Two pilot projects will be launched in TT following the meeting of regional heads of judiciaries in Grand Cayman on July 28-29. The event was held under the theme Administering Justice by Use of Information Technology: Building on covid19 Experiences.

A release from the Cayman Islands Judicial Administration said several resolutions were reached as a result of the conference. The TT Judiciary said the conference was attended by Chief Justice Ivor Archie.

The first project is a conference e-Archive which would be hosted by the Caribbean Court of Justice (CCJ) based in Trinidad, as part of the knowledge management system (KMS), a digital platform to be created in the final phase of a multi-million-dollar Canadian government-funded judicial reform and institutional strengthening (JURIST) project, which supports business continuity efforts in the ongoing covid19 pandemic.

The second project was the pilot of a virtual judicial education platform JUST-CONNECT, an aspect of the US Government’s Caribbean Basin Security. The conference received a virtual presentation on the topic from the US National Center for State Courts (NCSC) Project Director JoAnne Richardson and her team. The pilot will serve to inform the adoption and management of the platform.

The conference also passed a strongly worded resolution calling for a commitment-in-principle in support of the use of Caribbean Agency for Justice Solutions’ (CAJS) court management platform.

The heads of judiciaries recommended that regional judiciaries consider in appropriate cases the permanent adoption of measures to allow for the virtual participation of parties and witnesses in court proceedings. To facilitate this, they proposed the establishment of supervised kiosks at remote locations with assisted access (where needed) to proceedings by way of Zoom or other similar technology.

They also pledged the continued sharing among the membership of protocols and practice directions developed for the use of IT in response to the pandemic and more generally.

Another key outcome of the conference was a resolution to establish a forum for communication between the regional heads of government and the heads of judiciaries to arrive at common solutions for tackling crime and other pressing regional issues that intimately concern the administration of justice.

Following presentation on wellness by behavioural psychologist Dr Diane Douglas, of Trinidad-based Douglas and Associates, and psychiatrist Dr Joseph Sadek, of the Nova Scotia Health Services and Department of Psychiatry, Dalhousie University, the heads of judiciaries called for the introduction of a programme of wellness, including psychological and psychiatric support, for all judiciary and judicial support officers.

The conference reviewed its constitution and confirmed the inclusion of Bermuda. The conference membership will now include Bermuda along with the 20 Caricom member and associate member states, bringing the conference membership to 22 territories, including the Netherland Antilles and Aruba, which is not currently a member of Caricom.

Black Immigrant Daily News

Shamarh Brooks scored 79 and shared a 75-run fourth-wicket partnership with captain, Nicholas Pooran to guide the West Indies to a 5-wicket win over top-ranked, New Zealand yesterday in the 1st One Day International (ODI) of the 3-match series at Kensington Oval, Bridgetown Barbados.

Brooks reached his fourth One Day International half century from 58 balls. He was dismissed in the 34th over with the West Indies closing on New Zealand’s total of 190.

All-rounder, Jason Holder and middle-order, batsman, Jermaine Blackwood were batting when the West Indies reached their target with 11 overs to spare.

In New Zealand’s innings, left-arm, leg-spinner, Akeal Hosein took 3-28, and fast bowler, Alzarri Joseph had 3-36 as New Zealand were dismissed for 190 off 45.2 overs after winning the toss and choosing to field first.

It was the first time that New Zealand had been dismissed in an One Day International since March, 2020.

There were interruptions for rain during the West Indies innings but they couldn’t disturb the steady momentum set by Brooks. The first came in the opening over of the innings, and the second in the 29th when West Indies were 42 runs from victory. At that point they were well ahead of a winning total under the Duckworth/Lewis Method.

Immediately after the second stoppage for rain, Pooran was dismissed for 28, but Brooks retained a strong guiding hand on the run chase.

Left-arm, leg-spinner, Hosein, fast bowler, Joseph and debutants, off-spinner, Kevin Sinclair, and leg-spinner, Yannic Cariah turned the tide of New Zealand’s innings with accurate bowling in the middle overs on a pitch which rewarded spinners with bounce.

New Zealand made a solid start with a 41-run partnership between Martin Guptill (24) and Finn Allen (25 with two sixes and a four from Holder’s seventh over.

