The Department of Education Services (DES) has released the dates when Government schools on all three islands, including primary, secondary, the Lighthouse School and the Cayman Islands Further Education Centre (CIFEC), will reopen for regularly enrolled students.

All Government primary schools are scheduled to reopen for all students on Thursday, August 25, 2022.

AllGovernment high schools, including CIFEC, are scheduled to reopen for all students on Tuesday, August 30, 2022.

Year 12 students enrolled at CIFEC, including those who have not yet been notified of their dual entry status, are required to report to the institution for registration, consultation and guidance based on the first letter of their surname onAugust 25 and 26, 2022, as per the schedule outlined below.

Orientation Day provides new students and their parents with essential information for successful integration into the new learning environment. Parents are required to accompany their children to Orientation Day, which is mandatory for any student entering a government school for the first time.

Another 15 persons have tested positive for the novel coronavirus in the last 24 hours.

This now takes active cases in Guyana to 386 including two patients in the COVID-19 Intensive Care Unit (ICU) and the remaining persons in either home (371) or institutional (13) isolation.

Four more other persons are also in institutional quarantine.

Guyana’s COVID-19 death toll remains at 1278 while some 69,152 persons have since recovered from the life-threatening virus in the country.

The Barbados Meteorological Services has issued an alert for a flash flood warning.

The warning is in effect for Western and Central Districts of the island.

This alert message is valid from 1:30pm and will be terminated at 6:00pm or sooner if conditions warrant.

A flash flood warning is issued when rapid flooding due to heavy or excessive rainfall in a short period of time (generally less than 6hours) is occurring or is imminent in the warning area.

Cause:Deep layered moisture, light winds and strong daytime heating are resulting in localized activity across some western and centraldistricts.

Rainfall:Maximum Rainfall Accumulations of 25.0 to 50.0 mm in moderate to heavy showers are expected this afternoon.

Advice:

Residents and visitors should note that the following impacts are imminent during this forecast period -Strong runoff from higher elevations.

Soil erosion is likely on bared or scarred land surfaces.

Debris such as small rocks, mud and treefoliage could end up on roads and property.

Traffic delays are likely.

Flooding at the foot of hillsides and coastal roads is possible.

US Hospital Ship To Deploy To Latin America, Caribbean – St. Lucia Times News

The U.S. Navy hospital ship USNS Comfort (T-AH 20) will deploy to the U.S. Southern Command area of operations this fall as part of U.S. Naval Forces Southern Command/U.S. 4th Fleet’s Continuing Promise 2022 mission.

Detailed planning is currently underway for the Comfort to visit Dominican Republic, Guatemala, Haiti, and Honduras.

During these mission stops, Continuing Promise medical teams will focus on working alongside partner nation medical personnel to provide care on board and at land-based medical sites to increase medical readiness, strengthen partnerships, and enhance the combined capabilities of the U.S. Navy and partner nations to respond to public health disasters and humanitarian crises.

“No mission better demonstrates our enduring commitment to the region as we work collaboratively with likeminded nations to ensure a secure, free, and prosperous hemisphere,” said Rear Adm. Jim Aiken, commander of U.S. Naval Forces Southern Command/U.S. 4th Fleet.

“Today, more than ever, our fates are inextricably linked in the Western Hemisphere. Continuing Promise provides valuable training for U.S. and partner nation personnel to learn from each other and to work side by side to improve the medical readiness of our neighborhood while also collectively being prepared to meet regional challenges.”

The Continuing Promise 2022 main planning conference (MPC) took place in Jacksonville, Fla. July 6-7, and included over 100 participants from across the U.S. armed forces, Department of State, non-governmental organizations, and partner nation military members.

The conference allowed participants to discuss details of the mission including medical planning, training, logistics, and security for the ship and personnel while in host nation ports.

Capt. Bryan Carmichael, commodore of Amphibious Squadron (PHIBRON) 4 will serve as mission commander for Continuing Promise 2022.

“I look forward to getting out there on Comfort and doing great things for America and our partners in the U.S. Southern Command area of responsibility,” said Carmichael. “The mission helps show those who live in this part of the world they can turn to the United States for help whenever needed. Medical services is a big part of this mission but we are also building relationships with these countries and their people that will have lasting impacts.”

The Continuing Promise mission will include providing direct medical care and expeditionary veterinary care, conducting training and subject matter expert exchanges on various medical and humanitarian assistance/disaster relief topics, and leading seminars on Women, Peace, and Security (WPS).

