De nouvelles manifestations ont eu lieu dimanche en Iran, malgré une mise en garde des Gardiens de la Révolution, l’armée idéologique de la République islamique, alors que le mouvement de contestation déclenché par la mort de Mahsa Amini est entré dans sa septième semaine.

Des étudiants se sont rassemblés samedi soir et dimanche dans plusieurs villes iraniennes, mettant au défi le chef des Gardiens de la Révolution, le général Hossein Salami, qui a lancé samedi une mise en garde aux manifestants: “Ne descendez plus dans la rue”.

L’Iran est secoué par une vague de contestation depuis la mort le 16 septembre de Mahsa Amini, une Kurde iranienne de 22 ans, décédée trois jours après son arrestation à Téhéran par la police des mœurs qui lui reprochait d’avoir enfreint le code vestimentaire strict de la République islamique, imposant notamment le port du voile pour les femmes.

Au slogan initial de “femme, vie, liberté” se sont ajoutés, au fil de manifestations pourtant durement réprimées, des mots d’ordre ouvertement dirigés contre la République islamique fondée en 1979.

Dimanche, les forces de sécurité ont lancé des gaz lacrymogènes et tiré sur des étudiants à Sanandaj, la capitale de la province du Kurdistan d’où était originaire Mahsa Amini.

“Un millier de personnes”

Une vidéo publiée en ligne par le groupe de défense des droits humains Hengaw montre une épaisse fumée blanche se dégager d’une école technique, des étudiants criant “Liberté, liberté”.

Sur une autre vidéo publiée sur Twitter par le groupe basé en Norvège, on voit une fillette blessée au bras par des billes de plomb. Des coups de feu ont été entendus lors d’une manifestation à l’Université du Kurdistan, selon Hengaw. L’AFP n’a pas pu authentifier ces images dans l’immédiat.

Des manifestations ont par ailleurs eu lieu ce weekend sur les campus de Téhéran, de Kerman (sud-est) et de Kermanshah (nord-ouest), Mazandaran (nord) et Machhad, la deuxième ville d’Iran, selon des vidéos partagées sur les réseaux sociaux.

“Chaque mort est suivi par un millier de personnes!”, ont scandé des protestataires lors des funérailles d’un manifestant samedi à Arak, au sud-ouest de la capitale, selon des images diffusées par le média en ligne 1500tasvir, qui affirme que le rassemblement a été dispersé à coups de gaz lacrymogènes.

La répression a fait au moins 160 morts, dont une vingtaine d’enfants, selon un bilan établi vendredi par l’ONG Iran Human Rights (IHR), basée à Oslo.

Par ailleurs, 93 personnes ont été tuées dans des manifestations à Zahedan, dans la province du Sistan-Baloutchistan (sud-est), déclenchées le 30 septembre après le viol d’une jeune fille imputé à un policier, d’après l’IHR.

A Saghez, la ville natale de Mahsa Amini au Kurdistan, des policiers en civil ont “attaqué un collège et ont kidnappé des étudiants” qui manifestaient, a rapporté Hengaw.

Critiques de journalistes

Selon l’IHR, des milliers de personnes ont été arrêtées en Iran depuis le début de la répression, dont des journalistes, des étudiants, des avocats et plus de 500 militants de la société civile.

Dimanche, plus de 300 journalistes et photojournalistes iraniens ont signé un communiqué critiquant l’arrestation de leurs collègues, ont rapporté des médias locaux.

Le quotidien réformateur Sazandegi a annoncé que “plus de 20 journalistes sont toujours en détention”, notamment dans la capitale, alors que l’Association des journalistes de Téhéran a rejeté comme “illégale” et “en conflit avec la liberté” de la presse “l’approche sécuritaire” des autorités.

Les dirigeants iraniens continuent de pointer du doigt les “ennemis” de l’Iran, notamment les Etats-Unis et Israël, et accusent des journalistes d’avoir été “formés” dans le but de renverser le régime.

