Man found dead in Parham. Police suspect suicide

39-year-old female could face prison for road death Loop Cayman Islands

In the early hours of August 8, 20-year-old Aleiny Reve Villegas lost her life in a tragic, single-vehicle accident on Eastern Avenue. While family and friends mourn, members of the public wonder what will be the fate of the 39-year-old female of George Town who was arrested on August 10, 2022 on suspicion of Causing Death by Dangerous Driving.

Consequences

The consequences under the Traffic Act for the 39-year-old, if convicted, could be imprisonment for ten years and an automatic disqualification from holding or obtaining a driver’s licence for a term of five years or such longer period as the court may order. The particulars of the offence will also be endorsed on the driver’s driving record.

In order for the court to get to that point, however, police must prove that the suspect was driving the vehicle on a road “dangerously or recklessly,” having regard to the manner of driving or to the defective condition of the vehicle, and by so doing caused the death of Ms Villegas.

Police gathering evidence

While police continue their investigation, one of the things they have reviewed was CCTV footage of the incident where it was observed that a small sedan was passed by the Honda Accord carrying Ms Villegas, just before the fatal collision. Police will therefore be appealing to the driver of that small sedan and any other person who may have witnessed the accident in order to gather evidence for the case.

Number of accidents alarming

The untimely passing of Ms Villegas adds to the high number of serious accidents that are reported in the Cayman Islands each year, with 2,633 motor vehicle accidents being attended by police officers in 2021, an increase of 466 vehicle accidents from 2020. This number may increase again in 2022 if the average of 51 motor vehicle accidents per week continues to be the norm.

Curbing the number of accidents

In order for serious accidents and road deaths to not become the norm, the behaviour of road users must change. This means drivers taking the decision not to drive if alcohol or other drugs are involved, not going over the speed limit or otherwise placing other road users in danger.

Authorities should also take a look into drivers’ licence qualifications in the Cayman Islands. In particular, they should examine the criteria for issuing drivers’ licences (minimum age for first time drivers’ licences, content of driving exam and requirements to pass the exam) and the process for transferring drivers’ licences from other jurisdictions to Cayman (as the jurisdiction that the driver is coming from may have lower driving standards than Cayman). Higher penalties for drivers may also need to be implemented, especially were drugs or speeding are contributing factors to an accident.

New Zealand beat West Indies by 90 runs, lead T20 series 2-0 Loop Jamaica

Glenn Phillips struck a half century from 33 balls to propel New Zealand to a 90-run win over the West Indies in the second Twenty20 international at Sabina Park in Kingston, Jamaica on Friday, clinching the three-match series with a 2-0 lead.

After reaching his fifth T20 half century, Phillips went on to 76 from 40 balls and led New Zealand to 215 for five as they batted after winning the toss, exceeding the 185 for five that was a winning total in the first match of the series. His innings included six sixes and four fours.

The West Indies managed only 125 for nine in reply, lacking the partnerships that underpinned a New Zealand total which was the highest by a visiting team against the West Indies in a T20 in the Caribbean.

Phillips put on 71 for the third wicket with Devon Conway who made 42 from 34 balls and 83 with Daryl Mitchell who made 48 from 20.

The West Indies’ best were stands of 35 for the seventh wicket between Romario Shepherd and Rovman Powell which began when the home team was 40 for six and the match probably was already lost. Hayden Walsh (10) and Obed McCoy (23) put on 38 in an unbroken stand for the last wicket.

Phillips put to good use his knowledge of conditions at Sabina Park, which is his home ground in the Caribbean Premier League.

“Coming back to Sabina Park is amazing. I’ve got great memories here,” Phillips said in a television interview. “Being able to get a 50 for my country over here in front of a crowd which I really love is definitely very special for me.

“Credit to the West Indies for the way they bowled up front with the new ball which was really, really good in terms of taking the pace off the ball when it was new and harder. As it got older the pitch became a bit nicer to bat on.”

Seven West Indies wickets fell to spin bowlers, including the first four of the innings.

Mitchell Santner, who was Man of the Match for his three for 19 in the first match, took a wicket with his first ball and two wickets in his opening over to set back the West Indies’ run chase.

Off spinner Michael Bracewell, who replaced fast bowler Lockie Ferguson in the New Zealand lineup, also took a wicket with his first delivery, dismissing captain Nicholas Pooran (1) as the West Indies slumped to 12 for three at the start of the fourth over.

Santner and Bracewell both finished with three for 15 while Ish Sodhi took one for 36. Tim Southee took the only wicket which fell to a fast bowler, removing Odean Smith at the tail and returning one for 34.

Shimron Hetmeyer was the first batsman not to fall to a spin bowler, run out by a direct hit at the bowlers end by New Zealand captain Kane Williamson. The West Indies were 28 for five at that point and couldn’t recover.

“We just didn’t show up today,” Pooran said. “They batted us out of it and we couldn’t see our way with the bat. We had to stay in the game. It just didn’t start well for us. We are struggling but the more cricket we play our performance will grow.”

The final T20 will be played on Sunday at the same venue, followed by three one-day internationals.

