Joint Statement from the ABCE countries on International Day of Democracy

HE Ambassador of the United States of America, Sarah-Ann Lynch, HE the British High Commissioner, Jane Miller OBE, HE Canadian High Commissioner, Mark Berman, and HE Ambassador of the European Union, René van Nes commemorate the 15th anniversary of the International Day of Democracy.

As we celebrate this anniversary today, we reaffirm the cornerstones of democracy, including liberty, equality, inclusivity, freedom of religion and belief, speech and assembly, the rule of law, and the right to vote. While free, fair and inclusive elections are critical, democracies also help safeguard human rights and fundamental freedoms and work to strengthen political, economic, and social rights. And they do so openly, to the benefit of all. When these principles are placed at the center of foreign policy frameworks, they connect us as global citizens and help nations achieve and sustain peace and stability around the world.

We acknowledge that democracy as a form of government is not without its challenges and requires continuous reflection and improvement. To tackle the critical issues facing the world today, democracies need to be constantly vigilant in strengthening their institutions and processes, actively engaging civil society, supporting press freedom, ensuring equity and fairness, respect for diversity, and holding to account those who commit abuses and foster corrupt practices.

These cherished democratic values are fragile, and sadly, not all global citizens enjoy the rights that stem from these values. It is a stark reminder that there is still work to be done to uphold democratic principles and renew the spirit of democracy across the globe.

In closing, on this International Day of Democracy we resolve to support the people of Guyana to continue building a democratic system that is strong, resilient, and guarantees all Guyanese have a voice and role to play as the country moves forward at this unique time in its history.

GECOM extends Claims and Objections exercise by 7 days

The Guyana Elections Commission (GECOM) has extended the ongoing Claims and Objections Exercise by seven days, to afford eligible persons further opportunities to participate in the process.

In this regard, persons who are desirous of making a Claim to be included in the Official List of Electors (OLE) have until Wednesday, 21st September, 2022 to do so.

Similarly, persons who intend to object to the inclusion of names in the OLE have until Sunday, 25th September to submit their objection(s).

The Commission is reminding that persons who were never previously registered can make a Claim, provided that he/she is a Guyanese citizen by birth, descent, or naturalization, or is a citizen from a Commonwealth country living in Guyana for one year or more and will be 18 years and older by 31st October, 2022.

In this regard, all eligible persons who intend to make a Claim are required to visit the GECOM Registration Office responsible for their area of residence with the applicable source document(s) such as original Birth Certificate, valid Passport, Adoption Certificate, or Naturalization Certificate / Certificate of Registration to be registered.

Existing registrants are also advised to check the Preliminary List of Electors (PLE) posted at two (2) prominent buildings in their respective Electoral Division / Sub Division, at the Registration Office responsible for their areas of residence, at GECOM’s Head Office, or on GECOM’s website at www.gecom.org.gy to verify the accuracy of their registration information.

In this regard, persons who are required to update their registration records such as changes or corrections to their names and occupation, or to apply for a transfer in relation to their addresses are advised that those transactions would also be facilitated during this exercise.

The relevant source documents such as an original Marriage Certificate, Deed Poll with Birth Certificate, or a new Birth Certificate reflecting the changes must be presented in the case of an application for a change or correction.

President Ali set to meet VP Harris during US visit

Guyana’s President Dr Irfaan Ali and US Vice President Kamala Harris during the recent Summit of the Americas

President Dr Irfaan Ali is set to depart Guyana today for a series of engagements in the United States of America, including roundtable discussions, bilateral meetings, a diaspora engagement as well as an interfaith forum, over the next few days.

High on his agenda is a meeting on Thursday, September 15, in Washington DC between Caribbean leaders and the US Vice President, Kamala Harris.

The meeting is a follow-up to President Joseph Biden and Vice President Harris’ commitment at the recent Summit of the Americas to partner with the Caribbean to promote energy security, access to finance, and food security.

On Saturday, September 17, President Ali is slated to travel to Orlando, Florida, for a diaspora engagement, and from September 18-21, he is scheduled to participate in a number of bilateral engagements and address several high-level events, including the 77th session of the United Nations General Assembly (UNGA) on September 21, 2022.