Selon les médias locaux, les services de sécurité ont publié vendredi un rapport faisant référence à la journaliste Elaheh Mohammadi du quotidien Sazandegi et à la photographe Niloufar Hamedi du journal Shargh, qui avaient contribué à rendre publique l’affaire de Mahsa Amini et sont détenues depuis des semaines.

Des manifestations de solidarité avec le mouvement de contestation en Iran sont régulièrement organisées dans plusieurs pays. Samedi, le Premier ministre canadien Justin Trudeau a défilé à Ottawa pour soutenir les “les femmes en Iran qui ont souffert”.

Des tours en bois, façon “village gaulois”, pour “ancrer la lutte” sur le terrain: les opposants aux réserves d’eau à usage agricole dans les Deux-Sèvres ont pris racine à Sainte-Soline au terme de deux jours de mobilisation.

Après une manifestation de plusieurs milliers de personnes samedi, et de violents heurts avec les forces de l’ordre, une partie des militants sont restés dimanche à proximité du chantier, interdit d’accès par quelque 1.500 gendarmes.

Le collectif anti-bassines, surnom donné à ces retenues, occupe un terrain prêté jusqu’au 19 mai par un agriculteur opposé au projet.

“On a bien l’intention d’en faire l’usage. Ce sera le point de départ de tout un tas d’actions de harcèlement qui vont être menées si les travaux venaient à continuer”, a déclaré Julien Le Guet, porte-parole du collectif.

“On attend urgemment un signe de l’Etat et clairement, si dans les jours qui viennent, on n’a pas une annonce d’un moratoire, une remise à plat du projet, on déclenche le dispositif”, a-t-il ajouté.

Pour l’heure, les opposants ont pris racine en édifiant des tours de guet.

“On construit une vigie pour ancrer la lutte sur ce terrain, pour être en capacité de voir venir l’ennemi”, a déclaré à l’AFP David, paysan boulanger de 43 ans ayant requis à l’anonymat, en renvoyant à “l’imaginaire collectif” du “village de Gaulois”.

“Cette vigie se transformera en fortin et de façon permanente si le chantier des bassines reprend à Sainte-Soline (…) On est sur la base arrière de la zone à défendre”, a-t-il assuré.

“Accaparement”

Samedi, 4.000 personnes selon les autorités, 7.000 selon les organisateurs s’étaient réunies à Sainte-Soline, à l’est de Niort, pour protester contre la réserve d’eau en construction, l’une des 16 prévues dans le département.

Le projet a été élaboré par un groupement de 400 agriculteurs dans le but de réduire leurs prélèvements d’eau pour l’irrigation durant l’été, grâce au pompage des nappes phréatiques superficielles en hiver.

Ces retenues dont la capacité atteint 650.000 mètres cubes – l’équivalent de 260 piscines olympiques – sont dénoncées par leurs détracteurs comme un “accaparement de l’eau” par l’agro-industrie, celle du maïs particulièrement, doublé d’une aberration écologique à l’heure du réchauffement climatique.

Des heurts violents ont éclaté samedi avec les 1.500 gendarmes mobilisés quand des manifestants ont voulu pénétrer sur le chantier, interdit d’accès. Une partie d’entre eux y sont parvenus avant d’être repoussés.

Une soixantaine de gendarmes selon le ministère de l’Intérieur, dont un a été hospitalisé, et une cinquantaine de manifestants selon les organisateurs de la manifestation, dont cinq hospitalisés, ont été blessés dans ces violences attribuées par la préfecture du département à des militants radicaux.

“Une journée historique”, selon le collectif “Bassines non merci”, tandis que la préfète des Deux-Sèvres, Emmanuelle Dubée, parlait de “succès” pour les forces de l’ordre.

“Intérêt général”

Dimanche, le dispositif de gendarmerie a été maintenu mais aucune nouvelle tentative d’intrusion n’a eu lieu.

Des militants cagoulés, en bleu de travail et équipés d’une meuleuse, de pelles et de pioches, ont en revanche sectionné une canalisation censée, selon eux, alimenter la future réserve depuis le forage d’un agriculteur partie prenante du projet.

Selon une source proche du dispositif de sécurité, la canalisation en question n’était pas reliée à la bassine mais alimentait la propriété d’un agriculteur faisant de la polyculture.

