Police Seek Public’s Help In Solving Pillar Rock Double Murder

Black Immigrant Daily News

The content originally appeared on: Antigua News Room

The murder of two Royalton Resort employees earlier this year remains an active investigation, even though police are working on very little information, Commissioner of Police, Atlee Rodney, has revealed.

The Royalton Resort’s Accounting Manager, Ronaldo Emmanuel Sandoval Stone, and Human Resource Manager, Cesar Santos Ramirez discovered murdered at their Pillar Rock residence early last month.

While praising investigators for the work done so far, Commissioner Rodney said they are seeking more information that will help to crack the case.

“I am looking at what the investigators are doing and we have been doing a tremendous job. We are just hoping that we will put our hands on some credible information and evidence that can lead us to an arrest,” the top cop said.

He said in these instances, information shared by the public with the police is important in solving such gruesome crimes.

“We will continue to appeal to the public, anybody who saw anything in that area, you can talk to the police, or if you just want to talk to the TIP (8477) number, that would assist us because we need some additional information.

“Yes, we have some information we’re working with, we have some theory we are following, but we are still hoping that we can get some more credible information that can assist us in the investigation.”

Police responded to a report of gunshots at one of the villas at Pillar Rock on the evening of 7th September, where they discovered a body floating in the swimming pool.

The second man was discovered at the bottom of the same pool the next day.

Both men were nationals of Mexico. (POINTE XPRESS)

Antigua and Barbuda says it has not agreed to lift whaling ban

Black Immigrant Daily News

The content originally appeared on: Antigua News Room

SOURCE LOOP NEWS: The Government of Antigua and Barbuda has denied that it gave approval for any of its representatives at the International Whaling Commission (IWC) to support moves to lift a ban on whaling.

A statement from the government today said: “Cabinet has NOT agreed to lift the ban on hunting of whales and is not aware of any statement which suggests otherwise.”

The comment from the Antigua and Barbuda government came after international media and marine charities reported that Antigua and Barbuda joined Japan and several other countries to propose that the whaling ban be overturned.

Marine wildlife protection charity, OceanCare, claimed that Antigua and Barbuda and countries that support the lifting of the ban proposed that whales be seen as a food source to secure food and nutritional security.

Nicolas Entrup, OceanCare´s Director for International Relations, commented: “Instead of losing precious time with decade-old debates about fabricated scenarios like ´sustainable whaling´ and false solutions to ´food security’ the IWC should urgently take up the real pressing issues: climate change and plastic pollution.”

”The IWC´s own Scientific Committee and Conservation Committee have done great work to highlight these problems and point the way how to tackle them. It is this spirit of the Florianópolis Declaration which is the way forward for a modern, conservation oriented IWC.”

At today’s post-cabinet media briefing Ambassador Lionel Hurst, chief of staff at the Prime Minister’s Office, stated that 48 countries had proposed the resolution, which he noted is always on the IWC’s agenda at their annual convention.

“It is a permanent feature of the international whaling commission…The majority will always voted down and it is expected that this resolution will be voted down. Antigua and Barbuda has always taken a very keen interest in this subject matter,” he stated. “Our friends in Japan have taken a keen interest in this matter. But it is the way it has worked out in times past and even in this present moment that the resolution will be voted down and therefore no harm comes to the whales.”

He noted that people in Caribbean countries and territories do not eat whale meat but they have an interest in making sure there is food security.

Hurst said Antigua and Barbuda usually stands “on the right side of history” when it comes to environmental matters as he highlighted the country’s stance on wealthy nations claiming territory in Antarctica.

He described the comments and protests by international environmental bodies on the matter as “noise”.

“If you are going to judge us merely on the issue of whales, I dare say that you’d get a very skewed view on the manner in which Antigua and Barbuda approaches the subject matter,” he said.

Former RCIPS officer and girlfriend sentenced for indecent assault Loop Cayman Islands

Black Immigrant Daily News

The content originally appeared on: Cayman Compass

A former 17-year veteran with the Royal Barbados Police Services, who was also an officer with the Royal Cayman Islands Police Service (RCIPS), has been sentenced to 5 years for an indecent assault on his girlfriend’s female friend (the “victim”).

The former RCIPS officer’s girlfriend, a previous employee with Workplace Opportunity Residency Cayman, was also sentenced to 4 1/2 years for her involvement in the crime.

In addition to the custodial sentence, the court imposed a Sexual Harm Prevention Order on the couple for a period of 3 years prohibiting them from any direct or indirect contact with the victim after their release.

Regarding the details of the indecent assault, these were recounted in-depth the case summary/ judgment.

According to the summary, after the victim was invited to a planned a birthday celebration for the former RCIPS officer, and following time spent at a bar, the former RCIPS officer reportedly pulled the victim’s dress to hold her back and “tried to put his head under her dress. “

The case summary continued: “When the victim was ready to leave, because of the incident that happened when she was trying to exit the vehicle… she attempted to contact her boyfriend to ask him to collect her from the location. She was unsuccessful in her attempts to contact him and so left with [the former police officer and his girlfriend].”

The ordeal continued when they got back to the vehicle outside the bar, where the case summary explained that the former police officer’s girlfriend told him to “get into the back seat with the victim.”

According to the case summary, as they approached the Camana Bay roundabout, the former police officer started to hold the victim down and “pushed his head under her dress, pushed her underwear aside and started to perform oral sex on her.”

The former police officer’s girlfriend also reportedly participated in the indecent assault against the victim.

The case summary then describes how messages were recovered from the phones of the former police officer and his girlfriend, where the former police officer “could be seen bragging” about the incident. “He can then be heard laughing on the voice note,” the case summary stated.

The case summary continued to detail how messages recovered from the phones include a message where the former police officer, having been informed of the complaint, instructed his girlfriend to delete the conversation from her phone.

Although the victim started to give evidence during the trial about the event, the case summary stated that she was unable to “conclude her evidence” and “did not return to court on the adjourned date to complete her evidence.”

The case summary explained: “She was being cross-examined. The court was furnished then with a medical report which detailed, so far as relevant, that at the end of the previous day’s hearing the victim had been hospitalized and examined by a doctor. The doctor’s conclusion upon examination of the complainant was:

She is currently not capable of providing any further testimony. It is possible that if she is given the opportunity to recover in a stress-free environment that she may be able to resume responding to questioning, however this cannot be guaranteed.

It is my assessment that [Ms X] is not capable of proceeding further until she has had adequate opportunity to recover. This possibly will also entail further therapeutic intervention.

Based on the foregoing, the court said it was satisfied upon the Crown’s application that the victim was unable to continue further with her testimony.

For the indecent assault committed by the former RCIPS police officer and his girlfriend against the victim, the case summary said that any time spent by the former police officer and his girlfriend in custody prior to the sentencing would be deducted from the sentence.
