Govt withdraws US$200M from the Natural Resource Fund

Senior Finance Minister Dr Ashni Singh announced that Government has made its second draw down from the Natural Resource Fund in accordance with the Natural Resource Fund (NRF) Act 2021.

The Minister indicated that pursuant to Section 16 of the NRF Act 2021, a further US$200 million equivalent to G$41.6 billion has been transferred from the Natural Resource Fund to the Consolidated Fund to finance national development priorities. It would be recalled that in May of this year, Government made its first withdrawal of US$200 million equivalent to G$41.7 billion. This brings the accumulated withdrawals to date from the NRF to US$400 million, equivalent to G$83.3 billion.

This transfer was made in accordance with the strengthened legal architecture of the NRF Act 2021. The International Monetary Fund, which recently concluded the 2022 Article IV mission to Guyana in May-June of this year, commended Government on the amendments made to the NRF Act and the staff concluding statement highlighted:

“The recent amendments to the 2019 Natural Resource Fund Act set clear ceilings on withdrawals from the fund for budgetary spending and promote transparency in the management and use of oil resources. Staff praised the authorities’ thorough review of the 2019 NRF Act before making amendments, and the restraint in using any oil revenues before the passage of the amendments,’

The NRF Act 2021 came into operation on 1st January 2022, and as part of the Budget 2022 process, Parliamentary approval was granted for a total of US$607.6 million to be transferred during fiscal year 2022.

The PPP/C Government says it will continue to work aggressively through sound and transformative investments of oil resources from the NRF, utilising these resources in a clear and transparent manner, to the benefit of present and future generations.

Home delivery of pension to start soon in hinterland

The Ministry of Human Services and Social Security will by the end of this year, bring easier access to residents of hinterland and remote areas by taking old age pension directly to the villages.

Traditionally, in the hinterland regions, citizens are required to travel lengthy distances to the nearest post office to receive their payments.

Minister of Human Services and Social Security, Dr. Vindhya Persaud said the Ministry has already embarked on direct payments to persons who are unable to personally collect their pensions.

She further noted that works are in the pipelines to allow other eligible persons to access their pension in their villages.

“Direct payment comes in two forms; one, to those who are in shut-in conditions, maybe they’re bed -ridden, we take the pension to them and the second one that we’re still working on is taking the payments directly to you in your villages,” she said.

Additionally, the Minister noted that it is imperative that the Ministry work in collaboration with village leaders to make this initiative a reality.

She pointed out that platforms such as the National Toshaos Council (NTC) are important to address the issues faced by residents.

“I feel that this platform gives us an opportunity to make our services more efficient and effective by working with you to see how we can better serve, and have better systems so that we can make all of our promises in the manifesto a reality,” she noted.

Also, as promised, to ease the cost of living on the elderly, government increased the Old Age Pension in 2021 from $20,500 to $25,000. This was later increased in 2022 from $25,000 to $28,000, placing an additional $2.3 billion of disposable income in the pockets of 65,000 pensioners.

In terms of public assistance, Dr. Persaud said government has allocated $500 million to hinterland and riverine areas. This has benefited 3, 000 residents.

Apart from this, the ministry is providing assistive aids to persons living with disabilities. These include wheelchairs, walking canes and hearing aids.

In the area of training, a number of citizens have already been trained in professional care for the elderly, children and patients. Further, through the Women Innovation and Investment Network (WIIN) programme, over 500 women in hinterland regions are set to benefit from training opportunities during this year.

3 cops to be charged over burning of teen in lock-ups

Two days after the Police’s Office of Professional Responsibility (OPR) said it had launched an investigation to determine what transpired involving the burning of a teen detainee in the Vigilance Police Station lock-ups on Sunday, advice was given for three Guyana Police Force (GPF) ranks and a civilian to be charged.

The legal advice that has since been received states that Police Constable 25324 Nazier is to be charged with the offence of failing to perform his duties with diligence, contrary to Section 4(e)(ii) of the Police (Discipline) Act, Chapter 17:01, Corporal 18165 Thomas is to be charged with the offence of neglect of duty, contrary to Section 4(e)(i) of the Police (Discipline) Act, Chapter 17:01, while Corporal 20876 Bissessar is to be charged with the offence of omitting to make a necessary entry, contrary to Section 4(e) (viii) of the Police (Discipline) Act, Chapter 17:01.

