BNTF and the Government to hold workshop for small construction firms locally

A number of local small construction firms will benefit from training to carried out here this week.

The training will be provided at a workshop, hosted by the Government of St. Vincent and the Grenadines in collaboration with the Caribbean Development Bank Basic Needs Trust Fund (BNTF) 10th Programme.

The firms selected to participate in this workshop have previously bid on construction projects under the BNTF Programmes.

The objectives of the workshop are:  to improve contractor’s knowledge and understanding of the steps and modalities that a firm must follow to successfully complete bidding documents.

Presentations on this topic will be made on a range of areas, including:  pricing of the bill of quantities; how to complete bidding forms; measurement of claims.

The training is also intended to reinforce the role of Contractors and the importance of strict adherence to their social and environmental responsibility during construction as detailed in the Environmental and Social Management Plan (ESMP).

Presentations in this area will include: understanding the role and function of an ESMP; understanding the importance of social and environmental monitoring mitigation measures and more

The workshop will be held at the Basic Needs Trust Fund Conference Room on Wednesday 2nd and Thursday 3rd November, from 9:00 a.m. to 3:30 p.m.  The sessions will be co-ordinated by Johann Stewart.

The opening address will come from Agriculture Minister Saboto Caesar

The first entries into the Barbados Football Association (BFA) Republic Cup semifinals secured their positions last Saturday evening at the BFA Wildey Turf.

In the opening encounter Ellerton SC edged Claytons Kola Tonic Notre Dame 3-2 and in the feature match of the evening Dover Market/Phillips Bakery Paradise FC managed to hold off a youthful but fearless University of the West Indies (UWI) Blackbirds 4-3.

Ellerton needed two goals from captain Shkakille Belle to get beyond a resilient Dames outfit, who always found a way back into the game, each time Ellerton took the advantage.

Belle opened the scoring in the 35th minute, when he unleashed a ferocious right footed free kick from just outside of the penalty area and sent the ball into the top right corner.

Ellerton doubled their lead in the 51st minute when Shane Codrington rose highest at the back post to head home a corner from the right.

Notre Dame was offered a lifeline in the 58th minute when they earned a penalty kick, which was converted by Antone Greaves.

Substitute Mitchum President leveled the score in the 71st minute when he powerfully headed home a corner from the left.

Belle broke all hearts in the Bayland when he scored his second and Ellerton’s third goal in the 108th minute, converting from close range.

Ellerton’s opponents in the semifinal will be Paradise FC, who survived a nervous extra-time period to graduate to the final four of the competition.

Paradise sent an early message to the Blackbirds, when senior national player Ackeel Applewhaite wrapped his left foot around the ball from the right side of the penalty area, beating goalkeeper Shaquan Phillips, but striking the outside of the right post, in the 13th minute.

Four minutes later, Paradise was on the scoresheet, as towering center back Tyrique Bailey-Edwards headed home Armando “Sugar” Lashley’s left-sided free kick, at the back post.

Before Paradise could bask in their celebrations, the Blackbirds leveled the score.

Former national goalkeeper Jason Boxhil was adjudged to have fouled Kobe Griffith inside the penalty area and referee Kevon Clarke pointed to the penalty spot.

National midfielder Ackeel Applewhaite (yellow) was in top form versus the University of the West Indies (UWI) Blackbirds,

Kobe “Square” Shepherd converted the spot kick in the 20th minute.

An exciting first half, which finished at 1-1, was met by an equally exhilarating second period, as both teams looked for that important go-ahead goal.

In the 60th minute, the Blackbirds took the advantage.

A free-kick into the Paradise penalty area caused some havoc and the ball fell to Shephard, who dribbled by his marker and played a pin-point pass across the six-yard box for Ramon “Bau” Griffith to slot home.

The sea-saw battle continued as Paradise made it 2-2 in the 65th minute.

Mario Harte tried an audacious lob from just outside the area, but goalkeeper Phillips was equal to the task and tipped it over for a corner.

