Two hundred and twenty-one outstanding Jamaicans will be recognised at the National Honours and Awards Ceremony today, October 17, National Heroes Day, on the lawns of King’s House, beginning at 9am.

Heading the list of recipients is Monty Alexander, who is one of 10 individuals to be conferred with the Order of Jamaica (OJ), for sterling contribution to the promotion of Jamaican music and the jazz genre interpretations globally.

Among the others to be conferred with the Order of Jamaica are Olivia “Babsy” Grange, for sterling contribution to cultural development and political administration in Jamaica; posthumously, Joan Isabelle Duncan, for distinguished services to the banking sector and the development of the money market, in particular; Shelly-Ann Fraser-Pryce, for outstanding performance in the field of athletics at the international level; Justice (ret’d) Karl Stanhope Harrison, for distinguished service to the legal profession and the advancement of electoral democracy in Jamaica.

Also to be conferred with the Order of Jamaica are Rita Humphries Lewin, for sterling contribution to the financial sector, in particular, the stockbroking industry; Professor Maureen Elaine Samms-Vaughn, for pioneering research, clinical work and policy development in the field of child health, child development and behaviour; Audrey Vivia Sewell, for distinguished contribution to the public service; Professor Alvin George Wint, for distinguished service to the development of public and private institutions and academia in Jamaica; and Sheryl Lee Ralph (honorary), for sterling contribution as an actress, cultural ambassador for Jamaica and contribution to the international film industry.

Thirty people will be conferred with the Order of Distinction, in the rank of Commander (CD); 35, the Order of Distinction in the Rank of Officer (OD); six, the Badge of Honour for Gallantry; 29, the Badge of Honour for Meritorious Service; and 30, the Badge of Honour for Long and Faithful Service.

Two members of the Jamaica Constabulary Force (JCF) will receive the Medal of Honour for Gallantry.

Meanwhile, 78 members of the uniformed groups representing the Jamaica Defence Force (JDF), the JCF, the Department of Correctional Service (DCS), and the Jamaica Fire Brigade (JFB) will be bestowed with the Medal of Honour for Meritorious Service.

The ceremony, to be presided over by Governor-general Sir Patrick Allen will be streamed live on the JIS website at www.jis.gov.jm.

For more than 50 years, the Government of Jamaica has formally recognised those Jamaicans who, by their service and contribution, have had a meaningful impact on national life.

Under the National Honours and Awards Act, promulgated on July 18, 1969, provision is made for those outstanding Jamaicans to be conferred with one of the honours of the Orders of the six Societies of Honour.

The six honours are the Order of National Hero, Order of the Nation, Order of Excellence, Order of Merit, Order of Jamaica and Order of Distinction. There is also the Medal or Badge of Honour, which recognises gallantry and meritorious service.

While the Jamaica Public Service (JPS) has not announced any maintenance-related power outages for October 17, National Heroes Day, there are several planned power outages for Tuesday, October 18, in sections of at least five parishes.

The light and power company gave notice in a series of tweets on Twitter.

Here’s a breakdown of the areas to be impacted on Tuesday, October 18:

Westmoreland

Caledonia, Highgate, Darliston, Big Woods, Content, Enfield, Beaufort, and Bethel Town, from 8:30am – 4:30pm

St Elizabeth

Spice Grove, from 9:30am – 4:00pm

Hanover

Pondside, Great Valley, Cold Spring, Smithfield, Rejoin, Bessie Baker, Mt Peto, Porters Mountain, Chigwell, Cash Hill, Donalva, McDonald, Pearces Village, Axe and Adze, and Golden Grove, from 9am – 4:30pm

Police are investigating the fatal shooting of a man in Beausejour, Gros Islet, at about midnight Sunday night.

According to reports, the deceased and a woman were in a vehicle near the tennis court when shooters opened fire.

The reports indicate that the man died at the scene while the woman escaped unscathed.

There are no further details at present.

 “Petit dictateur”, “honte nationale”: les attaques ont fusé entre Lula et Jair Bolsonaro dimanche, lors du premier débat télévisé mettant face à face les deux adversaires du second tour de la présidentielle brésilienne, dans deux semaines.

Ce débat, qui a duré moins de deux heures sur la chaîne Bandeirantes, a été houleux par moments, mais le ton a été cependant moins agressif que lors de ceux qui avaient eu lieu avant le premier tour, en présence d’autres candidats.

L’ex-président de gauche Luiz Inacio Lula da Silva (2003-2010) s’est montré plus à son avantage au début, avec notamment de dures accusations de “négligence” de M. Bolsonaro durant la pandémie de Covid-19.

