Des amis, des connaissances de Justine Vayrac, rejoints par des anonymes, ont participé dimanche à une marche blanche en hommage à la jeune femme de 20 ans, tuée après une sortie d’une discothèque, a constaté un journaliste de l’AFP.

En tête du cortège, qui a parcouru les rues de Saint-Céré, un bourg du Lot situé non loin du village de Tauriac, où vivait la famille Vayrac, ses amies de l’école d’aide-soignante de Brive arboraient un T-shirt demandant “Justice pour Justine”.

“On est là pour lui rendre hommage. Pour elle. Elle était pas toute seule”, dit l’une d’elles, Laura Muller, 26 ans. 

“Cette marche, c’est symbolique. Elle laisse une famille meurtrie. Des amis, un petit garçon. Des gens qui l’aimaient. On lui doit de lui faire cet honneur, cet hommage”, confie une autre amie de l’Institut de formation d’aides soignants et organisatrice de la mobilisation, qui souhaite rester anonyme. 

Dans le silence, environ 600 personnes étaient rassemblées à Saint-Céré. La mort de cette mère d’un garçon de deux ans a causé un grand émoi dans la région.

Des bougies et des roses blanches ont été déposées devant un portrait de Justine Vayrac, au pied d’un arbre, dans un jardin public du bourg. 

“Nous avons une fille du même âge. Nous sommes venus pour apporter notre soutien à la famille. Ça aurait pu être notre fille”, confie, émue, Isabelle Montmont, 54 ans, native de Tauriac, le village où vivait Justine Vayrac, accompagnée de son mari.

Justine Vayrac a été retrouvée morte après avoir disparu fin octobre à la sortie d’une boîte de nuit à Brive où elle passait la soirée avec des amis. Elle a été enterrée dans l’intimité vendredi à Tauriac.

Selon les proches qui l’accompagnaient cette nuit-là, elle se serait sentie mal au cours de la soirée et aurait décidé de partir dormir dans sa voiture. Raccompagnée par un ami, elle aurait alors croisé une “connaissance” et serait restée avec lui.

L’homme, un agriculteur de 21 ans originaire d’un village proche de Brive, a avoué à la fin de sa garde à vue “avoir tué la victime alors qu’ils étaient tous les deux à son domicile et qu’ils venaient d’avoir un rapport sexuel consenti”, a déclaré le parquet.

Mis en examen pour viol, séquestration et meurtre, le jeune homme a été incarcéré. L’autopsie du corps de la victime a mis en évidence qu’elle était morte étranglée et des analyses sont en cours pour déterminer si elle a été droguée.

Le PSG a conforté sa place en tête du championnat en venant à bout de Lorient grâce à un but et une passe décisive de Neymar, dimanche lors de la 14e journée de Ligue 1.

Après l’ouverture du score du Brésilien (9e), Terem Moffi a égalisé (53e) mais une tête sur corner de Danilo Pereira (81e) a rendu aux Parisiens leurs cinq longueurs d’avance sur Lens, dauphin toujours en forme après son succès à Angers la veille (2-1)

Décisif mercredi à Turin avec un but et une passe décisive, Kylian Mbappé, qui a disputé quasiment tout le match, a laissé cet honneur à son coéquipier, suspendu lui en C1 cette semaine. Avec 11 buts (9 passes décisives), le Brésilien rejoint le Français en tête du classement des buteurs de L1.

Mais si la défense a semblé avoir colmaté certaines brèches, en particulier sur les nombreux corners obtenus par Lorient, l’attaque a trop manqué de précision pour éteindre les velléités des Merlus.

Et Lorient n’a pas abdiqué, même si les Parisiens, revenus à une défense à cinq après avoir aligné une défense à quatre lors des quatre derniers matches, ne leur ont pas laissé beaucoup d’occasions en première période.

