El banquero venezolano Julio Martín Herrera Velutini se entregó hoy, miércoles, a las autoridades federales en Puerto Rico, donde enfrenta cargos como coacusado en relación con el caso por corrupción de la exgobernadora Wanda Vázquez Garced.

Esta tarde, se llevará a cabo una vista por videoconferencia ante la magistrada federal Giselle López Soler. La vista está pautada para la 1:30 p.m.

Vázquez Garced fue puesta bajo arresto el pasado 4 de agosto por las autoridades federales. Según la acusación federal, desde diciembre de 2019 hasta junio de 2020, la entonces gobernadora de Puerto Rico, Wanda Vázquez Garced, de San Juan, supuestamente participó en un plan de soborno con varias personas, entre ellas Julio Martín Herrera Velutini, Frances Díaz, Mark Rossini, y John Blakeman para financiar la campaña electoral para gobernadora de 2020 de Vázquez Garced, dijo el fiscal federal W. Stephen Muldrow en conferencia de prensa.

Herrera Velutini, de 50 años, con doble nacionalidad venezolana e italiana y residente en Londres, Reino Unido, era propietario de Bancrédito, que operaba en San Juan. Díaz, de 50 años, de Puerto Rico, fue director ejecutivo y presidente del banco internacional, propiedad de Herrera Velutini. Rossini, de 60 años, de Madrid, España, es un exagente especial del FBI que brindó servicios de consultoría a Herrera Velutini. Blakeman, de 53 años, de Puerto Rico, es un consultor político que trabajó en la campaña del 2020 de Vázquez Garced, añadió.

Según la acusación, a partir de 2019, el banco de Herrera Velutini fue objeto de un examen por parte de la Oficina del Comisionado de Instituciones Financieras (OCIF) de Puerto Rico, una agencia reguladora que supervisa las instituciones financieras que operan en Puerto Rico. A través de intermediarios, Herrera Velutini y Rossini supuestamente prometieron proporcionar fondos para apoyar la campaña electoral para gobernadora de 2020 de Vázquez Garced a cambio de que Vázquez Garced despidiera al Comisionado de la OCIF y nombrara un nuevo comisionado a elección de Herrera Velutini. La acusación formal alega que Vázquez Garced aceptó la oferta de soborno y, en febrero de 2020, tomó medidas oficiales para exigir la renuncia del Comisionado A de la OCIF y, en mayo de 2020, designar al Comisionado B de la OCIF, un exconsultor del banco internacional propiedad de Herrera Velutini – quien había sido seleccionado personalmente por Herrera Velutini. A cambio, Herrera Velutini y Rossini, supuestamente, pagaron más de 300 mil dólares a consultores políticos en apoyo a la campaña de Vázquez Garced.

La acusación formal alega, además, que luego de la derrota en las elecciones primarias de Vázquez Garced en agosto de 2020, Herrera Velutini trató de sobornar a su sucesor, el Funcionario Público A, ofreciendo fondos en apoyo de la campaña del Funcionario Público A, a cambio de que el Funcionario Público A terminara la auditoría del banco de Herrera Velutini por parte de la OCIF en condiciones favorables a Herrera Velutini. Según la acusación, entre abril de 2021 y agosto de 2021, Herrera Velutini supuestamente utilizó intermediarios para transmitir su oferta de soborno a un testigo que se presentaba como representante del Funcionario Público A, pero que en realidad actuaba bajo la dirección del FBI. Como se señala en la acusación formal, el testigo actuó bajo la dirección del FBI durante este período de tiempo y en realidad no sirvió como intermediario ni actuó en nombre del funcionario público A.

En agosto de 2021, Herrera Velutini, supuestamente, dirigió un pago de 25 mil dólares a un comité de acción política asociado al Funcionario Público A, en el entendimiento y expectativa de que el Funcionario Público A resolvería la auditoría de la OCIF al banco de Herrera Velutini en la forma solicitada por Herrera Velutini.

Vázquez Garced, Herrera Velutini y Rossini están acusados de conspiración, soborno a programas federales y fraude electrónico de servicios honestos.

Si son condenados por todos los cargos, cada uno enfrenta una pena total máxima de 20 años de prisión.

En relación con esto, el departamento también anunció las declaraciones de culpabilidad de dos personas en relación con los esquemas para sobornar a Vázquez Garced y al funcionario público A.

Según documentos judiciales, en marzo, Frances Díaz se declaró culpable de conspirar con Herrera Velutini y otros para sobornar al funcionario público A. Díaz fue, hasta febrero de 2022, director ejecutivo y presidente del banco internacional propiedad de Herrera Velutini. En marzo, John Blakeman se declaró culpable de conspirar con Herrera Velutini y Rossini para sobornar a Vázquez Garced, y con Herrera Velutini para sobornar al funcionario público A.

