Forestry Department Issues Advisory On Hunting Protected Wildlife – St. Lucia Times News

In light of creole heritage month, the Forestry Department wishes to inform the general public that permission must be obtained from the Department in order to take or hunt protected wildlife such as the Agouti and Manicou (also known as the opossum).

These species are listed under Schedule 1 of the Wildlife Protection Act as fully protected wildlife and are therefore not permitted for hunting without a valid permit.

Section 10 (4) of the Wildlife Protection Act expressly states that: ‘Except by the authority of a license or permit issued by the Minister under this section, it is an offence for any person to hunt or to take any wildlife in a wildlife reserve.’

Additionally, section 17 (e) states that ‘A person commits an offence who exposes or offers for sale or purchase any protected wildlife or any part of such wildlife or the eggs, fry or young thereof without a valid permit’.

The Department further notes that under section 4 of the Act, ‘any person who commits an offence under this Act is liable on summary conviction to a fine not exceeding $5,000 and or to a term of imprisonment not exceeding 12 months’.

In short, Forestry wishes to inform the general public that the sale of wildlife meat is strictly illegal without a valid permit or license.

Wildlife species such as the Saint Lucia iguana are particularly vulnerable and face the risk of extinction due to the restricted and degraded nature of their natural habitat.

For instance, the Saint Lucia iguana faces may threats including habitat loss and predation by invasive species such as mongooses which feed on iguana eggs and hatchlings.

It is therefore our duty as St. Lucians to protect this unique species which is found only in St. Lucia.

The Forestry Department over the years has engaged in educating the public of the importance of protecting our vulnerable endemic wildlife species of birds, reptiles and mammals among others, which play an invaluable role in maintaining the balance and richness of our natural environment.

Anyone who is involved in the illegal hunting, sale and purchasing of protected wildlife is urged to cease such activities immediately, or if caught will be charged under the Wildlife Protection Act.

Chez les dames le programme est moins alléchant, encore que Réveil Sportif – Aiglon pourrait être l’exception qui confirme la règle avec cette rencontre entre deux des quatre équipes encore invaincues. Trois autres rencontres méritent qu’on y prête un peu d’attention : UJ Redoute – Club Sport, TS Franciscain – ASC Ducos et Etoile de Gondeau – Ent.Club Péléen/Carbet.

Du 14 au 23 octobre prochain, les équipes de France d’épée seniors sont en stage aux Antilles. Si les dames ont posé leurs bagages en Guadeloupe, c’est en Martinique que les hommes s’entraîneront. De nombreux champions sont présents, dont l’espoir martiniquais Kendrick Jean-Joseph accompagné de Romain Cannone, champion olympique en titre de la discipline.

Dans le cadre d’un stage de préparation pour la saison 2021-2022 et des JO 2024, le staff des équipes de France d’épée a choisi les Antilles pour effectuer la préparation. 

Les épéistes dames championnes d’Europe en titre et les hommes, champions du monde 2022 seront respectivement en Guadeloupe et en Martinique durant à peu près 10 jours.

Du côté des hommes, Romain Cannone, champion olympique et du monde en titre et Yannick Borel champion d’Europe sont présents.

Le Martiniquais, Kendrick Jean-Joseph (21 ans), est lui aussi de la partie. Champion d’Europe U23 par équipe en mai dernier, l’épéiste qui a intégré l’Insep en septembre 2021, est ravi de ce séjour sur son île natale. « C’est une fierté d’être dans cette équipe. C’est l’un des meilleurs, si ce n’est le meilleur groupe du monde. Je suis vraiment heureux de m’entraineur avec eux à la maison. Ce sera l’occasion de leur faire découvrir mon île ».

 

« Un moment assez important pour moi »

Le séjour ne sera, cependant, pas de tout repos pour les Bleus. Le stage sera ponctué de séances d’entraînements, de préparations physiques intensives. Une initiation sur une yole sera d’ailleurs prévue. « Nous aurons du temps pour découvrir l’ile mais nous travaillerons très dur. Cela nous permettra de nous entraineur dans d’autres conditions que l’Insep. L’initiation sur la yole sera un exercice assez physique », explique Kendrick Jean-Joseph, avant de revenir sur le temps fort de ce séjour. Les Bleus rencontreront des jeunes escrimeurs appartenant à différents clubs locaux. « Ce sera un moment assez important pour moi. Il y a quelques années de cela, j’étais à leur place. La dernière fois que l’équipe de France est venue ici, j’étais en 5e. J’avais le même âge que ces jeunes qui seront présents. Aujourd’hui, je suis de l’autre côté. Ce sera assez intense et fort en émotion. Cela me rappellera le chemin que j’ai parcouru jusqu’à maintenant. Cela me donnera de la force et de la motivation pour continuer comme cela », se réjouit Kendrick.

