Vladimir Poutine a annoncé vendredi la poursuite de l’évacuation des habitants de la région de Kherson, dans le sud de l’Ukraine, que la Russie pourrait perdre sous la pression de l’armée ukrainienne.

Kiev dénonce pour sa part une politique de “déplacement forcé”, et prend à témoin la communauté internationale.

Celle-ci a multiplié les initiatives le même jour pour tenter de contraindre Moscou à infléchir son offensive, du chancelier allemand Olaf Scholz qui a demandé à Pékin d’user de son influence sur le Kremlin, au G7 réuni à Münster qui a réitéré son soutien indéfectible à Kiev.

Le président russe, sur la Place Rouge pour la fête de l’Unité nationale, n’a pour sa part pas dévié dans son discours à propos de l’Ukraine et des alliés occidentaux.

“En fournissant continuellement des armes à l’Ukraine, en y envoyant des mercenaires, (les Occidentaux) sont absolument sans pitié pour les citoyens (ukrainiens). A leurs dépens, ils favorisent leurs objectifs géopolitiques, qui n’ont rien à voir avec les intérêts du peuple ukrainien”, a-t-il lancé. 

Selon le président russe, ces efforts “visent également à affaiblir, désintégrer, détruire la Russie”. 

Concernant l’évacuation des habitants de Kherson, sous la pression des avancées ukrainiennes, il a opéré un glissement sémantique, de l’évacuation volontaire vers un déplacement forcé.

“Ceux qui vivent actuellement à Kherson doivent être éloignés des zones de combats les plus dangereuses”, a-t-il souligné.

Kiev dénonce de son côté une politique de “déportation” des populations ukrainiennes vers l’est de son territoire sous contrôle russe, voire vers la Russie elle-même.

“L’administration d’occupation russe a commencé des déplacements de masse forcés d’habitants” de la région de Kherson, a ainsi dénoncé vendredi soir le ministère ukrainien des Affaires étrangères, affirmant que “des déplacements similaires sont aussi menés par la Russie dans les régions de Zaporijjia, Lougansk et Donetsk, ainsi qu’en Crimée”.

Les autorités russes d’occupation ont en outre assuré vendredi qu’aucun couvre-feu ne sera mis en place à Kherson,  quelques minutes après en avoir annoncé un.

“Un couvre-feu a été décrété dans la ville de Kherson, qui durera 24H/24, afin que nous puissions défendre notre ville”, avait déclaré dans un premier temps sur Telegram le responsable adjoint de l’autorité d’occupation russe à Kherson, Kirill Stremooussov.

Il a ensuite supprimé quelques minutes plus tard sa vidéo initiale, la remplaçant par une vidéo similaire où il n’était plus question de ce couvre-feu, sans explications, avant de publier une nouvelle vidéo assurant qu’”il n’y avait aucune restriction pour les habitants” à Kherson.

La semaine passée, les forces d’occupation russes avaient indiqué que 70.000 habitants de Kherson et de la région avaient été transférés sur la rive gauche du fleuve Dniepr, où Moscou contrôle mieux la situation.

“Plus de 5.000” par jour

Mais le ministère russe de la Défense a annoncé vendredi sur Telegram que ces transferts de population se poursuivaient au rythme de “plus de 5.000” personnes par jour.

Pourtant, dans un village de la région, Arkhanguelské, récemment libéré par les troupes ukrainiennes et portant encore les traces de violents combats – uniformes russes ensanglantés dans les rues, destructions et odeur de cadavre émanant de certains bâtiments – une habitante a raconté avoir accueilli les soldats ukrainiens en héros.

“Les soldats m’ont serrée si fort dans leurs bras que j’avais l’impression qu’ils étaient mes enfants”, a dit Tamara Propokiv, 59 ans, les larmes aux yeux.

Anatoliï Maïstrenko et Antonina Voïtsechko, un couple d’habitants, lui “tractoriste”, elle infirmière, reconvertis en passeurs pendant l’occupation russe, ont raconté avoir aidé plus de 2.000 civils à rejoindre clandestinement le territoire sous contrôle ukrainien, en leur faisant franchir sous les bombes la rivière Ingoulets dans leur cannot pneumatique.