Ce week-end de mobilisation, après un premier au printemps dans le département, intervient alors que la sécheresse historique de l’été a cristallisé les tensions autour des bassines et, au-delà, des usages de l’eau.

Le ministre de l’Agriculture, Marc Fesneau, a défendu dimanche un projet “autorisé” et “d’intérêt général”, face auquel les manifestations doivent cesser. “Voir des écologistes aller attaquer des projets qui en réalité permettent de mieux réguler notre consommation d’eau, c’est fou”, a estimé le député LR du Lot, Aurélien Pradié.

La députée EELV Sandrine Rousseau, qui a participé à la manifestation de samedi tout comme l’eurodéputé Yannick Jadot, a au contraire apporté son soutien aux “militants qui occupent les terrains (…) pour signifier que ces projets-là nous envoient dans le mur”.

Rennes a enchaîné dimanche contre Montpellier (3-0) une cinquième victoire d’affilée en Ligue 1, synonyme de 3e place provisoire, lors d’une 13e journée réussie pour Auxerre et son nouvel entraîneur Christophe Pélissier, vainqueurs d’Ajaccio (1-0).

Rien ne semble perturber le Stade rennais en ce début d’automne. Strasbourg, Nantes, Lyon, Angers et désormais Montpellier ont subi la même sentence, une défaite face à l’armada offensive bretonne, aussi impressionnante qu’infatigable malgré ses rencontres européennes de milieu de semaine. 

Et l’un des artisans de la dynamique rennaise s’appelle Martin Terrier. L’attaquant français de 25 ans continue sa prolifique année 2022, avec un nouveau but dimanche, le 11e de sa saison toutes compétitions confondues. 

Complétée par Amine Gouiri et Arnaud Kalimuendo, également buteurs, l’attaque rennaise continue de procurer du bonheur aux supporters du Roazhon Park, à quatre jours de la réception des Chypriotes de Larnaca en Ligue Europa, un match décisif pour la qualification directe en 8es de finale. 

En France, les Bretons possèdent la meilleure série de victoires de Ligue 1 et occupent logiquement la 3e place (27 points), avant la réception de Nice par Lorient, 4e avec autant d’unités que Rennes.

Monaco réagit

Seuls le Paris SG (35 pts) et Lens (30 pts) font mieux que les Rouge et Noir cette saison en Championnat. Paris s’est imposé 4-3 contre Troyes samedi, tandis que Lens a déroulé contre Toulouse vendredi (3-0).

Autre candidat au podium, Monaco a bien réagi après quatre matches sans victoire toutes compétitions confondues. Contre Angers, lanterne rouge, les Monégasques ont fait la différence grâce à Breel Embolo et Aleksandr Golovin en seconde période. Ils comptent 24 points, autant que le 5e Marseille, tenu en échec samedi à Strasbourg (2-2).

Outre deux matches nuls – Brest-Reims (0-0) et Nantes-Clermont (1-1) -, la journée de dimanche a souri à Auxerre, vainqueur d’Ajaccio dans un duel de promus (1-0). 

Les Auxerrois ont livré une belle bataille pour la première de leur nouvel entraîneur Christophe Pélissier, une rencontre marquée par un carton rouge de part et d’autre, mais surtout par un but magique de Hamza Sakhi, une frappe lointaine en pleine lucarne. 

“Je suis satisfait du résultat, de l’implication du groupe”, a savouré l’ancien entraîneur de Lorient. “Ce n’est qu’ensemble qu’on peut faire de grandes choses. Mais ce n’est qu’une étape”.

La 13e journée se referme dimanche soir (20h45) par un duel de première partie de tableau entre Lyon et Lille.

Consistent with its desire for ongoing transparency, the National Roads Authority (“NRA”) is considering the publication of active, live claims for compensation on its website.

As to how much information can be shared, the outgoing NRA board chairman shared that the legal advice provided by the government’s legal counsel to the NRA requires the NRA to comply with the Data Protection Act.