L’étau s’est légèrement desserré en début de seconde période et les hommes de Régis Le Bris en ont aussitôt profité grâce à une combinaison de toute beauté. Sur un service Vincent Le Goff, Moffi a laissé Enzo Le Fée lui glisser la balle dans le dos de la défense et l’a logée dans la lucarne de Gianluigi Donnarumma (1-1, 53e).

Dans un stade en liesse, l’attaquant nigérian, pleinement relancé cette saison, est passé tout près du doublé, mais sa frappe a rebondi sur la transversale (57e).

Mais le rythme est vite retombé, et s’ils ont mieux contenu les tentatives lorientaises, les Parisiens ont peiné à repartir de l’avant. 

A l’exception d’une frappe de Mbappé encore dans les bras de Mannone (60e), ils ont dû s’en remettre à un coup de pied arrêté, également un point faible de la défense lorientaise.

Sur un corner millimétré de Neymar, Danilo Pereira a profité d’un marquage léger pour redonner l’avantage aux siens d’une tête puissante (1-2, 81e).

Minister: Government didn’t ‘exit’ horse track lease

Government continues to deny that it “exited” a lease agreement with the Thomas family for part of the Ellis Thomas Downs in Sea Cows Bay.

The Ministry of Education and Culture announced the horse track’s closure on Sept. 8 despite a horse race scheduled for 10 days later. A week later, government denied that it canceled a lease granted to the Thomas family.

Last week in the House of Assembly, opposition member Carvin Malone asked Education, Youth Affairs and Sports Minister Sharie De Castro whether the ministry instructed the Attorney General’s Chambers to exit the lease agreement with the Thomas family.

Ms. De Castro responded in the negative.

“No instructions were given to the Attorney General’s Chambers to exit the agreement. The lease wasn’t exited,” she said during the Oct. 25 HOA meeting. “Representatives of the Attorney General’s Chambers merely highlighted to the Thomas family issues with the lease, which fundamentally affected the legal validity of the document.”

Those issues, she said, included the fact that the lease wasn’t signed by a natural or legal person but by a “purported entity” that doesn’t have the legal capacity to contract with the government, and that the lease wasn’t signed by the registered proprietor of the land.

Ms. De Castro didn’t provide further details, and Mr. Malone didn’t ask a follow-up question on the topic.

The leases

He instead asked Ms. De Castro to provide a list of leases currently held by government relating to the Ellis Thomas Downs.

Ms. De Castro answered that government holds two leases: one with the Thomas family and “Ellis Holdings” and another with Cecil Forbes.

“The lease agreement for Ellis Holdings is $90,000 annually to be paid by Feb. 15 each year. The term of the agreement is 20 years, which commenced Jan. 1, 2012 and ends Dec. 31, 2031,” she said. “The lease agreement for Mr. Cecil Forbes is $80,000 to be paid in November each year. The lease expired in December 2021.”

Both leases are registered and will be made available to the public, according to Ms. De Castro.

Locations to be affected: Reefs and exposed northern and eastern coastlines with relatively shallow, gently to moderately sloping, nearshore areas.

Timing: Until Sunday afternoon.

Synopsis: Moderate long-period swells are reaching the area and are affecting mainly northern and eastern coastlines.

The threat level to the life, livelihood, property and infrastructure of those using the affected coastlines is moderate with the potential for significant impacts.

These swells could cause life-threatening surfs and rip currents on affected coastlines.

A high surf advisory means that dangerous surfs of 2 to 3 metres or 6 to 10 feet will affect some coastlines in the advisory area, producing hazardous conditions.

Seas (significant wave heights): 1.8 to 3.3 metres (6 to 11 feet), occasionally or locally reaching near 4 metres

(14 feet). Swell period: 9 to 15 seconds. Swells: Northeast at 1.5 to 2 metres (5 to 7 feet) and occasionally higher.

Surfs (breaking swells): Over 2 metres (over 6 feet). These conditions are conducive for dangerous rip currents. Please note that surfs could be as much as twice the height of swells, depending on the bathymetry of the nearshore areas.