En guise de conclusion, les escrimeurs rejoindront la Guadeloupe samedi 22 octobre pour y disputer le tournoi international de Petit-Bourg qui se dérouleront le lendemain, le dimanche 23 octobre.

 Le ballon avec lequel Diego Maradona a inscrit son mythique but au Mondial-1986 à l’aide de “la main de Dieu” sera mis aux enchères en novembre à Londres, a annoncé jeudi la maison de vente Graham Budd Auctions.

Les enchères commenceront le 16 novembre, pour lesquelles les acheteurs potentiels peuvent s’inscrire en ligne dès le 28 octobre, a précisé l’entreprise, ajoutant qu’elle s’attendait à une vente comprise entre 2,5 et 3 millions de livres Sterling (entre 2,8 et 3,4 millions d’euros).

“Avec l’histoire entourant le ballon, nous nous attendons à ce que ce lot soit extrêmement populaire au moment où il sera mis aux enchères”, a déclaré Graham Budd, dirigeant de la maison de vente, dans un communiqué.

Ce ballon a été utilisé le 22 juin 1986 lors du mémorable quart de finale entre l’Argentine et l’Angleterre (2-1) à la Coupe du monde au Mexique, un match disputé quatre ans après la guerre des Malouines entre les deux pays.

Mais c’est l’incroyable doublé de Maradona, aux 51e et 55e minutes, qui a fait basculer la rencontre dans l’histoire du foot et la mémoire collective. Le capitaine argentin avait marqué son premier but du poing gauche et ainsi trompé le gardien Peter Shilton. Il reconnaîtra par la suite avoir marqué “un peu avec la tête et un peu avec la main de Dieu”.

Pour sa seconde réalisation, Maradona est parti de son camp, a déposé cinq adversaires et conclu dans un angle fermé, pour marquer ce qui a été consacré “but du siècle” par un sondage de la Fifa en 2002.

L’Argentine a ensuite remporté le tournoi sous l’impulsion de son génial meneur de jeu, devenu à cette occasion l’un des tout meilleurs joueurs de l’histoire.

“Ce ballon fait partie de l’histoire du football international. C’est sans doute le bon moment pour le partager avec le monde”, a dit son propriétaire, qui n’est autre que l’arbitre de ce fameux match, le Tunisien Ali Bennaceur, selon la maison de vente.

“Je n’ai pas vu la main, mais j’ai eu un doute”, avait confié M. Bennaceur à l’AFP quelques jours après le décès de Maradona, en novembre 2020, à l’âge de 60 ans. “Vous pouvez voir les images, j’ai reculé pour prendre l’avis de mon second, le Bulgare Dotchev, et quand il a confirmé que c’était bon, j’ai accordé le but”, avait-il raconté.

En mai, le maillot que portait Maradona lors de ce match a été vendu aux enchères pour 9,3 millions de dollars, plus du double du prix prévu par Sotheby’s.

Ce record a ensuite été battu par la vente en septembre d’un maillot de la légende du basket Michael Jordan, pour 10,1 millions de dollars.

Carburants: la grève reconduite chez TotalEnergies malgré l’accord salarial

Les salariés grévistes de TotalEnergies ont finalement reconduit vendredi leur mouvement sur l’ensemble des sites du groupe pétrolier, en dépit de la signature d’un accord sur des augmentations salariales conclu dans la nuit avec deux syndicats majoritaires.

La grève a été reconduite pour quelques heures voire quelques jours sur les cinq sites du groupe, à la bio-raffinerie de la Mède (Bouches-du-Rhône), les raffineries de Feyzin (Rhône), de Donges (Loire-Atlantique), de Normandie, la plus importante de France, située près du Havre, ainsi qu’au dépôt de carburant de Flandres (Nord).

Certains sites comptent ainsi poursuivre le mouvement jusqu’à faire la jonction avec la journée de “mobilisation et de grève” interprofessionnelle de mardi à laquelle ont appelé la CGT, FO, Solidaires et la FSU.

En revanche, la grève a été levée successivement jeudi et vendredi dans les deux seules raffineries du groupe Esso-ExxonMobil en France, à Fos-sur-Mer (Bouches-du-Rhône) puis à Gravenchon, en Normandie après la conclusion d’un accord salarial mardi.

A 13 heures vendredi, après les réquisitions de personnel opérées sur ordre du gouvernement, le nombre de stations-service rencontrant des difficultés d’approvisionnement avait légèrement régressé, à 28,5% contre 29,2% jeudi soir, selon le ministère de la transition énergétique.