President Ali will be joined by Minister of Foreign Affairs and International Cooperation Hugh Todd, and Foreign Secretary Robert Persaud.

De gravedad joven de 15 años que se accidentó mientras utilizaba una mini motora

Agentes, adscritos a la división de Patrullas de Carreteras de Utuado, investigan un accidente, con mini motora, en el que un menor de 15 años resultó con heridas de gravedad en Adjuntas.

De acuerdo a la información preliminar obtenida, el el menor se llevó una motora (mini bike) a la escuela a la que asiste y al llegar al kilómetro 5.4 de la carretera 135 perdió  el control de esta e impactó un talud de tierra, cayendo al suelo inconsciente.

El menor fue encontrado en el lugar por un ciudadano, quien lo transportó hasta el Hospital Castañer. Posteriormente, el menor fue transportado el Hospital San Lucas en Ponce en donde diagnosticaron su condición como crítica.

El agente Nelson Arroyo, del Precinto de Castañer, investigó inicialmente y refirió a la división de Patrullas de Carreteras en donde el agente Alexander Lugo se hizo a cargo de la investigación.

Asociación de Maestros-Local Sindical tilda de inflexible proceso para otorgar incentivo al magisterio

El secretario general de la AMPR-Local Sindical, Ángel Javier Pérez Hernández, expresó el miércoles que el secretario del Departamento de Educación, Eliezer Ramos Parés, no acogió las recomendaciones medulares que realizó el representante exclusivo sobre los criterios para otorgar el incentivo trimestral de 1,500 dólares que desde noviembre comenzará a recibir el magisterio.

“El 15 de agosto, la Asociación de Maestros con su Local Sindical nos reunimos para hacer recomendaciones sobre este incentivo que se les otorgaría a los empleados del DE. Esta ‘bonificación’ en vez de ser motivo de alegría,ha causado malestar y angustias mentales entre nuestros colegas por algunos criterios que son injustos”, explicó Pérez Hernández en declaraciones escritas.

El líder sindical acepta que aunque la agencia garantiza que no se penalizará al personal de las escuelas del sur y el de aquellos planteles que, por determinación administrativa deban proveer los servicios educativos de manera remota o híbrida, estos no estarán exentos de cumplir con el resto de los requisitos expresados en el memo.

“Ellos acogieron nuestra recomendación de excluir de las incidencias aquellas ausencias que estén cubiertas por la licencia de enfermedad aplicadas al maestro, la agencia solo reconocerá aquellas justificadas con certificado médico, contrario a lo establecido en la Ley 26, aduciendo a que las disposiciones de dicha ley no aplican para propósitos de esta bonificación o incentivo”, dijo.

El Comité Ejecutivo de la Local Sindical recomendó que se ampliara la cantidad de incidencias para que fueran hasta un máximo de diez porque el magisterio está compuesto mayormente por madres de familia.

“La empatía y la sensibilidad deben jugar un papel principal en esta situación porque las jefas de familia tienen un peso bien grande en sus hombros y es normal que puedan presentar la necesidad de ausentarse o comparecer tardíamente a su trabajo tanto por enfermedad de sus hijos, como por motivo de comparecencia a las escuelas de sus hijos. Además, esta sugerencia responde a los múltiples escenarios que se incluyen en dichas incidencias que no se limitan a no ausentarse y llegar a tiempo, sino que abarca otras situaciones como omitir registrar uno de los ponches del día por olvido o registrarlo tarde (también por olvido) aunestando en el plantel escolar”, afirmó.

Por otra parte, Pérez Hernández expuso que el memo resulta ambiguo ante situaciones donde el personal docente no tiene control como lo son los desperfectos, las fallas del sistema eléctrico y del internet para cumplir con los requisitos administrativos que incluye el uso de plataformas como el Sistema de Información Estudiantil (SIE) o el mismo ponchador electrónico.