Le Syndicat Mixte de Gestion de l’Eau et de l’Assainissement de la Guadeloupe a publié un communiqué pour informer ses usagers qu’en raison de remplissage de réservoir, la distribution de l’eau sera perturbée ce vendredi (12 août) dès 20h:- à Baie-Mahault dans les zones de : Belcourt, Birmingham, Bourg, Convenance, Fonds Budan, Plaisance, Trioncelle, Jabrun, Café, Gourdeliane.- àPetit-Bourgdans les zones de : Arnouville, Bellevue, Blonde, Bourg, Bovis, Cabout, Colin, Daubin, Duquerry, Fond Beauplan, Grande Savane, Morne Bourg, Tambour, Main Courante, Pointe à Bacchus, Saint-Jean, Fleur de Canne, chemin de Saulsaye, route de Torvette, Roujol, Trinité.

Le retour à la normale est prévu ce samedi (13 août 2022), en début de journée.

A Clarke’s Hill homeowner and a Heritage Quay businesswoman are the latest victims of crime, Police continue their investigations

The police are investigating the burglary of the home of a Clarke’s Hill woman.

Reports are that the thief stole a Lenovo laptop, a 7” Amazon Tablet, one I-Phone XR, one black wallet containing $800 in cash, and several ID’s.

Further reports are that the wallet with the ID’s was retrieved a short distance from the house after the police conducted a search in the surrounding area.

Allegations are that there were no visible signs of forced entry and therefore the police are surmising that the thief gained access into the house through a living room door which was closed but not locked.

This incident reportedly occurred sometime between midnight and 3:39am on August 9.

Meanwhile, a Heritage Quay business was broken into and the intruder was caught by the owner inside the building.

Reports are that Annette’s Snackette was broken into and $350 in coins and the owner’s Antigua and Barbuda passport were stolen.

Reportedly the owner told the police that while entering her business she saw an unknown male, who is dark in complexion and medium built, exiting her business.

Allegations are that after the man saw her, he ran from the scene in an easterly direction.

He was reportedly dressed in a grey T- Shirt and pants.

The unknown intruder apparently used an implement to pry open a wooden window to gain access into the business.

This offence reportedly occurred sometime between 5:30pm on August 10 and 2:45am on August 11.   – REAL NEWS

Justicia presenta cargos contra agente por falsificación de pruebas de COVID-19

El Departamento de Justicia radicó 12 cargos de posesión y traspaso de documentos falsificados contra un agente de la Uniformada que presentó más de una decena de pruebas de laboratorio de COVID-19 falsas, para continuar laborando de manera presencial sin cumplir con el requisito de vacunación establecido debido a la pandemia provocada por el coronavirus.

El juez Wilfredo Viera, del Tribunal de Primera Instancia de Carolina, encontró causa para arresto contra el agente Iván Molina Casiano, a quien le impuso una fianza de 12,000 dólares, que fue diferida mediante el Programa de Servicios con Antelación a Juicio. Este podría enfrentar una pena de reclusión por un término fijo de tres años por cada cargo.

“Agradecemos al Departamento de Salud y al Departamento de Justicia, la diligencia con la que actuaron para procesar este caso, referido por la División de Seguridad y Protección del Negociado de la Policía de Puerto Rico, tras identificar un potencial patrón de falsificación de pruebas de COVID 19, por parte de un agente adscrito a esta división”, dijo el comisionado del Negociado de la Policía, Antonio López Figueroa en declaraciones escritas.

“De ser probado este hecho, tanto sus ahora compañeros como la agencia que representó que es la Policía de Puerto Rico, estamos muy conscientes de que el cumplimiento de las leyes comienza desde la casa. Por eso, no toleramos conductas contrarias a nuestro ordenamiento jurídico, sobre todo cuando se trata de un agente que juró cumplir con la ley y el orden”, añadió.

La investigación se originó tras un referido de la División de Investigaciones de la Secretaría Auxiliar para la Reglamentación y Acreditación de Facilidades de Salud (SARAFS) del Departamento de Salud.

El agente, adscrito a la División de Seguridad y Protección del Negociado de la Policía en Carolina, determinó no vacunarse contra el COVID-19 por motivos religiosos. Según la Orden Ejecutiva número 2021-058 del 28 de julio de 2021, éste podía continuar trabajando presencialmente siempre y cuando se realizara una prueba de laboratorio de COVID-19 semanalmente.

Durante los meses de agosto de 2021 a febrero del presente año, Molina entregó a su supervisor más de 20 pruebas de COVID-19. De la investigación se desprende que 12 de las pruebas fueron falsificadas.

Por lo cual, la fiscal María Teresa Carro Lahongrais le radicó 12 cargos por violación al Artículo 217 del Código Penal de Puerto Rico, que tipifica como delito la posesión y el traspaso de documentos falsificados.

“El Ministerio Público cuenta con la evidencia para probar más allá de duda razonable la posesión y traspaso de los 12 documentos falsificados”, sostuvo la fiscal, quien lideró la investigación en la División de Delitos Económicos del Departamento de Justicia con el apoyo de la inspectora de la SARAFS, Maruxa Díaz Pagán.

“Un agente o funcionario no solo debe cumplir la ley sino dar ejemplo de honestidad y ética. Estamos seguros de que la mayoría cumplen con este estándar de integridad. El Departamento de Justicia se encargará de aquellos que se desvíen”, expresó el secretario de Justicia, Domingo Emanuelli Hernández.