The resulting corner from the right was scored by the head of Nicoli Brathwaite at the far post.

The game took an interesting turn in the 83rd minute, as UWI influential midfielder Jaheim Neblett was shown his second yellow card by referee Clarke.

Paradise utilized the player advantage and scored in the 87th minute, via another set piece.

A corner from the right, found an unmarked Applewhaite, who controlled the ball neatly on his thigh and fired the ball beyond Phillips with his less favoured right foot.

Fans from both teams began to depart the facility in anticipation of a 3-2 final score line, however UWI had other ideas.

Substitute Akio Bartlett scored with his first touch of the game.

Shakille James delivered a free kick from 40 yards, which caught the Paradise defense and goalkeeper napping, and Bartlett responded the quickest to score from 12 yards.

The heavens opened and there was a heavy and consistent downpour for the entire extra time period, which resulted in a flooded pitch and very difficult playing conditions, which tested both teams physically and technically.

It took a series of good technical application for Paradise to score the winning goal in the 118th minute.

Jamal Watson-Cummings, with boots partially submerged on the left, managed to carve out a cross into Harte who chest the ball into the path of Applewhaite arriving at the top of the penalty area, and the national midfielder, found the top left corner of the goal with a powerful left foot shot.

Une allemande victime d’un accident vasculaire cérébral sur un bateau de croisière, hier soir a été hélitreuillée et évacuée au Chu dans un état grave.

Ce dimanche (30 octobre), en fin de soirée, peu après 23 heures, les secours ont été contacté pour une situation bien particulière.En effet, il s’agissait d’une intervention sur un bateau de croisière. Les pompiers sont intervenus pour secourir une allemande de 60 ans victime d’un accident vasculaire cérébral.

L’évacuation de la victime s’est réalisé par hélicoptère.

La victime a donc été hélitreuillée et évacuée par l’hélicoptère Dragon 971 avec à bord un medecin du smur en direction du Chu.

Trafic de drogue entre les Antilles et Strasbourg: saisie de plus de 300 kgs de cocaïne

Un trafic de cocaïne a été démantelé entre la Guadeloupe, Strasbourg et Saint-Martin en fin de semaine dernière. Quinze suspects ont été interpellés et plus de 300 kgs de drogue ont été saisies.

La police a démantelé un important réseau de trafiquants de cocaïne agissant entre les Antilles françaises et Strasbourg et saisi plus de 300 kilos de drogue, a annoncé ce lundi (31 octobre 2022) l’Ofast, l’office de lutte contre la drogue. 

Quinze personnes ont été interpellées au cours d’une opération menée dans la nuit du 25 au 26 octobre simultanément à Strasbourg (neuf personnes), en Guadeloupe (cinq) et à Saint-Martin (une) , a détaillé Lola Menahem, cheffe de la division judiciaire de l’Ofast.  

” Nouvelle bataille livrée contre la drogue avec succès. Bravo à nos policiers de l’office anti-drogue “, s’est félicité dans un tweet le ministre de l’Intérieur Gérald Darmanin. 

Une collaboration interrégionale

L’enquête au long cours avait débuté en 2021 et a nécessité ” une coopération étroite entre les services: l’Ofast à Nanterre, l’antenne Ofast de Strasbourg, le détachement Ofast de Guadeloupe sous la direction de la Jirs de Paris (Juridiction interrégionale spécialisée) “.  

Les enquêteurs ont pu retracer le parcours du trafic, de la plaque des Antilles françaises, en passant par Le Havre, où arrivaient les conteneurs, jusqu’aux dealers de Strasbourg. C’est en suivant une cargaison de ce réseau du Havre à Strasbourg que la police a interpellé neuf personnes qui étaient en train de décharger la marchandise à Strasbourg.

Bermuda, Cayman Islands & Montserrat added to Russia’s unfriendly list Loop Cayman Islands

Russia added Bermuda, Cayman Islands, Montserrat and Turks and Caicos Islands to its list of unfriendly states on Sunday.