Pour endiguer la dynamique ukrainienne sur le terrain, Vladimir Poutine s’est vanté sur la Place Rouge d’avoir même dépassé les objectifs de mobilisation de réservistes.

“Nous avons déjà 318.000 (mobilisés). Pourquoi 318.000 ? Parce que des volontaires continuent d’arriver. Le nombre de volontaires ne diminue pas”, s’est félicité le président russe, dont le ministre de la Défense, Sergueï Choïgou, avait donné le 28 octobre le chiffre de 300.000 mobilisés.

Des proches de soldats russes ont pourtant raconté à l’AFP le “chaos” de la mobilisation décrétée par Vladimir Poutine le 21 septembre après une débâcle de son armée dans le nord-est de l’Ukraine. 

“Tout ce qu’on nous montre à la télé, c’est du flan. On a l’impression que la décision de mobiliser a été prise brusquement et que personne n’était prêt”, a dit Tatiana, une femme dont le neveu a été mobilisé début octobre à Krasnogorsk, en banlieue nord-ouest de Moscou. Elle préfère taire son nom de famille par crainte de représailles, dans un pays où ceux qui critiquent l’armée risquent la prison.

Des “traîtres”, des “lâches”

Des milliers d’hommes russes ont aussi fui le pays par peur d’être mobilisés.

“Des traîtres, lâches, et des transfuges cupides”, a commenté vendredi Dmitri Medvedev, jadis considéré comme un président “libéral” entre deux mandats de Vladimir Poutine, et aujourd’hui parmi les faucons les plus violents au sein de la direction russe.

Sur le terrain diplomatique, les soutiens occidentaux de l’Ukraine ont redoublé d’efforts pour tenter d’enrayer l’escalade militaire, après de nouvelles frappes massives de missiles de croisière sur Kiev et d’autres villes du pays cette semaine.

En visite à Pékin, le chancelier allemand Olaf Scholtz a demandé au président Xi de faire jouer “son influence” sur la Russie afin qu’elle mette fin à sa “guerre d’agression” contre l’Ukraine. 

L’Allemagne et la Chine ont aussi conjointement annoncé leur opposition à toute idée de frappe nucléaire, alors que Moscou a plusieurs fois évoqué cette menace.

Les pays du G7, réunis vendredi au niveau ministériel à Münster, dans l’ouest de l’Allemagne, se sont joints à cette mise en garde, dénonçant dans leur communiqué final la “rhétorique nucléaire inacceptable de la Russie”.

“Nous réitérons notre engagement inébranlable à continuer de fournir le soutien financier, humanitaire, politique, technique et de défense dont l’Ukraine a besoin pour soulager la souffrance de sa population et défendre sa souveraineté et intégrité territoriale dans ses frontières reconnues au niveau international”, ont-ils ajouté.

“Nous allons les aider à conclure victorieusement ce conflit, aussi longtemps qu’il le faudra”, a explicité le chef de la diplomatie britannique James Cleverly.

“La chose la plus importante que je suis venu dire (…) c’est que les Etats-Unis vont soutenir l’Ukraine aussi longtemps que le nécessitera ce combat”, a aussi déclaré le conseiller à la Sécurité nationale de la Maison Blanche Jake Sullivan, en visite à Kiev.

Le G7 a également convenu de mettre en place “un mécanisme de coordination” afin d’aider l’Ukraine à réparer et défendre ses infrastructures indispensables d’électricité et d’approvisionnement en eau, pilonnées ces dernières semaines par la Russie.

In a judgment delivered on October 25, 2022 in connection with financial ancillaries for divorce proceedings, it was noted that a Caymanian banker argued that the amount awarded to her husband (who has Caymanian status through the marriage) in divorce proceedings should be reduced by “occupational rent” that her stepson should have paid for living in the matrimonial home.

