Jamaica Labour Party (JLP) Councillor and businessman, Christopher Townsend, was fined $5,000 for breaching the Road Traffic Act on Friday.

Townsend, who is the Councillor for the Olympic Gardens Division in West Central St Andrew, appeared in the St Ann Parish Court, where the fine was imposed on him.

The businessman who owns a fleet of buses, remains in police custody, as he was charged in a separate case which is set to be heard in the Kingston and St Andrew Parish Court.

A date for the hearing of that case is yet to be announced.

In that matter, the councillor is facing charges relative to allegedly aiding and abetting the fraudulent use of a motor vehicle licence plate.

It is alleged that Townsend allowed another bus operator to use a licence plate on a unit although the plate is registered to another bus in his fleet.

Cops uncovered the alleged fraud after they seized the bus, which had the incorrect licence plate.

The councillor was later arrested and charged by the police’s Public Safety and Traffic Enforcement Branch (PSTEB).

The Police are again appealing to drivers to be more cautious on the roadways to reduce collisions and road fatalities. The appeal follows two traffic accidents that resulted in the deaths of two young men in the space of eight days.

Inspector Frankie Thomas says drivers should exercise due care and attention and look out for other motorists and, especially, for pedestrians.

Thomas notes that there are many more vehicles on the roads today than 20 years ago, which has created congestion, making it necessary for drivers to proceed with caution.

The police inspector says there has been a marked increase in certain types of collisions and this is not welcome news. Many of these accidents could, and should, have been avoided, Thomas says, but people are too careless and reckless in their driving.

Further, he says, drivers seem to be distracted very easily these days, which is another reason for all these collisions.

Thomas reports that there has been an increase in the number of traffic officers, as well as in personnel assigned to the out-stations, in an effort to reduce the number of daily accidents.

And according to the senior police officer, police pedal-cyclists have been deployed in the City and in the suburban areas to help regulate the flow of traffic. They should also serve as a deterrent to those driving at high speeds and without due care and attention, he says.

According to reports, Carbon was heading west to east on Factory Road on Monday when he attempted to overtake a car at the intersection with American Road.

He came into contact with the side of the car as the driver attempted to make a right turn while Carbon was overtaking.

Carbon is the 7th road fatality in Antigua and Barbuda this year.

A police investigation into the accident is ongoing.

Thailand golden visa: Minimum application fee of $19,000 required

Thailand’s “Elite Visa” membership program provides qualified foreign investors with a “Privilege Entry Visa” that is valid for up to 20 years.

There are eight different program options, ranging from “elite flexible one” to “elite ultimate privilege,” according to Thailand Privilege Card Co., the state-owned enterprise within Thailand’s federal tourism agency that runs the program.

The minimum payment required is an application fee of approximately $19,000.

Panama golden visa: $40,000 minimum investment required

Panama offers two main types of investor visas with requirements ranging from $40,000 to $750,000, according to Henley & Partners, a leading investor migration consultancy.

The least expensive route is the “Panama Reforestation Visa Program,” where foreign investors can contribute $40,000 to a reforestation initiative approved by the Ministry of Environment.

Alternatively, you can apply through the “Qualified Investor Program” where applicants can receive permanent residence status in exchange for a real estate investment of $300,000, stock exchange investment of $500,000, or fixed-term bank deposit of $750,000.

Latvia golden visa: €60,000 minimum investment required

The real estate investment option within Latvia’s golden visa program was recently suspended in January 2022, leaving three alternative investment routes for foreign nationals seeking a residency permit, according to Henley & Partners.

1. A €50,000 investment into the equity capital of a Latvian company, plus a €10,000 contribution to the state budget.

2. Purchase €250,000 worth of “special-purpose interest-free bonds,” plus a €38,000 to the state budget.

3. Invest €280,000 into the “subordinated capital of a Latvian bank for a period of five years,” plus a €25,000 contribution to the state budget.

Antigua and Barbuda golden passport: $100,000 minimum investment required

There are four ways to qualify for Antigua and Barbuda’s citizenship by investment program, according to the official government website.

The least expensive option is a $100,000 donation to the country’s National Development Fund. Alternatively, applicants can donate $150,000 to the University of the West Indies.

