Les r?cents articles parus dans le New york Times n’ont pas appris de choses nouvelles ou encore demeur?es cach?es, au sujet de la ran?on pay?e par les Ha?tiens aux ci-devant propri?taires de plantations, pr?texte invoqu? pour rendre acceptable par la monarchie fran?aise le passage de la <> ? Ha?ti. On le sait, la transformation r?elle date du lendemain de la bataille de Verti?res, le 19 novembre 1803. Mais la d?nomination d’Ha?ti est encore plus lointaine, qui renoue avec ses peuples disparus. Cela fait bien longtemps que les acteurs, les historiens, d’abord ha?tiens, ont analys? cette ignominie de la ran?on exig?e par le vaincu au vainqueur et ont rappel? combien le d?veloppement du pays a ?t? enray? par les cons?quences n?fastes du paiement de la ran?on et des int?r?ts des emprunts contract?s. L’auteur de ces lignes se souvient de sa propre animosit? lorsque deux jours ? peine apr?s le s?isme de 2010, il ?tait somm? par un journaliste de t?l?vision, en France, d’expliquer le grand nombre de victimes par les modes ha?tiens de gouvernance, ce que Fritz Alphonse Jean d?signe comme du <> : <>. Ou pire, des l?gendes. Cet ouvrage pourrait ouvrir la voie ? une autre fa?on de raconter Ha?ti, ? partir des documents, comme la litt?rature devrait plus se pr?occuper des manuscrits.

Il s’agit de la premi?re ?dition de ce document demeur? longtemps dans les archives, document pourtant connu des historiens. Il donne de pr?cieux compl?ments au sujet des modalit?s de ce qui ne fut pas une n?gociation : <>

Laissons pour l’instant ce rapport, en fait si ?trange. Il est pr?c?d? par cinq contributions particuli?rement ?clairantes et une pr?face de Thomas Piketty. Voici un ouvrage, affirme ce dernier, ? m?me de <>. Car tel est bien l’enjeu, si l’on souhaite ne pas retomber dans les ?-peu-pr?s ou bien la doxa fallacieusement r?paratrice. De surcro?t, l’ingratitude des ?tats nouveaux de la sous-partie du continent augmente la difficult?, en raison de l’ostracisme dont ils accablent Ha?ti. Il devient crucial que cette reconnaissance de droit soit formul?e, et que l’?tat ha?tien, qui a unifi? l’?le, apais? plusieurs conflits internes, et qui produit des richesses, acqui?re la s?curit? diplomatique et commerciale.

Mais la monarchie fran?aise rechigne, malgr? la n?cessit? de clore le chapitre colonial. Derri?re Mackau, il y a une escadre, forte de centaines de canons, qui pourraient semer la mort et la d?solation. Mackau est cependant conscient que ce serait un d?sastre, et que Port-au-Prince bombard?e ne permettrait en rien la r?occupation de l’?le. Les gouvernants ha?tiens, qui sont l’objet de demandes fran?aises odieuses, mais qui conservent l’attache avec certains personnages du royaume de France, savent aussi qu’un tel bombardement serait contreproductif pour les deux parties. <>, ?crit Gusti-Klara Gaillard-Pourchet (ENS & UEH), apr?s Thomas Madiou. Mackau va tirer parti alors de cette situation : entre Boyer qui cherche ? assurer la pr?sence de l’?tat ha?tien et la monarchie fran?aise qui ne veut perdre ni la face, ni ses appuis politiques parmi les forces les plus r?actionnaires, il dispose d’une ?troite marge de manoeuvre. L’arriv?e de l’escadre, la compr?hension que si le premier article de l’ordonnance renoue avec les repr?sentations anciennes (la <>), le troisi?me conc?de <>. Mais la condition est le versement des cent cinquante millions de francs. Mackau convainc Boyer d’accepter la condition. Le consentement est le pr?alable diplomatique.

Sinon, l’escadre d?sormais ? proximit? serait ? m?me de ramener l’enfer sur Port-au-Prince. Ce march? de dupes inaugure la pratique de ce qu’on appellera la diplomatie de la canonni?re. Il inaugure aussi ce corps de pratiques financi?res et commerciales identifi? comme n?o-colonialisme. Dans le chapitre qu’il consacre au <>, Jean-Claude Bruffaerts, auditeur financier mais aussi membre fondateur de Ha?ti futur, analyse les m?canismes de la spoliation r?currente, et donc de la faiblesse entretenue des investissements publics. Il montre d’abord combien les calculs qui ont permis de formuler le montant de l’indemnisation sont biais?s. Il rappelle combien l’accord comporte des clauses financi?res et commerciales qui vont grever les tentatives ha?tiennes de modernisation de l’?conomie.