Tanto Díaz como Blakeman enfrentan hasta cinco años de prisión. Sus audiencias de sentencia aún no han sido programadas. Un juez de la corte federal de distrito determinará cualquier sentencia después de considerar la decisión de los EE. UU.

Tanto Vázquez Garced como Rossini se declararon no culpables.

The mother of 36-year-old businessman Quincy Roache has broken her silence on the heinous murder of his reputed wife, 28-year-old Tacina Dazzel, who was the mother of a six-year-old boy.

In a social media post, the murder accused’s mother, Karenandrea Kilkenny, says she is full of regret because of the cruel actions of her son.

Roache on Tuesday appeared before Magistrate Rushelle Liverpool at the Sparendaam Magistrate’s Court where he was not required to plead to the charge and was remanded until October 14, 2022.

Dazzel, of La Bonne Intention (LBI), East Coast Demerara (ECD), lost her life at around 23:35h on August 26 when her reputed husband bludgeoned and stabbed her almost 16 times about her body.

“It is with misty eyes, a sunken heart, and a dispirited soul that I sincerely and regretfully announce that my son has killed his girlfriend. As a mother, I do not condone such a horrible act and would like to give my full condolence to the family of the deceased…,” the mother expressed.

“As a mother, I have raised my son to respect women and to protect and not harm the one you love. But as a mother, I have no control over the evil that lurked in his mind.”

The remorseful mother further expressed hope that her son had come to her with his issues, and maybe, she could have provided better guidance.

“In retrospect, I wish my son had consulted me so that I could have advised him and rendered to him a peaceful solution.”

The mother affirmed that even though the couple might have had misunderstandings, her son had no right to hurt Dazzel.

“God is the one that gives us life and only. He is the one to take our life…no one else. As a mother, I feel also that I have lost my son and cannot express enough the remorse and sadness I feel for the family of the deceased. At the moment, my heart is racing, my livelihood is crushed, and my limbs are numb from this experience but I will continue to pray and ask the Almighty to navigate the turbulence that both families must endure.”

The accused’s mother, who identified herself as a feminist, said she will never condone any form of violence, especially against women.

“As a mother, woman, feminist, and daughter of the Almighty, I do not in any way, shape or form condone violence against women, especially after being victimized myself. I will continue to lash out at injustice against women and advocate on their behalf,” she said.

The woman also said that even though it was her son who committed the act, she prays that Dazzel’s family receives the justice they deserve.

“As the criminal justice system does its work, I hope that justice will be served and that my son learns from this experience. As a mother, I still love my son but hate his action because it is my view that a man’s worth can be measured by the love and respect he shows to his mother.”

“I feel so betrayed, unwanted, and unloved that my son did not call me for help before the commission of a such heinous act. Please join me in prayers for the family of the deceased.”

Dazzel, a former clerk of the Georgetown Public Hospital (GPHC), had shared a two-year relationship with Roache, and had confided in family members about the constant abuse she was receiving.

The police reported that Dazzel and the suspect had shared a common-law relationship, but would often have domestic issues, which she had never reported to the Police.

It has been reported that on the night of the murder, Dazzel’s cousin, who was also her neighbour, was awakened by loud screams coming from Dazzel’s home. As such, this cousin immediately opened her door, and saw Dazzel running out of her yard and onto a bridge, where she collapsed and remained motionless.

Soon after, Roache exited the house and boarded his minibus, and she heard him shout: “Now y’all can call the Police! I done do what I had to do!”

The injured Dazzel was picked up and taken to the Georgetown Public Hospital, where she was pronounced dead.

Roache, according to the Police, went to the Turkeyen Police Station and confessed to killing the woman. He subsequently told detectives that he went through the woman’s mobile phone and saw a conversation between her and another male. This, he claimed, led to an argument, during which Dazzel picked up a knife and cut him on his left middle finger, and he, in retaliation, took away the knife and stabbed her several times about her body.

A close family member later related that Dazzel had constantly been subjected to physical abuse by Roache, and that Dazzel’s entire family had been aware of the situation. The relative stated that Dazzel usually confided in them, and had told them on many occasions that she had been severely beaten by the suspect. They said the abuse had been so bad that, only two months ago, the suspect had battered the woman brutally to the point where he had broken both her nose and jaw.

This relative explained that the suspect had become so obsessive that, unknowingly to Tacina, he had linked her phone to his, and he was able to monitor all her conversations with her friends and family members. When she found out, she was unable to cry for help.Earlier this month, Dazzel, in voice messages heard by this publication, referred to the suspect as a ‘narcissist’, while crying that she could not continue to live with him because of his abnormal behaviours.