La situation s’est améliorée dans les Hauts-de-France, région qui fut la plus touchée par les pénuries de carburants, et en Ile-de-France, mais elle reste tendue, toujours selon le ministère, en particulier dans le Centre-Val-de-Loire avec 42,2% des stations-services en difficulté.

Plusieurs recours ont été déposés par la CGT contre les réquisitions de personnel devant les tribunaux administratifs. Celui de Rouen a été rejeté dès vendredi matin et celui de Lille doit se prononcer d’ici à 22H00.

Chez TotalEnergies, à l’issue de négociations nocturnes conviées pour la première fois depuis le début de la grève le 27 septembre sous la pression du gouvernement, le compromis salarial a été signé à la mi-journée par la CFDT et la CFE-CGC, majoritaires.

– Généralisation –

Les deux syndicats se sont déclarés favorables à la proposition de la direction: une augmentation pour 2023 de 7% dès novembre (dont 5% garantie pour les non-cadres) et 3.000 à 6.000 euros de prime.

La CGT réclame pour sa part une hausse de 10%, correspondant à “l’inflation, plus le partage des richesses, puisque Total se porte bien et que les actionnaires ont été servis depuis longtemps”, a rappelé sur France Info vendredi Philippe Martinez, le numéro un du syndicat.

Emmanuel Macron avait assuré mercredi soir que le retour à la normale interviendrait “dans le courant de la semaine” prochaine.

L’accord “ne changera rien à l’état d’esprit et à la détermination des grévistes”, a cependant prévenu Alexis Antonioli, secrétaire général CGT de la plateforme TotalEnergies Normandie, espérant désormais “la généralisation du mouvement”.

Au risque de susciter un mécontentement grandissant dans la population: seule une minorité de Français (37%) soutient le conflit social, selon un sondage BVA publié vendredi.

Dans la perspective de la journée de grève interprofessionnelle de mardi, des appels à la “grève générale” ont été lancés, notamment dans les transports (SNCF, RATP, dockers) et dans la fonction publique.

Des partis de gauche, des ONG et syndicats vont aussi défiler dès dimanche à Paris, à l’appel de Jean-Luc Mélenchon et de la Nupes, contre “la vie chère et l’inaction climatique”, avec l’espoir d’ouvrir un nouveau front contre le gouvernement.

La France est “une véritable bouilloire” avec une “colère sociale profondément ancrée”, a commenté auprès de l’AFP Guy Groux, chercheur au Centre de recherches politiques de Sciences Po (Cevipof).

– Agriculteurs à la peine –

Outre les automobilistes, et tout particulièrement les professionnels de santé, qui continuaient vendredi leur quête de carburant, de nombreux agriculteurs redoutent désormais de ne pas être en mesure de réaliser leurs semis de céréales d’hiver à temps, faute de carburant, surtout dans le nord de la France.

“On a de la tension dans les Hauts-de-France, en Ile-de-France, dans le Centre-Val de Loire et dans le Grand-Est”, une “zone de récolte de la betterave et de la pomme de terre”, a expliqué à l’AFP Joël Limouzin, vice-président du syndicat agricole majoritaire FNSEA.

Le président des artisans du bâtiment (CAPEB) Jean-Christophe Repon, a demandé quant à lui au gouvernement la possibilité de recourir à des “mesures d’activité partielle” dans les régions les plus touchées.

The wizarding world is mourning the death of Scottish-born actor Robbie Coltrane, known around the globe for his role as Hagrid in the Harry Potter movie franchise.

Coltrane’s agent Belinda Wright said he died Friday at a hospital in Scotland. He was 72 years old. She did not give a cause.

The veteran actor was also a star in the British crime series Cracker and appeared in two James Bond films.

He began his career in comedy and theatre after failing to become an artist.

Coltrane, who was actually born Anthony Robert McMillan, graduated from the Glasgow Art School and continued his studies in art at Moray House College of Education in Edinburgh.

He eventually changed his last name in honour of jazz legend John Coltrane as he turned to acting in London.

Wright said that “as well as being a wonderful actor, he was forensically intelligent, brilliantly witty and after 40 years of being proud to be called his agent, I shall miss him.”

Wright said Coltrane is survived by his sister Annie Rae, his ex-wife Rhona Gemmell and his children Spencer and Alice.

TOURISM, Culture and the Arts Minister Randall Mitchell described Opposition Senator David Nakhid’s claims about the Prime Minister being under police investigation as nothing more than “a madman’s rant.”

Mitchell said all Nakhid and other UNC members continue to do through their actions is prove to the population that their party is no longer relevant to the future growth of TT.

