A 79-year-old unvaccinated man who was infected with the novel coronavirus has died, taking the country’s death toll to 1,264.

The latest fatality hailed from Region Four (Demerara-Mahaica) which has detected the most positives at 34,077.

In the last 24 hours, 91 new cases were recorded, taking the total positives registered to date to 68,500.

There are 31 persons hospitalised, four of whom are in the ICU. There are 842 persons in home isolation and three persons in institutional quarantine.

Recoveries stand at 66,359.

Today Wednesday July 13, 2022 the Ministry of Health, Wellness and Elderly Affairs reports a total of 66 new cases of COVID-19 from samples processed on Monday July 11, 2022 and Tuesday July 12, 2022.

This is from a total of 302 samples, of which 288 samples are from the Ezra Long Laboratory and 14 samples from the Laboratory Services and Consultations Limited.

These samples were collected from July 8, 2022 to July 11, 2022. This number of positive cases makes up 21.9% of all the samples processed. These new cases bring the total number of cases diagnosed in country to date to 27, 408.

Confirmation was also received of the recovery of 32 individuals diagnosed with COVID-19. This brings the number of active cases in country to date to 173. Currently, there are six positive case of COVID-19 admitted at the Respiratory Hospital.

To date, a total of 54, 436 individuals have been fully vaccinated. Another 5, 276 are partially vaccinated and 7, 665 have received their booster shot.

Vaccination will take place tomorrow Thursday July 14, 2022 at various Wellness Centres as per the published COVID-19 vaccination schedule. Vaccination will be available from 9am to 4pm.

The Ministry of Health, Wellness and Elderly Affairs will continue providing daily updates to the public as new information becomes available.

Federales incautan 395 libras de cocaína encontradas en el interior de un contenedor que llegó a San Juan

Oficiales de Aduanas y Protección Fronteriza (CBP, por sus siglas en inglés) incautaron el martes 395 libras (179 kilos) de cocaína dentro de una paleta encontrada dentro de un contenedor que llegó a bordo del M/V Lyktos desde República Dominicana.

El valor estimado de la cocaína incautada es de 3.5 millones de dólares.

Los oficiales de CBP que inspeccionan la carga internacional que llega al Muelle 15 seleccionaron varios contenedores para una inspección más intrusiva. Un canino de CBP alertó sobre unas paletas de mercancías dentro de un contenedor.

Se escaneó la paleta y siete (7) cajas revelaron anomalías. Los oficiales abrieron las cajas y encontraron una bolsa de lona que tenía un artículo en forma de ladrillo que contenía una sustancia blanca en polvo. La sustancia dio positivo a las propiedades de la cocaína.

Investigaciones de Seguridad Nacional (HSI) tomó la custodia del contrabando para su investigación.

Someten cargos criminales a mujer que se manifestaba en playa aledaña al Condominio Sol y Playa de Rincón

Las autoridades informaron el martes, que sometieron cargos contra Zaida Morales Santiago de 48 años, residente de Añasco, por dos cargos menos graves por Resistencia y Obstrucción a la Autoridad Pública, ocurrido el pasado domingo, 3 de julio del año en curso, en una manifestación realizada en el Condominio Sol y Playa de Rincón.

Los hechos por los que se le acusa a Morales Santiago, consisten en que supuestamente la mujer se opone en la construcción del muro en el citado lugar y empujó al sargento Axel Marrero Marrero, adscrito al Precinto de Utuado.

La Policía precisó que, al ser arrestada, supuestamente evadió el proceso con la ayuda de los manifestantes. Posteriormente, agentes del Negociado de Inteligencia y Arrestos, del área de Aguadilla, ubicaron la mujer dentro del grupo de manifestantes y procedió a ejecutar el arresto, del cual supuestamente resultó lesionada en la mano izquierda, la agente Silmirey Álvarez Ponce de esa División.