Meanwhile, Keron Williams, the injured teen’s friend, is to be charged with the offence of Introducing prohibited articles into prison, contrary to Section 54(1)(a) of the Prison Act, Chapter 11:01.

According to the Police, Jahiem Peters, a 17-year-old of Annandale, East Coast Demerara (ECD), had accused a GPF rank stationed at the Vigilance Police Station of torturing him. As such, the OPR decided to look into his claim.

“The inquiry has so far shown that on July 10, 2022, at around 10:30hrs, Peters was arrested pending an investigation into an allegation of an alleged robbery under arms in which he was recognised as one of the attackers and was assisting the Police with the said investigation,” the statement read.

Peters told investigators that while he was detained, two of his friends were also brought into custody. Police said the teen was sitting on the prisoner’s bench in front of the lock-ups with another male detainee when he, Peters, asked one of them for a cigarette lighter and his friend gave him a lighter.

The other prisoner admitted to seeing when Peters’ friend gave him the cigarette lighter but claimed that he only heard Peters screaming while he was alone in the cell. The Police Officer on duty at the Vigilance Police Station allegedly rushed to the cell and removed Peters while his shirt was still on fire.Peters, who was subsequently questioned by Emergency Medical Technicians (EMTs), claimed that he had been smoking in the lock-ups when he fell asleep and the cigarette caught on his shirt.

Two other civilian witnesses informed the investigators that they heard Peters screaming from his cell while they were at the station and that when the Police on duty took him outside, they saw fire on his shirt.

Meanwhile, the young man stated that he was beaten to say he set himself on fire and what the Police were claiming was not true.The teen had reportedly left his home on the ECD on Thursday and was heading to Georgetown when he, along with two others, was picked up by Police and taken to the Vigilance Police Station.

Charge recommended for senior cop over order to trail Opposition Leader

A Superintendent within the Guyana Police Force (GPF), who reportedly instructed junior ranks to trail Opposition Leader Aubrey Norton will face a disciplinary charge.

On Wednesday afternoon, legal advice was provided to the acting Commissioner of Police, Clifton Hicken, and Crime Chief Wendell Blanhum, for a charge to be instituted.

The charge was initiated after a complaint was made of Police ranks trailing the Leader of the Opposition on June 13 when he visited the family of Quindon Bacchus on the East Coast of Demerara. Bacchus was shot dead by a Police rank during a sting operation.

On Thursday, the GPF said that the Superintendent would be charged with the offence of acting in a manner likely to bring discredit to the reputation of the Force. This is contrary to Section 4(d) (vii) of the Police (Discipline) Act, Chapter 17:01.

It is being alleged that he gave his junior ranks the instructions to escort the Leader of the Opposition and was not being truthful about it.

In a video that was posted on Facebook, Norton was seen being followed by two masked ranks on motorcycles. The Opposition Leader stopped his vehicle and confronted the ranks. He was heard asking the ranks who gave them instructions to follow him. As such, the ranks responded that they were only following orders.

After the incident, the Force’s Office of Professional Responsibility launched an investigation into the incident.

La red social Twitter ha experimentado este jueves una caída mundial luego de que usuarios de diferentes países reportaran problemas en su funcionamiento.

Según los datos del portal Downdetector, más de 54.000 personas indicaron haber tenido problemas para acceder a la plataforma. Ente ellas, el 60 % no pudo ingresar por medio de la aplicación y el 32 % en su sitio web.

Por otra parte, el 8 % de los usuarios señalaron haber tenido problemas con la conexión del servidor.

Entre los países que reportaron inconvenientes se encuentran Estados Unidos, Brasil, España, Reino Unido y Japón.

El inconveniente se produce en una semana difícil para Twitter, después de que el magnate Elon Musk retirara su oferta de compra por 44.000 millones de dólares y la compañía impusiera una demanda para obligarlo a cumplir el acuerdo.

Departamento de la Familia desembolsa ayuda económica para compras de regreso a clases

La secretaria del Departamento de la Familia (DF), Carmen Ana González-Magaz, y el administrador de la Administración de Desarrollo Socioeconómico de la Familia (ADSEF), Alberto Fradera Vázquez, anunciaron hoy el desembolso de $800 por menor estudiante que recibirán las familias participantes de la categoría C del Programa Temporal de Ayuda para Familias (TANF, por sus siglas en inglés) para la compra de uniformes y materiales para el regreso a clases.

