Au lendemain de l’annonce de la démission de la Première ministre britannique Liz Truss, la campagne pour lui succéder commence vendredi, pour que le Royaume-Uni ait un nouveau chef de gouvernement au plus tard dans une semaine.

Aucun candidat ne s’est encore officiellement lancé dans la course, mais parmi les potentiels prétendants figurent l’ex-ministre des Finances Rishi Sunak, l’actuelle ministre chargée des relations avec le Parlement Penny Mordaunt… et même l’ex-Premier ministre Boris Johnson, qui tenterait un grand retour un peu plus de trois mois après avoir été poussé à la démission à la suite d’une succession de scandales.

Arrivée 44 jours auparavant à son poste, Liz Truss, très impopulaire, a fini par abandonner. Elle a été emportée par une profonde crise de confiance après des revirements pour calmer la tempête sur les marchés déclenchée par les annonces budgétaires de son gouvernement.

“Etant donné la situation, je ne peux accomplir le mandat pour lequel j’ai été élue par le Parti conservateur”, a déclaré jeudi cette femme de 47 ans devant le 10 Downing Street, annonçant sa démission dans une brève allocution.

La veille encore pourtant, elle se présentait au Parlement comme une “battante”, “pas quelqu’un qui démissionne”, mais l’ampleur du sentiment de défiance a eu raison de sa détermination, faisant d’elle le plus éphémère chef de gouvernement qu’ait connu le Royaume-Uni.

D’heure en heure jeudi, la liste des députés qui demandaient son départ s’est allongée, ne laissant d’autre choix à Liz Truss que de partir.

Processus accéléré

Son successeur prendra la tête d’un pays plongé dans une grave crise du coût de la vie, avec une inflation qui dépasse les 10%, au plus haut depuis 40 ans. Le contexte social est tendu au Royaume-Uni, où les grèves se sont multipliées ces derniers mois, dans les transports notamment.

Afin qu’un nouveau Premier ministre soit désigné d’ici au vendredi 28 octobre, un processus accéléré a été mis en place par le Parti conservateur, qui est au pouvoir depuis douze ans.

Les prétendants devront avoir les parrainages d’au moins 100 députés tories d’ici à lundi 14H00 (13H00 GMT). Un seuil qui limite ainsi à trois au maximum le nombre des candidats, le parti comptant 357 députés à la Chambre des Communes.

Ensuite, les députés devront soit se mettre d’accord sur deux noms que les 170.000 adhérents du parti devront départager par un vote en ligne d’ici au 28 octobre, soit sur le nom d’une seule personne qui entrerait alors immédiatement à Downing Street. En attendant, Liz Truss reste au pouvoir.

Pour le politologue Tim Bale, professeur à l’université Queen Mary de Londres, le seuil des 100 parrainages écarte “probablement” Boris Johnson. “Je ne pense pas que les députés veuillent revenir en arrière”, a-t-il déclaré à l’AFP. En juillet, “les deux tiers des électeurs voulaient qu’ils démissionne”, rappelle-t-il.

“Cela relève de l’imaginaire de penser que les électeurs veuillent son retour”, a-t-il poursuivi, avant de conclure : “mais certains députés conservateurs vivent dans un monde imaginaire”.

Selon un sondage YouGov publié jeudi soir, huit Britanniques sur dix estiment que Liz Truss a eu raison de partir.

C’est la présentation le 23 septembre d’un mini-budget contenant des aides pour régler les factures énergétiques mais aussi des baisses d’impôts massives et non financées qui a provoqué la fin de la Première ministre. Ce plan avait fait chuter la livre à son plus bas historique et affolé les marchés, manquant de dégénérer en crise financière sans l’intervention dans l’urgence de la Banque d’Angleterre.

Liz Truss a eu beau remercier son ministre des Finances Kwasi Kwarteng avant d’abandonner son projet, elle n’a pas réussi à redresser la barre, au point de battre des records d’impopularité.

Au moment où l’opposition travailliste terrasse les conservateurs dans toutes les études d’opinion, son chef Keir Starmer a appelé à des élections législatives “maintenant”. La Première ministre écossaise Nicola Sturgeon (indépendantiste) a quant à elle jugé qu’il s’agissait d’un “impératif démocratique”.

“C’est pas Versailles ici!”: les enseignes lumineuses allumées en soirée dans des commerces parisiens vides ne sont pas du goût de militants de la cause climatique, qui patrouillent pour dénoncer ces entorses à la sobriété et vont parfois jusqu’à éteindre la lumière.

A 21H00, une vingtaine d’activistes d’Extinction rebellion se mettent en cercle pour écouter un briefing avant l’action de la soirée dans le centre de la capitale.

“On évite absolument de partir en courant” en cas de rencontre avec les forces de l’ordre, prévient “Joad”, un militant expérimenté qui énumère les risques juridiques et les consignes en cas de garde à vue.