El sargento Fabián Del Valle Martínez, de ese distrito policíaco, presentó las denuncias ante la juez Melisa Soto, quien encontró causa por los delitos mencionados. La Vista Preliminar fue señalada para el 6 septiembre 2022, a las 9:00 de la mañana ante el Tribunal de Aguadilla.

Avería afecta balances en tiempo real de AutoExpreso

La compañía Professional Account Management (PAM) informó que AutoExpreso confrontó una avería durante la ejecución de tareas de mantenimiento, la cual afecta la función de proveer balances en tiempo real en su página web y en la aplicación AutoExpreso Móvil, se informó el miércoles.

“Esta avería no afectó en forma alguna la información en las cuentas de los conductores ni el registro de transacciones por los carriles del sistema de peajes de Puerto Rico. Esta avería tampoco está relacionada con el ciberataque registrado hace unos meses. Al detectarse la situación, se destacó a un equipo técnico que se encuentra trabajando para restaurar la función que nos permite proveer los balances de cuentas en tiempo real”, expresó el CEO de Professional Account Management, Tim Wendler en declaraciones escritas.

Wendler indicó que tienen la expectativa de que luego de completar las nuevas actualizaciones y llevar a cabo las pruebas de rigor, el sistema este restablecido a finales de esta semana.

El CEO de PAM explicó que la función de balance en tiempo real ayuda a los conductores a mantener control del balance de sus cuentas de AutoExpreso. Este proceso se activa cada vez que un conductor se acerca a una caseta de recarga y el sistema lee su sello. Igualmente, la información se actualiza cuando los conductores acceden a autoexpreso.com o a la aplicación AutoExpreso Móvil, ya que el sistema automáticamente hace una verificación de las transacciones y del balance de la cuenta para ofrecerle información actualizada al conductor.

El proceso de balances en tiempo real conlleva un trabajo continuo del sistema de AutoExpreso, de mantenerse haciendo actualizaciones de las transacciones cada vez que se registra el uso de un carril de peaje.

Gobernador firma Orden Ejecutiva que crea Programa de Banda Ancha en la Isla

El gobernador, Pedro Rafael Pierluisi Urrutia, estableció mediante la Orden Ejecutiva 2022-040, la creación del Programa de Banda Ancha en Puerto Rico que integrará un Plan Estratégico con el objetivo de maximizar los 2,265 millones de dólares asignados a Puerto Rico mediante el Infrastructure Investment and Jobs Act de 2021 para la construcción de infraestructura de banda ancha en la Isla.

“El Gobierno de Puerto Rico reconoce la importancia de la banda ancha en el desarrollo económico de la Isla y sus municipios, por lo cual considera que es indispensable desarrollar un plan a corto, mediano y largo plazo para garantizar el acceso de este servicio a todos los ciudadanos. A esos fines, mantenemos un claro compromiso de construir la infraestructura necesaria mediante la implementación de planes de acción, dirigidos a que dichos fondos sean utilizados debidamente y con premura para aumentar la calidad del servicio de banda ancha en la Isla  en aras de continuar cerrando la brecha digital para el beneficio de los sectores más desventajados”, destacó Pierluisi en la Orden Ejecutiva que requiere que la Oficina de Gerencia y Presupuesto (OGP) coordine, autorice y ejecute el desembolso de los fondos locales y federales asignados a Puerto Rico.

El Programa de Banda Ancha tendrá el fin primordial de coordinar, autorizar y ejecutar el desembolso de los fondos federales según los parámetros legales, las regulaciones y normas aplicables de agencias federales como el Departamento del Tesoro, así como con el Plan Estratégico que el Comité Ejecutivo adoptará con el insumo del Consejo Asesor. El Comité, que servirá por el tiempo que entienda el gobernador, estará integrado por el secretario auxiliar de la Gobernación para Innovación y Tecnología, Enrique Völckers Nin; la principal ejecutiva de Innovación e Información del Gobierno, Nannette Martínez Ortiz y tres representantes con poder decisional que provengan del Negociado de Telecomunicaciones, la OGP y el Departamento de Hacienda. Este Programa hará disponible los fondos al sector privado y se publicarán guías y procesos mediante un portal informativo.

