A police constable is among four people charged with land fraud by the Anti-Corruption Investigation Bureau (ACIB).

Those charged were PC Curtis Pierre, 50, Sandy Dhanasser-Pierre, 38, Germaine Cassandra-Pierre, 48, and Chez Brathwaite, 46.

They were charged with possession of forged documents, fraudulently causing the acceptance of a valuable security and conspiracy to defraud.

A police media release said, “In July, personnel attached to the Land Management Division of the Commissioner of State Lands office discovered three fraudulent standard agricultural leases for 90 acres of state land leased to three persons.”

The leases were fraudulently registered at the Registrar General’s office on October 12. The release said several signatures, including that of the acting Commissioner of State Lands and an attorney attached to the Chief State Solicitor’s office, were found to be forged.

Investigations between July and October led to the homes of the four being searched. Certified copies of the forged leases and $146,200 were allegedly seized.

Cassandra-Pierre and Dhanasser-Pierre were granted bail of $150,000 and ordered to appear in court before an Arima magistrate on November 3. Pierre and Brathwaite were scheduled to appear in court before a Port of Spain magistrate on Wednesday.

Chinese embassy confident local authorities can subdue crime

While officials from the Chinese embassy in Trinidad have taken note of the escalating crime situation in Trinidad and Tobago, they are confident that the authorities are capable of adequately protecting citizens.

Speaking during a media briefing on the 20th National Congress of the Communist Party of China at the Chinese embassy, Long Circular Road, Maraval, on Monday, ambassador Fang Qiu outlined several areas of interest where his country and TT can collaborate.

Among these were areas of law enforcement as he noted that personnel exchanges and capacity-building exercises were possible between Chinese police and the TTPS.

Asked their thoughts on the issue of crime in TT, political counsellor at the Chinese Embassy Yang Han said officials were aware of the difficulties and were optimistic the government would maintain order.

“Our embassy is closely following the challenging situation in terms of security that TT is facing and we have noted the efforts of the TT government.

“We are confident that TT is capable of taking appropriate measures to continue to improve social security and increase a living environment for all people including the Chinese community.

“As his excellency the ambassador Fang Qiu said that we are having co-operation with the TT government in terms of guaranteeing social security, in fact over the years China has conducted close police and law enforcement co-operation with TT which has played a very positive role in the capacity-building of the TTPS.”

Referring to China’s donation of 200 motorcycles to the police in 2019, Han said it was one example of China’s willingness to assist TT in material resources and exercises for local officers.

For his part, Qiu said maintaining security and strengthening law enforcement capacities was an important to China and stressed the importance of co-operation between both countries.

La Fête du lambi et des saveurs marines, concept nouveau porté par la Maison du tourisme de Basse-Terre, a carrément fait le plein samedi dernier en drainant des centaines de visiteurs sur l’esplanade du port autonome.

Plats à emporter ou repas sur place au restaurant
de plein air, le célèbre mollusque en a fait saliver beaucoup
d’entre nous. Les restaurateurs et traiteurs du sud Basse-Terre,
ayant répondu présent, avaient en effet préparé de délicieux plats
à base de lambi, de chatrou et de poisson, ainsi qu’une paëlla
géante, pour de très nombreux gourmets. La manifestation a connu
une très forte affluence, et la clientèle a dû attendre parfois
longtemps pour être servie car certains fins palais sont arrivés
dès 8 heures, pour une invitation lancée au préalable pour 10

En ces vacances de la Toussaint, le nombre de touristes visitant notre archipel est plutôt faible. La Route du Rhum pourrait-elle renverser la tendance ?

Depuis le début des vacances de la Toussaint le 21
octobre dernier, on a constaté une faible fréquentation touristique
en Guadeloupe, en raison de l’augmentation continue du prix du
billet d’avion vers notre archipel au départ de l’Hexagone
constatée depuis juillet. En septembre, le taux d’augmentation a
grimpé à 32,2% (soit 17,8% au cumul). On peut également noter que
le prix des billets au départ des Antilles a lui aussi augmenté
(34,9% pour la Guadeloupe et 32,1% pour la Martinique
respectivement). Ceci génère par conséquent des impacts
différenciés sur les réservations dans les hôtels, les hébergements
de proximité (gîtes, bungalows et logements Airbnb) ou chez les
loueurs de voitures. 