L’action du soir, qui se veut strictement non violente, vise les commerces allumés toute la nuit après le départ des clients et les écrans ou panneaux publicitaires lumineux. Les outils sont répartis entre les militants, jeunes pour la plupart: affiches, rouleau adhésif, colle et cannes télescopiques, qui permettent d’atteindre un interrupteur pour éteindre certaines enseignes depuis l’extérieur des magasins.

“C’est bien de parler mais c’est bien aussi d’agir en fonction de nos convictions”, témoigne “Sasha Weng”, nouvelle dans l’organisation.

Après une demi-heure de préparation, deux groupes filent dans les rues de Paris. L’équipe de Joad s’engouffre dans le Marais, quartier vivant où les boutiques de vêtements de luxe ou de cosmétiques brillent pour la plupart de mille feux bien après leur fermeture.

“Double discours”

Un premier commerce de bijoux au style gothique voit sa vitrine recouverte d’une affiche au ton didactique: “Alors que des millions de personnes ont des difficultés financières pour se chauffer et s’éclairer cet hiver et que des coupures de courant sont à craindre, il ne nous semble pas raisonnable de laisser des commerces éclairés à des seules fins de publicité”.

Suivront des dizaines d’affiches similaires scotchées sur des opticiens, chausseurs, parfumeurs, vendeurs de matelas… Un célèbre fabriquant de jeans voit son enseigne extérieure rouge subitement éteinte à l’aide d’une canne –même si les spots restent tous allumés à l’extérieur.

“C’est très symbolique parce qu’on est conscients que la dépense énergétique des panneaux lumineux ne représente qu’un tout petit pourcentage de la consommation énergétique du pays”, admet “Pikou”, qui milite depuis deux ans.

Mais il espère que le message passera face au “double discours” du gouvernement: “On demande d’un côté aux gens d’être plus sobres mais, de l’autre côté, on n’interdit pas aux entreprises de les pousser à la surconsommation”.

Le gouvernement s’est pourtant déjà saisi du sujet: un décret généralise l’extinction des lumières des magasins et des publicités lumineuses entre 01H00 et 06H00 à partir du 1er juin 2023. La mairie de Paris va plus loin en demandant l’extinction des publicités lumineuses dans ses rues la nuit –de 23h45 à 06h00– à partir du 1er décembre.

“Honte”

Les militants continuent de se faufiler dans les rues de Paris, parmi de nombreux badauds qui profitent de la douceur de l’automne et manifestent parfois leur soutien.  

“Je suis totalement d’accord avec eux”, approuve Federica, touriste milanaise, intriguée par le manège des militants, qui viennent d’éteindre un grand panneau publicitaire lumineux. Anna, une passante, soutient aussi la lutte contre les “dépenses inutiles”, une “honte”.  

Quand l’enseigne d’une boutique de mode s’éteint à son tour, quelques applaudissements fusent dans la rue. “Bravo!” s’écrie une dame. 

Un commerce qui vante la qualité environnementale de ses vêtements à grand coup de slogans (“because there is no planet B”) fait tiquer les militants. En cause: trois gros écrans lumineux dans la vitrine, bientôt recouverte d’affiches, apposées à la colle.

“On est dans une première phase de sensibilisation et de prévention”, explique Joad, qui recevra le lendemain des messages positifs de certains commerces, prêts à éteindre plus tôt. “Pour les personnes qui continueront d’allumer et continueront ce gaspillage inutile, on passera à une phase 2 un peu plus audacieuse à partir de décembre”, prévient-il.

Coast Guard intercepts boat with guns and drugs, suspects escape Loop Cayman Islands

The Royal Cayman Islands Police Service (RCIPS) reported that, on Tuesday, October 18, while on patrol off of East End, Cayman Islands Coast Guard officers observed a suspicious vessel entering the channel in East End.

When the Coast Guard vessel attempted to stop the suspicious vessel, the vessel attempted to evade the CG vessel resulting in a short chase.

While trying to evade capture the captain of the suspicious vessel ran the vessel ashore and its three occupants abandoned it and fled onto the shore, where they continued across the main road in the vicinity of Paradise Villas, East End, and escaped into nearby bushes.

The Air Support Unit, Firearms Response Unit, and other officers responded and conducted a search in the area where the persons were last seen, however, the suspects were not located.

Checks of the vessel resulted in the recovery of two firearms, a large amount of ammunition, and over 250lbs of suspected ganja.

The matter is currently under investigation and efforts to locate the men who fled the vessel are ongoing.

Police investigate armed robbery in Prospect Loop Cayman Islands

The Royal Cayman Islands Police Service (RCIPS) reported that, shortly after 11:00pm yesterday (October 19), officers were dispatched by the 9-1-1 Communications Centre to a report of a robbery at a grocery store on Party Lane in the Prospect Area.

According to the RCIPS, four masked men entered the store and brandished firearms at the workers there, demanding cash. The men then fled the scene on foot towards the rear of the premises with a quantity of cash and other items.

The suspects were described as wearing long-sleeved hooded shirts, long pants, gloves and full face masks. One of the men is described as being about 5’2″ in height, of dark complexion and chubby build. Another is described as about 5’7″ tall and of slim build.