As to the reason for making the claim, the judgment noted that the Caymanian banker “did not agree to the Respondent’s son coming to live at the Former Matrimonial home and that he has lived at the property for over 2 years.”

The judgment continued: “It had been suggested that an approximate monthly rent for the whole house might be CI$2750 — 3000 per month. On that basis the Petitioner argues that the Respondent or his son should pay CI$1000 per month for the period of his occupation and that this should be deducted from any amount awarded to the Respondent.”

In support of her argument, the case of DL v KL was cited in the judgment. This stated as follows:

If a party was ousted from a property due to the other party, the ousted party might have a claim for occupation rent against the occupying party, who might become liable to pay a fair, but not rack, rent for his or her occupation of the other’s share of the property. Violence or the service of a divorce petition could be sufficient to exclude a spouse from a matrimonial property. Simply leaving the property on a voluntary basis, however, was not sufficient to make the occupying party liable to pay occupation rent, although the court might well be driven to find that a party departing from a property following a relationship breakdown was not welcome back so as to give rise to a liability to pay an occupation rent.

Notwithstanding the woman’s argument and submissions on her behalf, the judge said:

I am not sure that the authority is relevant to this case. As the parties confirmed when giving evidence, they are both living at the Former Matrimonial Home, as is the Respondent’s son. The Former Matrimonial Home is matrimonial property. No one has vacated the property or been ousted from it. On that basis, I do not see any grounds for a claim for occupational rent.

The judge therefore dismissed the Caymanian banker’s request that an amount should be deducted from the amount awarded to her husband in divorce proceedings, which she claims should have been deemed “occupational rent” that should have been paid in respect of the occupation by her husband’s son of the Former Matrimonial Home.

THE success of the inaugural Tobago carnival speaks for itself.

This was THA Tourism and Culture Secretary Tashia Burris’s response to Progressive Democratic Patriots’ political leader Watson Duke, who has described the October 28-30 festival as a failure.

Duke made the statement in a Facebook live video during his Mandate Monday forum.

Duke chastised the THA for hosting the event in the rainy season, saying the heavy rains had caused several events to bust. He also claimed that THA secretaries benefited most from the festival.

“They were the real winners. After all, who else got free tickets, free food, free fetes. They were the winners,” he said.

At the post-executive council media briefing on Thursday, Burris scoffed at Duke’s position, saying the feedback from visitors, so far, has been excellent.

“I know that there has been a lot of conversation in the space about how do we measure success, and I just want to quickly address – because I have been asked about it on more than one occasion – about the comments made by the leader of the PDP, Mr Watson Duke, relative to the carnival.

“I don’t have much to say about him except that success speaks its own language. If you stood up at the airport and listened to all of the conversations about everybody who was leaving Tobago – nobody had a bad thing to say.

“Everybody was talking about how great an experience they had, how epic an experience they had, how they are going to come back next year with more people,” she said.

“This was not Tobagonians talking but people who visited the island. So that we don’t have to blow our own trumpets or fight to convince anybody about what the value of the thing was or the impact

“The thing speaks for itself and we will continue to receive the reviews, good bad and indifferent and we will take the good for what they are, we will take the bad for what they are and improve on the experience, because certainly we have room to grow.”

Burris said the Tobago Carnival Committee will conduct its post mortem and present a report by the end of the month.

She added the shortcomings will not prevent the island from having a bigger and better festival next year.

“I know these things are fixable. I know it is just a matter of having more conversations and a little better logistical planning, but all in all, we had an excellent first carnival. People felt the ritual, people felt the revelry, people felt the release.”

Burris urged Tobagonians to embrace the concept of having a standalone carnival, “because if nothing was proved over the weekend, the weekend proved that we in Tobago can do it.”

Children’s Authority, IDB provide laptops to 250 students

The Children’s Authority of TT and Inter-American Development Bank (IDB) provided laptops to 250 students at the Eastern Boys’ Government Primary School, Port of Spain, for the launch of a project called the Digital Corner on October 31.

The Digital Corner is part of IDB’s new strategy to improve educational outcomes and digital skills in the country.

