…slams Opposition Leader for bullying, threatening GECOM Chair

Vice President Bharrat Jagdeo on Friday declared that the People’s Progressive Party/Civic (PPP/C) Government is ready for the hosting of Local Government Elections (LGE) this year once the Guyana Elections Commission (GECOM) has preparations in place.

We’re already gone on an election footing. We’d be ready were elections are held this year or next year. We don’t control when that happens, GECOM does but we’d be ready at any time,” the Vice President stated during a press conference on Friday.

Local Government Elections in Guyana, which is constitutionally due every two years, is long overdue having been last held in 2019.

According to Jagdeo, who is also the General Secretary of the governing PPP/C, as soon as the Elections Commission indicates its readiness for Local Government polls, a date will be set.

“GECOM would have to write indicating when they are ready. But [in] the People’s Progressive Party, I speak as General Secretary, I’ve already convened a meeting and we’ve already started working on our organisational structures around the country. We’ve put our party in a readiness mode,” he posited.

Only this week, GECOM Chair, Retired Justice Claudette Singh assured that preparations are ongoing for the hosting of Local Government Elections before the end of this year.

But Leader of the A Partnership for National Unity/Alliance For Change (APNU/AFC) Opposition, Aubrey Norton has announced that they will not participate in and also threatened to block any elections from being held if the voters’ list is not cleansed. Since losing the March 2020 elections, the coalition Opposition has been claiming that the list is bloated.

Already, the GECOM Chair explained on Tuesday last that the upcoming Claims and Objection Exercise, which will roll out on August 22, can be used to challenge the presence of any names on the list in accordance with the appropriate laws.

Based on a 2019 High Court ruling, GECOM cannot remove any person from the National Register of Registrants (NRR) – from which voters’ list is compiled – unless they are dead or otherwise disqualified under Article 159 (2), (3) and (4) of the Constitution.

To this end, Jagdeo contended during Friday’s press briefing that the PPP/C Government is not going to fall into Norton’s trap and act unconstitutionally.

“The Chief Justice [Roxane George] ruled that it’s unconstitutional to remove people’s name based on residency. This is precisely what Norton wants us to do, to act in an unconstitutional manner. If we were to do so, just imagine what will happen. All you need is one person who is not resident in Guyana to go to the court and challenge, and immediately that will be overthrown [and] that will be declared unconstitutional.”

“So we are not going to act in an unconstitutional manner. We’re not going to be complicit with the People’s National Congress in this issue… Norton doesn’t understand that it will be unconstitutional to remove people’s names from the voters’ list… We’re not going to support any process that is unconstitutional. Now, Norton comes from a party that has a history of acting unconstitutionally in several instances,” the Vice President noted.

Nevertheless, VP Jagdeo is of the view that Norton will backtrack on this position once Local Government polls are called and will contest the elections.

“Norton can’t bully the Government or the country into not having Local Government Elections… Local Government shall take place. We don’t know the timing because we don’t control that [but] the PPP will participate. He now has to backpedal and backdown, basically, and contest the elections. I’m sure he will so don’t worry about all this big gyaff,” Jagdeo stressed.

Further, the Vice President bashed the Opposition Leader for also trying to bully the GECOM Chair by calling for her resignation. In fact, he recalled that on two recent occasions, Norton had made some threats against Justice Singh – something, which he outlined, has not been condemned.

“I’ve seen him on several occasions say some of the most disparaging things about the Chair of GECOM. But what bothered me the most is that on two occasions, he has issued a not so veiled threat to the Chairman of GECOM and I’m shocked that civil society and the international community has not responded to this.”

“That Norton has threatened on more than one occasions, the Chairwoman of GECOM, the head of an independent statutory body because he’s not happy with her. He’s threatening that if she’s not removed, she’d have to face some consequences and not a single member of civil society, the conscience of the country, nor anyone from the international community has called him out on this threat,” Jagdeo asserted.

Nevertheless, he disclosed that Government would be writing to every international organisation to expose the Opposition Leader’s threats to the GECOM Chair.

In response to the Opposition’s claims that she sides with the Government-nominated Commissioners on the Elections Commission, Justice Singh told reporters last Tuesday that she always acts in conformity with the laws of Guyana.

The Chairperson was adamant that with her background as a former Judge, she always endeavours to make decisions fairly.