WPS is a United Nations initiative that started with UNSCR 1325 signed in 2000. It was a public acknowledgement that women are more adversely impacted by conflict and crisis, and that including women in security planning will lead to a more peaceful world. The Department of Defense (DoD) signed the WPS Implementation Plan in 2020. It outlines defense objectives and goals that the DoD will strive to achieve in order to move the bar toward full WPS implementation. USSOUTHCOM and USNAVSO/4th Fleet are dedicated to WPS and the promotion of gendered perspectives.

Continuing Promise 2022 marks the twelfth mission to the region since 2007 and the seventh mission involving USNS Comfort. The mission will also foster goodwill, strengthen existing partnerships with partner nations, and encourage the establishment of new partnerships among countries, non-government organizations, and international organizations.

“We are incredibly excited by the opportunities presented by Continuing Promise 22,” said Capt. Bradford Smith, USNAVSO/U.S. 4th Fleet Surgeon. “In addition to providing world class care to those in need, we are looking forward to strengthening relationships with our partner nations through subject matter expert exchanges as well as humanitarian relief and disaster exercises to build capacity and resilience during times of crisis.”

A U.S. Navy hospital ship has the capacity to provide afloat, mobile, acute surgical medical facilities to the U.S. military and partners.

The medical and dental capabilities provided during this deployment will assist communities with a wide range of health services including general adult care, pediatric care, dental treatment, and optometry.

Additionally, limited surgical procedures will be offered in coordination with partner personnel.

The final planning conference will take place in September, which will finalize details of the mission. Additional details on the upcoming deployment will be released at a later date.

U.S. Naval Forces Southern Command/U.S. 4th Fleet supports U.S. Southern Command’s joint and combined military operations by employing maritime forces in cooperative maritime security operations to maintain access, enhance interoperability, and build enduring partnerships in order to enhance regional security and promote peace, stability and prosperity in the Caribbean, Central and South American region.

An 81-year-old Danish woman travelling from Africa to Canada was arrested at Warsaw airport on suspicion of illegal possession of heroin worth over US$515K, officials in Poland said on Friday.

Customs officers at Frederic Chopin Airport decided to check the woman’s luggage Sunday after becoming suspicious of her itinerary and her uneasy behaviour.

Packages with five kilograms (11 lbs) of heroin were discovered under a false suitcase bottom.

The woman, travelling from Malawi and Kenya through Doha and Warsaw, denied any wrongdoing and said family members had given her the suitcase with gifts for relatives in Canada, according to Aleksandra Skrzyniarz, a spokeswoman for the prosecutor’s office in Warsaw.

She was detained for three months and prosecutors have opened an investigation; under Polish law, she faces up to 15 years in prison for illegal possession of narcotics.

Denmark officials confirmed that a Danish citizen was detained in Poland and said the ministry is “providing consular assistance”.

NHC forecast tropical storm conditions for Mexico & Texas Loop Barbados

Heavy rains, with the potential to cause flash flooding, is in the forecast from the US National Hurricane Centre (NHC) for south Texas and north-eastern Mexico as Potential Tropical Depression Four nears land.

The disturbance is located about 200 miles (325 km) south-southeast from land.

On the forecast track, the disturbance is expected to reach the coast of north-eastern Mexico late this afternoon and then move across the Rio Grande Valley tonight and Sunday.

A Tropical Storm Warning is in effect for:

The Gulf coast of Mexico from Boca de Catan northward to the Mouth of the Rio Grande. The Lower Texas coast from Port Mansfield southward to the Mouth of the Rio Grande.

The disturbance has maximum sustained winds that are near 35 mph (55 km/h).

NHC said there is a chance for the disturbance to strengthen slightly and become a tropical storm later today.

If that does occur, the storm will be named Danielle.

No testing on arrival at GAIA for unvaxxed travellers Loop Barbados

The Ministry of Health and Wellness has advised that effective today, August 20, 2022, there will be no testing for un-vaccinated travellers on arrival at the Grantley Adams International Airport (GAIA).

In its revised protocol for air travel, the Health Ministry further advises that un-vaccinated travellers will require a rapid antigen test or PCR test, which should be taken within three days of arrival into the island.

Travellers are encouraged to download the BIMSafe app to upload their travel documents for smooth transition at the airport.

Chief Medical Officer, Dr. The Most Honourable, Kenneth George, said: “Once pre-flight COVID-19 test results are validated, travellers will be allowed to enjoy the island safely.”