Des hôtels plus ou moins remplis

Selon Maïté Marie-Antoinette, directrice du
développement des marchés de la demande du Comité du tourisme des
Îles de Guadeloupe (CTIG), « compte tenu du contexte morose
actuellement, les Français ont privilégié l’Hexagone pour les
vacances de la Toussaint ». Elle cite une récente enquête
d’Abritel (site web spécialisé dans les locations de vacances entre
particuliers) confirmant que « la Bretagne est la première
région plébiscitée par les Français pour la période » (et plus
particulièrement les départements du Finistère et de
l’Ille-et-Vilaine). Ceci impacte par conséquent plus ou moins les
structures hôtelières de notre archipel. Pour Vincent Waltregny,
directeur de La Créole beach hôtel & Spa (Le Gosier), le taux de
remplissage des chambres est « identique à l’an
dernier ». Il précise à ce sujet que durant le week-end situé
en plein milieu de ces vacances de la Toussaint qu’ils affichaient
déjà complet, tout comme l’an passé à la même période. Il affirme
justement qu’ils « devraient avoir un résultat comparable aux
alentours des 85% d’occupation ». Et d’ajouter : « Pour
l’instant, nous ne percevons pas encore d’impact, vu que les îles
de Guadeloupe gardent encore un grand intérêt pour

Erika et la fabrique des pulls rouges en est le parfait exemple, en abordant au travers ce livre illustré (bilingue) la question des menstruations. Un premier ouvrage pour l’autrice, édité par Roots Editions qui lui a été inspiré par sa fille aînée, le jour où elle remarqua une tâche sur sa jupe.

Lever le tabou des menstruations, que l’on nomme
plus trivialement les règles et mieux expliquer aux petites filles
comme aux petits garçons l’extraordinaire pouvoir de la matrice. Se
détacher des préjugés sociaux et croyances autour de ce phénomène
féminin naturel. « J’avais envie d’en parler avec beaucoup de
facilités, sans les clichés que l’on a l’habitude d’entendre,
apporter un regard nouveau. Je voulais livrer une réponse qui me
ressemble, avec poésie », confie Alexandra.

Pour Bernard la Toussaint devient une fête commerciale. • KA

Les visiteurs du cimetière de Sainte-Anne était nombreux en ce 1er novembre. La Toussaint est une tradition chère et transmise aux plus jeunes. Nettoyer les tombes, rencontrer la famille, accorder du temps et parler des disparus sont les actes les plus souvent cités. Beaucoup expliquent que les défunts restent présents dans leurs souvenirs quotidiens mais ce jour est essentiel pour les partager.

Cela peut sembler paradoxal mais, l’ambiance du
cimetière de Sainte-Anne était très conviviale. Pour de nombreuses
personnes interrogées, la Toussaint est un moment que l’on
s’accorde pour penser aux disparus, rencontrer les différents
membres de la famille, se recueillir sur les tombes, évoquer les
défunts avec des émotions différentes de celles du jour des
enterrements.

Man hit in head after intervening in chopping incident succumbs Loop Jamaica

A man is dead, another injured, and yet another is facing murder and wounding with intent charges after an incident in Gutters, St Elizabeth, two Saturdays ago.

Dead is Gary Harriott, otherwise called ‘Titus’, a 32-year-old labourer of Gutters district in the parish.

Meanwhile, 41-year-old Craig Wright, otherwise called ‘Six-Pack’, a labourer of Montpelier district, Manchester, has been charged with murder and wounding with intent following the incident on October 22.

Reports from the Black River police are that about 1:30pm, Harriott allegedly saw Wright, who is said to be mentally challenged, chop a man with a machete.

The police said Harriott intervened but fell to the ground and hit his head. It is alleged that Wright then used a piece of iron to hit Harriott in his head.

Harriott, the other injured man, and Wright, who was reportedly chopped and injured by residents, were assisted to the hospital.

On October 23, Harriott succumbed to his injuries.

Wright was later charged.