In a statement, the Russian Government said that it added 11 British Overseas Territories to its unfriendly nations list due to sanctions imposed by the United Kingdom.

“Eleven more British Overseas Territories have been added to the list [of territories] that supported the sanctions imposed by the UK on Russia. These are Bermuda, British Antarctic Territory, British Indian Ocean Territory, Cayman Islands, Falkland Islands, Montserrat, Pitcairn Islands, St Helena, Ascension and Tristan da Cunha Islands, South Georgia and the South Sandwich Islands, Akrotiri and Dhekelia and Turks and Caicos Islands,” the Russian government said.

Bermuda, Cayman Islands, Montserrat and Turks and Caicos Islands join Anguilla and the British Virgin Islands, who were added to the list shortly after sanctions were announced.

Bermuda had been on Moscow’s radar after its Civil Aviation Authority revoked the airworthiness certificates of over 740 Russian aircraft that are registered on the island.

The Bahamas is the only other Caribbean state on Russia’s unfriendly list.

NCB granted ‘Category A’ banking license in the Cayman Islands Loop Cayman Islands

NCB (Cayman) Limited (NCBKY) has announced that it has been granted a Category A banking license by the Cayman Islands Monetary Authority (CIMA), the body responsible for the regulation and supervision of the financial services industry in the Cayman Islands.

NCBKY said in a press release that the Category A banking license means that it can now offer its bespoke private banking services to high-net-worth residents of Cayman and local businesses for the first time.

NCBKY had previously held a Category B banking licence in Cayman, since it was established in Cayman almost 30 years ago, which permitted only non-resident business.

Tuula Jalasjaa, acting managing director of NCBKY, said: “We are pleased to now provide our private banking services to help high-net-worth individuals locally, as well as globally, to grow and preserve their wealth.

“We can now also service local companies and look forward to supporting and financing some exciting projects and developments in the Cayman Islands.

“The upgraded license demonstrates NCBKY’s continued strong commitment to growing our business in the Caribbean, and our belief in the Cayman Islands as the jurisdiction of choice for high-net-worth clients in the region and beyond. Gov’t urged to adopt auto enrolment to tackle impending pension crisis Loop Jamaica

Nearly 60 years after Jamaica’s independence, only 18 per cent of the population, including public sector workers, can count on a pension to provide some income stability in retirement.

Sanya Goffe, President of the Pensions Industry Association of Jamaica (PIAJ) explains that, after 40 years of work, the most vulnerable may become dependent on social protection programmes or the kindness of friends and family.

“Jamaica’s shifting demographic structure, low pension coverage and increasing old-age dependency ratio put a growing part of the population at risk of old age poverty and exposes the government to a future fiscal crisis,” asserted Goffe.

The PIAJ believes that one of the tools for addressing this problem is to automatically enrol all employed persons, not currently participating in a pension plan, into any one of the 13 approved retirement schemes. Employers would not have to contribute and once enrolled, employees would have the option to withdraw, but the experience in other countries has shown that most of those who are auto-enrolled remain in the scheme.

The result is higher levels of pension savings and participation often in the range of 50 per cent to 70 per cent.

Given that private sector pension coverage in Jamaica is currently between nine and 11 per cent, auto-enrolment could be a major game changer for Jamaica. “Eighteen years after the implementation of a regulatory framework for private sector pension plans in Jamaica, the private market alone has not been able to solve the dire problem of low coverage,” shared Goffe.

With low pension coverage and an ageing population, the PIAJ believes now is the time for the Government to act. The PIAJ embarked on an intense public engagement programme to present its auto-enrolment proposal during the year and met with a wide cross-section of stakeholder groups including the Business Process Industry Association, the Jamaica Confederation of Trade Unions, Jamaica Employers’ Federation, National Financial Inclusion Secretariat, Private Sector Organisation of Jamaica, the Jamaica Chamber of Commerce, Jamaica Promotions (JAMPRO), approved retirement scheme providers, the Financial Deepening Implementation Committee and the American Chamber of Commerce.