Coastal flooding: High tides combined with onshore wind and swell actions could result in localized coastal flooding and beach erosion.

Potential Impacts: Loss of life–strong currents that can carry even the strongest swimmers out to sea; injuries to beachgoers; beach erosion; sea water splashing onto low-lying coastal roads; beach closures; localized disruptions to marine recreation and businesses; financial losses; damage to coral reefs; saltwater intrusion and disruptions to potable water from desalination. High surfs can knock spectators off exposed rocks and jetties.

Precautionary: Beachgoers, especially to the mainly affected coastlines, should be extremely cautious; bathe only where lifeguards are present or on the sheltered, less affected beaches, mainly to the south and west.

Extreme caution is also required by those using the affected non-beach or rocky coastlines.

Rip currents are powerful channels of water flowing quickly away from shore, which occur most often at low spots or breaks in the sandbar and near structures such as groins, jetties and piers. If caught in a rip current, relax and float. Don`t swim against the current.

If able, swim in a direction following the shoreline. If unable to escape, face the shore and call or wave for help.

Garde Has A Plan For ‘Correctional Restoration’ – St. Lucia Times News

Verne Garde, the new man at the helm of the Bordelais Correctional Facility (BCF), says he has a ‘correctional restoration’ plan as he works in the interest of Saint Lucia’s national security.

Garde, a former Saint Lucia Director of Corrections, returned to the job officially on Friday.

“I am aware that the institution had some recent challenges, and I have constructed a 27-point plan for correctional restoration, and we intend to apply that plan along with all our staff,” he told HTS Evening News in an exclusive interview on Friday.

“I think one of the major parts of the plan is to help our young staff come up into management and supervision in a structured succession plan,” Garde disclosed.

In addition, he acknowledged the importance of officer morale.

“We need persons to develop capacity generally at the institution, and by developing capacity, that in itself will improve the morale,” the new BCF boss stated.

“We do intend to allow officers to express themselves within their proper training and qualifications,” he noted.

At the same time, Garde observed that the BCF has a civilian staff.

“We need yo bring our heads together to keep national security afloat,” he explained.

The veteran former police officer who previously served as Prison Chief in the British Virgin Islands admitted that his new job here would not be easy.

“It’s a difficult one,” he asserted.

But he told HTS Evening News that his international exposure had better equipped him with the skills to manage the BCF.

The new Director of Corrections expected that if inmates get humane treatment, they will deal with the BCF and fellow inmates similarly.

“So it is my goal to have a line of communication for the various residents to vent,” he explained.

Garde said the BCF could thus always stay on top of some issues with the various inmates.

Clorox(R) has issued a recall for Pine-Sol(R) Scented Multi-Surface Cleaners, CloroxPro(R) Pine-Sol(R) All Purpose Cleaners, and Clorox(R) Professional(TM) Pine-Sol(R) Lemon Fresh Cleaners as the items may contain harmful bacteria.

The notice was published by the US Consumer Product Safety Commission (CPSC).

Local distribution company Brydens Stokes has also published the recall, but as voluntary. In the release, Brydens states that Clorox advises consumers who have purchased these products to not use the product(s) and to return to the store where originally purchased for full refund.

On the US CPSC site, it further stresses, ‘Consumers should immediately stop using Pine-Sol Scented Multi-Surface Cleaners in Lavender Clean, Sparkling Wave, and Lemon Fresh scents, CloroxPro Pine-Sol All Purpose Cleaners, in Lavender Clean, Sparkling Wave, Lemon Fresh, and Orange Energy scents, and Clorox Professional Pine-Sol Lemon Fresh Cleaners that have date codes printed on the bottle beginning with “A4” and the first five digits numbered less than 22249, which represents products produced prior to September 2022. Consumers should take pictures of the 12 digit UPC code and the date code, dispose of the product in its container with household trash, and contact Pine-Sol for a full refund of the purchase price, with receipt, or of the manufacturer’s suggested retail price, without receipt.’