“I am not aware that I do something like that. Anything I do, I do in accordance with the law. And I try, as a former Judge, I always try to uphold the rule of law. But there will be criticisms.”

“If you sit on the bench and you make an adverse decision, the party that loses would say you’re biased, you take a bribe, whatever. So, there’s always a way they can criticise the decision. That’s up to them,” she asserted.

Further, Justice Singh went on to add that “when the time comes, I will leave”.

A senior police officer has pointed to the need to address issues in the court system as part of Saint Lucia’s crime-fighting strategy.

” I am not blaming the judiciary per se but it takes a bit too long for a matter to be heard,” Assistant Commissioner of Police (ACP) George Nicholas said Wednesday night.

Nicholas spoke during an appearance on the Hot 7 Television programme ‘The Hot Seat.

“There is a saying that justice delayed is justice denied,” he noted.

In this regard, he referred to what he described as ‘a typical example’.

Nicholas recalled that around 2012 he conducted an identification procedure in a robbery matter involving two witnesses and two suspects.

But he explained that the matter was only heard last year.

He disclosed that by then, one of the witnesses and one of the defendants had passed away.

In addition, Nicholas  recalled that the police had charged the surviving witness for a robbery and he was at the Bordelais Correctional Facility (BCF).

“And when he came to court he claimed that he was receiving threats,” the senior cop told ‘The Hot Seat’.

Nicholas said, as a result, the witness wanted to discontinue the case.

“So you see because of the length of time that it takes for a matter to be adjudicated, it sort of impedes or affects the successful outcome of the case,” he observed.

Nicholas explained that some cases involve children.

However, he noted that by the time the case is heard the children have become adults.

“And for them to relive all that experience it is more traumatising than when the matter occurred,” he stated.

“So if something could happen whereby you have – I don’t know if it will take more Magistrates or more Judges whatever the case may be to sort of expedite some of those cases, I think it would be a step in the right direction in crime-fighting,” Nicholas observed.

Prime Minister Philip J. Pierre has promised to reduce the backlog of cases in court by appointing new judges in the criminal justice system.

Après avoir vu une médaille mondiale lui échapper d’un rien en juillet, le hurdler Wilfried Happio a conquis l’argent européen du 400 m haies vendredi à Munich, récompense d’une saison exceptionnelle, sans rien pouvoir faire contre le monstre Karsten Warholm, de retour au sommet.

En 47 sec 12, Warholm a écrasé la concurrence, repoussant Happio à près d’une seconde et demie (48.56), le Turc Yasmani Copello prenant le bronze en 48 sec 78, un centième devant le Français Ludvy Vaillant (48.79).

Happio a apporté à la France sa 5e médaille munichoise (deux en argent, trois en bronze). Champion d’Europe espoir en 2019, Happio, grand talent programmé pour briller aux Jeux de Paris en 2024, a conquis sa première médaille internationale dans un stade olympique largement rafraîchi par les averses des derniers jours (environ 16 degrés).

Le grand brun aux cheveux tressés est resté loin vendredi du meilleur chrono de sa saison, réussi aux Etats-Unis en juillet (47 sec 41). Mais, signe de ses progrès, sa marge est devenue suffisante en Europe pour monter sur le podium sans être au top de sa forme.

En 2022, l’athlète entraîné par Olivier Vallaeys à l’Insep a retranché 1 sec 70 à son record personnel, et s’est affirmé sur la scène internationale, finissant notamment 4e des Mondiaux de Eugene (Etats-Unis) à un souffle du podium dans une discipline en pleine ébullition.

“Ça vient comme une cerise sur le gâteau. C’est une fin de saison à l’image de la saison estivale, avec énormément de bonheur, de satisfaction. Je sors de cette course heureux”, a-t-il déclaré.

Mais son année ne se résume pas à des exploits sportifs. Happio est la cible d’une plainte déposée le 30 juin par une athlète internationale française, qui dénonce des attouchements répétés qui auraient eu lieu à l’Insep, où les deux sportifs s’entraînent, dans la nuit du 20 septembre 2021. La jeune femme est la soeur de l’homme qui avait frappé Happio au visage à Caen fin juin, moment marquant des Championnats de France d’athlétisme, où il avait été titré quelques minutes plus tard, un bandeau sur son oeil gauche.