Mais le chef de l’Etat actuel d’extrême droite s’est repris vers la fin, avec des piques sur le thème de la corruption, notamment le vaste scandale autour de la compagnie pétrolière publique Petrobras.

“Les deux candidats ont eu des hauts et des bas, mais globalement, le président Bolsonaro s’en est mieux sorti la plupart du temps”, face à un Lula “nerveux”, a estimé auprès de l’AFP le politologue Christopher Mendonça.

“Lula, tu devrais rentrer chez toi, profiter de la vie, plutôt que de revenir sur la scène du crime. Tu es une honte nationale!”, a lancé Jair Bolsonaro, a fustigeant la “corruption en abondance au Brésil” durant les deux mandats de son adversaire.

Lula, pour sa part, n’a pas hésité à traiter le président sortant de “petit dictateur”, l’accusant notamment de vouloir augmenter le nombre de juges de la Cour suprême pour affaiblir le pouvoir judiciaire.

Mais ses attaques les plus virulentes ont porté sur la gestion de la crise sanitaire.

“A cause de votre négligence, plus de 680.000 personnes sont mortes de Covid au Brésil, tandis que plus de la moitié auraient pu être sauvées”, a lancé l’ex-président de gauche, évoquant notamment les retards dans l’achat de vaccins.

“Lula, arrêtez de mentir, un homme de votre âge!”, a par la suite lâché Jair Bolsonaro, 67 ans.

“C’est vous le roi des fausses informations, le roi de la stupidité”, a rétorqué Lula, 76 ans.

Jair Bolsonaro a par ailleurs accusé l’ancien métallo de “ne pas avoir la moindre préoccupation envers les plus pauvres”, se félicitant d’avoir fait approuver des dépenses exceptionnelles élevant à 600 réais (environ 97 euros) mensuels les allocations versées aux familles les plus humbles.

Mais le débat, avec un nouveau format qui permettait aux deux candidats de circuler librement dans le studio, a également été marqué par des moments d’humour.

Après un silence gênant, Jair Bolsonaro, souriant, a posé brièvement sa main sur l’épaule de Lula.

Dans la foulée, ce dernier a affirmé que son adversaire était son “fayot” avant de devenir son ennemi juré: “on m’a montré plein de discours de vous parlant de moi en bien quand vous étiez député et moi président”.

Lula a obtenu 48,3% des voix au premier tour, contre 43,2% pour le président d’extrême droite.

La campagne électorale a été marquée par des attaques virulentes entre les candidats et leurs entourages, qui n’ont pas hésité à se lancer des accusations de cannibalisme, pédophilie ou liens avec le crime organisé. 

– Subtile provocation –

Jair Bolsonaro a été fustigé samedi par l’opposition de gauche pour avoir raconté qu’une “atmosphère s’était crée” quand il avait rencontré dans la rue de jeunes Vénézuéliennes mineures dans un quartier pauvre de Brasilia, laissant entendre qu’elles étaient des prostituées.

Face au déluge de critiques suscitées par ces déclarations, le président brésilien a assuré avoir “toujours combattu la pédophilie”.

Lula, lui, a joué la provocation en portant sur sa veste de costume une broche avec le logo d’une campagne contre les abus sexuels d’enfants et d’adolescents.

Le président du Tribunal supérieur électoral, Alexandre de Moraes, a ordonné dimanche que les vidéos associant Jair Bolsonaro à la pédophilie soient retirées des principales plateformes de réseaux sociaux, les propos du président étant, selon lui, “sortis de leur contexte”.

Lula remporterait le second tour de la présidentielle, qui aura lieu le 30 octobre, avec 53% des votes exprimés contre 47% pour Jair Bolsonaro, selon un sondage Datafolha publié vendredi.

Le second tour s’annonce très disputé dans cette élection extrêmement polarisée et les deux candidats se sont évertués à rallier les soutiens politiques et à tenter de convaincre les indécis en poursuivant une intense campagne dans tout le Brésil.

La cour d’assises a rendu son verdict la semaine dernière dans l’affaire du meurtre de Guy-Emmanuel Bellegarde. Ce jeune homme de 18 ans a perdu la vie en décembre 2018 lors d’une rixe sur la Savane à Fort-de-France.