Hazard:

The recalled products may contain bacteria, including Pseudomonas aeruginosa, an environmental organism found widely in soil and water. People with weakened immune systems or external medical devices who are exposed to Pseudomonas aeruginosa face a risk of serious infection that may require medical treatment. The bacteria can enter the body if inhaled, through the eyes, or through a break in the skin. People with healthy immune systems are usually not affected by the bacteria.

Le barrage de Kakhovka dans le sud de l’Ukraine a été touché dimanche par une frappe ukrainienne selon les autorités d’occupation russes, sans faire toutefois de “dégâts critiques” à cette infrastructure qui alimente notamment la Crimée annexée.

“Aujourd’hui à 10h00 (08h00 GMT), six missiles Himars ont été lancés. Les unités de défense antiaérienne en ont abattu cinq, (et) un a touché l’écluse du barrage de Kakhovka, qui a été endommagé”, a affirmé un représentant des services d’urgence de la région de Kherson, cité par les agences russes.

Le barrage hydroélectrique de Kakhovka, aménagé le long du fleuve Dniepr et pris dès le début de l’invasion russe en Ukraine, permet notamment d’alimenter en eau la péninsule de Crimée, annexée en 2014 par Moscou.

“Tout est sous contrôle”, a rapidement déclaré le représentant de l’administration installée par Moscou de Nova Kakhovka, village où est situé le barrage, à 60 km à l’est à vol d’oiseau de la grande ville de Kherson, sous contrôle russe.

“Un missile a touché (le site), mais n’a pas causé de dégâts critiques”, a précisé Rouslan Agaïev, cité par les agences russes.

Les Himars, des systèmes américains d’artillerie de précision, sont utilisés depuis juillet en Ukraine après que les Etats-Unis en ont livrés à Kiev, permettant notamment à l’armée ukrainienne d’effectuer des frappes plus précises qu’avec les armes soviétiques dont elle disposait jusque-là.

Le risque de frappes sur cette infrastructure stratégique est brandi depuis octobre par les parties ukrainienne et russe, les deux s’accusant mutuellement de mettre en danger la vie de “milliers” d’habitants dans cette zone de la région où les troupes de Kiev avancent depuis septembre.

Le président ukrainien Volodymyr Zelensk avait accusé Moscou il y a deux semaines d’avoir “miné le barrage”, l’un des plus grands en Ukraine, “des mensonges” balayés par les autorités d’occupation russes.

Menace d’inondation

Ces derniers jours jours, les autorités d’occupation russe ont mené dans les villages autour du site des “évacuations” de civils face à une “possible attaque de missile” sur le barrage dont la destruction entraînerait “l’inondation de la rive gauche” du fleuve Dniepr, selon le gouverneur régional installé par Moscou à Kherson, Vladimir Saldo.

Kiev a condamné à plusieurs reprises ces “déportations” d’habitants de la région vers des territoires moins exposés aux combats, ou même vers la Russie elle-même.

Si le barrage explose, “plus de 80 localités, dont Kherson, se retrouveront dans la zone d’inondation rapide”, avait, de son côté, alerté le 21 octobre M. Zelensky devant le Conseil de l’Union européenne.

“Cela pourrait détruire l’approvisionnement en eau d’une grande partie du sud de l’Ukraine” et affecter le refroidissement des réacteurs de la centrale nucléaire de Zaporijjia, qui puise son eau dans ce lac artificiel de 18 millions de mètres cubes, s’était-il alarmé.

L’Ukraine avait même dit réclamer une mission d’observation internationale pour sécuriser les lieux.

Prière

Sur le terrain, un Taïwanais de 25 ans, engagé volontaire contre les forces russes, a été tué au combat, première victime connue originaire de Taïwan depuis l’invasion du territoire ukrainien par Moscou, a annoncé samedi le ministère des Affaires étrangères de Taipei.