The outgoing chairman added:

The lawyers explained that, since the compensation claims involve personal data, such data must be processed fairly and in accordance with the Data Protection Act. Such processing must also be done in the exercise of the functions of the NRA as a public authority. Any such function of a public nature must also be done in the public interest, based on what the lawyers have said.

“Subject to what the lawyers might say, the NRA board would also expect that a privacy notice will be given to those holding title to land so that they are aware of how data may be processed and to let know them know that they can give instructions to the NRA at any time to cease the processing of any data,” he continued.

In addition, the outgoing chairman indicated that, following the legal advice that the NRA must comply with, any compensation list, if published on the NRA website, would need to be updated regularly and any claim which is no longer “active” would be removed from the website.

If this is what the public wants in terms of full transparency and if affected land owners agree, then relevant stakeholders will no longer have to speculate about the reason that a public road project might be experiencing delays, for example, due to an ongoing claim in relation to a parcel of land in the vicinity of a project.

The outgoing chairman added.

The NRA board is also putting forward recommendations for changes to be considered by the Minister for Infrastructure, the Hon. Jay Ebanks, and Parliament, with respect to the Roads Act. These include suggestions for a speedier claims settlement process and how valuations are done, that is, not having valuations be based solely on the date that a declaration is made in respect of a property in a gazette.

Concerned relatives raced to hospitals in search of their loved ones Sunday as South Korea mourned the deaths of at least 151 people, mostly in their teens and 20s, who got trapped and crushed after a huge Halloween party crowd surged into a narrow alley in a nightlife district in Seoul.

Witnesses said the crowd surge in the Itaewon area on Saturday night caused “a hell-like” chaos as people fell on each other “like dominos.” Some people were bleeding from their noses and mouths while being given CPR, witnesses said, while others clad in Halloween costumes continued to sing and dance nearby, possibly without knowing the severity of the situation.

“I still can’t believe what has happened. It was like a hell,” said Kim Mi Sung, an official at a non-profit organization that promotes tourism in Itaewon.

Kim said she performed CPR on 10 people who were unconscious and nine of them were declared dead on the spot. Kim said the 10 were mostly women wearing witch outfits and other Halloween costumes.

The crowd surge is the country’s worst disaster in years. Tens of thousands of people were believed to have gathered in Itaewon for Halloween festivities. Witnesses said the streets were so densely clogged with people and slow-moving vehicles that it was practically impossible for emergency workers and ambulances to reach the alley near Hamilton Hotel swiftly.

There were concerns the death toll could grow as 24 people among the 104 being treated for injuries were in critical condition, according to Seoul City’s disaster headquarters.

The city government said more than 2,600 people have called or visited a nearby city office as of Saturday afternoon, reporting missing relatives and asking officials to confirm whether they were among those injured or dead after the crush.

The dead included 19 foreigners, said Choi Seong-beom, chief of Seoul’s Yongsan fire department, whose jurisdiction includes Itaewon. South Korea’s Foreign Ministry did not confirm the nationalities of those victims, but it said it alerted those countries’ embassies in Seoul. The Chinese state news agency Xinhua said at least three Chinese nationals were killed.

The bodies of the dead were being kept at 42 hospitals in Seoul and nearby Gyeonggi province, according to Seoul City, which said it will instruct crematories to burn more bodies per day as part of plans to support funeral proceedings.

Around 100 businesses in the Hamilton Hotel area have agreed to shut down their shops through Monday to reduce the number of partygoers who would come to the streets through Halloween Day.

An estimated 100,000 people had gathered in Itaewon for the country’s biggest outdoor Halloween festivities since the pandemic began. The South Korean government eased COVID-19 restrictions in recent months.

While Halloween isn’t a traditional holiday in South Korea, where children rarely go trick-or-treating, it’s still a major attraction for young adults, and costume parties at bars and clubs have become hugely popular in recent years.

Itaewon, near where the former headquarters of US military forces in South Korea operated before moving out of the capital in 2018, is an expat-friendly district known for its trendy bars, clubs and restaurants and it’s the city’s marquee Halloween destination.

