Aston Villa sack Gerrard after Fulham defeat Loop Jamaica

LONDON (AP) — Steven Gerrard’s tenure as Aston Villa manager ended after a 3-0 loss to Fulham on Thursday.

Villa said Gerrard “left the club with immediate effect” following the defeat at Craven Cottage.

The announcement came shortly after the former Liverpool and England midfielder vowed to fight on, despite the club’s fans calling for him to be fired.

“It’s tough,” he told Amazon Prime. “I’m a man, I accept it, I feel their frustrations, I’m frustrated. It was a tough night for me personally.

“We will see what happens. I’m a fighter, I will never, ever quit anything whether it’s football or in life.”

Villa managed just four wins in their last 22 Premier League games under Gerrard dating back to March.

The loss at Fulham left them one spot above the relegation zone, level on points with 18th-place Wolves.

“We would like to thank Steven for his hard work and commitment and wish him well for the future,” Villa added in a brief statement.

The Liverpool great was hired last November in a Premier League return that many expected would eventually lead to the manager’s role back at Liverpool, where he played 710 matches — many as captain — and is widely regarded as one of their best players.

The 42-year-old Gerrard joined Villa after a 3 1/2 -year stint in Scottish soccer where as a first-time head coach he transformed the fortunes of Rangers and ended the long-time dominance of Glasgow rival Celtic.

Villa finished in 14th place last season.

The former England midfielder played 17 seasons for Liverpool and retired as a player in 2016 after 1 1/2 seasons with the LA Galaxy of Major League Soccer.

Gerrard’s former Liverpool manager Brendan Rodgers offered his sympathy.

Rodgers managed Gerrard at Liverpool, of course.

“I’m bitterly disappointed for Steven, he did a fantastic job at Rangers and the ambitions at Villa, I assume, are to be challenging for Europe,” he said. “I believe with time and patience he could have got to where that football club wants to go.”

Call for a regional mechanism to finance future pandemics:

The Honourable Minister of Health, Wellness and the Environment, Sir Molwyn Joseph has called on regional financial institutions to put in place enabling infrastructure to allow Caribbean countries to tap into emergency funding to respond to pandemics, such as COVID-19.

Sir Molywn made specific reference to the Eastern Caribbean Central Bank (ECCB) and the Caribbean Development Bank (CDB) which he says must play a pivotal role in providing the financial resources to help countries like Antigua and Barbuda to respond in situations such as a pandemic.[‘

Speaking on day two of the 14th Caribbean Conference on National Health Financing Initiative, Sir Molwyn lamented that the region should not have to go beyond its borders for financial support to address a pandemic.

He called for a fundamental shift in perspective adding that self-determination and preservation are required in solving regional issues.

In recounting Antigua and Barbuda’s COVID-19 experience, Sir Molwyn noted that at the height of the COVID-19 pandemic, there was no emergency fund from the international community, and global solidarity was low, yet all decisions to deal with the COVID-19 pandemic had financial implications for the Government.

He noted as well that the ability to seek financial support overseas was compounded by Antigua and Barbuda being considered a “middle to high income country”.

Sir Molwyn revealed that the government of Antigua and Barbuda spent one hundred million US dollars putting infrastructure in place to handle the pandemic; monies it had to find on its own.

He is therefore calling on the establishment for a funding facility at the regional level to facilitate the financing of any future pandemic.

In a presentation following the Minister of Health, the Deputy Governor of the Eastern Caribbean Central Bank (ECCB) Dr Valda Henry indicated that the ECCB provided regional member states with financial support during the pandemic through a US 4-million-dollar grant and gave greater access to credit.

Dr Henry made a number of policy recommendations in her presentation on the Macro-Fiscal Challenges in the Caribbean: Is There Space for Increased Investment in Health, including prioritizing health care investment at the primary level.

2 Wallerfield men shot at home –KILLED FORKILLING COW

POLICE believe the murders of two men – shot in their Wallerfield home on Wednesday night – came after one of them killed a cow belonging to someone in the area, a day earlier.

However, while police suspect the reason Sheldon “Reddo” Lewis and Sean Dalipsingh were killed was revenge over the cow’s killing, relatives of Dalipsingh insisted that he had nothing to do with the animal’s demise.

One of Dalipsingh’s relatives, who asked not to be named, said the cow was one from a herd owned by a person who has been “terrorising” residents in Tractor Pool Road, Wallerfield.

The man said that he and other villagers repeatedly complained to the owner of the cows about his animals roaming freely and gorging on their crops which was negatively impacting their livelihood. All complaints, Dalipsingh’s relative said, fell on deaf ears.

