European Investment Bank monitoring mission in Barbados soon Loop Barbados

A team from the European Investment Bank (EIB) is already on the ground in Barbados checking out the healthcare system first-hand before the monitoring mission next week.

They met with officials from the Ministry of Health and Wellness and the Queen Elizabeth Hospital (QEH) ahead of a monitoring mission which will run from October 19 to 22 on island.

The Bank is providing financial support to the Barbados COVID-19 Health Resilience Programme. The purpose is to support the financing of certain interventions aimed at strengthening the emergency response against the COVID-19 crisis, as well as the financing of pandemic preparedness medium-term interventions included in the Barbados COVID-19 National Response Plan.

Vice President of the EIB, Ricardo Mourinho F?lix, and his team, visited Minister of Health and Wellness, Ian Gooding-Edghill and Executive Chairman of the QEH, Juliette Bynoe-Sutherland on Tuesday, October 11.

After discussions with the Minister of Health, representatives from the Bank toured the Queen Elizabeth Hospital at Martindales Road, St Michael.

Current negotiations with the European Investment Bank seeks to secure a loan to the tune of BDS $56 million for the repair of infrastructure and the replacement of outdated and obsolete equipment at the QEH.

During a tour of the 56-year-old healthcare facility, led by the hospital’s Director of Engineering Services, Paula Agbowu, F?lix stated: “This a very important operation; we have an extended loan for improving this hospital that serves the population.”

Bynoe-Sutherland explained that Barbados had been grappling with acquiring sufficient resources to adequately respond to the COVID-19 pandemic.

She further noted that the European Union came to the country’s aid by providing the equipment and infrastructural support necessary. The QEH’s Executive Chairman also conveyed her gratitude to the European Union for their foresight in helping the hospital to become more resilient in the face of future unforeseen public health hazards.

Similar sentiments were shared by Gooding-Edghill, who thanked the European Investment Bank for providing funding during the COVID-19 pandemic, particularly for the purchase of personal protective equipment, and the outfitting and retrofitting of patient care areas within the QEH, and the Harrison’s Point Isolation Facility.

Minister Gooding-Edghill added that Barbados “continues to look forward to the support of the European Investment Bank” and that there are “several exciting projects that we will continue to work with the European Investment Bank on in furthering the promotion of our healthcare sector”.

The funds from this arrangement have been earmarked for the purchase of a new, environmentally-friendly waste management system at the hospital, as the current incinerator has been at the end of its life for the past 15 years; as well as new ventilation systems for the Mortuary Department and the Main Operating Theatre.

Additionally, the funds will go towards repairing the Lions Caribbean Eye Care Centre’s roof and the purchase of medical equipment needed to operationalise the Ophthalmic Operating Theatres; the construction of a new multi-story laboratory and a multi-story building for non-clinical services on the QEH’s Enmore compound; the renovation of the old Accident and Emergency Department and the implementation of a hospital information system.

Dean’s Land shooting leaves one injured Loop Barbados

A man in his early 40s was injured in his left foot when shots were fired in My Lord’s Hill last night.

The Police at District ‘A’ Station are carrying out investigations into the shooting incident, which occurred at about 9:05 pm on Thursday, October 13, 2022 at the Dean’s Land, My Lords Hill, St Michael.

According to the police release, police responded to a report of gunshots being fired in the area of Dean’s Land and on arrival learnt that one man received an injury to his left foot. He was transported by private motor car to a medical facility for medical treatment.

Investigations are continuing into this matter and police are asking the public, if they have witnessed or have knowledge of this incident, to call the District ‘A’ Police Station at 430-7242 or 7246, Police Emergency 211, Crime Stoppers at 1800-TIPS (8477) or the nearest Police Station.

No significant change in weather conditions from the previous day is expected. However, low-level moisture advecting across the extreme southern Windwards and eventually Barbados from the equatorial region is likely to initiate a few showers over these parts.

Member of Parliament (MP) for St James Southern, Homer Davis, is urging his constituents to play their part in fighting crime by telling the police what they know and refraining from shielding criminals.

“I use this opportunity to encourage my constituents to join the fight to make St James Southern a safe place. This is a fight that we cannot afford to lose, and there are some simple things that you can do to help the process of crime fighting. I say to my constituents, ‘Tell what you know to the police or to someone you trust’,” he said.

Davis, who is also minister of state in the Office of the Prime Minister (Western Region), was making his contribution to the State of the Constituency Debate in the House of Representatives, on October 12.