IDB chief of operation Sergio Rios said he hoped students will continue to learn and develop more online skills. He stressed that more children needed to learn about the dangers of the internet, including cyberbullying, identity theft and the misuse of information.

He said the expectation was that children will learn to use technology while being safe in the online world.

The Digital Corner is part of a larger project that creates awareness on online safety and online grooming, teaching children and the general public to recognise online preditors.

Kitty Al Hosein-Garcia, a member of the Children’s Authority board, said she hopes the digital tools will improve teaching and learning.

She said, “At the Children’s Authority, we believe that every child should live to see their full potential. Therefore, a child can only do so when they are protected from harm and neglect, when they are given the tools and resources required to succeed and when they are no longer recognised as the voiceless within our society.”

As part of the IDB’s country strategy on digital transformation, both teachers and students will receive training by the authority’s Information Technology Unit to use the devices.

Footage from Ashmin’s building during 2020 Elections cannot be found – CEO Persaud testifies

Chief Elections Officer (CEO) at the Guyana Elections Commission (GECOM), Vishnu Persaud, has revealed that none of the footage from inside the Ashmin’s Building, which housed the Office of the Region Four Returning Officer, during the March 2020 elections cannot be found.

Persaud is the first witness to the take the stand as the public hearings into the Presidential Commission of Inquiry (COI) into the events that unfolded after the March 2, 2020 General and Regional Elections commenced this morning.

During the polls, the Ashmin’s Building – located at High and Hadfield Streets, Georgetown – was used as the office of the Returning Officer (RO) for District Four (Demerara-Mahaica). The RO for the 2020 election was Clairmont Mingo.

Persaud testified that while he is generally required to have knowledge of where security footage of GECOM operations are stored, he indicated that no one seems to know about the location of the surveillance footage from Ashmin’s building during the elections period.

“I am not aware that any such footage is available. In fact, I did enquire. I was informed that the cameras were installed on that [Ashmin’s] Building on the instructions of Chief Elections Officer [in 2020, Keith Lowenfield] that might have been done by a private service provider. And nobody seems to know when the cameras were removed and where the footage might be.”

“And in terms of record, may I venture [to say] that when I assumed office in the Office of the Chief Elections Commission, where the computers which should have had info or could have had info in that regard, all of the computers were wiped clean,” Persaud said.

Persaud was appointed CEO at GECOM in December 2021 – months after his predecessor, Keith Lowenfield was terminated in August last year.

Meanwhile, during his testimony, CEO Persaud also detailed the electoral process and procedures, that is, leading up to, during and after the polling day.

Three Due In Court For Possession Of Illegal Firearms & Ammunition – St. Lucia Times News

Three men were due in court Friday after police arrested and charged them for possession of illegal firearms and ammunition.

The police have identified the accused as Larian Swanson, Kyle Seaman, and Jahium Papius.

According to law enforcement officials, on Wednesday, November 2, 2022, at about 11:30 am, members of the Special Service Unit acting on information intercepted a blue Suzuki SX4 along the Richfond Road.

The officers found one Glock 10mm pistol with twelve rounds of .40 ammunition and one Glock 9mm pistol with eight rounds of 9 mm ammunition next to the motor car.

As a result, they arrested and charged Swanson, Seaman, and Papius for the unlawful possession of firearms and ammunition.

Germany forward Timo Werner will miss the World Cup because of a torn ankle ligament.

Werner went off in the first half of Leipzig’s 4-0 Champions League win over Shakhtar Donetsk on Wednesday after signalling to the bench and showing visible discomfort. Coach Marco Rose said following the game there were indications the injury was not too serious, but the tear was found after he returned to Leipzig.

“Scans today in Leipzig showed that he has unfortunately torn the syndesmosis ligament in his left ankle. Timo Werner will therefore be out for the rest of 2022,” the club said on Thursday in a statement.

“A decision on his treatment will be made in the coming days.”

Germany’s opening World Cup game in Qatar is on Nov 23 against Japan, before games against Group E opponents Spain and Costa Rica. Coach Hansi Flick is due to name his team next Thursday.