Mitchell made these statements during his contribution to the budget debate in the Senate on Friday.

In the Senate on Thursday, Nakhid alleged he had been called as a witness by the Anti-Corruption Investigation Bureau in a probe into allegations of misbehaviour in public office by Dr Rowley.

Rowley dismissed the claim. He lamented that the budget debate had descended into a UNC search for scandal and that its strategy was: “When you have nothing to effectively assail the actual budgetary provisions, invent and invoke or revel in scandals, real or imaginary.”

As he supported Rowley’s position, Mitchell said, “When the honourable senator was speaking – Senator Nakhid – a calypso came to my mind, one by David Rudder.”

He did not remember the name of the calypso initially, but said, “I know within there, he sings ‘Vote for we and we go set you free.’”

Responding to an inaudible comment in the Parliament Chamber, Mitchell replied, “A madman’s rant. That is what came to mind (with Nahkid’s contribution).”

He recalled Nakhid “went on to say the Prime Minister is being investigated or something or the other.

“What he (Nakhid) would not say is that every single day, he has been writing the commissioner of police, harassing the CoP.”

He described Nakhid’s actions “as something I can only describe as pestilential.”

Nakhid, Mitchell continued, does not understand the Constitution or the powers it gives a prime minister.

“That brings me back to (opposition) Senator (Wade) Mark. I saw it (Mark’s contribution) as envious petulance.”

He dismissed Mark’s description of the new building being constructed at the site of the PNM’s Balisier House headquarters as a “Tower of Babylon.”

Government senators thumped their desks as Mitchell countered, “It is a tower of strength. It is a tower of intellectual capacity and prowess. It is a tower of moral rectitude.”

He challenged UNC members to ask themselves why their party has no home of its own to date.

Mitchell declared it was not the PNM’s fault the UNC was evicted from a rented accommodation at Rienzi Complex in Couva, later occupied a space above a grocery in Couva and now has its headquarters “upstairs a rum shop.”

Acknowledging that many devout Muslims are members of the PNM and that Nakhid is a Muslim, Mitchell said, “If (that description) offends this honourable senator (Nakhid), we will describe it as a restaurant and bar.”

Should Nakhid dislike the word “rum,” Mitchell added, “We will describe it as liquid elixirs that contain propanol and ethanol, that when regularly consumed, can cause one to become inebriated.”

He reiterated that Nakhid’s contribution was nothing more than a vitriolic diatribe which demonstrated the UNC’s growing political irrelevance and lack of understanding of the budget.

Recalling that he cut his political teeth in the House of Representatives as San Fernando East MP between September 7, 2015 and August 2020, Mitchell said the population understands the only substantive opposition comment about the budget had come from Oropouche East MP Dr Roodal Moonilal. But he claimed Moonilal’s contribution this year lacked any substance.

“No buss mark, no allegation of corruption. Nothing at all he could put to the stain of this government.”

Mitchell said this proved the opposition was politically irrelevant and its only desire was to bring TT into disrepute.

“You know the opposition has lost the plot.”

Sinanan: Lake Asphalt, UWI to help improve TT roads

Works and Transport Minister Rohan Sinanan said a partnership between Trinidad Lake Asphalt and UWI will help improve the quality of roads in TT. The minister said the asphalt-based cement developed by Trinidad Lake Asphalt which is currently used for airports, highways, and major roads would now be used on secondary and tertiary roads.

“This Trinidad Lake Asphalt produce is very costly but we have been able to work with the company to be able to reduce the price and get a constant supply of a more solid product which we want to use on all roads in TT. Trinidad Lake Asphalt is also working with UWI to create further improvements which will give a more solid surface. We want our roads to be able to withstand the increasing weather effects being caused by climate change.”

Sinanan said his ministry will be focusing on roads, drains and transportation infrastructure with its allocation from the 2022/2023 budget.

Among the plans he listed are proper regulations for the quality of hot mix; the revamping of road maintenance strategies with the help of the Inter-American Development Bank; the hiring of small contractors to fulfil small patch contracts in order to supplement the ministry’s fleet of patcher;, working with WASA to have a quicker response to leaks; reviewing the designing and repair of roads so they last longer; and the recycling of aggregate products to use less asphalt in preparing roads.

Sinanan said bridges and landslips would be another focus of his ministry, as well as drainage and coastal erosion. He said the Caroni River system would be receiving attention next year, including the upgrade of sluice gates, new pumps, gates and pump houses.

He said there had been many drainage and infrastructure plans developed in the past, which had not had an operational component, so the Andean Bank was now developing operation plans from these plans.

