Cox: Social Development Ministry continues to go after fraudsters

SOCIAL Development and Family Services Minister Donna Cox says her ministry continues to collaborate with the police to crack down on instances where people have been illegally accessing or attempting to access various grants offered by her ministry to help poor and vulnerable people.

During the budget debate in the House of Representatives on Saturday, Cox said, “Only recently we found cases where several adults were living in one household and were in receipt of public-assistance grants, despite owning a business, and despite the fact that they had meaningful employment.”

There were also cases where people who were receiving disability grants from the ministry were fully employed.

Cox said in some cases these people were working for state agencies.

“One such case shows that the officer has been employed for over 25 years in the public service and paid national insurance. This client was declared permanently disabled and unable to earn a livelihood by a doctor.”

As a result of these and other discoveries of potential fraudulent activity, Cox said the ministry has made arrangemens “to interrogate the payroll data to identify clients abusing the system.”

She reiterated that the ministry’s newly-formed compliance unit is working actively to implement a strategy that will see “the withdrawal of grants from persons who are ineligible or deceased.”

The former include people living outside of TT and who enjoy social-protection benefits in the countries where they now live, and people who apply for grants on the grounds of being affected by floods, when this is not the case.

“On the heels of the Auditor General’s report where it was reported that 61 individuals below the age of 65 years were receiving senior citizens’ pension, the investigation and compliance unit, through its investigations, was able to close 47 of those cases.”

She added that 14 of those cases are outstanding and are expected to be closed by December.

“Of the 14, it is expected that eight will be sent to the Trinidad and Tobago Police Service for further investigation.”

Cox said this was only the tip of the iceberg, as more than 34 other cases are already being processed by the police.

“Financial resources meant for the poor and vulnerable must be received by them and not syphoned away by dishonest persons for their own use.”

Cox said many of these cases are not new and involve complicity with both members of the public and some public officers.

Ministers of health throughout the Americas have endorsed a series of actions to strengthen national regulatory systems in all Member States, in order to ensure that medicines and health technologies are safe, effective and of quality, and are tailored to the needs of national health systems.

The Policy to Strengthen National Regulatory Systems for Medicines and Other Health Technologies, adopted today by the 30th Pan American Sanitary Conference of the Pan American Health Organization (PAHO) sets out a series of recommendations to strengthen governance and capacities of regulatory systems, improving regional integration and promoting convergence.

“Regulatory systems are critical for ensuring the availability of quality medicines and other health technologies, such as diagnostics and personal protective equipment, as well as for promoting equitable access to these products,” said James Fitzgerald, Director of Health Systems and Services at PAHO.

“They are also vital in enabling countries to create the necessary ecosystems for the development and production of medicines and health technologies, including current efforts to boost regional production of vaccines in Latin America, which is key to ensuring future pandemic preparedness,” he added.

The recommendations included in the Policy aim to support countries in strengthening the governance and stewardship of regulatory systems; ensure that these systems are consistent, transparent and based on best practices; improve regulatory harmonization and convergence; and adopt new evaluation systems based on the World Health Organization (WHO) Global Benchmarking Tool.

Throughout the past decade, the region has made vast improvements in the development of oversight capacity and systems, including in the designation of eight National Regulatory Authorities (NRA’s) of regional reference with the necessary installed capacities to effectively oversee and sanction the approval of pharmaceutical products.

Recent reforms within NRAs have also led to more transparent approval processes, with corresponding improvements in access to medicines and other technologies.

Despite this progress, however, significant challenges and existing asymmetries persist: “in Latin America and the Caribbean, the allocation of financial and human resources for NRAs has remained relatively static over the last five years, while the pharmaceutical market has continued to increase in value, volume and product complexity,” said Fitzgerald.

The manufacture of increasingly complex medical products also requires stronger surveillance and oversight, yet many NRAs have insufficient capacity in post-marketing surveillance or pharmacovigilance.

The new policy aims to tackle these issues, in line with the sustainable health agenda for the Americas 2018-2030, by ensuring that all Member States have robust and efficient regulatory systems in place.

La Policía investiga un triple asesinato a eso de las 12:20 de la madrugada del domingo, en la carretera PR-916, en el barrio Cerro Gordo de San Lorenzo.

Según la información preliminar, al llegar la policía al lugar, encontraron en el interior de un vehículo Ford F-150, año 1995 de color blanco, a tres hombres los cuales aún no han sido identificados con múltiples heridas de bala.

El agente Anthony Egea, adscrito a la División de Homicidios del Cuerpo de Investigaciones Criminales del área de Caguas, el fiscal Francisco González y el personal del Instituto de Ciencias Forenses, se hicieron cargo de la investigación.

El cielo estuvo parcialmente nublado ayer al anochecer sobre Puerto Rico. La actividad de los aguaceros aumentó y las tronadas comenzaron a formarse justo fuera de la costa y sobre Guayama poco después de la medianoche.

Los aguaceros y tronadas aumentaron sobre el sur de Puerto Rico y se extendieron tierra adentro durante el ínterin. Las cantidades fluctuaron desde 1.52 pulgadas en Guayama hasta alrededor de quince centésimas de pulgada en el interior. Los vientos fueron generalmente brisas terrestres en un flujo ligero del sureste.