Applicants also can invest in “designated, officially approved real estate” worth at least $400,000, which comes with a $30,000 processing fee.

The program’s final and most expensive option is to invest at least $1.5 million into an approved business on the island, along with a $30,000 fee.

There are two ways to qualify for the Caribbean island of Dominica’s citizenship by investment program, according to the Government of the Commonwealth of Dominica.

1. Donate $100,000 to the island’s Economic Development Fund.

2. Purchase $200,000 worth of real estate in an approved development.

St. Lucia golden passport: $100,000 donation required

St. Lucia, a volcanic island located in the eastern Caribbean, offers four different investment options in exchange for citizenship, according to the Investment Migration Council.

The least expensive option is a $100,000 donation to the island’s National Economic Fund. Applicants who prefer to invest in real estate can purchase property worth at least $300,000, which cannot be sold for five years.

Additionally, you can invest a minimum of $3.5 million in an “approved enterprise project,” which range from restaurants and cruise ports to universities and transportation infrastructure. The projects must create at least three permanent jobs in the local economy.

The final option is to invest a minimum of $500,000 in government bonds, which is currently discounted 50% under the COVID-19 relief program.

Grenada golden passport: $150,000 minimum investment required

Grenada, an island nation in the West Indies, offers two qualifying options for its citizenship by investment program, according to the official government website:

1. $150,000 contribution to the National Transformation Fund, which finances projects in various industries including tourism, agriculture, and alternative energy

2. Purchase a property worth at least $220,000, which cannot be sold for four years.

Tabor spanks Browne Administration over departure of WISEZ investor less than a year after agreement was inked

Senator Damani Tabor is crying shame on the Gaston Browne Administration for allowing an investor to pack up and leave the country in less than a year after he signed an agreement for another Special Economic Zone.

The Government and an Indian investor had entered into a contract for the Western Imperial Special Economic Zone (WISEZ) project.

However, since the agreement was gazetted on September 23, last year, no construction or commercial activity has taken place in the zone – which stretches from Five Islands to Jennings – apart from the land having been cleared and livestock farmers removed.

Tabor, the Public Relations Officer of the United Progressive Party (UPP), refers to the project as a big failure from which only the Prime Minister appears to have benefitted – by renting his Jolly Harbour home to the investor.

Tabor says it is strange and alarming that the investor appears to have disappeared without a trace and there has been no explanation from the Government.

He is reminding the Nation that WISEZ is one of the more than 26 projects that the Antigua Labour Party (ALP) Government has failed to get off the ground.

Over 500 acres of what had been farmland were sold privately to the Indian investor – 304 acres in Five Islands and 245 acres in Jennings. In order to make the site a Special Economic Zone, the Browne Administration went to Parliament to reduce the acreage required.

In the licensing agreement, the Government gave the developer a number of special incentives and concessions that will remain in force during the life of the Zone.

These concessions are applicable not only to the licensee, but to any entity permitted to operate a business or industry in the Zone.

The agreement also grants the investor a one-time licence – into perpetuity – for food, beverage, liquor, entertainment, hotel and casino – again for the life of the the Zone’s operation.

The Government justified these concessions by saying the Special Economic Zone would attract domestic and foreign direct investment. Universities, five-star hotels and factories, among other businesses, were expected to be constructed within the 500 acres.

UPP says Browne Administration has ‘poorest track record’ on projects and asks it to give account for 26 failed developments

The United Progressive Party (UPP) is calling the Gaston Browne Administration onto the carpet to account for over 26 development projects it promised the people during its nearly nine years in office.

The UPP notes that the Antigua Labour Party Government has failed to deliver over 3,000 new hotel rooms; 6,000 construction jobs; 7,000 permanent jobs; and injections totalling over US$5 billion into the local economy.

In a statement issued today, August 18, the UPP says the Browne Administration “has amassed the highest number of failed projects under any government in the history of Antigua and Barbuda – likely the poorest track record in the world.”

Amidst the current unemployment and underemployment crisis, the UPP is calling on the Government to provide updates or progress reports on these ventures – which, it says, has irresponsibly dashed many residents’ hopes and dreams of long-term prosperity.