C’est après trois heures de délibérations que le verdict est tombé pour Mhedy C., accusé du meurtre de Guy-Emmanuel Bellegarde. Les jurés ont condamné le jeune homme de 21 ans à 8 ans de réclusion criminelle. Une peine bien éloignée des 18 années requises par l’avocate générale durant le procès. Du côté de la défense de l’accusé, ses avocats ont plaidé la légitime défense. Le chef d’accusation d’homicide volontaire a été rejeté, mais les jurés ont retenu le chef de « violences volontaires…

Ministry of International Trade Officials Represent Federation at Joint CARIFORUM – EU Ministerial Meeting in Barbados

Basseterre, St. Kitts, October 13, 2022 (SKNBS): Minister of International Trade et al., the Right Honourable Dr. Denzil Douglas along with Permanent Secretary Jasemin Weekes traversed to Barbados for the October 11 to 12, 2022 Joint CARIFORUM – EU Ministerial Meeting.

In his remarks at the meeting, Minister Douglas stated that the subject of global banks’ de-risking policies continues to threaten the region’s economies and called for timely solutions.

“For small open economies such as ours where international transaction flows play a critical role in our economic development, a complete closure or near closure to the international financial payment system would have crippling effects on our economies,” he said. “…I trust that as we can uncover timely solutions as we collaborate on issues of mutual interest. We look forward to some balance between these regulatory de-risking regimes and the ability of our customers to conduct their businesses in a more seamless way. It is time that we put an end to this global de-risking phenomenon that has undesirably affected certain classes of business, customers, and jurisdictions in the Caribbean.”

The purpose of the meeting was to witness the launch of a new framework for EU-CARIFORUM cooperation that is outlined in the Caribbean Regional Multi-Annual Indicative Program and to offer political direction for CARIFORUM-EU cooperation and upcoming flagship initiatives.

The meeting of CARIFORUM Ministers and EU Commissioner, Jutta Urpilainen, resulted in candid and vigorous discussions with achievable results. The Post-Cotonou Agreement established goals for the Caribbean that consider the region’s unique characteristics and the small economies’ inherent susceptibility to outside shocks. Promotion of commerce and development, as well as the shift to a sustainable and diverse economy that fosters growth and quality jobs, were a few of these goals.

As a member of CARIFORUM, St. Kitts and Nevis continue to receive finances from many EU-funded initiatives, such as the 11th EDF, which will expire at the end of 2022 and be replaced by the Neighbourhood Development and International Cooperation Instrument (NDICI). The discussion of this new avenue for development collaboration was a top priority.

Since the signing of the first LOME Agreement, the region has had a steady engagement with the European Union.

The Cotonou Agreement will be replaced as a source of development aid to CARIFORUM by the cooperation agreement between the European Union and the members of the Organization of the African, Caribbean, and Pacific States (OACPS) Post-Cotonou Agreement. The Agreement’s overarching goal is to fortify political alliances in order to produce outcomes that are advantageous to both parties.

REAL NEWS: “Disgraceful,” “Distasteful,” and “Bribery” are just some of the words used to describe Prime Minister Gaston Browne’s behaviour on Saturday, October 15, when he was captured, on video, handing out cash during the “Small Business Pull-up” staged by the United Progressive Party (UPP).

On Friday, October 14, the UPP’s Candidate for St. John’s City West, Alister Thomas, had alleged that Browne had been in the constituency the night before – giving out money ahead of the small-business support initiative.

Some persons say Browne’s action is a decades-old practice from the Antigua Labour Party (ALP) playbook for securing votes.  Others see it as “treating” ahead of the general elections, which are constitutionally due in March 2023.

While it might be said that the Prime Minister’s actions were not illegal and that they did not take place on Election Day – to suggest treating – one woman believes this inference can be strongly drawn.

Accordingly, she says the Antigua and Barbuda Electoral Commission (ABEC) should look into this incident and lay out ground rules for political parties and candidates to follow.

Meanwhile, a man says that Browne continues to demonstrate his bullying and intimidation tactics by deliberately showing up when the UPP event was taking place.

He notes that, in areas where the caravan has already been, no other Labour Party candidate has turned up to menace the people.

The man adds that the ALP believes money is the solution to everything, and that it cannot win an election fairly – without resorting to buying votes.

Meanwhile, Alex Browne, the UPP Candidate for St. Phillip’s North, says that residents who choose to take money or jobs from Labour Party candidates should not feel obligated to vote for them.

He reminds voters that they are receiving such money and work only in the lead-up to an election; however, they were made to suffer for the past two years during the COVID-19 pandemic.

Saturday’s Pull-up was the Party’s eighth edition of the exercise, which is geared at stimulating economic activity among small businesses.