Following the stakeholder engagements, the Association extended invitations to the Ministry of Finance, Ministry of Labour, Bank of Jamaica, Financial Services Commission, Tax Administration Jamaica and the Leader of the Opposition and key members of his team. “We are almost at the end of our engagement process, having met with all the identified stakeholders except for the Ministry of Finance. There has been positive support for the introduction of an auto-enrolment programme and we received useful feedback on the proposal and the strategic approach to implementation from the meetings,” shared Goffe.

The next step is to meet with the Ministry of Finance to explore the proposal further. The concept paper put forward by the PIAJ aims at giving all working Jamaicans easier access to pension coverage through auto-enrolment and a reliable source of income after retirement.

Without extra income from work or private pensions, many senior citizens will face the harsh reality of choosing between paying their rent and buying food. Others will be forced to continue working, just to make ends meet or rely on their children for support.

The recently published Mercer 2022 Global Pensions Index reported that many individuals will not save for the future without an element of compulsion or auto-enrollment.

“The PIAJ is excited about the impact this proposal could have on improving retirement security for more Jamaicans and stands ready to collaborate with the Government to take this initiative forward,” stated Goffe.

QEH resume regular visiting hours Loop Barbados

The Queen Elizabeth Hospital (QEH) will officially resume regular visitation to all patients from Tuesday, November 1.

This comes as a result of resounding calls from patients, family members, and hospital staff to extend the visiting hours.

To this end, visitation to the hospital’s general medical and surgical wards, inclusive of the High Dependency Unit, will be facilitated between 12 pm and 1 pm, and 4 pm and 8 pm daily.

For critically ill patients receiving care in Intensive Care Units, shorter visiting hours will continue to be in effect to allow them the time necessary to rest and recover. Therefore, visitation to the Medical and Surgical Intensive Care Units (MICU and SICU) will continue to be facilitated between 11 am and 11:30 am, 4 pm and 4:30 pm, and 5:30 pm and 6 pm daily.

Similarly, visitation to the Paediatric Intensive Care Unit (PICU) will be facilitated between 12 pm to 12:30 pm, 4 pm to 4:30 pm, and 5:30 pm to 6:30 pm daily. However, visits to the Neonatal Intensive Care Unit (NICU) will only be facilitated for parents, and these visits will be allowed during the hours of 10 am and 7pm daily.

As it relates to the hospital’s Accident and Emergency Department, all patients will be allowed a parent, guardian, relative, caregiver or custodian to stay with them during their stay within the department.

Arsenal bounced back from last Thursday’s Europa League loss to PSV Eindhoven by returning to the top of the English Premier League table with a 5-0 win over Nottingham Forest yesterday at Emirates Stadium in London.

Gabriel Martinelli headed the Gunners in front early on before Bukayo Saka, who set up the opener was forced off with an injury.

Reiss Nelson, Saka’s replacement, doubled the lead four minutes after the restart with his first Arsenal goal since November 2020 before quickly adding his second.

Goals by Thomas Partey and Martin Odegaard added to the scoreline as Arsenal restored their two-point lead over Manchester City at the top of the table, with Nottingham Forest still at the bottom after an eighth defeat of the season.

NEW YORK (AP) — Instagram said it was working on an issue that left a seemingly large number of users locked out of their accounts Monday morning.

Some users reported seeing a message that they were locked out but were still able to scroll through their feeds. Others posting on Twitter said they were completely shut out. Some reported that their number of followers dropped, presumably because those accounts were locked.

The number of people complaining of being locked out of their accounts began to spike around 8:30 am Eastern.

It was unclear whether the problem was an internal issue or whether the social media site had been hacked.

“We are aware that some Instagram users in different parts of the world are having issues accessing their Instagram accounts,” said a spokesperson for Meta. “We’re working to resolve the issue as quickly as possible and apologize for the inconvenience.”

Users flooded social media platforms about the issue and Instagram acknowledged the problem on Twitter at 10:14 am Eastern.

In a couple of hours, the tweet had received more than 14,000 comments and was retweeted more than 40,000 times.