South Korean President Yoon Suk Yeol declared a one-week national mourning period on Sunday and ordered flags at government buildings and public offices to fly at half-staff. During a televised speech, Yoon said supporting the families of the victims, including their funeral preparations, and the treatment of the injured would be a top priority for his government.

He also called for officials to thoroughly investigate the cause of the accident and review the safety of other large cultural and entertainment events to ensure they proceed safely.

“This is really devastating. The tragedy and disaster that need not have happened took place in the heart of Seoul amid Halloween (celebrations),” Yoon said during the speech. “I feel heavy hearted and cannot contain my sadness as a president responsible for the people’s lives and safety.”

After the speech, Yoon visited the Itaewon alley where the disaster occurred. Local TV footage showed Yoon inspecting the alley filled with trash and being briefed by emergency officials.

It was not immediately clear what led the crowd to surge into the narrow downhill alley near the Hamilton Hotel, a major party spot in Seoul. One survivor said many people fell and toppled one another “like dominos” after they were pushed by others. The survivor, surnamed Kim, said they were trapped for about an hour and a half before being rescued, as some people shouted “Help me!” and others were short of breath, according to the Seoul-based Hankyoreh newspaper.

Another survivor, Lee Chang-kyu, said he saw about five or six men push others before one or two began falling, according to the newspaper.

In an interview with news channel YTN, Hwang Min-hyeok, a visitor to Itaewon, said it was shocking to see rows of bodies near the hotel. He said emergency workers were initially overwhelmed, leaving pedestrians struggling to administer CPR to the injured lying on the streets. People wailed beside the bodies of their friends, he said.

Another survivor in his 20s said he avoided being trampled by managing to get into a bar whose door was open in the alley, Yonhap news agency reported. A woman in her 20s surnamed Park told Yonhap that she and others were standing along the side of the alley while others caught in the middle of the alley had no escape.

Choi, the fire department chief, said that bodies were being sent to hospitals or a gym, where bereaved family members could identify them. He said most of the dead and injured are in their 20s.

“Horrific news from Seoul tonight,” British Prime Minister Rishi Sunak tweeted. “All our thoughts are with those currently responding and all South Koreans at this very distressing time.”

Jake Sullivan, the US national security adviser, tweeted that reports of the disaster were “heartbreaking” and said Washington “stands ready to provide the Republic of Korea with any support it needs.”

The last South Korean disaster this deadly also hit young people the hardest. In April 2014, 304 people, mostly high school students, died in a ferry sinking. The sinking exposed lax safety rules and regulatory failures. It was partially blamed on excessive and poorly fastened cargo and a crew poorly trained for emergency situations. Saturday’s deaths will likely draw public scrutiny of what government officials have done to improve public safety standards since the ferry disaster.

It was also Asia’s second major crushing disaster in a month. On October 1, police in Indonesia fired tear gas at a soccer match, causing a crush that killed 132 people as spectators attempted to flee.

More than 1,700 response personnel from across the country were deployed to the streets to help the wounded, including about 520 firefighters, 1,100 police officers and 70 government workers. The National Fire Agency separately said in a statement that officials were still trying to determine the exact number of emergency patients.

This was the deadliest crushing disaster in South Korean history. In 2005, 11 people were killed and around 60 others were injured at a pop concert in the southern city of Sangju.

In 1960, 31 people died after being crushed on the stairs of a train station as large crowds rushed to board a train during the Lunar New Year holidays.

The British government insisted Sunday it has robust cybersecurity for government officials, after a newspaper reported that former Prime Minister Liz Truss’ phone was hacked while she was UK foreign minister.

The Mail on Sunday said that the hack was discovered when Truss was running to become Conservative Party leader and prime minister in the summer. It said the security breach was kept secret by then-Prime Minister Boris Johnson and the head of the civil service.

The newspaper, citing unnamed sources, said Russian spies were suspected of the hack. It said the hackers gained access to sensitive information, including discussions about the Ukraine war with foreign officials, as well as private conversations between Truss and a political ally, former Treasury chief Kwasi Kwarteng.

The UK government spokesperson declined to comment on security arrangements but said it had “robust systems in place to protect against cyber threats,” including regular security briefings for ministers.