A short rain break followed at the end of the eighth over, and Allen was out four balls after the resumption. From then on New Zealand lost wickets regularly and struggled to build the partnerships that were necessary to reach a more challenging total.

Allen was Hosein’s first wicket, caught by Pooran who had to run back. He took the catch as the ball came across his shoulder. Guptill fell in Hosein’s next over, caught by Kyle Mayers at slip when New Zealand were 53-2.

Captain, Kane Williamson attempted to lead a recovery with an innings of 34 from 50 balls. But he lacked support, Devon Conway and Tom Latham were dismissed cheaply as New Zealand slumped to 88-4.

Williamson’s fifth wicket partnership of 28 with Daryl Mitchell held promise before Joseph took their wickets in the 30th over. Mitchell made 20 from 32 balls before he was trapped lbw, and Williamson followed when he edged to wicket-keeper, Shai Hope.

Allrounders Michael Bracewell and Mitchell Santner added 40 for the seventh wicket but weren’t able to tip the match back in New Zealand’s favour. Bracewell was trapped lbw to give Cariah his first international wicket. He finished with 1-49 from 9 overs. Santner was out for 25 with the total 189-8, and the last two wickets fell quickly.

The final scores: New Zealand 190 off 45.2 overs, the West Indies 193-5 off 39 overs.

The 2nd One Day International will be played tomorrow at Kensington Oval in Barbados.

UK man in court over threat to ‘kill queen’ with crossbow Loop Barbados

Black Immigrant Daily News

The content originally appeared on: Barbados News

A man who got into the grounds of Windsor Castle armed with a crossbow told police he wanted to “kill the queen,” prosecutors said during a court hearing Wednesday.

Jaswant Singh Chail, 20, is charged under the Treason Act with intending to “injure the person of Her Majesty Queen Elizabeth II, or to alarm her Majesty.” He has also been charged with threats to kill and possession of an offensive weapon.

Chail was arrested at the royal residence west of London on Christmas Day 2021 when the queen was staying there.

Prosecutors allege the former supermarket worker from Southampton in southern England was wearing a hood and a mask and carrying a loaded crossbow with the safety catch off.

They say he told a police officer “I am here to kill the Queen,” before he was handcuffed and arrested.

Prosecutor Kathryn Selby said the Supersonic X-Bow weapon allegedly carried by Chail had the potential to cause “serious or fatal injuries.”

Prosecution lawyers maintain Chail wanted revenge on the British establishment for its treatment of Indians and sent a video to about 20 people claiming he was going to assassinate the queen.

To get close to the royal family, prosecutors allege that he had tried to join the British Army and the Ministry of Defense Police.

Chail appeared remotely for Wednesday’s hearing at London’s Westminster Magistrates’ Court from Broadmoor, a high-security psychiatric hospital.

He was not asked to enter a plea and was ordered detained until his next court appearance on September 14.

The allegations against him are not being treated as a “terrorism offense,” Selby said.

Charges under the Treason Act of 1842 are rare. In 1981, Marcus Sarjeant was charged under the act after firing blank shots at the queen as she rode on horseback in the Trooping the Color parade in London. He pleaded guilty and was sentenced to five years in prison.

The last person to be convicted under the separate and more serious Treason Act of 1351 was William Joyce, a World War II Nazi propaganda broadcaster known as Lord Haw-Haw. He was hanged for high treason in 1946.

West Indies beat New Zealand by 5 wickets in first ODI Loop Barbados

Black Immigrant Daily News

The content originally appeared on: Barbados News

Shamarh Brooks scored 79 and shared a 75-run partnership with captain Nicholas Pooran which guided the West Indies to a five-wicket win over top-ranked New Zealand on Wednesday in the series-opening One-Day International (ODI) at Kensington Oval in Barbados on Wednesday night.

Brooks reached his fourth ODI half century from 58 balls and had faced 91 deliveries when he was out in the 34th over with the West Indies closing on New Zealand’s inadequate total of 190.

Jason Holder (13) and Jermaine Blackwood (12) were at the crease when the home team reached its target with 11 overs to spare.

Earlier, Akeal Hossain took three for 28 and Alzarri Joseph returned three for 36 as the West Indies bowled out New Zealand for 190 in 45.2 overs after choosing to bowl in the first of three ODIs.

It was the first time New Zealand have been dismissed in a 50-over match since March 2020.

