El Negociado de la Policía de Puerto Rico, investiga el hallazgo de osamenta en el interior de un saco en el Cementerio Municipal de Lares.  

Según la pesquisa, Miguel Toledo Rodríguez, empleado de mantenimiento mencionado municipio realizaba labores de mantenimiento en la zona, cuando encontró un saco plástico de color blanco que en su interior había una osamenta.

Agentes adscritos a la División de Homicidio del Negociado de la Policía de Puerto Rico del área de Utuado se encuentran en el lugar trabajando la escena junto al personal de Servicios Técnicos.

Two men are injured following a shooting incident in St Michael today, Wednesday, July 13.

Police are at the scene of the incident which occurred around 1:10 pm along 2nd Avenue, Thomas Gap, President Kennedy Drive, St Michael.

Lawmen report that one man was transported by a private motor to the Queen Elizabeth Hospital for medical attention. Another male was reportedly injured but this is yet to be confirmed.

Investigations are ongoing.

St Leonard’s Boys School continue to exude dominance in the secondary school football arena.

Last Monday at the Lester Vaughn School grounds, the Richmond boys continued where they left off pre-COVID, as they won the Barbados Secondary School Football League (BSSFL) Under 14 title.

St Leonard’s defeated nemesis Combermere School 3-2 in a penalty shoot-out after a goalless score line during regular and extra time.

“The BSSFL has been eagerly awaiting the restart of the sport on the island.

While we have been in a relatively inactive state on the field, the executive has been working hard behind the scenes to be ready for the eventual restart.

After dialogue with partners and coaches, we decided to restart with development for the future in mind and started with the youngest boys”.

Outre les productions Baba’s, un repr?sentant de la mairie de la ville du Cap-Haitien a remis ?galement une plaque d’honneur au personnage principal de la soir?e. Mentionnons qu’initialement le gala dont R?gine Bastien ?tait le MC a vu l’interpr?tation des hymnes am?ricains et ha?tiens par la fille du manager de Klass, Herv? Bastien, Hervina. Soit dit en passant toute la famille Bastien s’est impliqu?e corps et ?me dans la r?alisation de cette c?r?monie.


Tropicana assura ensuite la premi?re manche musicale de la c?r?monie. Des titres comme <>, <> ou encore <> ont rapidement amen? l’assistance a occup? la piste de danse. Toujours aussi fraiches, ces chansons du groupe phare du Cap-Haitien ont visiblement combl? l’assistance qui s’est pour l’occasion pr?t?e au jeu des reprises en choeur.


Le passage des diff?rents invit?s au 17e gala <> a boost? la r?jouissance des participants. Le but ?tant de rendre hommage ? Parisien Fils-Aim?, Michel Blaise, Kenny Desmangles, Eddy Fran?ois, Pipo et Ritchie ont tous repris des chansons de l’orchestre Tropicana. Affichant chacun leur respect envers leurs ain?s, ces messieurs ont d’abord exprim? leurs consid?rations face ? cette longue et remarquable carri?re. Pour chacun d’entre eux, Monsieur Fils-Aim? est le mod?le qu’ils ont commenc? ? suivre.


La formation musicale Klass tout de suite apr?s a pris le relais. Le premier morceau n’?tre autre que <>, suivi de <>. Le clou de la c?l?bration reste la prestation commune de musiciens de Tropicana et de Klass. En effet, le maestro du groupe invita certains musiciens de Tropicana ? rejoindre le stage afin de performer avec Klass, Parisien Fils-Aim? pris aussi le micro ? ce moment-l? pour chanter <>. Ce playing Tropicana/Klass a offert un beau moment de fraternit? et de partage. Signalons que Daniel Fils-Aim? dit Tonton Bicha ?tait aussi de la soir?e. Outre une br?ve animation sur un des morceaux de Tropicana, le natif de Cap-Haitien a ?galement offert une plaque d’honneur ? son cousin venant de la Fondation Bicha. Du d?but des prestations musicales jusqu’? la fin de la c?r?monie, les couples n’ont pas quitt? la piste de danse. Raheem Sterling has confirmed his move to Chelsea.

