful at Saturday’s pre-screening exercise would be called for an interview via Zoom next week. Saturday’s job fair saw the company taking persons through the pre-screening process.

Meanwhile, Prime Minister Brigadier (retd) Mark Phillips, performing the duties of President in an acting capacity, attended the job fair and described same as an opportunity to create employment in Berbice.

He noted that Teleperformance has taken advantage of the liberalisation of the telecommunication sector to expand investments in Guyana. In fact, since liberalisation in October 2020, Guyana has seen an expansion in telecommunications and ICT-related infrastructure countrywide.

“And we are at a stage now where the technology can be leveraged to support the investment. In this case, it is Teleperformance. That in itself will lead to the creation of many jobs, not only in Georgetown, but here in Region Six,” he said.

Finance Minister Dr Ashni Singh, who accompanied the Prime Minister, noted that Government has been investing in training persons in ICT education to ensure that more persons have the skills which are needed in order to work in the sector. Dr Singh noted that Government is also working to create jobs in other sectors by improving skills through capacity-building.

“We have been investing in skills training, technical and vocational education,” he said.He noted that a new technical training college will be established at Port Mourant on the Corentyne, and it would incorporate the GuySuCo Training Centre and the national Oil and Gas Institute. The national Tourism and Hospitality Institute would also form a part of the complex.

“There is a very traditional type of job the Guyanese economy has become accustomed to, but as we undergo this transformation that the President has been speaking about, there are new types of jobs and new types of skills being required for those new types of jobs. This is all part of the transformation that is taking place. It is important that young people and potential job-seekers prepare themselves for these new job types. That is why programmes like the GOAL Scholarship are so important,” Dr Singh added, while noting that the world is rapidly changing.

“Guyana is changing at a pace that is even more rapid than the average pace of change around the world, and so it is important that Guyanese people adapt in order to prepare themselves for those changes,” he said.

With persons seeking jobs in the telemarketing industry, there will be need for a stable internet. This publication asked both Teleperformance and the acting President whether the bandwidth being offered by internet providers was adequate. Bowman said the company’s personal IT team did a surrey in Berbice and is convinced that there is enough internet speed for persons to be able to work from home.

“The internet is sufficient for them to work from home. All that is required is about 10 Megs, which you can get from GTT DSL. We know that we have E-networks in Berbice as well, but it is only available up to a certain area. We also have persons who can go to the home of a family who has sufficient internet and work from there.”

The acting Head of State has said there is always room for improvement. “To be fair to the service providers, they are investing and we are seeing daily expansion in the infrastructure, and eventually we will reach to the point where all of us will be satisfied with the service,” Phillips has said.

Barbados Prime Minister Warns Of More Food Supply Disruption – St. Lucia Times News

Barbados Prime Minister Mia Amor Mottley is warning of more disruption to the food supply into next year as a result of droughts in North America, China and other parts of the world.

Speaking to the in-person and virtual audience attending to the Agri-Investment Forum and Expo II at the Queen’s Park Savannah, Trinidad, on Friday, Ms. Mottley stressed that a reorganisation of plans beyond the medium term, is imperative.

“It therefore means that our plans cannot only be medium term plans to substitute feed, which we must do, as Guyana is planning to do under the distinguished leadership of my brother, President [Dr. Irfaan] Ali by 2025, with corn and soya production being ramped up to scale,” she stated.

Ms. Mottley continued: “We don’t have the luxury of that.  Because we have a population that is feeling the vagaries and the negative consequences of rampant inflation.  But inflation is going to also reinforce the fact that the lack of access is going to be there because of these droughts.”

Given this expectation, Ms. Mottley repeated the urgency for regional farmers to grow six and twelve weeks’ crops and suggested that they also focus on rearing six-weeks’ livestock to meet the needs of the region.

“None of us can avoid the reality that our people must eat. And the reality is, that there are things that we can do and that we have done in our past to ensure survival.

And we are there again. Whether it is rabbits or chickens, whether it is fishing, whether it is new forays as we are doing in Barbados in aquaculture, we have the responsibility for urgent action today,” Ms. Mottley proffered.

Since the hosting of the Guyana forum, the Prime Minister shared that regional heads had been asked to formulate a framework for financing. She added that Barbados had worked assiduously with the financiers as well as with regional and international organisations to effect this.

“We’ve written every Minister of Agriculture asking for the projects. Some have started to come in already and they’ll be loaded on the electronic dashboard that will be available for heads to see today.  Also on that dashboard will be training support from CARDI…,” Ms. Mottley underlined

Ms. Mottley also reiterated the importance of tackling the issue of air and maritime transportation, pointing out that regional heads were working on these areas, which she emphasised was a work in progress.

The Expo concluded on Sunday.

It’s theme was : Transforming Agriculture through Innovation and Investment.