Le lecteur dispose avec cet ouvrage d’un dossier presque complet, qui permet de mieux comprendre cet ?pisode fondateur de la difficult? ha?tienne, et surtout d’acc?der aux logiques diplomatico-financi?res qui ont cours depuis, ? sortir du fantasme. La logique de l’emprunt appara?t ainsi dans toute son ambigu?t? : la compensation pour les colons et leurs ayants droit s’annule au profit d’un pr?tendu droit de reconnaissance de l’Ind?pendance qui contraint singuli?rement celle-ci, et l’enferme litt?ralement dans une n?o-colonisation financi?re, avant la lettre.

Un dernier point cependant, et qui est la dimension de l’?criture proprement dite : le rapport r?dig? par Mackau pendant la travers?e du retour montre un progressif changement de tonalit? : la menace des canons fait peu ? peu place ? une atmosph?re de f?tes, de bals, de plaisirs partag?s. C’est pour le moins ?trange, si l’on en reste aux consid?rations factuelles. Il faut retenir ceci : Mackau et Boyer sont aussi madr?s l’un que l’autre, sauf que le premier sait que la r?ussite de la mission lui vaudra reconnaissance royale et que l’autre, unificateur de l’?le, se voit lui-m?me comme celui qui parach?ve l’oeuvre de l’ind?pendance. Tous les deux sont un peu press?s, et sans doute aussi, autour d’eux, la soci?t? ha?tienne toute enti?re conna?t cette esp?rance. Il y a connivence entre les deux, entre les pouvoirs, entre les poss?dants, comme le rel?ve finement Th?odat. Cette connivence est avant tout sociale : on sait que les paysans paieront, et on fera en sorte qu’il en soit ainsi.

Alors, que la f?te commence !

Mais nous savons, nous, qu’elle finit mal. Ce qui se passe actuellement dans les rues des villes d’Ha?ti est la cons?quence de cette ignominie.

La souffrance de plus d’un millier d’habitants de Cit? Soleil est indescriptible. Ils se sont r?fugi?s sur la place apr?s avoir fui la guerre des gangs ? Cit? Soleil. La communaut? grossit chaque jour en d?pit des conditions infrahumaines dans lesquelles ces d?plac?s vivent.

Il est 15 heures, ce mercredi 24 ao?t. La place Hugo Ch?vez est bond?e de d?plac?s. Chacun s’occupe de ses affaires. Des draps, des v?tements usag?s s’?talent un peu partout comme dans un camp du temps de l’apr?s-s?isme de janvier 2010. Ces r?fugi?s ont un point commun : ils dorment tous sur des cartons ? la belle ?toile sur la Place Hugo Chavez.

Wilieta, 21 ans, nourrice d’une fillette de huit jours, n’a pas encore pris le traditionnel bain d’apr?s l’accouchement. Elle dort avec sa fille ? la belle ?toile. <>, reconna?t Wilieta, qui n’a pourtant pas d’autres options. <>.

Plusieurs jeunes m?res vivent la m?me situation. Elles ne savent ? quel saint se vouer. La pluie est un facteur inconnu qui prend ces habitants par surprise ? chaque fois. La faim, l’inconfort, le d?sespoir sont le cadet de leurs soucis. Ils croisent leurs doigts pour qu’il ne pleuve pas.

Des centaines d’enfants bient?t non scolaris?s

Des centaines d’enfants scolaris?s vont ?tre priv?s d’?ducation sur la place. Si l’on en croit le responsable du comit?, ces enfants n’ont pas de pi?ces d’identit?. Leurs parents ont quitt? leurs maisons, incendi?es ou inond?es en laissant tout. <>, fustige le pr?sident du comit?.

? moins de deux semaines de la r?ouverture des classes, ces enfants qui fr?quentent le plus souvent des ?coles publiques n’ont aucun espoir. Oubli?s de tous, ces d?plac?s voient leurs jours d?filer sans le moindre espoir d’un lendemain meilleur.

15-y-o shot dead by cops on Water Lane; imitation board gun seized Loop Jamaica

The Independent Commission of Investigations (INDECOM) has launched an investigation into the fatal shooting of a 15-year-old male, along Water Lane in the vicinity of the Water Lane Bus Park in Kingston.