“Para poder penalizar de alguna manera, la agencia debe asegurarse de que todas las escuelas estén debidamente equipadas, electrónicamente habilitadas y cuenten con los requisitos básicos que le facilite al magisterio cumplir con las exigencias del memo como lo es el registro de notas y asistencia diaria en el SIE sin que esto represente una carga emocional al personal docente”, señaló 

El secretario general de la AMPR-LS además añadió que “de la misma manera hay situaciones específicas de la plataforma MIPE, utilizada por el personal de educación especial, que pueden aparentar ser un señalamiento para el maestro a cargo de un expediente digital, cuando en realidad el maestro cumplió con realizar su parte del proceso. Esto sin entrar en detalles de las plataformas digitales que competen a los consejeros profesionales y trabajadores sociales. Estas situaciones no han sido debidamente auscultadas previo a la publicación del memo y, por lo tanto, nofueron abordadas adecuadamente”.

Es de conocimiento público que al Departamento de Educación se le ha asignado una gran cantidad de fondos federales para incentivar al magisterio que desde hace 30 meses lleva laborando arduamente.

“Esta postura administrativa lo que ha logrado con la publicación de este memo es desmotivar al magisterio y causarle estrés innecesario.   Nosotros hemos continuado brindando los servicios de manera constante, a la vez que hemos aportado a mantener la economía activa y el país en pie,no importa si hay huracanes, terremotos o pandemia. Estamos en diálogo con el secretario Ramos Parés y vamos a insistir para que este incentivo se atempere a la realidad de nuestras maestras puertorriqueñas”, finalizó Pérez Hernández.

El representante por el Distrito 16, Eladio “Layito” Cardona Quiles presentó el Proyecto de la Cámara 1483 para disponer que el Secretario del Departamento de Educación incorpore en el currículo del Programa de Educación Física, tanto a nivel elemental, intermedio y superior, la enseñanza de la vida, la obra, y el legado deportivo y filantrópico de Roberto Enrique Clemente Walker.

“Como presidente de la Comisión de Recreación y Deportes de la Cámara de Representantes es importante que podamos promover, mediante el sistema educativo del país, un currículo de enseñanza deportiva en el que las presentes y futuras generaciones conozcan y conmemoren el sublime legado de Roberto Clemente”, expresó Cardona Quiles.

El Legislador destacó que “a casi 50 años de la partida física del astro del béisbol, recobra más importancia quenunca enseñar su legado desde los salones de clases para que los estudiantes de niveles elementales, intermedios y superiores, conozcan la vida, el legado y laobra, tanto deportiva como social, de este ilustre puertorriqueño, que aún después de cinco décadas de su muerte, sigue siendo ejemplo de que cuando el deporte se combina con la labor social no existen fronteras”.

Esta pieza legislativa forma parte de las diversas iniciativas que ha emprendido el Presidente de la Comisión de Recreación y Deportes para fortalecer la disciplina deportiva y llevarla al escenario educativo, de modo que se cultive el deporte desde edades muy tempranas y se adopte una política pública en la que se acoja el deporte como una herramienta para el desarrollo físico, emocional y cultural en el país.

“Nuestro compromiso continuará siendo apoyar el deporte y destacar los logros, las aportaciones y el legado que los deportistas que tanta gloria le dan a Puerto Rico. Este servidor seguirá respaldando todos los deportes en la Isla mediante legislación, compromiso y presencia”, enfatizó el representante por los pueblos de San Sebastián, Las Marías e Isabela.

Affaire Pogba: le frère Mathias Pogba et trois autres personnes en garde à vue

Mathias Pogba, le frère aîné du footballeur Paul Pogba, et trois autres personnes ont été placés en garde à vue dans l’enquête sur des extorsions dénoncées par le joueur de la Juventus Turin, a-t-on appris mercredi de sources judiciaire et proche du dossier.

Mathias Pogba s’est présenté de lui-même “en début d’après-midi (mercredi) au service d’enquête et a été placé en garde à vue”, a précisé la source proche.

Sur les quatre suspects entendus, l’un a été placé en garde à vue mardi et les trois autres mercredi, a indiqué la source judiciaire, confirmant une information du Monde.

Ces gardes à vue ont été ordonnées dans le cadre de l’information judiciaire ouverte le 2 septembre à Paris pour notamment extorsion avec arme, enlèvement ou séquestration en bande organisée et participation à une association de malfaiteurs.

L’affaire a démarré avec une plainte déposée le 16 juillet auprès du parquet de Turin par Paul Pogba, dans laquelle il a dénoncé des tentatives d’extorsion entre mars et juillet 2022 se chiffrant à plusieurs millions d’euros.