Dans son rapport quotidien, l’armée ukrainienne a, elle, accusé dimanche les Russes de “détruire” les installations “des opérations téléphoniques ukrainiens” dans la région de Kherson.

Dans le Nord-Est, à Starytsya, un petit village repris par les troupes de Kiev mi-septembre, l’armée ukrainienne patrouille. La Russie n’est qu’à quelques kilomètres.

“Chacun chez soi, la Russie a son pays et qu’ils y restent”, commente auprès de l’AFP le commandant de la 127e brigade ukrainienne, Roman Grychtchenko, à la tête de 5.000 hommes de la “Défense territoriale” qui gardent ce secteur libéré allant de la ville ukrainienne de Kharkiv à la frontière russe, à 30 kilomètres à l’est et au nord.

Le ministère russe de la Défense a pour sa part affirmé avoir éliminé “un entrepôt de missiles et d’armes d’artillerie des forces armées ukrainiennes”, dont “120 roquettes du système Himars”, dans la région occupée de Donetsk (est).

En déplacement à Bahreïn, le pape François a finalement dit prier dimanche pour “l’Ukraine si martyrisée et pour que cette guerre finisse”, après plus de huit mois de conflit.

New Elmore Stoutt High School buildings ‘90% complete’

Though the new buildings at Elmore Stoutt High School initially were scheduled to be completed before September, shipping challenges and other issues have set the target date months behind, according to Education, Youth Affairs and Sports Minister Sharie De Castro.

Ms. De Castro explained the delays during a House of Assembly meeting on Oct. 25, saying that works are “90 percent complete” and that the date of the opening ceremony will be announced only after several more steps are completed.

Outstanding works include the delivery of furniture like office and computer desks, storage units, photocopiers, microwaves, and electrical appliances, according to the minister.

She added that 42 interactive whiteboards and three folding beds for the infirmary are scheduled to arrive no later than Nov. 18.

Shipping challenges

Ms. De Castro also pro- vided more details about the recent delays. Her ministry, for instance, has faced challenges with scheduled shipping dates for critical components of the project, she said.

Although contractors expected windows, doors, paints and floor stains in July so that construction could be completed by the end of August, “global supply chain issues” along with adverse weather conditions disrupted the transportation of these critical items, she explained.

“Based on these challenges, a new date for the shipment of windows, for example — which were manufactured in China — was determined and slated to arrive on Aug. 21, 2022,” she said. “However, these windows were further delayed due to the unusual congestion in port Kingston, Jamaica. That shipment was received on Sept. 4, 2022, but only included the bathroom windows and the sound retention louvers for the building walkways.”

Not offloaded

Windows and light fixtures arrived in the territory on Sept. 28 but were accidentally sent away to St. Maarten because the container wasn’t offloaded, according to the minister. It took another 18 days to correct the mistake, she said.

“These items were outside of our control and affected the timeline,” Ms. De Castro said. “In construction, there are unexpected mishaps that affect the work programme, and this was unfortunately a part of the process.”

Floor stains arrived on Oct. 4 and a final shipment of furniture came on Oct. 23, according to the minister. And despite an accident that affected the shipment of paint, locally sourced paint was used to finish painting works, she explained.

Despite the challenges, the minister thanked contractors Quality Construction, Metro Construction, Autland Heavy Equipment Co. Ltd., and the joint venture of Sunleaf Construction and Northam Construction for a “stellar job” in “advancing the buildings … within an unprecedented short timeline.”

The plans for three new ESHS buildings were unveiled in January. Among other uses, they will accommodate senior students who were then attending classes at the former Clarence Thomas Limited building in Pasea.

Even though the buildings weren’t finished at the start of this school year, the students moved to the existing ESHS buildings, where they are attending on a shift system.

RDA officials said they expected a total project expenditure of about $15 million.