The deceased has been identified as Narando Boothe. The incident took place on August 24 at approximately 10:30 pm.

The police in their report stated that three officers were on mobile patrol when they were fired on by a group of four men.

The police returned fire, and two men escaped, one surrendered and one was seen with gunshot injuries.

The injured teenager was transported to the hospital where he died while undergoing treatment.

One board imitation firearm wrapped in black tape was reported as recovered from the incident scene.

The detained man has been interviewed by INDECOM and enquiries continue into the reported account of this fatal shooting incident.

All concerned officers provided initial accounts of the incident to the Investigative team and were each served a Section 21 Notice to provide a statement and attend the office of the Commission to be interviewed.

Processing of the incident scene by INDECOM included the collection of forensic exhibits and the recovered weapon, swabbing of the hands of the deceased for gunshot residue and the sealing of the service firearms of the concerned officers for testing.

INDECOM encourages members of the public to assist in the investigative process by contacting the Commission’s Head Office or sending information, photos or videos to INDECOM’s official WhatsApp at (876)553-5555.

ISTANBUL (AP) — Karim Benzema and Alexia Putellas won UEFA’s player of the year awards on Thursday, making it a sweep for Spanish clubs.

Benzema had been the heavy favourite for the men’s award after scoring 15 Champions League goals to lead Real Madrid to a record-extending 14th European title.

Putellas won a second straight UEFA women’s best player award after helping Barcelona reach the Champions League final in defense of their title. Barcelona lost to Lyon.

She was expected to lead Spain at the European Championship in July but suffered a serious knee injury days before the tournament started in England.

Putellas limped up several steps to the stage to collect her trophy minutes after the men’s Champions League groups were drawn.

The coaching awards went to the winners of the two biggest events last season – Carlo Ancelotti of Madrid and Sarina Wiegman, who led England to the Euro 2022 title.

Voting was done by coaches whose teams played in European competitions and selected journalists across Europe.

Benzema won from a three-player shortlist that included Madrid goalkeeper Thibaut Courtois and Manchester City midfielder Kevin De Bruyne.

Ancelotti again beat J?rgen Klopp, whose Liverpool team lost the Champions League final, and Pep Guardiola of Premier League winner Man City.

Putellas won her vote ahead of England forward Beth Mead, who was the Euro 2022 joint top scorer with six goals, and Germany midfielder Lena Oberdorf.

Wiegman again finished ahead of Germany’s Martina Voss-Tecklenburg and Sonia Bompastor of Lyon.

TKR fall short to Royals in 6ixty opener

TRINBAGO Knight Riders (TKR) made a losing start in the SKYEXCH 6ixty men’s tournament with a three-wicket defeat to Barbados Royals at Warner Park in Basseterre, St Kitts, on Thursday.

TKR were without many of their top players including Kieron Pollard, Sunil Narine, Nicholas Pooran and Colin Munro.

Pollard, Narine and Munro have been competing in the Hundred tournament in England. It is uncertain when they will join TKR.

Pooran is coming off an intense two months of cricket as West Indies captain with 50-over and T20 matches against Bangladesh, India and New Zealand.

TKR could only muster 76 all out in 7.5 overs with Akeal Hosein cracking 27 off 16 balls with one four and two sixes. Opener Tion Webster tried to get TKR off to a strong start with 18 off nine deliveries.

Corbin Bosch was the best bowler for the Royals snatching 1/12 in 1.5 overs.

In response, Royals scored 80/3 in 6.3 overs with Bosch lashing three fours and four sixes in his knock of 42 off 23 balls. Harry Tector helped guide Royals to victory with 16 not out off six balls.

Fast bowler Ravi Rampaul took 1/5 in one over for TKR.

After the match, Hosein said someone should have taken the responsibility to bat through the innings for TKR.

“I think whoever gets in has to take it all the way and that is exactly what Bosch did tonight, it is a short format. Having said that it is difficult to go from ball one, so I think once you get in you have to try to take it as deep as possible for your team,” Hosein said.

The Guyana Amazon Warriors franchise continued their stellar start to the 6ixty tournament as the men’s team defeated St Lucia Kings by seven runs in the opening match, on Thursday.

The victory for the Amazon Warriors men followed two victories by the Amazon Warriors women, on Wednesday.

Amazon Warriors posted 111/5 in ten overs thanks to a destructive 36 not out from Odean Smith. Smith struck two fours and three sixes in his 24-ball innings.