“This news is very bitter,” Flick said. “I’m personally very sorry for Timo because he is missing a World Cup which he strongly wanted to play.

“But most of all, Timo’s absence is a tough loss. We will have to do without an excellent striker with a high scoring rate in national team uniform and a real team player. We are all wishing that Timo recovers quickly.”

Werner has 24 goals in 55 games for Germany and was the team’s joint top scorer in qualifying for Qatar.

He played all of Germany’s last eight games and was finding good form for Leipzig in recent weeks, in particular scoring in a 3-2 win over Real Madrid in the Champions League last month.

Werner rejoined Leipzig in August after two years at Chelsea where he won the Champions League in 2020-21 but faced criticism for being inconsistent in front of goal. At the time, he said that the World Cup was a big factor in his decision to go back to Leipzig and underlined the importance of regular game time ahead of the tournament.

Werner’s absence could provide an opportunity for less established players like Niclas F?llkrug, the Werder Bremen striker who has not played a senior game for Germany but who is the Bundesliga’s joint top scorer with nine goals.

Werner joins a growing World Cup injury list including France’s Paul Pogba and N’Golo Kante and Portugal’s Diogo Jota. Son Heung-min is a major doubt for South Korea after his club Tottenham said Wednesday he needed surgery for a fracture in his face.

Thursday’s trading on JSE marked by heavy losses Loop Jamaica

Trading on Thursday was marked by heavy losses and no stock posting double-digit gains.

The overall index, however, stayed largely stable on the day, down 0.5 per cent.

But the slow dip over many months resulted in the combined index declining 11 per cent year to date.

Overall market activity resulted from trading in 108 stocks of which 39 advanced, 49 declined and 20 traded firm.

Meanwhile, the top advancing stocks on Thursday were Eppley up 8.0 per cent to $37.24. It was followed by Lumber Depot up 6.0 per cent to $2.70.

On the losing end was 138 Student Living down 22 per cent to $43.10, Ironrock Insurance down 19 per cent to $2.30, and Eppley preference shares down 15 per cent to $5.35.

The Combined Index 359,170.16 points on Thursday but started the year at 405,244.07 points. The JSE Main Index declined by 1,738.67 points ( 0.50 per cent) to close at 344,902.91 points and the volume traded amounted to 13,269,863 valued at $57,335,874.78.

The Junior Market Index declined by 11.63 points ( 0.28 per cent) to close at 4,079.10 points and the volume traded amounted to 5,995,653 valued at $18,822,588.27. The JSE USD Equities Index declined by 1.19 points ( 0.56 per cent) to close at 212.57 points and the volume traded amounted to 390,586 valued at $29,910.65.

Also on the day, the JSE Cross Listed Index declined by 0.12 points ( 0.21 per cent) to close at 56.22 points and the volume traded amounted to 63,104 valued at $5,969,605.56. The JSE Financial Index declined by 0.72 points ( 0.86 per cent) to close at 82.56 points and the volume traded amounted to 1,538,005 valued at $29,216,565.93.

The JSE Manufacturing & Distribution Index advanced by 0.10 points ( 0.10 per cent) to close at 96.53 points and the volume traded amounted to 4,117,206 valued at $28,598,821.76.

REAL NEWS- The United Progressive Party (UPP) Candidate for St. Phillip’s South is shocked that the amount of money racked up in loans by the Gaston Browne Administration cannot be seen on the economic, infrastructural or social landscape.

Sherfield Bowen says the people are struggling and the country’s infrastructure is failing, and it is unconscionable that multiple loans have been taken out while these issues have remained neglected.

He says the amount of money borrowed should have created a big spin-off, leading to the opening of new businesses and significantly boosting the economy.

Bowen, who is an attorney-at-law and a certified accountant, says any new administration will face a difficult task in determining how the loan funds were spent, and is likely to meet a chaotic financial situation.

Therefore, a UPP Administration will have to commission a forensic audit to locate these monies, he says.