The Party notes that these 26 major projects were announced by senior government officials during successive Budget presentations.

They include the Beaches Resort by Sandals Resorts; the Half Moon Bay Hotel; the Morris Bay/ Callaloo Cay Project; the Long Bay Hotel Resort by Ocean Jewels; the Valley Church Hotel that became the Calvin Ayre Wellness Resort; the Marriott Autograph Hotel at Yeptons; and the Beach Club at Fort James by Royal Caribbean Cruise Lines.

Other failed ventures, the UPP points out, are the NAMCO acquisition of Jolly Beach Hotel; the Best Western Hotel at Jolly Harbour; the Marriott Courtyard Airport Hotel; the Mike Tyson Hotel; the YIDA Project; the Willoughby Bay Project; and, most recently, the Western Imperial Special Economic Zone (WISEZ).

Among the other stillborn developments are the Paradise Found and Armand Hotels on Barbuda and the US$300 million hotel and conference centre by an unnamed investor from Holland.

The full list of projects that have failed to materialize can be found on the UPP’s social media pages.

Meanwhile, Political Leader Harold Lovell says, “It is clear … that the Administration is either failing to attract the right kind of investors or failing to properly nurture investments which have the potential for success.”

Further, Lovell says, the Administration’s refusal to cooperate with the experts at the Antigua Barbuda Investment Authority has contributed to its litany of failures.

If even a quarter of these projects had found success, he says, the country would have been more resilient in its post-pandemic recovery.

Prime Minister Browne, himself, has acknowledged that the country is in an unemployment crisis.

During the 2021 Budget Presentation, Browne, the Minister of Finance, said that “figures from the Social Security Scheme indicate a decline of nearly 40 per cent in the number of contributors.”

He added that this translated to about 11,000 fewer employed persons than at the start of 2020.

“The rapidly growing list of failed projects confirms that the ALP Administration is incapable of reducing unemployment and providing adequate jobs for the thousands of school-leavers and returning graduates,” the UPP’s statement concludes.

Albert-Poyotte Urges Regional Governments To Commit To Gender Equality – St. Lucia Times News

Minister for the Public Service, Home Affairs, Labour and Gender Affairs, Honourable Dr. Virginia Albert-Poyotte appealed to the CARICOM Secretariat and regional governments to commit financial, material and human resources to achieve gender equality outcomes in national and regional development.

Minister Poyotte made the statement Tuesday August 16 at the opening of a National Consultation on the CARICOM Draft Regional Gender Equality Strategy held at the Bay Gardens Hotel.

Forty-two participants representing 32 governmental and non-governmental agencies from Saint Lucia participated in the consultation, which is being conducted in all CARICOM member states.

Dr. Albert- Poyotte applauded Ms. Ann-Marie Williams, the CARICOM Deputy Programme Manager, Gender and Development, who facilitated the consultation, and praised the CARICOM Secretariat on its much anticipated leadership in the regional coordination of gender equality.

According to Dr. Albert-Poyotte, “the consultations are timely given that the COVID-19 pandemic reversed hard-earned gender equality gains in the region by an estimated 20 years.” She stressed the need for networking, collaboration and strategic partnerships for implementation of the strategy both at the regional and national levels.

The Gender Affairs minister implored the participants at the workshop to ensure that the specific interests and challenges of Saint Lucia are represented in the regional strategy. Workshop participants demonstrated a high level of commitment to the process, highlighting several Saint Lucia specific considerations with regional implications such as measures to address coordination for freedom from violence; how to foster greater social inclusion and reduce gender-specific contributors to poverty; how to ensure more inclusive and collaborative sustainable natural resource management and environmental sustainability; instituting measures for more equitable economic empowerment that is inclusive and participatory; eliminating barriers to inclusive quality education; promoting equitable access to health care; and promoting good governance through strategic gender mainstreaming; and gender parity in political participation and decision making.

Dr. Albert-Poyotte implored the Department of Gender Affairs to ensure the inclusion of new initiatives for gender equality in the upcoming national budget so as to guarantee the allocation of adequate financial resources for gender equality outcomes in all sectors.

The Minister pledged the commitment of the Government of Saint Lucia to the regional gender strategy.