Well-known public commentator Kevin O’Brien Chang has sought to provide an explanation about an informal poll that has been garnering some attention on social media looking at local politicians and their popularity ratings.

Chang in an interview with Loop News made it clear that he posts poll questions on the social media platform Twitter all the time, for fun and to generate debate.

Chang in the latest poll posed questions about who is the most liked and most disliked politician in Jamaica.

Both questions have generated thousands of responses combined with Twitter followers not being shy to state their preferences.

Prime Minister Andrew Holness was rated the most disliked politician and Opposition Spokesperson on Foreign Affairs and Foreign Trade, Lisa Hanna voted the most liked, just edging out Holness.

But, O’Brien Chang was quick to acknowledge that such polls were unscientific, lacked methodology, and are easily manipulated after the responses to both questions fluctuated wildly and with some persons suggesting motive or that the ‘polls’ were rigged.

Some social media users commented that the poll had backfired on O’Brien Chang after the question about “Which Jamaican politician do you dislike the most” showed Opposition Senator Peter Bunting registering 52 per cent among respondents after 500 votes. Prime Minister Andrew Holness had 11 per cent, National Security Minister Dr Horace Chang 12 per cent and Opposition Leader Mark Golding 25 per cent at this stage.

However, after 1,331 votes, Holness was voted the most disliked politician with 45 per cent of the votes. Bunting had shrunk to 28 per cent, Golding 15 per cent, with Chang holding firm at 12 per cent.

For the question “Which Jamaican politician do you like the most” there was a similar trend where Holness was leading with 59 per cent after 513 votes were cast. Golding had 26 per cent, Lisa Hanna 12 per cent and Bunting four per cent at this stage. However, after 3,278 votes, Hanna had overtaken Holness with 45 per cent of the votes with Holness slipping to 41 per cent, Golding 12 per cent, and Bunting two per cent.

To underscore the unscientific nature of such polling, O’Brien Chang pointed out that in a span of just 16 minutes, 569 votes were cast for Hanna, pushing her from 12 per cent to 52 per cent.

Despite the lighthearted nature in which such polls are usually done, Hanna, told O’Brien Chang in a post: “Respectfully Kevin, having made the decision of not doing representational politics, I’d prefer not to be included in these polls”.

O’Brien Chang responded: “With all due respect ma’am you are still a politician until you resign as MP”.

“And you were not coming last in the likeability poll,” he added.

Hanna, the Member of Parliament for St Ann South East, and who for many years has consistently ranked among the most liked politicians in official public opinion polls, announced last week that she would not be seeking reelection when the next General Election which is constitutionally due in 2025 is called. She has won the seat four times for the People’s National Party.

Young people across the country, and especially those in region 10 (Upper Demerara-Berbice), who attended the National Youth Culture Camp during the August holiday inthe region, have been reminded of the many opportunities being made available to themfor their own development and advancement.

The reminder came from Minister of Public Works, Juan Edghill, who delivered the featured address at the closing ceremony of the three (3) weeks camp held in each region of the county.

Minister Edghill told the youths that the government is providing opportunities forthem so that they can be the very best that they can be.

“The government has put aside money for young people, that people whohave creativity they could get a grant for culture and innovation to developthemselves to the highest level… This camp was designed to help you to discover for yourself and to help some of your guardians and your superiors discover talents.”

He went onto say, “Diamonds that people wear on their hands or as broaches, they are very expensive and very valuable, nicely polished and shining, but you don’t find them looking like that in the backdam, you have to have an idea to know that is a good piece of diamond, as it is in the rock. Then you take that diamond and you polish it and cut it, Queens and Kings, billionaires and noblemen use those diamonds, but when they were first discovered, they look like a piece of dirt, they look like nothing.

“Today, me addressing you, do you know how I see you, as diamonds in the rough, and once properly polished, once properly processed, you will be valuable, you will end up before Kings and Queens and Governments, the sky is the limit,” the Minister added.

Minister Edghill also noted his happiness at the fact that one’s circumstances no longerdetermined one’s value.

“How the world has it, only a special group of people or kinds of people could reach certain heights, I am happy today that in Guyana that no longer prevails, provision and opportunity have been created for young people despite where they live, what is their family name, if they come from two-parent family or single parent family, don’t matter what is their religion, or their colour, once they can do it, the road to success is laid out for you by the government.”

During the three weeks of the camp, participants were instructed in the subject area ofSocial Studies, learning about Guyana’s rich cultural history. They also learned differentart forms including, painting, sketching, dance, and drumming.