 “A partir de mañana viernes las familias verán la ayuda reflejada en sus cuentas de la tarjeta única de la Familia. Exhortamos a que aprovechen y la utilicen durante este periodo de ventas sin el Impuesto de Ventas y Uso (IVU) para el regreso a clases y sientan un alivio al bolsillo. Continuaremos desarrollando otros esfuerzos para seguir apoyando a las distintas poblaciones que atendemos, una gestión es que es política pública del gobernador Pedro Pierluisi”, sostuvo la secretaria sobre la asistencia que este año beneficiará a 7,899 menores entre 5 y 17 años de 2,889 familias. 

Precisamente, este viernes 15 y sábado 16 de julio el Departamento de Hacienda permitirá la venta exenta del IVU para la mayoría de los artículos necesarios para el regreso a la escuela en agosto. 

“Estaremos distribuyendo un total de $3,593,600 en asistencia económica para el regreso a clases. Este año, la ayuda asciende a $800 por menor, que son $300 más que el año anterior. Esta cantidad varía de año en año, dependiendo de la cantidad de participantes elegibles. Estamos seguros de que las familias harán un buen uso de esta ayuda para que los estudiantes lleguen y estén preparados para el regreso a las salas de clases”, dijo, por su parte, Fradera Vázquez. 

La mayoría de las familias participantes de la categoría C del TANF son, principalmente, madres jefas de familia que están en programas de adiestramiento y búsqueda de empleo. Esta ayuda se suma a las ya entregadas por ADSEF para la población estudiantil, como el programa de asistencia para alimentos por pandemia (P-EBT), que resultan en un alivio al bolsillo para las familias puertorriqueñas. 

De hecho, este impacto económico es el segundo que anuncian esta semana, ya que el lunes el gobernador Pierluisi, González Magaz y Fradera Vázquez informaron el comienzo de un programa federal que proveerá ayuda económica a ciudadanos y familias que tengan atrasos en el pago de sus facturas de la luz con aviso de suspensión o desconexión, para el cual Puerto Rico recibió $36 millones.

“Poliamor filiatorio”: la Justicia argentina reconoce que un bebé tenga dos padres y una madre que se conocieron en una web para tener hijos

Fernando y Juan (nombres ficticios) deseaban ser padres, pero descartaron la idea de una gestación subrogada o adoptar y, aconsejados por su terapeuta, decidieron buscar una mujer que también quisiese ser madre. 

La pareja, que vive en Argentina, encontró a la persona que buscaba en una página de “coparentalidad para hacer un bebé”, tal y como promociona el propio portal, que cuenta con más de 45.000 suscriptores y que conecta a las personas que buscan tener hijos. 

Tras conocerse y después de muchas conversaciones, la mujer se sometió a una técnica de fertilización asistida, uniendo el gameto de uno de los hombres con uno de ella. El bebé nació en junio y este miércoles la Justicia reconoció que el recién nacido tenga una familia pluriparental.

La jueza Myriam Cataldi, del Juzgado Nacional en lo Civil y Comercial Nº 7 de la ciudad de Buenos Aires, destacó “el derecho a la no discriminación con motivo o razón de la triple filiación o poliamor registral filiatorio”.

En su fallo, Cataldi detalló que los tres entablaron muchas conversaciones sobre la manera de crianza, el funcionamiento de la familia y cuestiones que eran importantes para cada uno.

“Estas íntimas conversaciones favorecieron la conformación de un entramado familiar sólido, puesto que compartían los mismos valores, estilos de crianza y, fundamentalmente, plan de vida”, afirmó. 

También hizo hincapié en que los tres estuvieron de acuerdo en formar una familia con una mamá y dos papás. “Un proyecto familiar donde el hijo o hija crecería en dos hogares distintos, con mucho amor de familia y amigos y amigas de sostén para el nuevo integrante”, apostilla.

La magistrada declaró así inconstitucional parte del artículo 558 del nuevo Código Civil y Comercial, en vigencia desde el 2015, que especifica que “ninguna persona puede tener más de dos vínculos filiales, cualquiera sea la naturaleza de la filiación”. A su juicio, este extremo quebranta los derechos de la Constitución y los instrumentos internacionales de derechos humanos.