Le bilan de l’attaque d’un hôtel de Mogadiscio par des islamistes radicaux shebab, qui a duré 30 heures et s’est terminée samedi vers minuit, est monté à 21 civils tués, a annoncé dimanche le ministre somalien de la Santé.

“Le ministère de la Santé a confirmé à ce stade (le bilan de) 21 morts et 117 blessés” dans l’attaque de l’hôtel Hayat dans la capitale somalienne qui avait débuté vendredi soir, a dit le ministre Ali Haji Adan.

Dimanche, les proches des personnes portées disparues dans l’attaque attendaient des nouvelles de parents à l’issue de l’attaque associant explosion d’une bombe et tirs d’armes à feu menée par des islamistes shebab, un groupe affilié à Al-Qaïda.

Les forces de sécurité ont mis fin à l’attaque dans la nuit de samedi à dimanche, annonçant la mort de tous les assaillants.

Des sauveteurs tentaient de retrouver d’éventuels survivants parmi les décombres dimanche matin, ont constaté des journalistes de l’AFP, tandis que les abords de l’hôtel aux accès fermés étaient calmes et que des experts s’employaient à détecter d’éventuels explosifs.

L’hôtel a subi de lourds dégâts pendant le face-à-face entre les shebab et les forces de sécurité, certaines parties du bâtiment s’étant effondrées.

Cette attaque, revendiquée par les shebab, est la plus grave à Mogadiscio depuis l’entrée en fonction du nouveau président Hassan Sheikh Mohamud en juin, après des mois d’instabilité politique. Elle met en lumière le défi que représente pour lui l’insurrection islamiste, qui dure depuis 15 ans face au gouvernement fédéral.

– Enfants en état de choc –

Le commissaire de police Abdi Hassan Mohamed Hijar a précisé à la presse dimanche que “106 personnes, dont des femmes et des enfants”, ont été secourues par les forces de sécurité pendant le siège qui s’est terminé vers minuit.

“Les victimes ont été touchées principalement dans les premières heures de l’attaque”, a-t-il ajouté.

Le porte-parole des shebab, Abdiaziz Abu-Musab, a déclaré samedi sur leur station, Radio Andalus, que le groupe avait “infligé de lourdes pertes” aux forces de sécurité.

Selon une femme témoin, Hayat Ali, trois enfants d’une même famille, âgés de quatre à sept ans, ont été retrouvés par les forces de sécurité, en état de choc, cachés dans les toilettes de l’hôtel.

Dimanche matin, des dizaines de personnes à la recherche de nouvelles de leurs proches étaient rassemblées dans la rue menant à l’hôtel, mais se trouvaient bloquées à distance par les forces de sécurité.

Muktar Adan, un homme d’affaires dont le frère se trouvait dans l’hôtel vendredi soir, a dit à l’AFP qu’il attendait la permission de pouvoir approcher de l’établissement. “Mon frère était dans l’hôtel la dernière fois qu’on a eu des nouvelles de lui, mais son téléphone est coupé maintenant et nous ne savons pas à quoi nous attendre”, a-t-il dit.

Said Nurow, explique lui être inquiet pour son ami qui séjournait dans l’hôtel. “J’espère (…) qu’il est en vie, il séjournait à l’hôtel selon les dernières informations reçues de sa soeur”, a-t-il dit à l’AFP.

L’hôtel, où se trouvaient nombre de personnes au moment de l’attaque, était un lieu de rencontre prisé des responsables gouvernementaux.

– Attaques intensifiées –

Selon Samira Gaid, directrice du cercle de réflexion Hiraal Institute à Mogadiscio, cette “attaque audacieuse” est un message au nouveau gouvernement et à ses alliés étrangers.

“L’attaque complexe est destinée à montrer qu’ils (les islamistes shebab) sont toujours très présents”, a-t-elle dit à l’AFP.

Les alliés de la Somalie, notamment les États-Unis, le Royaume-Uni et la Turquie, ainsi que l’ONU, ont fermement condamné l’attaque.

“Nous exprimons nos sincères condoléances aux familles qui ont perdu des proches, souhaitons un rétablissement complet aux blessés et félicitons les forces de sécurité somaliennes”, a déclaré le département d’État américain.