Se espera otro día de cielo parcialmente nublado a mayormente nublado hoy. Algunos sectores del centro de Puerto Rico, de sur a norte, se despertarán con lluvia de ligera a moderada a medida que avancen los remanentes de las tronadas.

De lo contrario, el cielo de la mañana dejara entrar un poco de sol cálido y el flujo de viento del sureste calentara las elevaciones más bajas en el norte uno o dos grados más que ayer.

Tronadas aisladas con áreas de lluvias fuertes y ráfagas de viento breves seguirán siendo posibles en sectores de las aguas y los pasajes locales. Existe un riesgo moderado de corrientes marinas a para el norte de Puerto Rico desde Aguada hasta Fajardo y Culebra hoy.

Al menos 125 personas han muerto en una estampida en un estadio de fútbol en la ciudad oriental de Malang, en Indonesia, una de las catástrofes deportivas más mortíferas del mundo.

El número de muertos se ha reducido a 125, según el vicegobernador de Java Oriental, Emil Dardak, que dijo que algunos nombres se habían registrado dos veces. Anteriormente, las autoridades habían elevado la cifra a 174.
El sábado por la noche estallaron los disturbios tras la finalización del partido, en el que el anfitrión, el Arema FC de la ciudad de Malang, en Java Oriental, perdió por 3-2 ante el Persebaya de Surabaya.

Decepcionados tras la derrota de su equipo, miles de seguidores del Arema, conocidos como “Aremania”, reaccionaron lanzando botellas y otros objetos a los jugadores y a los funcionarios del fútbol. Los aficionados inundaron el campo del estadio Kanjuruhan en señal de protesta y exigieron a la dirección del Arema que explicara por qué, después de 23 años de partidos invictos en casa, este encuentro acabó en derrota, según los testigos.

Las autoridades indonesias han revisado a la baja el número de muertos en una estampida en un partido de fútbol en el país. Los seguidores del Arema FC y de su rival, el Persebaya Surabaya, se enfrentaron tras la derrota del primero, lo que llevó a la policía antidisturbios a disparar gases lacrimógenos, según el jefe de policía de Java Oriental, Nico Afinta. El presidente Joko Widodo ha ordenado que se detengan todos los partidos de la máxima liga indonesia hasta que se lleve a cabo una investigación.

Los disturbios se extendieron fuera del estadio, donde al menos cinco vehículos policiales fueron derribados e incendiados en medio del caos. La policía antidisturbios respondió disparando gases lacrimógenos, incluso hacia las gradas del estadio, provocando el pánico entre la multitud. Prince Ermias Sahle Selassie, grandson of the late Ethiopian Emperor, Haile Selassie, is to be Jamaica’s special guest for this year’s Heritage Week celebrations.

The announcement was made in a statement from Minister of Culture, Gender, Entertainment and Sport, Olivia Grange.

The prince, who is also the President of the Crown Council of Ethiopia, last visited Jamaica in April of 2016.

For his second visit, Grange said Selassie will arrive in the island on Thursday, October 13 for a week of official engagements. Among them are the National Honours and Awards Ceremony at King’s House and the National Heritage Week Interfaith Service.

“He will also meet with the nation’s leaders, including the governor-general, the prime minister and the leader of the Opposition, as well as members of the Ethiopian and Rastafari communities and the National Council on Reparations,” the statement informed.

According to Grange, the visit of Prince Selassie is part of the ongoing celebration of Jamaica 60, and she is looking forward to welcoming him and his delegation to Jamaica.

Added Grange: “We are very happy that the prince’s visit will take place during Heritage Week when the nation pays tribute to the work and sacrifice of the National Heroes, as well as the everyday heroes who make such a difference in our communities.”

Heritage Week, which will culminate with National Heroes’ Day on Monday, October 17, will be celebrated under the theme, ‘Reigniting Greatness through our Heritage’.

A St Elizabeth man who allegedly used a firearm to assault a female after barging into her house to retrieve the weapon that had earlier fallen through a window, was remanded in police custody last week.

Andre Coley, a resident of Roses Valley in the parish, appeared in the St Elizabeth Parish Court on Thursday.

The 44-year-old is facing charges of illegal possession of firearm, three counts of assault at common-law, and four counts of assault occasioning bodily harm.

The case file remains incomplete, and he was remanded to return to court on October 26.

The allegations are that on Sunday, September 26 at about 10:15 pm, the now female complainant was in bed with her children when she heard strange sounds outside her house.

She got out of bed and closely examined the room where she was.

She then realised that what appeared to be a hand, was sticking in through her window.

The woman then reached for an object, and used it to hit the hand, following which a firearm fell on the floor of the room.

Further reports are that while the woman opened a door to let her mother into the room, Coley allegedly barged inside and picked up the firearm.

The woman reportedly tried to disarm and detain Coley, but he allegedly used the weapon to hit her several times before fleeing the premises.

The matter was subsequently reported to the police, and Coley was arrested following a probe that was launched.

He was positively identified by both women during a subsequent identification parade, following which he was charged.