Mientras, el Consejo Asesor contará con la pericia en temas de Gobierno y administración pública de representantes de la Autoridad de Asesoría Financiera y Fiscal (AAFAF), la Oficina de Gerencia de Permisos (OGPe), la Autoridad de Carreteras y Transportación (ACT), la Federación de Alcaldes, la Asociación de Alcaldes y un representante de la Alianza Puertorriqueña de Telecomunicaciones.

El Comité Ejecutivo tendrá entre sus deberes y responsabilidades coordinar con las agencias que se definan en el Plan Estratégico los términos y condiciones, así como los contratos, guías y documentos con los que todo solicitante y beneficiario de los fondos debe cumplir. También, recomendar al gobernador la distribución de fondos entre programas e iniciativas, promover acuerdos de colaboración con entidades federales y locales y referir a la Oficina del Inspector General del Departamento del Tesoro y a otras agencias pertinentes cualquier irregularidad detectada en el uso de fondos.

En noviembre pasado, el presidente de los Estados Unidos, Joe Biden, a través del Infrastructure Investment and Jobs Act propuso la inversión de un trillón de dólares para la construcción de infraestructura relacionada con carreteras, puentes, tránsito, ferrocarriles, puertos, aeropuertos, banda ancha e infraestructura de agua potable y alcantarillado a ser distribuido entre todo Estados Unidos.

En el caso particular de la infraestructura relacionada con banda ancha, la ley federal estipula ciertos requisitos indispensables para el desembolso de los fondos a nivel estatal o territorial, incluyendo a Puerto Rico, tales como los relacionados con asequibilidad para familias de bajos ingresos. También, provee para la otorgación de subvenciones a los estados y territorios para el despliegue de banda ancha a través de la National Telecommunications and Information Administration (NTIA) y los Departamentos de Comercio y del Tesoro. Asimismo, amplía los proyectos elegibles a través de inversión privada, fomenta los esfuerzos de construcción de las redes de acceso y transporte (“middle mile” y “last mile”) entre los abonados y las compañías de telecomunicaciones, e implementa requerimientos de etiquetas de información (“nutrition labels”) en los servicios otorgados.

La Orden Ejecutiva cobra vigencia de manera inmediata.

BARP advocates for more adult day care centres | Loop Barbados

The head of the Barbados Association of Retired Persons is advocating for more adult day care facilities.

BARP president, Marilyn Rice-Bowen made the appeal during a panel discussion on elderly abandonment on Monday, July 11 via Zoom.

Rice-Bowen insisted that too often “persons tend to exclude the seniors”. She asserted that in recognition of Barbados’ ageing population, facilities must be established to provide recreational, learning and socialising opportunities for senior citizens.

“There is a need for senior day care centres on the island and we are not looking to Government to supply all of these centres but we need to be able to take our grannies and great-granny to centres. Sometimes to give you that little reprieve that you want, we want them to mix with their peers,” said the BARP president.

“Nobody thinks of peers for seniors and they want to be in company with their own so that they can learn some craft, sit down and relax or just get outside,” she continued.

She noted that senior day cares were the perfect solution for both seniors and their caregivers. The activities and time with friends will help elderly adults physically and mentally, while also reducing the psychological and physical toll of caregiving on family members.

“I am looking ahead so when my turn comes I want to be comfortable and take me somewhere I can learn to play dominoes…let me mix…. don’t feed me, water me and leave me until you come home from work in the evening,” Rice-Bowen remarked.

The BARP president also stressed that there needs to be more training in elder care.

“We think that we should offer training in elder care because it is easier said than done. It is not the same with a baby….You are dealing with a totally different situation and I think we have reached a point where we must offer training in elder care and that way we may find a way to reduce abuse and abandonment,” she stated.

While reiterating her call for more senior daycare facilities to be established islandwide, she also called on the private sector to assist in the endeavour.