The police said Wright’s court date has not yet been finalised.

Children aged 15 to 17 charged with 875 major crimes – commish Loop Jamaica

In what the police are describing as “particularly troubling”, children between ages 15 and 17 have been charged with 875 major crimes over the last four years.

This was disclosed by Police Commissioner, Major General Antony Anderson, at the Jamaica Constabulary Force’s (JCF) monthly media briefing on Tuesday.

“In recent weeks, we’ve been dissecting the crime figures and looking more closely at both perpetrators and victims.

“When we examine children as the perpetrators of major crimes, some concerns begin to emerge,” Anderson pointed out.

He noted that though a child, by definition, is a person below the age of 18 years, “most of the perpetrators in this category are between 15 and 17 years old”.

For the four-year period of 2019 to present, children have been slapped with 79 murder charges and 66 shooting charges, Anderson informed.

“A total of 175 children have been charged with rape over the period. There have been 256 charges for breaches of the Firearms Act, 175 for break-ins, 89 for robbery, and 65 for aggravated assault,” he outlined.

“These individuals, if we do not act collectively, are getting into an early career of violence and crime.

“We are bringing this to the nation’s attention, because as a society, we have to decide how we are going to save them,” stated Anderson.

In furtherance of that point, the commissioner explained that as a constabulary, they also took the initiative of informing the nation relative to these trends “associated with the pandemic of violence impacting our country”, to “demand collective responsibility and action if we are to make a sustained change in behaviour.”

He added that, “We have a responsibility to investigate every crime, but there are some that are particularly troubling.”

Despite the troubling trend relative to children, Anderson reminded that the police have formed various early intervention strategies through its Community Safety and Security Branch (CSSB) and programmes such as the police youth clubs.

He advised, as well, of the police’s collaborative efforts with the Education and Youth Ministry and its safe school’s programme.

“However, we all must take this matter (children as perpetrators of crime) more seriously.

“The pandemic of violence is affecting our children; they are not merely innocent victims of violence. In far too many instances, children and adolescents are actually the perpetrators themselves,” Anderson reiterated.

The top law enforcer also stressed the importance of “all institutions of society” being vigilant towards the issues and engage in early surveillance of children in the home, school or elsewhere, to identify the early signs of violent tendencies.

Assistance Programme Strengthened To Break Dependency On Social Services – St. Lucia Times News

Unemployed and vulnerable single mothers from various communities around the island can now benefit from effective business and micro enterprise opportunities following a review and upgrade of the Micro Enterprise Assistance Programme (MEAP) to allow for increased emphasis on single mothers.

A collaborative initiative of the James Belgrave Micro-enterprise Development Fund (BELfund) and the St. Lucia Social Development Fund (SSDF), roll out of the new targeted Single Mothers Micro Enterprise Assistance Programme (SMMEAP) in August 2022 was made possible through a sizable cash injection from the Saint Lucia Electricity Services Limited (LUCELEC) into the Social Investment Fund being administered by the Saint Lucia Social Development Fund (SSDF).

“This Programme is there to help vulnerable individuals and households meet their basic needs and improve their circumstances. This year, we have collaborated with LUCELEC who donated EC$450,000.00 to the Social Investment Fund (SIF), a portion of which is being used to implement the SMMEAPs in the north and South of the island, in collaboration with the BELfund,” remarked Project Coordinator Kenyal Wynne.

With an allocation of EC$300,000.00 towards programme implementation and the availability of EC$10,000.00 interest free loans for business startup, the Single Mothers Micro Enterprise Assistance Programme is designed to break the dependency cycle and assist mothers who have feasible business ideas.

Wynne went further to underscore the significance of mentoring and training aspect of the programme to individuals who have decided to enter the cottage industry. “The training encompasses activities that expose participants to the realities of the business environment and provides the required skills to develop and maintain sustainable businesses”, he explained.

 Established in 2000, Belfund was created primarily to promote sustainable development through self-help micro-enterprise projects, by offering loans in all categories of business. The loans are classified as soft loans, with no interest attached.

To date, forty-two (42) applicants have been approved under the Single Mothers Micro Enterprise Assistance Programme to start-off new small businesses.