Burt Point sewage plant promised by May

The wastewater treatment plant at Burt Point, which went offline after sustaining damage during Hurricane Irma, is awaiting materials and equipment for a $2.5 million repair project that is scheduled to be completed by May 2023, Deputy Premier Kye Rymer said during a House of Assembly meeting last week.

“It is anticipated that all the long lead material and equipment will be shipped by January for the commencement of physical works onsite,” Mr. Rymer said on Oct. 25. “It is further expected that the wastewater treatment plant will be fully repaired and commissioned by May 2023.”

In August, government awarded Biwater International Limited a $2,594,317 contract to repair the plant, and a mobilisation payment was handed over in September, according to the minister.

Cabinet decision

The contract stems from Cabinet’s August 2020 decision that Biwater, which built the plant and a similar one in Paraquita Bay, should be hired to recommission the Burt Point facility, Mr. Rymer said in May.

The same month, he said that government had drafted a contract worth about $1.4 million for Biwater to carry out the first phase of repairs and bring the plant back online.

At the time, Mr. Rymer also said that once the initial paperwork was finished he expected the plant to be recommissioned in six months.

Last week, he did not explain the $1 million-plus cost increase.

Operations contract

“My ministry is also working diligently on developing a tender document to coincide with the repair and commissioning of the plant for an experienced company to manage, operate and maintain the wastewater treatment plant for a period of seven years,” he added last week.

Apprenticeship

The chosen company will be responsible for undertaking an apprenticeship programme for young people interested in the field, according to Mr. Rymer, who is also the minister of communications and works.

Scholarships

Government, he said, will award scholarships through the H. Lavity Stoutt Community College to encourage students to become qualified plant operators and technicians.

Man dead from St Ann crash hailed as ‘respectful’ brother, jovial soul Loop Jamaica

Tributes continue to flow for a beloved resident of Brown’s Town, St Ann who died on Thursday after sustaining injuries in a motor vehicle crash in Discovery Bay in the parish.

The deceased is Nigel Gayle, alias ‘Gregory’ or ‘Greg’, an equipment operator of Orange Hill in Brown’s Town. He was said to be in his 40s.

According to police reports, about 6:40 pm on Thursday, the driver of a white Nissan motorcar was travelling along the Discovery Bay main road, when he lost control of the vehicle, which collided with a white Toyota motorcar that was being driven by Gayle.

Two other motor vehicles were reportedly damaged in the crash.

Gayle and two other injured persons were assisted to the hospital, where he was pronounced dead.

It is understood that the driver of the Nissan motorcar has since been warned for prosecution relative to the incident.

As news of Gayle’s death spread, several persons took to social media platform, Facebook, where they remembered him for largely being jovial and friendly.

Sharing his grief on Facebook was dancer, Blanka Syvaah, who said Gayle was his brother.

He lamented that he lost an older sister three years ago, and had now lost his eldest brother.

“I’m feeling weak right now,” he wrote on Facebook late Thursday night.

Continuing, he said: “The only brother I have that understands me and always showed respect even tho(ugh) he is older.

“He always pushed me in dancing, supported me 100%. We talk about everything and never had an argument since we became men… You didn’t even get to meet your niece and nephew from me.

“My head hurts. It feels like I’m dying. I love you big bro, and you know that before this day. We will meet again bro. Rest easy, Nigel Gayle,” the post ended.

Said another Facebook user, Dawn Edwards: “Gregory (Nigel Gayle), you shake me up last night (Thursday) bad.

“You were such an awesome, jovial person. All when I do not see you and you spot me, you… shout out, ‘Aunty Dawn’, with a hug or car horn. May your soul rest in peace. My condolences to all of the family.”

Wrote Stephanie Hector: “Nigel Gayle, we know each other for over 20 years.

“I lost my best friend last night. I am so sad and heartbroken. Rest well…”

Shared Donnett Linton: “It’s sad to hear such news this morning (Friday).

“Rest in peace Gregory (Nigel Gayle). You were a vibrant and loving soul. You didn’t deserve such pain,” she added.