“We need to see more senior day care facilities and this is where the private sector should come in as well and offer such facilities. We know that they can’t be free but we are prepared to pay for the service,” she said.

The panel discussion also featured Minister of Elder Affairs and People Empowerment, Kirk Humphrey, human rights activist Felicia Dujon and psychologist Jennifer Ford.

Vente aux enchères de rhums d’exception : plus de 48 000 euros de lots achetés

La vente aux enchères de rhum très rares, organisée ce samedi 8 juillet à Lakoudigital, a tenu toutes ses promesses. Seuls 2 des 75 lots proposés sont restés invendus.

« La vente a rencontré beaucoup de succès », se félicite Me Hélène Martin, commissaire-priseur de Martinique, quelques jours après la mise aux enchères de rhums martiniquais d’exception, à Lakoudigital. Sous la houlette de Martinique-Enchères et une équipe de 6 personnes pour l’occasion, avec l’appui technique de Lakoudigital, le public s’était déplacé assez nombreux :  des collectionneurs, des curieux, des personnes venues acheter du rhum pour la première fois, des représentants d’une distillerie, du Coderum (qui regroupe les distillateurs de rhum agricole et de distillerie en Martinique)…

Sur internet aussi, cette vente a suscité un grand intérêt avec plus de 150 personnes inscrites pour suivre le direct et environ un tiers réellement connecté, au moment de la vente aux enchères.

« De manière générale, nous avons dépassé les estimations fixées qui étaient, pour la fourchette basse à 26 330 et, pour la fourchette haute, à 35 000 euros », décrit Me Martin.

Finalement, 48 000 euros ont été dépensés pour l’acquisition de 73 des 75 lots mis à la vente.

Jusqu’à 4000 euros la bouteille

Toutes les bouteilles de Saint-James des années 1930 et 1941 ont trouvé preneur. Deux d’entre elles, sont parties à 4000 euros. Sur l’ensemble des lots, ce sont les bouteilles les plus chères achetées samedi.

Les capsules Madkaud, très rares, ont été achetées à 710 euros ; la Marquise de Duquesnes à 850 euros; les rhums blancs Lamauny à 200 euros, le 1er rhum Depaz de 1929 à 1750 euros (estimé entre 1200 et 1250)…

25 des 75 lots ont été obtenus par des acheteurs en ligne : parmi eux, des personnes de la Caraïbe, de l’Hexagone ou même de Hong-Kong en Chine. D’autres, identifiés comme domiciliés au Royaume-Uni, en Bulgarie, en Grêce, aux Etats-Unis ou aux Pays-Bas, s’étaient inscrits mais n’ont pas acquis de bouteilles.

Très satisfaite du déroulement de cette vente de rhum – la première réalisée en Martinique hors cadre caritatif -, Me Martin ignore encore si ces enchères de rhum martiniquais en Martinique seront suivies d’autres. L’engouement semble, en tout cas, bien présent.

Tobago Chamber head: Lifting of mask-wearing mandate long overdue

Tobago Chamber of Commerce president Diane Hadad says the government’s decision to lift the mandate on the wearing of masks in public is long overdue.

Health Minister Terrence Deyalsingh announced the move at a covid19 news conference on July 5, saying it would take effect from July 17 (Sunday).

It means people not wearing masks in public will no longer be liable to police action, including fixed-penalty fines.

However, the Ministry of Health issued guidelines on Wednesday advising people to measure their risk when deciding to unmask in certain situations and places.

Under the guidelines, masking will remain mandatory at public institutions. He also said businesses and other entities can still demand that people be masked to access service.

Deyalsingh said the unvaccinated, the immunocompromised (having an impaired immune system), people travelling in public transportation or attending religious services are among those for whom continued mask-wearing in public places and crowded environments is highly recommended.

Hadad, speaking to Newsday on Wednesday, said the government acted responsibly in finally deciding to remove the mandate.

“It was a very responsible decision. Eventually you will feel a level of relief. Not sure why it would have taken so long, but at the end of the day removing it on a Monday and removing it on Saturday really makes no difference. But we will go with the date.”