“…a veil just come off my eyes in the past couple of days, and I need the first door out of this relationship. The manipulation is too much…a word came to me while I was sleeping: ‘narcissist!’ and two or three times this word keep waking me out of my sleep. When I researched the word, my jaw could have dropped. That is everything that he is right now…I can’t live with a mad man,” she was heard explaining.

“Everybody is telling me I should be wise enough to leave, that they expect better from me; but, trust me, when you are in it, it is different from when you from the outside looking in”, the late Tacina had stated in her messages to relatives.

The relative said that, immediately after sending that voice message to her, Tacina had received a random message from the suspect, telling her he cannot fight for their relationship anymore. This, they said, convinced them that he indeed had access to her phone.

However, hours before the murder, Tacina and her son had gotten dressed and had gone to an ice cream banquet at their church — an annual event organised by Tacina’s father. Upon returning home, the man allegedly hid in the house and stabbed the woman some 16 times about her body in front of her six-year-old son.

La Asociación de Realtors de Puerto Rico señaló hoy que los nuevos requisitos para la compra- venta de propiedades inmuebles, propuestos en el Proyecto de la Cámara 1416, que busca enmendar la Ley Notarial de Puerto Rico, son perjudiciales al consumidor y atrasarían gravemente los proceso de adquirir casas, negocios y terrenos en la isla.

“No resulta razonable la exigencia de estos nuevos requisitos a los abogados-notarios y a toda persona o entidad que quiera vender o comprar una propiedad en Puerto Rico. Con esta medida, se pretende que todas las personas que deseen adquirir una casa, negocio o terreno, aun transacciones sin financiamiento, asuman más gastos haciendo una tasación, un estudio de título y un plano de mensura o ‘plot plan’. Estos requisitos nuevos e innecesarios atrasarían sustancialmente estos procesos. Un cierre que podía tomar una o dos semanas, ahora con todo esto que están añadiendo, se podría extender por meses”, explicó Ruby González, presidenta de la Asociación de Realtors.

González detalló que los nuevos requisitos que se proponen, particularmente el de exigir una tasación y plano de mensura que no es lo mismo que ‘plot plan’, también resultan onerosos para las personas y familias que, por razones de salud, emergencia entre otras, opten por no atarse a las valoraciones del mercado.

“Es totalmente adverso con las personas que por diversas razones de negocios o criterios personales o familiares, o circunstancias extraordinarias, como situaciones de salud, emigración, u otras, no desean necesariamente estar atados a la valoración en mercado de las propiedades para comprar o vender. Este nuevo requisito los obliga a tasar la propiedad. La exigencia de tasación o evaluación de valor no debe ser exigible ni aplicable a la totalidad o generalidad de las transacciones, como un mecanismo uniforme que encarezca y haga más difícil y oneroso el otorgamiento de instrumentos públicos en el sector de bienes raíces”, resaltó.

“Creemos que dicho requerimiento tiene como efecto adicionar costos, trámites y cargas a los otorgantes y notarios. Puerto Rico vive un momento de retos económicos y fiscales, donde debemos estimular y promover que las transacciones de bienes raíces y de otros bienes o servicios fluyan, sin la sobre reglamentación del Estado”, añadió la líder de los realtors.

A su vez, la Asociación cree que el CRIM y otras agencias fiscalizadoras cuentan con diversos mecanismos y regulaciones que, con mayores recursos y una fiscalización más efectiva, pueden maximizar los ingresos de los municipios, sin imponer estos requisitos tan lesivos al bolsillo del consumidor y sin trastocar la fluidez de las transacciones inmobiliarias.

La presidenta de la Asociación, que agrupa a 900 realtors a través de toda la Isla, también levantó bandera con el nuevo requisito de divulgación de la procedencia de los fondos, donde exigen los últimos seis estados bancarios de la cuenta de donde saldrán los fondos para que haya transparencia en la transacción.

“Nos oponemos a este requisito totalmente innecesario. Las regulaciones existentes, incluyendo las regulaciones bancarias en el ámbito federal o local, proveen diversos mecanismos o formas para detectar, encauzar o reportar transacciones ilegales. No favorecemos que la responsabilidad que recae sobre diversas entidades reguladoras, se le transfiera a los notarios y a los otorgantes, cuando el gobierno ya cuenta con regulaciones y organismos para estos propósitos”, puntualizó.

La Asociación estará participando en múltiples reuniones y gestiones con legisladores de diversas delegaciones, para poder exponer su oposición a este proyecto que trastoca severamente la compra-venta de propiedades en la Isla.

“Queremos responsablemente explicarle a los Legisladores las razones por las que este proyecto causaría más escollos en la adquisición de propiedades. Les exhortamos a que analicen y consideren las repercusiones y efectos que esta legislación traería sobre el sector de bienes raíces. Esperamos dar nuestro insumo y perspectiva de este proyecto de ley en el proceso legislativo”, concluyó.