“Je me suis recentré sur la piste et le côté sportif”, avait lancé Happio en juillet à propos de la plainte.

L’Insep a ouvert une enquête interne. La Fédération française d’athlétisme (FFA), qui a sélectionné l’athlète pour les Mondiaux, a décidé de ne pas saisir sa propre commission de discipline.

Une médaille ratée de peu pour Ludvy Vaillant

Derrière Happio, Ludvy Vaillant a failli lui aussi s’inviter sur le podium. Mais un plongeon sur la ligne du Turc Copello a privé le Martiniquais de 27 ans d’une première médaille, lui qui avait déjà terminé 4e du 400 m haies et du relais 4×400 m à l’Euro de Berlin en 2018.

Troisième Français présent dans la finale, Victor Coroller a pris la 8e et dernière place en 50 sec 46.

Et devant, loin devant, après un départ tonitruant, Karsten Warholm est revenu à son meilleur niveau pour enfin apporter un peu de soleil dans une saison jusque là déprimante.

Au plus bas après une déchirure à un ischio-jambier le 5 juin pour sa reprise à Rabat (Maroc), c’est à Munich, déjà, qu’il avait posé les fondations de son retour, débutant son processus de guérison chez le célèbre docteur Müller-Wohlfahrt que consultait Usain Bolt à son époque.

Trop court aux Mondiaux de Eugene le mois dernier, Warholm avait explosé pendant la finale, prenant une anecdotique 7e place. “C’est d’autant plus appréciable que j’ai appris que les victoires étaient rares et qu’il faut savoir les apprécier, car en sport, tout va très vite. je suis très heureux d’être de retour”, a-t-il lancé.

“Honnêtement, j’ai été plus rapide qu’espéré, parce que je pensais seulement à gagner, mais je me suis senti bien à l’entrée des 100 derniers mètres, donc j’ai pensé au record des championnats que je suis content d’avoir battu.”

A Munich, le “GOAT” (Greatest of all time, le meilleur de tous les temps) selon le Français Wilfried Happio, a retrouvé sa place, la première, lui qui est désormais champion olympique, double champion du monde et double champion d’Europe. Il avait remporté à Tokyo en 2021 une course entrée dans la légende de l’olympisme, en fracassant le record du monde de la discipline (45.94).

The Department of Education Services (DES) has released the dates when Government schools on all three islands, including primary, secondary, the Lighthouse School and the Cayman Islands Further Education Centre (CIFEC), will reopen for regularly enrolled students.

All Government primary schools are scheduled to reopen for all students on Thursday, August 25, 2022.

AllGovernment high schools, including CIFEC, are scheduled to reopen for all students on Tuesday, August 30, 2022.

Year 12 students enrolled at CIFEC, including those who have not yet been notified of their dual entry status, are required to report to the institution for registration, consultation and guidance based on the first letter of their surname onAugust 25 and 26, 2022, as per the schedule outlined below.

The Cayman Islands Institute of Professional Accountants said that they welcome provisions included in the Accountants (Amendment) Bill, 2022, which updates certain legislative references and definitions, enhancing the administration of the legislation.

According to CIIPA, CIIPA led the effort to initiate the changes and worked together with the Ministry of Financial Services on the legislation.

“We appreciate the opportunity to collaborate with the Ministry of Financial Services on this bill as well as working together on future necessary amendments,” CIIPA Chief Executive Officer Sheree Ebanks said. “CIIPA’s input stemmed from its members’ vast experience and knowledge. CIIPA is also thrilled to formally recognize our retired members who have contributed significantly to the development of the profession and the financial services generally. We look forward to the Bill’s passing as it will allow CIIPA to more effectively, efficiently and equitably act in its role of industry regulator for the Cayman Islands.”

CIIPA is eager to become more inclusive in its membership offerings. In addition to recognising retired members, student membership would now be open to anyone legally residing in Cayman who is pursuing a professional accounting qualification.

The Ministry of Financial Services announced the Bill through a press release on Monday, August 15. In it, the Ministry outlined the key provisions of the Bill, which include clarity around the definition of firms of public accountants, broadening of licensing scope and categories of CIIPA members.