Sinanan said he was concerned by the malicious attacks on infrastructure by members of the public recently. He said this came at a considerable cost to the ministry and the communities which were flooded due to this vandalism, and pleaded with people not to interfere with infrastructure.

TOURISM, Culture and the Arts Minister Randall Mitchell is confident Trinidad and Tobago will experience a boost in its tourism and culture sectors next year, after having to endure the covid19 pandemic, along with the rest of the world, for the last two years.

In his contribution to the budget debate in the Senate on Friday, Mitchell highlighted hotel investment, festivals and increased airlift as some of the reasons for a brighter outlook in 2023.

“We will turn the sod for the start of a 152-room, Sheraton-branded hotel at the Piarco Aero Park. This hotel is estimated to cost $156 million and construction will begin shortly thereafter.”

Mitchell disclosed that a local group had recently bought the Maracas Bay Hotel. Pending the relevant approvals for its plans, he said this project will be “a $35 million investment into the 40-room hotel. This translates into 100 construction jobs and 50 permanent ones once completed.”

Mitchell said the Asa Wright Nature Centre recently signed a ten-year lease with an “accommodation operator” for redeveloping and running the eco-lodge.

“This lease will represent a $10 million investment into the property. Work has already begun and is expected to be completed and (the centre) ready to be opened on March 1, 2023.”

The Radisson Blu Hotel in Port of Spain will add 79 apartment-style suites to its current room stock.

Mitchell said hotel occupancy rates this year “have also been slowly returning to the pre-pandemic levels of between 65 and 70 per cent for TT.”

He was encouraged that visitor arrivals to TT are steadily returning to pre-pandemic levels as well.

Mitchell praised international airlines such as British Airways, American Airlines, United Airlines, Copa and JetBlue for continuing their flights into TT. He said British Airways will fly directly to Port of Spain next year while continuing its flights to Tobago.

He added, “There is a very strong prospect on the horizon of a new airline flying into Trinidad from Toronto.”

He was confident that Tobago’s carnival this month will offer a much-needed stimulus to the island’s economy. Mitchell said Government fully supports the Tobago House of Assembly’s efforts to promote the festival and build on it.

Mitchell described this year’s “Taste of Carnival” as a success and a platform for the return of Carnival next year. Reminding senators the event cost $20 million, Mitchell added, “It was not about making a profit.”

The idea was to allow Carnival stakeholders an opportunity to work and devise strategies towards staging a better, safer Carnival 2023.

From the perspective of airline and hotel bookings to date, Mitchell said Carnival 2023 is almost sold out.

He added that UNC claims that Government was not paying attention to Carnival were false. Mitchell reminded senators that Carnival is part of TT’s culture, its biggest festival and brings great economic benefits.

Touching on sport tourism, he highlighted the Commonwealth Youth Games and the continuation of Caribbean Premier League (CPL) cricket amongst several major sports events TT will host next year.

Against this background, Mitchell declared, “We have no time to waste on the Opposition. We have work to do.”

BOI into DHB mishap completed, handed over to Minister

Today, Minister of Public Works, Bishop Juan Edghill, received the official report of the Board of Inquiry (BOI), regarding the October 8th 2022, allision of the vessel, Tradewind Passion, into the Demerara Harbour Bridge.

Captain Joseph Lewis – a Marine Officer and Surveyor of Ships, led the team and officially delivered the report, assuring the Minister that every check was made. Additionally, he indicated that interviews were conducted to gather information to compile the report.

“Being a marine surveyor that deals with international ship, I have very high standards and with this report here I am very impressed, it has met my standard and we hope it will also meet your standard, Minister.”

The report was handed over in the presence of the other BOI members: Thandi McAllister – Director of Legal Affairs at MARAD, Yolanda Hughes – Member of the Board and a Staff of Transport and Harbours Department, Inspector Carlos Ross of the Marine Division of the Guyana Police Force, Lt. Col. David Shamsudeen – Coast Guard, Patrick Thompson – Chief Transport & Planning Officer MOPW and Dimitri Ali, Member of the Board of Directors of the Guyana National Shipping Corporation.

The team’s gratitude of being entrusted with such a mandate by the Minister, was also expressed by Captain Lewis.

The allision, which occurred in the wee hours of Saturday, October 8th had rendered the bridge inoperable for more than 40 hours, and has cost the Government over $ 1 billion (and increasing), to get the bridge back to an operable state, Minister Edghill told the media on Thursday. The allision also resulted in DHBC Shift Supervisor, Andy Duke, who was on duty at the time on the bridge with a broken left leg.

The BOI was given a seven-day timeline to submit their report. They officially started their investigation on Monday last.