Les shebab ont été chassés des principales villes de Somalie, dont Mogadiscio en 2011, mais restent implantés dans de vastes zones rurales. Ces derniers mois, ils ont intensifié leurs attaques.

Mercredi, l’armée américaine avait annoncé avoir tué dans une frappe aérienne 13 miliciens shebab qui s’attaquaient à des soldats des forces régulières somaliennes dans une zone reculée de ce pays de la Corne de l’Afrique.

En mai, le président américain Joe Biden avait décidé de rétablir une présence militaire en Somalie pour y combattre les shebab, approuvant une demande du Pentagone qui jugeait trop risqué et peu efficace le système de rotations décidé par son prédécesseur Donald Trump à la fin de son mandat.

Le nouveau président somalien Hassan Cheikh Mohamoud a estimé le mois dernier qu’une approche militaire est insuffisante pour mettre un terme à l’insurrection des shebab.

Début août, le Premier ministre Hamza Abdi Barre a annoncé la nomination d’un ancien dirigeant des shebab, devenu homme politique, au poste de ministre des Affaires religieuses. Muktar Robow, alias Abou Mansour, avait publiquement fait défection en août 2017 du mouvement qu’il avait contribué à fonder.

Une nuit plutôt mouvementée

Plusieurs événements ont marqué la nuit de samedi à dimanche nécessitant l’intervention des pompiers.

Tout d’abord vers 23 heures, deux hommes âgés respectivement de 49 et 67 ans, ont été bloqués dans leur véhicule par la force de l’eau au passage de Debrosse à Godissard, suite aux nombreuses averses engendrées par la vigilance jaune en cours. La voiture a été soulevée, légèrement emportée et coincée. Ils se sont ainsi retrouvés dans l’impossibilité de se dégager. Il a fallut l’intervention des pompiers pour les aider à sortir du véhicule sans être emportés par la force de l’eau. Plus de peur que de mal. Les deux victimes ont refusé toute prise en charge.

Coups de feu et incendie

Vers 3h45 du matin, c’est aux Terres Sainvilles, qu’un homme de 31 ans a été blessé par balles au niveau de l’abdomen avenue Jean Jaurès. Son pronostic vital serait engagé. Il a été pris en charge par les pompiers et évacué conscient au CHU. La police nationale a ouvert une enquête qui devra déterminer les circonstances de cette fusillade.

À Texaco, c’est un début d’incendie qui a marqué le petit matin. Vers 6 heures, le feu s’est déclaré dans un garage rue George Nardy, proche du boulodrome. Trois véhicules de pompiers sont intervenus. À 7h30 ce matin, l’incendie était maîtrisé et les pompiers étaient en train de “parfaire l’extinction”. Aucune victime n’était à déplorer. 

Les pompiers n’ont pas chômé hier soir.

Si les pluies se sont calmées en cette fin de nuit, en fin de matinée, elles reprendront de la vigueur dans certaines zones selon Météo-France. 

Peu d’évolution dans la situation météorologique, selon le bulletin émis par Météo-France ce diamanche matin. La masse d’air reste humide et instable pour cette journée de dimanche. La faiblesse du vent favorise à nouveau le risque de fortes averses à proximité du relief, sur les régions qui ont déjà été les plus arrosées. 

Prévisions 

Les pluies se sont calmées en cette fin de nuit. Quelques averses circuleront encore ce matin, mais de moindre intensité que celles observées jusqu’à présent. En fin de matinée, elles reprendront de la vigueur. Ce sont à nouveau les régions proches du relief qui seront les plus exposées, avec des cumuls de 40 à 50 mm en 3 heures qui viendront s’ajouter aux cumuls importants déjà observés. 

Des averses, parfois fortes, se maintiendront encore au cours de la nuit de dimanche à lundi sur l’ensemble du département ainsi que durant la journée de lundi.

En cas d’orage, évitez l’utilisation des téléphones et des appareils électriques. Ne vous abritez pas dans une zone boisée. 

En cas de fortes pluies, soyez très prudent à proximité des cours d’eau . Les passages de gué peuvent devenir vite très dangereux. Attention à leurs traversées.