Shai Hope contributed 19 off eight balls opening the batting.

Jeavor Royal and Matthew Forde were the best bowlers for the Kings. Royal snatched 2/8 in one over and Forde took 2/24 in two overs.

Kings fell just short of the target, dismissed for 104 in 9.5 overs. Roshon Primus cracked 41 off 23 deliveries, an innings which comprised four fours and two sixes.

Ravendra Persaud tried to get Kings to victory with a quick 16 off seven balls, but left-arm spinner Waqar Salamkheil picked up 3/16 in two overs to guide Amazon Warriors to the win.

Following that match, Jamaica Tallawahs delivered a resounding performance to defeat St Kitts and Nevis Patriots by 55 runs.

After posting a mammoth 139 all out in 9.5 overs, Tallawahs dismissed Patriots for 84 in 7.2 overs.

Fabian Allen struck 45 off 18 balls with two fours and three sixes to lead the way for Tallawahs.

Raymon Reifer and captain Rovman Powell also helped Tallawahs to the massive total. Reifer belted 38 not out off 19 deliveries and Powell cracked 32 off 13 balls.

Spin bowler Jon-Russ Jaggesar was the only bowler who managed to contain the Tallawahs batsmen ending with 1/13 in two overs.

Patriots lost early wickets and were all out for 84.

South African Dewald Brevis gave Patriots a glimmer of hope with 34 off 11 balls and Evin Lewis made 15 off seven deliveries.

The Tallawahs trio of Jamie Merchant (2/8), Migael Pretorius (2/9) and Nicholson Gordon (2/16) grabbed two wickets apiece.

Eyewitness: Settling conflicts…in the Courts

Well, it’s clear our political leaders can’t settle their differences on their own accord – with almost every issue that crops up. Your Eyewitness knows that, in our adversarial politics, the Leader of the Opposition (LoO) is supposed to oppose the Government (duh!!). But jeez, isn’t there a limit, so SOME business of the state can proceed?? When does opposition become intransigence??

So, the LoO went to the Courts – perpetuating the “judicialization of politics”. And risks dragging our constitutional arbiter into the gutter by imputing POLITICAL motives for their JUDICIAL decisions!! Take the just-delivered decision by the Chief Justice (ag) on whether the President’s appointments to the Police Service Commission (PoSC) and the Integrity Commission were illegal – as claimed by the LoO. And, inter alia, whether the appointments made by the said PoSC weren’t also consequently illegal!!

Your Eyewitness must confess that even after reading three different accounts of the CJ’s decision three times each, his head’s still spinning!! Not the least because both the Police Service Commission and the Public Service Commission had the same acronym (PSC) – explaining why yours truly dubbed the former “PoSC”!! It’s a good thing the Private Sector Commission (also PSC!) wasn’t dragged into the matter.

The entire case turned on whether there were the constitutionally mandated “meaningful consultations” between Pressie and the LoO before these Commissions were constituted. On the matter of LoO Norton’s contention of “no consultation”, the CJ said “Not so!!” The clincher was that even after the clarifications on Pressie’s nominations were given to him, if he needed additional info, he’d unilaterally decided he wasn’t gonna be doing no meeting!! The President should be psychic??

But that wasn’t the END of the story. Is there ever?? Seems that even though the Integrity Commission and its Chair was a done legal deal, the appointments by the PoSC weren’t!! While the appointment of the CHAIR was legit, before he could consult his Committee to make recommendations for appointments, an ex-officio member of the PoSC – the Chairman of the Public Service Commission – had to be there!! And trouble was – BIG trouble! – there’s wasn’t any Chairman of the PSC!!

So, does this mean that the appointment of the entire GPF top brass – the real cause of this fight!!! – is illegal?? Well, YES IT IS!! But does this mean that COP Hicken has to go?? Well…NO!! “Well, how come?” you ask, dear reader?? The CJ (ag) pulled out a rabbit from her legal hat (used to be a powdered wig!!). She invoked the “de facto doctrine” which your Eyewitness calls the “boat gaan a watah” doctrine!! To revoke the appointment would result in a “failure of public justice”!!This ain’t over till it’s over!! Or some fat lady sings!!

…or creating conflicts??The LoO also drew a line in the sand – demanding that GECOM’s gotta create a new voters’ list, or else!! He didn’t ACTUALLY SAY “big trouble”, but the WAY he said it left nothing in doubt, least of all, PNC’s supporters!! Now ostensibly, the LoO’s contention looks reasonable: Guyana has a population of 740,000, so how come the voters’ list has 684,354 names – over 91 per cent of the population.