Sterling, in a post on his Twitter account, bid farewell to Manchester City on Wednesday morning.

Hours later, the attacking midfielder posted images of himself donning the number 3 Chelsea jersey.

He completed the transfer of around 50 million pounds ($60 million) to City’s Premier League rival.

The England attacking midfielder posted an emotional message on social media, along with a video of highlights of his time at City.

“Seven seasons, eleven major trophies, a lifetime of memories,” it read. “To the coaching staff who have played a massive role in my development over the years, to my teammates who have become more than just those I share a pitch with, to the backroom staff, to the office staff, to the fans who have tirelessly supported the team, and to everyone involved with Manchester City, my respect for you couldn’t be greater.

“What a ride it’s been.”

Sterling joined City from Liverpool in 2015 for a fee of nearly 50 million pounds, making him then the most expensive English player of all time.

The 27-year-old Sterling helped City to win four league titles and scored 131 goals in 339 games across all competitions. He was in-and-out of the team last season and did not start either leg of the Champions League semi-final loss to Real Madrid or the Premier League title-clincher against Aston Villa on the final day.

“I am thankful for the ups and the downs,” Sterling added in his post. “As it’s the downs that have, at times, tested my strength and resolve, and enabled me to stand here in front of you as the best possible version of myself.

“I arrived in Manchester a 20-year-old, today, I leave as a man.”

Reigning Saint Lucia Calypso Monarch Dezral Long has become the country’s newest CARICOM youth ambassador.

Dezral,22, recently made history when he became the youngest ever Saint Lucia Calypso King.

Youth Development and Sports Minister Kenson Casimir announced Dezral’s Youth Ambassador appointment.

In making the announcement, Casimir disclosed that the Calypso Monarch would get a trip to Trinidad & Tobago to witness that country’s calypso finals.

Casimir told parliament on Tuesday Dezral’s example demonstrated that despite all the negativity surrounding the nation’s youth, the vast majority are ready and doing the right things.

“The vast majority are ready to take this nation to a higher level. We must as a government do all that we can – as a nation to encourage them and guide them along the way, and so we will,” the Gros Islet MP declared.

Earlier,  at the invitation of Speaker Claudius Francis, members of the House of Assembly stood in recognition of Dezral’s crowning as the youngest ever Calypso Monarch.

Dezral’s father, Dr. Desmond Long, once served as Deputy Speaker of the house.

Dr. Long, singing as ‘The Mighty Pep’ also won the Calypso Monarch title multiple times in the past.

Nouvel épisode caniculaire en France, 2.700 hectares de forêts dévorés en Gironde

 Le bilan s’aggrave en Gironde où deux incendies, des “feux compliqués” qui progressent toujours, ont déjà ravagé près de 2.700 hectares de pins mercredi, sur fond de nouvelle vague de chaleur dans le sud de la France.

“Devant l’ampleur des feux de forêts en Gironde”, le ministre de l’Intérieur Gérald Darmanin a annoncé qu’il se rendrait sur place à 18H30, “auprès des sapeurs pompiers et des élus”. “Des milliers d’autres hectares sont encore menacés, nous sommes pleinement mobilisés”, a-t-il écrit sur Twitter.

Ces feux sévissent sur fond d’épisode caniculaire pour la seconde fois en un mois, illustration du changement climatique qui va causer des étés “de plus en plus chauds, où 35 degrés sera la norme”, selon Météo-France.

Sept départements du Sud-Ouest, la Drôme et l’Ardèche, étaient mercredi en vigilance orange canicule.

Le numéro vert “canicule” – 0800.06.66.66 – a été réactivé.

En Gironde, les pompiers combattent depuis mardi après-midi deux incendies distincts dans des forêts de pins, l’un à Landiras, à une quarantaine de kilomètres au sud de Bordeaux où 1.500 hectares ont déjà brûlé, et un second à La Teste-de-Buch, qui a dévoré 1.200 hectares, près de la dune du Pilat, exceptionnellement fermée au public.

