SECURITY HEADS ATTENDED RSS 40TH ANNIVERSARY SERVICE

The Regional Security System (RSS) celebrated its 40th anniversary with a special church service held at the Blessed Sacrament Catholic Church in Grand Anse Grenada, on Sunday 9th October.

Head of the Antigua and Barbuda Defence Force, Colonel Telbert Benjamin and Commissioner of Police, Atlee Rodney were among the attendees along with a contingent of police officers and soldiers from both forces.

Several dignitaries and government officials were also in attendance; including Her Excellency, Dame Dr. Cècile La Grenade, Governor General of Grenada and Grenada’s Prime Minister, the Honourable Dickon A.T. Mitchell.

Mr. Mitchell, who is presently the chairman of the RSS’s Council of Ministers, offered congratulatory remarks and stresses the importance of such a regional body.

He encouraged other regional leaders to embrace the ideals of the institution and to provide the level of support that is necessary for its continuous survival and success.

The first scripture lesson was read by Commissioner Rodney, who is also celebrating 40 years of unbroken service to the Royal Police Force and the nation of Antigua and Barbuda.

Bishop Clyde Martin Harvey in his Homily admonished the members of RSS to continue serving the people of the region. He applauded the efforts of the organization for the 40 years of existence, and emphasized the importance of unity among the members.

Executive Director, Commodore Errington C. Shurland and the staff of RSS headquarters were also present and participated in the service to mark the special occasion.

Following the service, the contingent of regional officers gave a March pass to Her Excellency Dame Dr. Cècile La Grenade, and the prime minister which was followed by a luncheon.

The Regional Security System-RSS was founded in October of 1982 to address regional security issues. It has has grown over the years and made significant contribution towords all aspect of security within its member states.

These include the maintaining of law and order, responding to disasters; as well as conducting major investigations and continuous training programs. It has also been playing a signifcant role since the Covid-19 Pandemic by transporting samples from regional states to CHAPHA in Trinindad.

Guyana is the latest caricom country to have shown interest in becoming a member of this august body in the not too distant future.

Grange calls for plan to develop regional orange economy Loop Jamaica

Minister of Culture, Gender, Entertainment and Sport Olivia Grange has called for a plan devised by Caribbean governments to develop the regional creative economy, also called the orange economy.

She made the call during a panel discussion titled ‘Caribbean Leaders Open Dialogue on the orange Economy: A Path for Caribbean Developmenton Wednesday. The virtual panel discussion was organised by the Caribbean Association of World Bank, IMF, IDB, and PAHO Staff and the Executive Directors’ Offices representing the Caribbean.

“Our governments have to play the role of facilitator and enabler when it comes to developing the orange economy; governments need to be initiating action to promote the creative economy, promoting access to financing for the sector.

“As with other sectors, governments must promote more opportunities for training and development in the various fields of industry and covering all aspects of the creative economy eco-system.

“Our governments must also be more forceful in encouraging developed nations more to fulfil the obligations they have asserted in various international fora. For example, the European Union has offered to our CARIFORUM region through the Protocol on Cultural Cooperation preferential access to the markets of the EU under the UNESCO 2005 Convention.

“The orange economy includes all sectors whose goods and services are based on the creation of intellectual property, such as design and visual arts, tourism and cultural heritage, new media and software, performing arts, music, and literary arts and publications.

“It is noteworthy that in the quarter in which Jamaica re-opened the sector, there was a $17-billion spike in the country’s GDP. The orange economy then has great economic potential. It is for this reason that I lobbied for grants to the ECCI sector in the amount of $90 million to help both individual and corporate bodies involved in the orange economy.

“Over 50 per cent of the region’s gross domestic product and at least 60 per cent of total employment is generated by MSMEs, so our boosting of the orange economy is a proven and credible path to Caribbean economic development.

“If the orange economyis to become the pillar of economic diversification in the Caribbean, there is a need to understand its trajectory and to identify the way that micro, small and medium-sized enterprises (MSMSe) can benefit from the development,” she said.

Minister Grange said the major follow-up to the panel discussion should be a regional conference and more international partnerships on the Orange Economy.

Other members of the panel were Michael Browne, Minister of the Creative Industries for Antigua and Barbuda, Machel Montano, calypsonian from Trinidad and Tobago, and Alfonso Garcia Mora, Vice President Latin America, Caribbean and Europe International Finance Corporation.