But, in August 2019, the High Court ruled new house-to-house registration meant a “residency requirement” for voting!! Unconstitutional!! Once a person’s registered to vote, their name can’t be removed, even if they’re overseas or not found at the address where they registered. Most of the alleged “bloating” comes from Guyanese citizens migrating.The Coalition Government had appealed this decision, and on 11 Feb 2020, the Court of Appeal upheld the August 2019 High Court decision.To remove persons’ names from the list, there’s gotta be an amendment to the Constitution, outlawing dual citizenship!!

…like our neighboursBarbados just voted with a voters’ list of 266,330 persons – 87% of its 302,674 population! While St Kitts/Nevis voted with a 50,933 voters’ list comprised of 94% of its 54,001 population!!No complaints of “bloated” lists!! What’s different??

Antiguan Marver Woodley selected for four months Fellowship in New York

 Antigua and Barbuda is for the first time being represented at the United Nations – Nippon Foundation Capacity-building Programmes.

Marver Woodley, from the Department of the Blue Economy will be in New York for four months attending the United Nations Nippon Foundation Strategic Fellowship which began on August 21, 2022 and will run until December 19, 2022.

These programmes are implemented by the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations, in collaboration with the Nippon Foundation and host institutions.

The UNNF Strategic Fellowship is a 4-month training programme at the Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs of the United Nations Secretariat, at the United Nations Headquarters in New York.

The Strategic Fellowship aims to enable the most vulnerable States, particularly least developed countries, small island developing States and landlocked developing countries, to better address strategically important and time-sensitive issues facing them in ocean affairs and the law of the sea. Government officials from these States with a limited background in ocean affairs and the law of the sea, who are filling key positions in their Administration, are provided with in-depth highly customized training on ocean affairs and the law of the sea, with a focus on those areas in which States have identified critical capacity barriers.

Upon completion of the Fellowship, Ms. Woodley will be expected to return to her position and use the training on international legal frameworks, key issues and best practices in ocean affairs, the work of the United Nations, and professional skills, to assist Antigua and Barbuda in the implementation of the United Nations Convention on the Law of the Sea and related instruments, as well as Sustainable Development Goal (SDG) 14 and other related SDGs.

A highly customized individual curriculum is developed by DOALOS for successful candidates, based on the high‐priority needs identified by their States and with a view to building the capacity of Fellows to assist the State in effectively addressing those needs. In addition, the Fellows will be fully integrated in the training activities developed for the

UN-NF Fellows, thereby being exposed to opportunities for additional learning and networking.

The deliverables of the Fellowship Programme include several assignments to be completed in the context of the training curriculum and the development of an ocean governance matrix. Depending on needs identified, Fellows may, during the four-month training programme, undertake a learning placement with either a Department of the United Nations Secretariat, a specialized agency, or an organization affiliated with the United Nations or other relevant organization.

This Programme navigates one through all instruments, professions, organizations and non-governmental organizations connected to the United Nations. It is perfect for the novice that works in an area connected to the Law of the Sea and seeks a better understanding of its  operation.

Government Reviewing Appointment Requirements In The Protective Services – St. Lucia Times News

The Saint Lucia government is reviewing the requirements for appointing people in the protective services.

The disclosure came on Thursday from Public Service Minister Dr. Virginia Albert-Poyotte.

Albert-Poyotte was answering a question from reporters regarding succession planning in the Saint Lucia Fire Service where Fire Chief Joseph Joseph has proceeded on pre-retirement leave.

She said before his departure, Joseph had expressed confidence that he had a line-up of officers to replace him.

The Babonneau MP said the position would be advertised and the best person would get the job.

She also explained that George Victorin, currently the Acting Fire Chief, is due to retire next year.

And when  the issue of department appointments without ‘due process’ was raised, the Minister spoke of the review.

“What we have seen as a deficiency is one where persons employed in the protective services were equated to persons in the general public service,” Albert-Poyotte, whose responsibilities include Home Affairs and Labour, told reporters.

But the Minister said the government feels that people in the protective services require special skills.

“We have to place greater emphasis on skills, performance, and experience rather than just certification. A master’s (degree) in something or a doctorate or a first degree – that’s the certification,” she noted.

“But when it comes to practice and having the skills we have to put greater emphasis in that area and not if you have a master’s you move up the ranks,” she said.