“Watching the Kiwis bat I realized it was a bit tough going early for them,” Brooks said in a television interview. “I guess credit must go to our bowlers for reducing them to a score of 190.

“I was just focused on going out there, getting some partnerships and getting that total off.”

Rain breaks punctuated the West Indies innings but couldn’t disturb the steady momentum set by Brooks. The first came in the opening over of the innings and the second in the 29th when the West Indies were only 42 runs from victory. At that point the West Indies already were well ahead of a winning total under the Duckworth-Lewis system.

Pooran was out for 28 immediately after the second rain break but Brooks retained a strong guiding hand on the run chase.

Hosein, Joseph and debuting spinners Kevin Sinclair and Yannic Carriah turned the tide of the New Zealand innings with accurate bowling in the middle overs on a pitch which rewarded spinners with bounce.

New Zealand made a solid start with a 41-run partnership between Martin Guptill and Finn Allen, who struck two sixes and a four from Holder’s bowling in the seventh over.

A short rain break followed at the end of the 8th over and Allen was out for 25 four balls after the resumption. From then on New Zealand lost wickets regularly and struggled to build the partnerships that were necessary to reach a more challenging total.

Allen was Hosein’s first wicket, caught by Pooran who had to run back and hold onto the ball as it came across his shoulder.

Guptill fell in Hosein’s next over, caught by Kyle Mayers at slip for 24 when New Zealand was 53 for two.

Captain Kane Williamson attempted to lead a New Zealand recovery with an innings of 34 from 50 balls. But he lacked support: Devon Conway (4) Tom Latham (12) were out cheaply as New Zealand slumped to 88 for four.

Williamson’s partnership with Daryl Mitchell held promise and the pair had added 28 for the fifth wicket before both were out to Joseph in the 30th over.

Mitchell had made 20 from 32 balls when he was trapped lbw and Williamson followed in the same manner.

Allrounders Michael Bracewell and Mitchell Santner added 40 for the seventh wicket but weren’t able to tip the match back in New Zealand’s favour. Bracewell was out for 31 from 33 balls, trapped lbw to give Carriah his first wicket in one-day internationals. The Trinidadian wrist spinner finished with one for 49 from nine overs.

The New Zealand lower-order often comes to the rescue of the team but on this occasion there was no fightback. Santner was out for 25 with the total 189 for eight and the last two wickets fell quickly.

“Obviously it was challenging out there to get some rhythm and some momentum,” Williamson said. “Credit to the way the West Indies bowled. They got a lot out of that surface and executed their plans well and ultimately played a very good game of cricket.”

The second game will be played Friday at the same venue.

Rapper A$AP Rocky charged with felony assault with a firearm Loop Barbados

Black Immigrant Daily News

The content originally appeared on: Barbados News

Rapper A$AP Rocky was charged with two felonies Monday for pulling a gun on a former friend and firing in Hollywood last year, prosecutors said.

The Los Angeles County District Attorney’s Office charged the 33-year-old New York native, whose legal name is Rakim Athelaston Mayers, with two counts of assault with a semiautomatic firearm.

Prosecutors allege that during an argument on November 6, 2021, Mayers pointed the handgun at the victim, then in a subsequent confrontation drew the gun again and fired twice in the direction of the man, who sustained a minor injury. His name has not been released.

Mayers has not entered a plea to the charges. He is scheduled to be arraigned Wednesday. An email seeking comment from representatives was not immediately returned.

“Discharging a gun in a public place is a serious offense that could have ended with tragic consequences not only for the person targeted but also for innocent bystanders visiting Hollywood,” said District Attorney George Gasc?n said in a statement.

Mayers and two other men fled the scene after he fired the gun, police said. He was first arrested for the incident at Los Angeles International Airport on April 20, and was released on bail the same day.

A member of the Harlem hip hop collective A$AP Mob, A$AP Rocky first made his mark in music with the single “Peso” in 2011. His 2013 debut album, “Long. Live. A$AP,” went to No. 1 on the Billboard 200, as did its 2015 follow-up, “At. Long. Last. A$AP.” He has been nominated for two Grammy Awards.

He was the focus of international attention in 2019 after being detained for nearly a month in Sweden following a street brawl. He was found guilty of assault and given a “conditional sentence” that meant no additional time in jail.