“Reddo didn’t mean to kill the cow yuh know. He was chasing it and other cows from out a pond which had dasheen growing and like he hit it a bad lash. The cow fall down and start to beat up,” said Dalipsingh’s relative.

“He was a Muslim and didn’t believe in animals suffering, so he grabbed he blade and halal it one time. It was an accident, at least that is what he tell me.”

The man said the cows have been left by their owner to roam the village and on hot days, they would come and cool off in the pond and in doing this, would trample the dasheen crops.

The man said that when the cow’s owner came home and saw the animal dead, he told Lewis: “Yuh done do it already, what I could say.”

He said that Lewis, after killing the animal, cut out the hind legs and put them in his fridge while discarding the rest of the animal.

The man said the cow’s owner never asked for any of his cow for the meat, so Lewis, not being a butcher, salvaged what he thought was worth keeping and threw away the rest. The cow was killed on Tuesday afternoon.

On Wednesday night, Lewis and Dalipsingh were dead.

Police said that at about 10 pm, they received a call of a shooting at Tractor Pool Road and found the men dead. Police said that about an hour earlier, residents heard gunshots coming from Dalipsingh’s home and waited until they felt safe before checking on him. When they did, they found the two men dead in pools of blood.

Relatives of Dalipsingh said he was the father of a teenage son who lives in the US.

Another relative, who also asked not be named, said Dalipsingh spent more time in the virtual world than the real. He said Lewis was liming with Dalipsingh when the killer/s came. The relative added that while Lewis may have been the real target, Dalipsingh was killed so that no witness would be left to tell the tale.

“He paid the ultimate price because of what he see. He never used to interfere with anybody,” the relative said.

Police said nine spent 9mm casings and two 40-calibre casings were found at the scene. The bodies were later taken to the Forensic Science Centre in St James for autopsies. Officers of the Homicide Bureau of Investigations Region II, including Cpl Bushell, are continuing investigations.

Central Bank loses Privy Council appeal

THE CENTRAL Bank has again lost its challenge against the granting of leave to Maritime Life (Caribbean) Ltd to pursue a claim over its exclusion in the bid for Clico and British American Trinidad (BAT) in 2019.

In its lawsuit, Maritime accused the bank of acting irrationally, unfairly, and unconstitutionally by entering into sale and purchase agreements with Sagicor Life for an undisclosed sum.

In challenging the sale, the insurance firm was granted leave by Justice Devindra Rampersad in April last year. He also granted an interim injunction preventing the bank from finalising the transfer of the portfolios to Sagicor.

Maritime’s bid for the Clico portfolio was approximately $7.86 billion, and $516.8 million for BAT. It claimed its bid was some $400 million more than Sagicor’s.

The bank appealed Rampersad’s leave but in February 2021, Justices of Appeal Ronnie Boodoosingh and James Aboud held, in separate but unanimous decisions, that Rampersad was not wrong and dismissed the bank’s appeal. Justice Peter Rajkumar dissented.

The Central Bank then appealed to the Privy Council which on Thursday said it agreed with the initial analysis of Rampersad and the majority in the Court of Appeal that “there is evidential material which gives rise to an arguable case with a realistic prospect of success that the appellant acted unlawfully in terms of the public law standard, by affording unequal treatment to the respondent in comparison with Sagicor.”

Presiding over the bank’s appeal were Lords Hodge, Sales, Stephens, Hamblen, and Leggatt. Stephens wrote the unanimous decision.

Stephens pointed out that in judicial review claims, the preferred course was to proceed to hear the merits of the case unless there is some “clean knockout blow.”

The threshold was even higher, he said, when two previous courts had upheld the granting of leave to Maritime.

Of the bank’s appeal, Stephens said, “The Board has examined with care the detailed critique of the evidential material provided on behalf of the appellant but considers that it does not approach the requisite standard of some exceptional circumstance.”

The law lords also said the grant of leave in judicial review claims should not become an instrument of delay and increased costs with a series of appeals.

They said judicial review proceedings affect not only the parties but also the public interests.

In their ruling, the law lords also threw out an argument by the bank of Maritime’s constitutional challenge argument. Maritime said it had a constitutional right to equal treatment which was breached by the bank in that it did not receive the same standard of treatment that Sagicor did.

In their ruling, appellate judges Boodoosingh and Aboud pointed out that a substantial amount of public funds were invested in the insurance companies, providing a “plant for scrutiny of the decisions (of the Central Bank).”

In its claim, Maritime alleged Sagicor’s bid was a conditional one yet it was accepted outside the bidding requirements and there was no due diligence over the bidding process.

Representing the bank were Ian Benjamin, SC, Kerwyn Garcia and Dionne Springer.