The matter is currently under investigation and anyone with any information is asked to contact George Town CID at 949-4222.

Barber loses fight against Immigration Appeals Tribunal Loop Cayman Islands

A barber/cosmetologist who argued that she should have been awarded more points for permanent residency has had her appeal against the Immigration Appeals Tribunal dismissed.

As outlined in the judgment delivered by Hon Mr Justice Alistair Walters on October 17, 2022, the barber submitted an application for permanent residency on March 29, 2018. However, on October 3, 2018, she learned that her application was unsuccessful as she was only awarded 76.5 points, failing to reach the minimum 110 points required for permanent residence.

It appears that the barber then tried to lodge an appeal, however, the Immigration Appeals Tribunal reportedly refused her request on the basis that she had no grounds for an appeal.

The barber challenged the decision of the Immigration Appeals Tribunal, saying that mistakes in law were made in not allocating points to her for her education and financial stability. In addition, she argued that that the decision of the Immigration Appeals Tribunal was unreasonable, and contrary to principles of natural justice.

While the court agreed that the Permanent Status and Residency Board and Immigration Appeals Tribunal failed to allocate sufficient points in relation to her financial stability and said she should have gotten 6 more points in this regard, the court found that “The licence issued by the Jamaican authority had expired a substantial period of time before the application was made for permanent residency and regardless of that, it does not appear to provide any evidence of a particular level of training or skill on the part of the Appellant.”

The court also agreed that the barber could not rely on a certificate issued by the Cayman Islands Government for attending the Health Education Training Course for Cosmetologists, Barbers and Hairdressers conducted by the Department of Environmental Health (“DOEH”) as the “DOEH does not appear to be a regulatory body.”

The court therefore did not agree that the barber should have been awarded more points for her education.

As to whether the Immigration Appeals Tribunal acted unreasonably, the judge said: “I do not find that the IAT has acted in a way that is close to “Wednesbury” unreasonableness and see no basis to remit this matter back for re-hearing. Therefore, the appeal is dismissed.”

Excelsior High sealed the top spot in Group F of the ISSA/Digicel Manning Cup competition following a 3-0 victory over Campion College in their top-of-the-table fixture at Excelsior on Thursday.

As a result of the victory, Excelsior High ended the unbeaten run of Campion College.

Excelsior with their seventh win from 10 games moved to 24 points and are the only unbeaten team in the group. They are five points ahead of second-place Campion College with 19 points.

Kingston Technical High School won 3-2 at Cumberland High to move to 14 points.

Meanwhile, Charlie Smith blanked Vauxhall High 2-0 to secure Group C honours with 25 points, five points ahead of Haile Selassie High, which crashed to a 2-0 defeat at Edith Dalton James.

Tivoli Gardens High gave themselves a good chance of making the second round as one of the best third-placed teams with a 5-0 hammering of Bridgeport High. Tivoli moved to 16 points.

One country who has faced a distinctive issue is Ecuador, who survived an appeal to secure their place at the inaugural winter World Cup.

Chile filed an appeal with the Court of Arbitration of Sport (CAS) against FIFA’s decision to allow Ecuador to participate in the 2022 FIFA World Cup.

The case brought to CAS was one of player ineligibility.

Byron Castillo, a Colombian-born defender who plays in the Ecuadorian Serie A and played in eight World Cup Qualifier matches, was the player in question.

Head of the Police Area One network, Assistant Commissioner of Police Clifford Chambers, is reporting that detectives in Hanover have made headway in their investigation into the murder of a supermarket operator in the parish on Wednesday, October 19.

Chambers said three persons have been arrested, and investigative leads indicate that more persons may have been involved. He said detectives continue to pursue those leads.

The motive for the killing has been established as robbery.

Chambers is appealing to members of the public to support the investigation by sharing what they know with detectives.

Persons with information can call the Green Island police at 876-956-9200, the Lucea police at 876-956-2333, Crime Stop at 311, the Jamaica Constabulary Force (JCF) tip line at 811, or the nearest police station.

Thirty-six-year-old He Jing, a shop operator of East Mountain Pride Avenue, St Andrew, was gunned down in his supermarket in Orange Bay, Hanover on Wednesday, October 19. The supermarket was robbed of cash, liquor and other items.

Gwendolyn McKnight, the mother of 34-year-old Kimberly Wright who was brutally murdered along with her four children in Cocoa Piece, Clarendon in June of this year, was in the Home Circuit Court in downtown Kingston on Thursday to witness the sentencing of Rushane Barnett, a nephew of hers, who did the dastardly acts.

After the handing down of five life sentences with a stipulation for the convict who pleaded guilty to the crimes, to be only eligible for parole consideration after spending 61 years and eight months in prison on each count, which will run concurrently, McKnight expressed satisfaction, although she wanted a longer sentence.

She, along with another female relative, expressed their emotions during an after-court interview in which a particular officer of the court was hailed for her team’s work that produced the satisfactory sentencing.