Mais les faits n’ont été révélés au grand jour qu’avec la publication le 27 août d’une vidéo énigmatique de Mathias Pogba, lui-même footballeur professionnel, qui promettait des “révélations” sur son frère.

La star de l’équipe de France a raconté lors de sa première audition devant les enquêteurs avoir été piégé par des amis d’enfance et deux hommes encagoulés, armés de fusils d’assaut, lui reprochant de ne pas les avoir aidés financièrement, selon des informations de France Info, confirmées à l’AFP de source proche du dossier.

Une somme de 13 millions d’euros lui aurait été réclamée et il assure avoir versé 100.000 euros.

Paul Pogba avait alors affirmé avoir reconnu son frère aîné Mathias parmi les suspects.

Lors d’une autre audition, il a estimé auprès des enquêteurs que Mathias était “sous la pression” des personnes voulant lui soutirer de l’argent.

La semaine dernière, Mathias Pogba, par la voix de son avocat, s’est dit “totalement étranger à toute manœuvre d’extorsion à l’égard de son frère, Paul Pogba”.

“Il est clair que les difficultés éprouvées par la famille Pogba sont la résultante de menaces extérieures dont la justice, désormais saisie, prendra la mesure”, avait écrit dans un communiqué Me Richard Arbib.

“Mathias Pogba, qui aspire plus que tout à apaiser la situation avec son frère, réservera dorénavant sa parole aux juges d’instruction en charge de ce dossier, le cas échéant”, avait précisé Me Arbib.

Her Excellency Ms. Nerys Chiverton has been appointed as the Permanent Representative to the United Nations in New York and His Excellency Mr. Donya. L. Francis was appointed as St. Kitts and Nevis’ Ambassador to the Republic of China (Taiwan) to be stationed in Taipei.

Both Ambassadors will assume their new roles from this month, September 2022.

Prime Minister Dr. Drew and his Cabinet colleagues extend their profound gratitude to both former Excellencies Jasmine Huggins who served as St. Kitts and Nevis Ambassador to the Republic of China (Taiwan) and Ian Liburd, who was Permanent Representative to the United Nations for their contributions and years of service to the country.

Her Excellency Ms. Nerys Chiverton is a career diplomat, who has served over ten years as a senior official and foreign policy advisor in the Ministry of Foreign Affairs of the Government of St. Kitts and Nevis. She holds a Bachelor’s Degree in Political Science and Law and Society from York University, Toronto, Ontario, and a Master of Arts Degree in Advance International Studies from the Diplomatic Academy of Vienna.

His Excellency Mr. Donya L. Francis is a Communications Specialist and a Trained English Teacher. He holds a Bachelor’s Degree from Ming Chuan University International College in Journalism and Mass Communication, and a Master’s Degree From Taipei Medical University in Global Health and Development. Ambassador Francis spent a total of six years in Taiwan, where he took the opportunity to learn and immersed himself in the culture and language.

Pre-pandemic internal research highlighted benefits that employees hoped to see added to Dart’s already extensive benefits package, while post-pandemic realities made family, flexibility, and time off more important than ever.

Dart’s benefits team proposed new and enhanced benefits which, along with the existing benefits package including life insurance and the more recently added long-term disability for all employees, represents a deliberate and meaningful focus on people.

The Inter-American Development Bank (IDB) has appointed Tariq Alli, a citizen of Trinidad and Tobago, as General Manager of the Caribbean Country Department and IDB Country Representative for Jamaica.

Alli has over 20 years of experience in corporate finance spanning debt capital markets, deal origination, syndication, and structuring.

He previously held several roles including Assistant Vice President and Vice President across various indigenous financial institutions in Trinidad & Tobago before he joined the First Citizens Group in 2011.

At the First Citizens Group, he held the positions of Head of Capital Markets, and Assistant General Manager – Corporate & Investment Banking Unit.

Most recently he served as General Manager – Corporate and Investment Banking Unit where he had overall responsibility for the Unit’s Private Sector, LATAM, Government of Trinidad & Tobago and Debt Capital Markets Business Units.

Alli holds a bachelor’s degree in Accounting from The University of the West Indies and a Master’s degree in Business Administration from the Edinburgh Business School of Heriot-Watt University in Scotland.