Edward Fitzgerald, KC, Fyard Hosein, SC, Joseph Middleton, Sasha Bridgemohansingh, Aadam Hosein and Anette Mamchan represented Maritime.

LATT to make its indeminity deal position known on Friday

CHASTISED for its “deafening silence” on the collapse of the prosecution of former attorney general Anand Ramlogan, SC, and ex-UNC senator Gerald Ramdeen, the executive council of the Law Association (LATT) was locked in discussions on the issue up to late Thursday night.

LATT’s council met in session from 4 pm and just after 8 pm, president of the association, Sophia Chote, SC, told Newsday the council met for several hours of discussions and was in the process of preparing a release.

She said the release will be available on Friday.

The association came under heavy fire this week for not speaking out on the collapse of the case although several other groups of attorneys and senior attorneys have publicly expressed their outrage over the affair.

LATT’s meeting came ten days after Director of Public Prosecutions Roger Gaspard, SC, made the shocking announcement that the State could not proceed with the case against Ramlogan and Ramdeen because its main witness, convicted King’s Counsel Vincent Nelson, was refusing to testify, for now.

In announcing the decision to discontinue the corruption case, on October 10, Gaspard, SC, said Nelson was not willing to give evidence in that matter until his civil claim for an alleged breach of an indemnity agreement with Government for his testimony came to an end.

Nelson, 64, is now suing the State for over $96 million for: loss of earnings after being expelled from a prestigious UK firm; loss of insurance benefits; the $2.5 million fine he was ordered to pay when he pleaded guilty; and additional sums if the UK authorities make demands on him for alleged unpaid taxes.

He claims the Government reneged on the conditions of the indemnity agreement. His claim was filed in January, and is expected to come up for hearing in December, although he has since asked the court to unseal it since he said he never gave instructions to his former attorneys to have it sealed.

In a statement on Wednesday, signed by CBA president Israel Khan, SC, the association said accused LATT of its “decided refusal” to act in accordance with its mandate under section 5 of the Legal Profession Act and its responsibility to citizens.

The CBA called on the council to issue comprehensive statement to “help shape the national discourse on this important issue.”

Une cinquantaine de morts, les activités d’importants partis d’opposition suspendues et un couvre-feu: des manifestations jeudi au Tchad contre la prolongation de la transition de deux ans et le maintien au pouvoir de Mahamat Idriss Déby Itno ont entraîné un déchaînement de violences pendant plusieurs heures. 

Plusieurs manifestations, parmi les plus meurtrières de l’histoire du Tchad, se sont déroulées dans différentes villes, notamment à N’Djamena, la capitale et à Moundou, la deuxième ville du pays. Elles ont fait “une cinquantaine” de morts et “plus de 300” blessés, selon le Premier ministre Saleh Kebzabo.

Union africaine (UA) et Union européenne (UE) ont “condamné fermement” la répression des manifestations, la première appelant “au respect des vies humaines et des biens” et la seconde regrettant de “graves atteintes aux libertés d’expression et de manifestation qui fragilisent le processus de transition en cours”. La France, allié-clé de N’Djamena, a “condamné” les “violences et l’utilisation d’armes létales contre les manifestants”.

Des appels à manifester avaient été lancés depuis le début de la semaine, notamment par la plateforme d’opposition Wakit Tamma et le parti Les Transformateurs, dirigé par Succès Masra, l’un des principaux opposants politique à M. Déby. 

Ces deux partis avaient boycotté le Dialogue national de réconciliation (DNIS) qui avait prolongé début octobre de deux ans la transition vers des élections “libres et démocratiques” et entériné la possibilité pour Mahamat Idriss Déby Itno de s’y présenter, 18 mois après qu’il a pris le pouvoir à la tête d’une junte militaire.

Le Premier ministre a annoncé la suspension de “toute activité publique des partis politiques et organisations de la société civile”, dont celles des partis des Transformateurs, du Parti socialiste sans frontière et de Wakit Tamma, collectif de partis d’oppositions et d’associations de la société civile. Ces organisations sont suspendues pour trois mois précisent deux arrêtés. 

Contactés par l’AFP, les leaders des partis politiques “suspendus” n’avaient pas réagi dans l’immédiat.

Le Premier ministre a en outre annoncé lors d’une conférence de presse un couvre-feu de “18H à 6H du matin”, qui durera jusqu’au “rétablissement total de l’ordre” à N’Djamena, à Moundou, à Doba et à Koumra”.

Barricades

Tôt dans la matinée à N’Djamena et malgré l’interdiction de la manifestation par les autorités mercredi, les manifestants ont “attaqué des édifices publics, le gouvernorat, le siège du parti du Premier ministre, celui du président de l’Assemblée nationale” dans un climat d’”insurrection”, a affirmé à l’AFP le porte-parole du gouvernement Aziz Mahamat Saleh.