OfReg board visits CUC Loop Cayman Islands

Members of the OfReg Board and Senior Management Team began what will be a series of familiarisation visits with utility operators and licensees across all regulatory sectors, at CUC’s main facility earlier this month.

Board Members Bonnie Anglin and Natasha Bodden joined OfReg Executive Directors Gregg Anderson (Energy), Duke Munroe (Fuels) and Sonji Myles (ICT) on a tour of the company’s power generation facilities.

CUC President & CEO, Mr. Richard Hew, Mr. Sacha Tibbetts, VP of Customer Service & Technology and other specialists on the CUC team guided the OfReg delegation on an in-depth tour which included discussions on a wide range of topics including the current pricing of utility provision, operational procedures, future innovation and solar power, and the National Energy Policy.

The tour provided Board members a firsthand understanding of how power is generated for the Cayman Islands, the equipment needed, the costs involved and how CUC maintains supply while managing outages.

OfReg Board Member Natasha Bodden said, “Our role as the Board of OfReg is to protect and ensure the effective regulation and management of Cayman’s critical national utility infrastructure. As Board members, we take this responsibility very seriously and believe that includes being adequately informed and knowledgeable of the facilities and operations of the utility operators and licensees across the sectors which we regulate.”

“This visit to CUC is the first of a planned series of familiarisation visits for Board members to engage licensees directly on the operation of their facilities and delivery of the essential utilities and services on which Cayman relies in our daily lives,” Bodden continued.

Also commenting on the experience, board member Bonnie Anglin said:

The tour of CUC facilities provided us an opportunity to discuss the challenges of producing power for Cayman both in terms of the present day and in planning for the future. On the ground visits such as this are essential for OfReg to effectively do its part in the country’s efforts to ensure we are ready to meet these needs. We are appreciative of CUC’s leadership team for their open and transparent discussions and tour of their facilities.

CUC also welcomed the opportunity to meet with OfReg Board members and discuss current and future power generation for the Cayman Islands.

President & CEO, Mr. Richard Hew said:

This visit provided a great opportunity for CUC to showcase its facilities and operations to the regulator. We have made significant investments in reliability and resiliency assets over the years which plans OfReg would have approved so it was an opportunity to show the new members of the OfReg Board these assets in operation. We also discussed some of our plans for the ongoing development of our business including the greening of our grid with renewable energy and we introduced to OfReg some of our greatest assets, our people.

The visit included a tour of the new Control room and our newest engine room as well as our steam turbine. They also toured the 69 KV substation here at the North Sound plant and the Seven Mile Beach substation.”

In counting its mountain of debts, the Georgetown Mayor and City Council is seeking to resolve the surplus of $1 billion that is owed to the Guyana Revenue Authority (GRA).

Mayor Ubraj Narine disclosed at a press conference on Friday that the Council engaged GRA about one week ago on pending financial matters. He identified that while the municipality owes $1 billion to the agency, GRA also needs to return monies owed for VAT paid for garbage collection. The Authority also operates in various areas without paying revenue.

Since both agencies have outstanding monies for each other, the Council is aiming to find a suitable resolution. The Mayor contended that the Council is trying to establish a better relationship with agencies in its remit.

“I believe it is over $1 billion owed to GRA by the Council. These are liabilities that this Council took over. We took over $5 billion to $6 billion in liabilities…Last week, when GRA and the Council met, we came to a conclusion and now we are trying to access more of those years of VAT that we paid to GRA so that we can do a set-off.”

“While the GRA owe the City Council those monies, we also owe GRA. Beyond that, we also discussed that GRA is also occupying the avenue, which they’re not paying a revenue. We’re also looking at Lamaha where the railway embankment is where GRA operates a parking lot and temporary license office…We’re looking for a good relationship with GRA and other Government agencies so that we can be able to work for the betterment of citizens of Georgetown,” Narine told the media.

Dating back since 1994, the Council also owes the National Insurance Scheme in excess of $500 million. Payments have since recommenced and a plan is in place to ensure persons get their monies.

“NIS has been owed by the Mayor and City Council since 1994. However, we met from the Board and payment commenced from our end to NIS. I believe a few staff already started to receive benefits from NIS.”

When asked, Mayor Narine could not say why the NIS was not paid but asserted that he “came and met these liabilities”. A decision was taken at the level of the Council to resume payments, which has now materialised.