“On a deux feux compliqués”, avec un “vent tournant sur les deux sites qui oblige à réévaluer tout le temps le dispositif. De plus, à la Teste, c’est du sable, c’est complexe en terme de circulation”, a expliqué à l’AFP le commandant des pompiers Matthieu Jomain avant de résumer: “on a de longues heures devant nous”.

Les feux sont alimentés “par une végétation sèche, notamment les sous-bois. Evidemment, la chaleur n’aide pas”, avait estimé la préfète de Gironde Fabienne Buccio lors d’un point presse sur place.

Des investigations judiciaires sont en cours pour déterminer l’origine des deux incendies. Si à Landiras, elle est pour l’heure indéterminée, à La Teste-de-Buch, “c’est vraiment un accident ou une panne de camion, un camion qui a pris feu en tout cas”, a indiqué la préfète lors d’un point de situation dans l’après-midi.

– “Ça fait mal au coeur” –

Dans la nuit, 6.000 personnes logeant dans cinq campings de la zone très touristique du Pilat ont été évacuées au parc des expositions de la Teste-de-Buch.

Si de nouvelles évacuations ne sont pas à prévoir dans l’immédiat, les autorités ont déjà “pré-alerté des habitations, d’autres campings” ainsi que “des habitants, du côté de la base militaire de Cazaux notamment”, selon la préfète.

Sur place, sous une chaleur de plomb et sans possibilité de douche, la solidarité s’organise pour venir en aide aux déplacés de la nuit qui ont pour la plupart laissé leurs affaires dans leurs tentes et caravanes.

“On voit ça a la TV et on se dit que ça ne va jamais nous arriver, et puis forcément quand ça nous arrive, ça fait un peu bizarre. Les cris des gens (…) l’odeur de la fumée tout ça, c’est flippant”, raconte à l’AFP Pascal Cordonnier, touriste évacué venu de Troyes.

“Ils peuvent quitter les lieux où ils sont hébergés mais pas retourner dans leur camping. Ils ne bougeront pas jusqu’à demain au moins (…) l’enjeu est trop risqué”, a insisté la préfète.

Pour la mairie, aidée de la protection civile et de la “solidarité” des communes voisines, il s’agit donc de “trouver des solutions pour loger les gens chez l’habitant”. “Certains proposent une chambre, ou leur jardin pour planter les tentes”, explique Bruno Pastoureau, adjoint à l’éducation du maire de La Teste de Buch.

“Voir notre forêt qui brûle, ça fait mal au coeur”, soupire-t-il.

Entre 700 et 800 sapeurs-pompiers sont engagés, aidés de “10 moyens aériens, soit à peu près la moitié de ce que compte la France”, et des “colonnes de renfort arrivent”, selon la préfète.

La préfecture de la Gironde avait placé mardi le département en vigilance orange feu de forêts (vigilance “élevée”/niveau 3 sur 5), “au vu des conditions météorologiques”.

Météo-France s’attend à un nouvel épisode caniculaire, le deuxième en un mois, d’une durée “de huit à dix jours”, avec un pic probablement “entre samedi et mardi” 19 juillet.

En Ile-de-France, la préfecture de police a décidé de réduire mercredi la vitesse sur les autoroutes et voies rapides en raison d’un épisode de pollution à l’ozone.

Des pointes voisines de 40° sont attendues dans le sud-ouest jeudi après-midi, selon Météo-France.

Les risques élevés d’incendie ont conduit des villes comme Nîmes à renoncer à tirer son feu d’artifice du 14 Juillet ou adapter, comme à Toulouse ou Lourdes, les festivités.

 La Fédération départementale des chasseurs a informé l’ensemble de ses adhérents du report de l’ouverture de la chasse au 30 juillet.

Initialement prévue le 14 juillet, la date d’ouverture de la chasse en Guadeloupe a été décalée. La Fédération départementale a en effet communiqué par voie de presse que la date d’ouverture de la saison de la chasse est repoussée au 30 juillet.La saison de la chasse se déroulera donc du 30 juillet jusqu’au 1er janvier 2023.