A la mi-journée le gouvernement précisait qu’une “dizaine” de membres des forces de sécurité avait été tués dans les affrontements.

Des nuages de fumée noire étaient visibles et des tirs de gaz lacrymogène se faisaient régulièrement entendre, tandis que des barricades avaient été dressées dans plusieurs quartiers et des pneus brûlés sur les principaux axes routiers de la capitale, selon les journalistes de l’AFP à N’Djamena, qui ont constaté une brève accalmie en début d’après-midi.

“Je suis sorti manifester pour dénoncer ce dialogue de façade pour pérenniser un système et réclamer un changement du pouvoir. En 31 ans, on n’a pas vu de changement positif dans notre pays”, a déclaré à l’AFP Abass Mahamat, 35 ans.

“Enquête”

Le président de l’Union des journalistes du Tchad, Abbas Mahmoud Tahir, a réclamé une “enquête pour établir les responsabilités” concernant la mort d’un jeune journaliste, Narcisse Oredje, dont le décès a été confirmé à l’AFP par un membre de sa famille.

Le jeune homme a été touché par une “balle perdue” à l’abdomen dans la cour de son domicile à N’Djamena, alors qu’il n’était pas dans l’exercice de ses fonctions, a-t-on précisé de même source. Sa mort a suscité de nombreux messages de solidarité sur les réseaux sociaux. 

A Moundou, deuxième ville du pays à quelques 500 kilomètres au sud de la capitale, les manifestations “très violentes” ont commencé “dès 5 heures du matin”, a assuré à l’AFP un haut responsable administratif sous couvert d’anonymat, qui dit avoir enregistré “d’importants dégâts matériels”.

Les Nations unies ont déploré “le recours à la force meurtrière contre les manifestants”, ajoutant que “les autorités de transition doivent garantir la sécurité et la protection des droits de l’Homme” et réclamé une “enquête”.

Lewis Mudge, directeur pour l’Afrique centrale à Human Rights Watch, a demandé une “enquête impartiale” après ces événements afin de “déterminer les responsabilités et garantir que la force ne soit utilisée qu’en dernier recours”.

 USAID Launches Program to Improve Youth Justice Systems the Eastern Caribbean

The United States Government, through the United States Agency for International Development Eastern and Southern Caribbean (USAID/ESC) is pleased to announce a new US$5.3 million grant to the Organization of Eastern Caribbean States (OECS) Commission to implement the Opportunities to Advance and Support Youth for Success (OASYS) project in the Eastern Caribbean over the next four years.

The project aims to reduce crime and violence rates among young people across the Eastern Caribbean and will focus on strengthening youth justice systems in Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

OASYS will strengthen existing, and invest in new, programs that provide skills development, psychosocial support, and family interventions for youth in conflict with the law through collaborations with government and non-government partners, civil society organizations, and the private sector.

OASYS will also support partner countries to implement and institutionalize a case management system to monitor young offenders from their initial contact with law enforcement through to his/her successful reintegration into society.

At the project launch in Saint Lucia, Acting USAID/ESC Regional Representative David Billings emphasized, “The United States is committed to working with the OECS, national governments, civil society organizations, the private sector, and most importantly young people and their communities, to provide opportunities for youth to succeed.”

In her remarks at the signing ceremony, Dr. Carlene Radix, Head of the Human and Social Division for the OECS, commented, “The OECS and USAID Youth Justice Project expands on earlier initiatives which contributed to the transformation of the child justice landscape, and allows for the strengthening of implementation in the spirit of the existing legislation and with the collaboration of the community.”

The Rotary Club of Antigua – Barbuda Tree Planting Exercise

Under the guidance of District 7030 – The Rotary Club of Antigua partnered with its junior affiliate, The Rotaract Club of Antigua in a visionary project on the sister island of Barbuda on the weekend.

The environment is one of the 7 areas of opportunity of Rotary International and as such, this project sought to address the issues of food security & environmental sustainability.

President Ilean Ramsey Headed a delegation of 9 that engaged in the all-day activity that saw the team planting a variety of trees numbering over 100 – which included: Mangoes, Papaya, Sugar Apple, soursop and guava.

The trees were planted at the Sir McChesney George Secondary School, the Holy Trinity Primary School & the preschool.

These sites were chosen because continuous care and protection is all but guaranteed.

Ridge Taylor of the Barbuda council and Rashella Webber – the Agricultural Science Teacher at the Sir. McChesney George Secondary School provided assistance during the project execution.

Special thanks to the Barbuda Channel, Mohhammid Walbrook, Doug Beazer, Charlene Harris and other Barbudans who made it all happen.