Opposition parties demanded an independent investigation into the hack, and into the leak of the information to a newspaper.

“Was Liz Truss’s phone hacked by Russia, was there a news blackout and if so why?” said Liberal Democrat foreign affairs spokesperson Layla Moran. “If it turns out this information was withheld from the public to protect Liz Truss’ leadership bid, that would be unforgivable.”

Labour Party law-and-order spokesperson Yvette Cooper said “the story raises issues around cybersecurity.”

“It’s why cybersecurity has to be taken so seriously by everyone across government, the role of hostile states,” she told Sky News. “But also the allegations about whether a Cabinet minister has been using a personal phone for serious government business, and serious questions about why this information or this story has been leaked or briefed right now.”

The Police High Command has expressed condolences to the family, friends and colleagues of Constable Kemar Nelson, who was assigned to the Specialised Operations Branch of the force, who died from injuries he sustained in a motor vehicle crash in Morant Bay, St Thomas on Saturday, October 29.

In a release on Sunday, the police said reports from the Morant Bay police are that about 9:45 pm, Nelson was driving along the Morant Bay main road towards Seaforth when he allegedly attempted to overtake a vehicle, his car hit an embankment, and subsequently collided into a wall.

Nelson and three other occupants of the vehicle were transported to hospital, where he was pronounced dead and the others were admitted for treatment.

The high command said the Jamaica Constabulary Force’s (JCF) Chaplaincy Branch and Welfare Department will be providing support to the family members, colleagues and friends of the late constable in this time of grief.

PM Mottley and PAHO director talk COVID-19 and NCDs Loop Barbados

Barbados’ response to the COVID-19 pandemic, and its tackling of the debilitating burden of non-chronic communicable diseases (NCDs) on the island’s economy, were among the areas discussed when Director of the Pan American Health Organization (PAHO), Dr Carissa Etienne, paid a courtesy call on Prime Minister Mia Amor Mottley.

During the meeting at Ilaro Court on Thursday, Prime Minister Mottley expressed her deep appreciation to the Organization, on behalf of the Government and people of Barbados, for providing the resources to assist in the COVID-19 fight.

“I don’t know how I can thank you enough on behalf of the people of Barbados for all that you did. In addition, your willingness to put a member of your staff outside of Barbados to be on speed dial to us, at all times; we will also be very grateful to her too…,” the Prime Minister stated making reference to the PAHO Advisor, Dr. Marion Bullock-Ducasse.

Mottley and Dr Etienne also touched on mental health issues that had impacted some individuals negatively as a result of the pandemic.

The PAHO Director praised PM Mottley emphasising that CARICOM was fortunate to have had her strong leadership at the helm of the regional body in the early stages of the pandemic.

Dr Etienne cautioned that we were still battling the pandemic with respect to particular mental health issues and suggested full scale mental health intervention given the effects of COVID-19 on children, women, men and health care workers.

The Prime Minister, in agreeing with this recommendation, shared that her Government was collaborating with non-governmental organisations, volunteers and others to provide a listening ear to those facing mental health challenges.

She noted that Barbados had one of the earliest psychiatric hospitals in the Americas which was opened in the 1870s and discussions were ongoing to change the approach, delivery and philosophy of mental wellness, especially for the island’s youth.

While discussing the NCD crisis within the Caribbean, Prime Minister Mottley pointed out that Barbados was facing an “epidemic of diabetes” and noted that citizens were urged to get tested for the disease.

She added that the increase in dialysis patients was unsustainable and stressed that the cadre of community nurses hired recently by the Queen Elizabeth Hospital (QEH) was a critical component of Government’s efforts to alleviate the pressure on the QEH by treating the 2,000 most critical diabetic patients outside of the hospital setting.

Dr Etienne suggested renal transplantation as a cost effective measure to addressing the dialysis situation.

On this point, the Prime Minister disclosed that Dr Velma Scantlebury, a Barbadian, and the first black kidney transplant surgeon in the United States, was keen to assist in this regard.

The two officials also discussed the need for a regional calorie counter in light of the high incidence of diabetes and cancer.