“La realidad demuestra cotidianamente que no en toda familia existe una figura materna o una paterna, sin que ello obste a que esta pueda brindar el bienestar necesario para el desarrollo de niños y niñas”, justificó.

Único obstáculo 

Tras la sentencia, se emitió la partida de nacimiento del bebé, que tendrá los tres apellidos de los padres, y cuyos documentos de identidad, DNI y pasaporte, ya están en trámite. 

La fiscal Mónica Susana Mauri y el Defensor de Menores, Marcelo Gustavo Jalil, se opusieron a esta triple filiación, pero la inscripción ya había sido admitida. Sin embargo, no se descarta que el caso llegue al Tribunal Supremo. 

Andrés Gil Domínguez, abogado que representa a los padres y a la madre, explicó al canal de noticias Telenueve, que “el único obstáculo que se encontraron [los padres y la madre] fue el dictamen de la fiscal y del defensor de menores que apelarán el fallo, y que desconocen plenamente cómo funciona el modelo constitucional argentino tras la reforma del código”.

El abogado detalló que hay 21 casos en Argentina. “Hubo dos que se resolvieron por vía administrativa antes de la reforma del código civil y comercial y los otros se han resuelto por vía judicial”, apuntó. 

Domínguez hizo hincapié en que la particularidad de este caso es que desde “el momento cero los dos padres y la madre construyeron este proyecto de familia pluriparental basándose en un vínculo socioafectivo”.

The Board of Management of the Queen Elizabeth Hospital (QEH) is reminding the public that its haematology, neurosurgery, diabetes and psychiatry out-patient clinics have returned to the main Out-Patients’ Block on the QEH compound.

Patients attending these out-patient clinics are directed to visit the QEH on Martindale’s Road for future out-patient clinic visits. Conversely, the hospital’s Antenatal Out-Patients Clinic continues to operate from the hospital’s Belleville Annex located on 6th Avenue Belleville, St Michael.

To ensure safety and reduce crowding in the Queen Elizabeth Hospital and at the Belleville Annex, out-patients are reminded that they should present to clinic no earlier than 30 minutes before their scheduled appointment time.

Central Bank warns locals to beware of counterfeit notes Loop Barbados

With Crop Over and other public events making a return this summer, the Central Bank of Barbados is encouraging Barbadians to be vigilant when making cash transactions and to check their money as soon as they receive it.

“The level of counterfeiting in Barbados is generally quite low, and has been even more so over the past two years,” revealed Octavia Gibson, Director of the Bank’s Currency and Payments Oversight Department.

“But we don’t want people to become complacent. With the country opening back up and many mass activities on the calendar, there will be an increase in commercial activity, and it is at these times that we also tend to see an increase in counterfeiting.”

Gibson went on to say that “counterfeiters know that businesses are busy, people are in a hurry, and during Crop Over in particular, many of the events take place at night. So, they try to take advantage of your distraction or of poor lighting to pass you a counterfeit.”

The Central Bank official urged Barbadians to take steps to protect themselves. “Learn three or four security features and use them to authenticate your notes as soon as you receive them. Not after you get home – as soon as you receive them. It doesn’t take a long time. If it’s dark, use the flashlight on your smartphone. We have lots of information on our website and we post tips on social media regularly so you can easily find out what to look for.”

The Central Bank of Barbados has announced that it will issue a new series of banknotes that will be harder for fraudsters to replicate but easier for people to authenticate. Those notes will go into circulation on December 5.

But Gibson assured the public that the current notes contain several security features that are effective. “The key is to check your money. Counterfeiters are hoping that you won’t. They are opportunists. Don’t give them the opportunity.”

La finale de la coupe de Martinique de Yole Ronde se déroulera à 10 heures à Trinité. Il s’agira de la dernière épreuve de la saison avant le tour de Martinique. 

Dimanche dernier, UFR/Chanflor a gagné le championnat de la Martinique tandis que précédemment, Sara/Autodistrition avait remporté le Challenge de la CTM. Aujourd’hui, jeudi 14 juillet, un  troisième titre sera décerné à l’issue de la finale de la Coupe de Martinique. Le départ de la première des trois régates du jour sera donné à 10 heures de la plage des Raisiniers. Les 14 yoles de la flottille seront engagées pour la dernière course de la saison avant le départ du Tour de la Martinique qui sera donné le 31 juillet au Vauclin.