“Stop washing the bloody clothes; stop locking the guns on their behalf; stop protecting these criminals, because soon and, very soon, they will turn on you who normally protect them,” he said.

Davis pointed out that the usually quiet constituency of St James Southern has recorded several shootings and murders.

“Within the last eight [to] nine months, there have been several shootings and murders in the constituency, which have robbed families of their main breadwinners. These wanton shootings and murders cannot be allowed to continue, and it is my view that enough is enough,” he said.

He noted that up to September 26 this year, 26 murders had been committed in his constituency, compared to 18 for the entire 2021.

“Enough is enough, and as Member of Parliament, I am prepared to do everything within the law and within my powers to help the security forces to weed out the criminals from St James Southern,” he said.

Davis pointed out that the parish of St James recorded 342 murders in 2018, and that after a State of Emergency was declared in early 2019, murders fell dramatically to 102.

“This speaks volumes to the value of the effectiveness of the State of Emergency, not just in St James… but across Jamaica,” he said.

Meanwhile, Davis proposed that the Ministry of National Security join forces with the Education Ministry to rehabilitate a teacher’s cottage at Niagara Primary School and retrofit it as a police station to serve the southernmost part of the constituency.

“The nearest police station from that locale is between an hour and a half and two hours’ drive,” he said.

Additionally, he suggested that the Government move swiftly to assign social workers at police stations to prevent domestic situations from escalating into murders.

“I have seen where small domestic disputes end up in three, four, five, and six murders. I am not sure that the police have the technical competence and know-how to moderate and to get these factions together so that peace can prevail,” he said.

Davis argued that social workers can and will win the trust of the citizens, especially the youth.

“Social workers are trained to reach youth before they fall into the wrong group of hands,” he added.

Meanwhile, the Member of Parliament welcomed the new Firearms (Prohibition, Restriction and Regulation) Act 2022, which was recently passed in both Houses of Parliament.

“This piece of legislation will go a far way in curbing gun crimes, and I also want to thank the Opposition for the support given. I want to urge Jamaicans with illegal guns to take full advantage of the impending gun amnesty once it is announced,” he said.

“Fifteen years behind bars is not a joke; 15 years behind bars is not a bed of roses. Unless we have all hands on deck, reading from the same page and line and the same book, we will continue to be dogged by crime and violence,” Davis added.

SECURITY HEADS ATTENDED RSS 40TH ANNIVERSARY SERVICE

The Regional Security System (RSS) celebrated its 40th anniversary with a special church service held at the Blessed Sacrament Catholic Church in Grand Anse Grenada, on Sunday 9th October.

Head of the Antigua and Barbuda Defence Force, Colonel Telbert Benjamin and Commissioner of Police, Atlee Rodney were among the attendees along with a contingent of police officers and soldiers from both forces.

Several dignitaries and government officials were also in attendance; including Her Excellency, Dame Dr. Cècile La Grenade, Governor General of Grenada and Grenada’s Prime Minister, the Honourable Dickon A.T. Mitchell.

Mr. Mitchell, who is presently the chairman of the RSS’s Council of Ministers, offered congratulatory remarks and stresses the importance of such a regional body.

He encouraged other regional leaders to embrace the ideals of the institution and to provide the level of support that is necessary for its continuous survival and success.

The first scripture lesson was read by Commissioner Rodney, who is also celebrating 40 years of unbroken service to the Royal Police Force and the nation of Antigua and Barbuda.

Bishop Clyde Martin Harvey in his Homily admonished the members of RSS to continue serving the people of the region. He applauded the efforts of the organization for the 40 years of existence, and emphasized the importance of unity among the members.

Executive Director, Commodore Errington C. Shurland and the staff of RSS headquarters were also present and participated in the service to mark the special occasion.

Following the service, the contingent of regional officers gave a March pass to Her Excellency Dame Dr. Cècile La Grenade, and the prime minister which was followed by a luncheon.

The Regional Security System-RSS was founded in October of 1982 to address regional security issues. It has has grown over the years and made significant contribution towords all aspect of security within its member states.

These include the maintaining of law and order, responding to disasters; as well as conducting major investigations and continuous training programs. It has also been playing a signifcant role since the Covid-19 Pandemic by transporting samples from regional states to CHAPHA in Trinindad.

Guyana is the latest caricom country to have shown interest in becoming a member of this august body in the not too distant future.