She said people who may be fearful about doing away with the mask altogether have the right to continue wearing them as they see fit.

“We will also have to look at the other safety risks that have also been shown, based on robberies and violent crime in terms of people having the masks to do so.

“But from a health perspective, I also think it is about time and rightfully so. We need to move on.”

Tobago Business Chamber president Martin George has also welcomed the decision.

“We have to get with the times and keep in step with the rest of the world,” he said in a WhatsApp voicenote.

“The world has moved past covid19. Covid19 is no longer an excuse or a reason to keep business from functioning properly, or from having society carrying out their normal activities.

“So this is quite welcomed news for us as a business chamber and for me, in my capacity as someone who speaks out on these issues publicly, I am happy to hear that.”

Like Hadad, George also acknowledged that many people may wish to continue wearing the masks beyond July 17 for various reasons.

“But to mandate it to continue in public, I think we had reached a point where it was becoming palpably absurd.”

He observed that while thousands of people would be “hugging up, jamming together, wining together, gyrating and talking, shouting, laughing in each-other’s faces without masks, people walking by themselves in the middle of the Queen’s Park Savannah, were expected to wear masks.

“How absurd could it be in a scenario such as that?”

George said people must learn to live with covid19.

“I think this was something that was bound to happen, and we definitely welcome it. As I have said, maybe two years ago, we have to learn live with covid19, we have to learn to die with covid19. That is not something that is going to go away.”

He added, “If you look at even SARS (Severe Acute Respiratory Syndrome), which was from years ago, it is still around. It is just not making headlines in a dramatic fashion.

“The fact of the matter is that these things come and they have their time in the spotlight. But after that, we just really have to move on as a society and learn to basically manage ourselves, our own personal health, personal hygiene.”

George urged people to continue to practise basic hygiene and protocols to avoid contracting covid19.

Guyanese cops complete law enforcement training in El Salvador

Four ranks from the Guyana Police Force were taken strategically from different divisions and departments to complete a Law Enforcement and Community Outreach Course at the International Law Enforcement Academy (ILEA) in San Salvador, the capital of El Salvador.

The course was taught over a forty hours period and had students from Argentina, Colombia, Dominican Republic, Guyana, and El Salvador as participants. The course ran from June 20th to June 24th, 2022.

The four police ranks are Michael Clarke, a Police Sergeant stationed at Mahdia Police Station in Regional Division Eight as the Subordinate Officer in Charge; Julian Griffith, a Police Sergeant stationed at Ruimveldt Police Station Four (A) as the Subordinate Officer in Charge; Woman Police Sergeant Kennie Haney stationed at Police Day Care Centre, Eve Leary as the Subordinate Officer in Charge; and Melissa Rodney-Legall, a Woman Detective Corporal stationed at the Criminal Investigation Department Headquarters, Narcotics Branch.

The Guyana delegation comprised a fifth participant: Bibi Rahaman who is attached to the Office of Director of Public Prosecutions (DPP).

The course instructors were from the FBI: Lorie Campbell, Sharon Mentkowski and Todd Lindren. The ranks were exposed to various topics such as the Importance of Community Outreach, the Role of Law enforcement and Community Outreach, the Role and characteristics of Community Outreach Coordinator, Benefits for law Enforcement Communication Skills, Project Workshop, Admin, Valuing Diversity, Strategies, and Tools for Engagement, Adult Outreach, Strategies for Teen Outreach, Strategies for Outreach for Children, and Developing a Community Outreach Programme or Event.

One of the participants, Sergeant Griffith noted that the course broadened his knowledge and understanding of the importance of community outreaches. He promised to move forward with the newly gained knowledge to aid in the ongoing efforts by the GPF to build unity and partnership between the Police and communities.

“The course was very edifying, we gained a lot of knowledge which will assist us in strengthening our community relationship with the public. So I think that I would have gained a lot, my colleagues and I will share our knowledge and experience with our fellow colleagues,” Sergeant Griffith noted.