Respect de la période de reproduction des espèces

Pour des raisons de respect de période de reproduction de deux espèces (la tourterelle à queue carrée et ramier à cou rouge) qui sera toujours en cours au 14 juillet, la DEAL et la Préfecture de Guadeloupe ont signifié le fait de reporter la date initiale du début de la chasse.

Pour rappel, la chasse en Guadeloupe ne concerne que certaines espèces d’oiseaux :- La tourterelle à queue carrée qui se chasse du 30 juillet au 28 août- La grive qui se chasse du 1er novembre jusqu’à la fermeture – La perdrix qui se chasse du 1er septembre jusqu’à la fermeture

Maintaining independence and impartiality of the Speaker are important, according to Constitutional Commission report

The Constitutional Commission of the Cayman Islands promotes public understanding and awareness of the constitution and its values. It also publishes reports, papers and other documents on any constitutional matters affecting the Cayman Islands. One of these reports, entitled “Explanatory Notes on The Speaker of the Parliament of the Cayman Islands,” was published in October 2021. One of the main highlights of the Notes was the importance of maintaining the independence and impartiality of the Speaker pre and post elections, including whether the Speaker should strictly be appointed from outside Parliament to allow the post holder to maintain his or her ongoing independence.

Expectations and practicality of independence

When it comes to impartiality and independence, the Notes state:

As the independent arbiter of the Parliament, the Speaker is therefore expected to act impartially in the exercise of various important functions that are central to the effective operation of a parliamentary democracy, including: (i) the maintenance of decorum in debates; (ii) the calling of Members to speak; (iii) the giving of rulings on points of order and allegations of breaches of privilege; (iv) the naming and suspending of members for misconduct; (v) appointing Members to committees; (vi) accepting or refusing motions on the Order Paper; (vii) regulating questions in the House; and (viii) generally acting as servant of the Parliament or its spokesperson.

Theoretically, any of these functions could be threatened if the Speaker loses his or her independence or if the Speaker develops an actual or perceived conflict of interest in relation to a matter to be laid before the Parliament. The practicality of achieving such independence and avoiding all conflicts is, however, another story. The reasons for this are as follows:

The person who normally occupies the seat of the Speaker in Parliament is an elected member of Parliament who ran for office. This means that the Speaker, if appointed from elected members, will have his or her own political views on motions coming before him or her. Therefore, a question can arise as to the reason why the relevant Speaker accepts or refuses a particular motion. There is a small pool of persons offering themselves for high office, either for elections or for the position of the Speaker. Therefore, elected members are likely to consider casting their ballot for someone that they knew well i.e., based on an existing relationship.Post-elections, all elected members, including the proposed Speaker, are involved in the formation of government and identifying candidates for Premier from among all elected members. If the Speaker is actually chosen from elected members, the question then becomes whether he or she has continued, indirect, involvement in any decision-making post-election i.e., behind closed doors.

Recommendations

Bearing in mind these potential risks to independence of the role of the Speaker, the Notes of the Constitutional Commission asks whether, on balance, it would be preferable to only be able to select a Speaker from outside of the members of Parliament and whether, if possible, it would be desirable to detach the election of the Speaker from the post-election negotiations, the appointment of the Premier and the formation of the government.

While the appointment of the Speaker solely from outside Parliament would be ideal, it would be a challenge to completely avoid conflicts of interest with the final Speaker appointment given the very small population and close ties between the people. For example, let’s say that the constitution was amended to state that the Speaker shall only be a person outside Parliament, it is likely that elected members will still consider someone that they had a past work or business or personal relationship with, thereby giving rise to the concern for perceived or actual conflicts of interest.

Detaching the election of the Speaker from the post-election negotiations would also be ideal. However, the reality is that “secret” negotiations will always take place within any political landscape whether we have independents or political parties.

If voters truly want full independence in the process of appointment of the Speaker and complete detachment from post-election negotiations for the post of Premier and formation of government, voters should consider having a referendum to amend the constitution and Elections Act to allow voters to vote for their choice of Speaker from a pool of qualified candidates who are not elected members of Parliament. The same concept might also apply to the selection of the Premier.
