Two police officers have been granted bail by the High Court after they were initially denied bail by the parish court on murder charges stemming from the killing of a tiler whose death allegedly resulted from his refusal to pay a bribe.

Corporal Kemar Dennis and Constable Purcell Carter appeared in the Supreme Court last week, and were each granted bail in the sum of $1.5 million.

Some strict conditions are attached to their bail.

The men are also charged with shooting with intent and other offences in relation to the fatal shooting of Phillip Wallace at East Kirkland Heights in St Andrew on Saturday, July 16, 2022.

A third constable who was implicated in the murder, Corporal Miguel Ebanks, is still awaiting his appeal to the High Court be heard on the matter of bail being denied by the parish court.

Ebanks was further charged with two counts of committing an act of corruption, contrary to section 14(1)(a) of the Corruption (Prevention) Act.

All three policemen are to return to the Kingston and St Andrew Parish Court for the mentioning of their substantial cases.

It was reported that Wallace was shot dead while outside a bar in his community of Green Glide Close in Red Hills, St Andrew on July 16.

A woman escaped serious injury during the gun attack.

It is alleged that the policemen requested $100,000 from Wallace to drop a case against him.

A report was made to the Constant Spring Police Station and a corruption probe was reportedly launched into the lawmen.

Prime Minister Philip J. Pierre has highlighted a tendency for people to focus on bad news, mainly crime, in an interview on Monday with reporters on the sidelines of a meeting of the Cabinet.

The Castries East MP spoke in response to a question about his constituency’s recent 14th Annual Honouring Ceremony and Maths Quiz.

After describing the event as ‘very uplifting’ he highlighted people’s penchant for the bad news.

” Most of us concentrate on the bad news. Crime, crime, crime, crime – the bad news. It’s sensational. It’s nice – we want to say about it and we say ‘Oh, the sky is falling.’ No. The sky is not falling,” Pierre asserted.

On the other hand, the Prime Minister declared that Saint Lucia is on the trajectory of progress.

He explained that the government is trying its best to improve the lives of everyone.

“Very simple things. When I was an MP the last time I got nothing for educational allowance. The two (opposition) MPs have got,” Pierre stated.

“The quiz, these children were chosen strictly by meritocracy – absolutely no political interference. Meritocracy – they were good in maths. We honoured them and every child who came first in the constituency in my schools got a tablet. The winner of the Maths Quiz got a laptop computer, school supplies, and a monetary contribution,” the Castries East MP stated.

“Meritocracy and trying to tell our children even though you are from Castries East you can do well and they are doing well,” Pierre said.

Asked what it meant to him to assist the children with their education, he indicated it was his pleasure to do so.

“That’s what I do. I have been doing that all my life. I just don’t publicise it,” Pierre disclosed.

“I give kids several things all the time. This is why some people wonder ‘How come you have won six times?’ I’ll tell you I can win seven and eight times because I deal with the people and regardless of all the propaganda,” he declared.

Pierre said he is not perfect, but the people know what he does for them and together they aspire to make Saint Lucia a better place.

François Durpaire mis en examen pour viol

Black Immigrant Daily News

The man who was on Monday morning being sought by the police in relation to a threat to kidnap women and girls in Mandeville, Manchester, is now in police custody.

Head of the Manchester Police Division Superintendent Shane McCalla confirmed on Monday afternoon that the man was “picked up” and is undergoing interviews by investigators.

“Initial observation that has been made is that the young man is displaying signs of mental health issues and, as such, whilst we do our part as the police, there is also another aspect to it where the Ministry of Health personnel are also on board and are actively involved in the process,” he said on Monday afternoon.

The man, whose name has not been released by the police, was seen in a video circulated on social media promising that when school reopens today, September 5, he would be driving around and “taking all girl kids” and women because they are needed for an experiment.

The police issued an appeal late Sunday night for him to immediately surrender at the nearest police station. The police also appealed to the public to help them identify the man in the video.

On Monday afternoon, Superintendent McCalla thanked everyone who assisted the police “in the speedy resolution to this particular matter”.

The senior cop also urged Jamaicans to be observant and seek assistance once individuals observe any signs that a family member, a friend, or a co-worker may be showing any signs of mental health problems.

“It is a serious issue that affects a large number of persons in our society, and sometimes it goes unnoticed and untreated,” he said.

Teachers prepared to tackle learning loss with new curriculum

Students at school during the Covid pandemic

Teachers are prepared to go the extra mile to reintegrate students into the classroom as the new academic term commenced on Monday.

This will be done to tackle the major learning loss students suffered when schools across the country were closed to face-to-face sessions due to the COVID-19 pandemic.

DPI visited various schools along the east bank corridor, where teachers detailed plans, they are implementing to help bring their students up to speed.

Headteacher of Peters Hall Primary, Wonita Henry, expressed delight over the reopening of school, as she highlighted the many plans for her students.

“It’s one of the most amazing things. The children are happy to be out again and the teachers are well prepared. As usual, we do our remedial teaching but this year, we implemented a new system. Where we are working with the slow learners in a separate group, so as to push them over the pass mark to get back into the normal stream.”

At the Diamond Secondary School, 78 per cent of students turned out on the first day. The school’s Graduate Senior Mistress Melisa Gordon said majority of the students were at a disadvantage when classes were held online.

“Even though we embrace technology, we can’t deny the facts that lots of our students are at a disadvantage because of connectivity issues in terms of the internet and getting access to devices to attend classes online. So, I am happy that they came back in school fully, where they can continue learning as they use to before the pandemic,” she pointed out.

To this end, Gordon said teachers will we assisting students after school to ensure they are on the path of success.

“We are taking great initiatives to work with them beyond the call of duty to ensure that they get back at least a high percentage so that they can move forward and go on to be successful. Some of the classes will actually be done after school, we will be working with them giving them extra assignments among other activities.”

Houston Secondary School’s Graduate Headmaster Kevin Williamson shared similar sentiments as he highlighted that majority of the student population are from deprived communities.

“The students would’ve lost a lot during that pandemic period. So, I think the reopening of school and having them in the classroom will help them especially students coming from areas that feed our school. Which is a lot of deprived communities so, what we find is a lot of those students were notengaged on the online classroom and so that absences had a negative impact on them learning. So, bringing them back into the classroom will definitely help them in making them successful for life ahead,” he noted.

Further, the headmaster stated that the school will be implementing the Ministry of Education’s consolidated curriculum to reintegrate over 480 students to face-to face learning.

“It will start off with an assessment, we will check to see where the students are and from there, we will know how far back we have to go to bring them to where they are supposed to be,” he said.

Additionally, Assistant Mistress of Grove Primary School, Annalisa Persaud said “I think it is a great idea to have school reopen because the children have been facing a lot of learning loss. I think they have been missing that and the school experience is very important for them. So, it’s a great initiative to have school open fully.”

To address this growing issue, Persaud said the school will be rolling a new curriculum.

“That curriculum allows us to target each child individually so we are excited to have that work. So, that we can look at each child individually and how well their learning preference will go with the curriculum,” she said.

At present, some 610 students returned to the school for the new term.

Meanwhile, parents who accompanied their children welcomed the reopening.

Nicola Griffith said “well, the online learning at home was hitting him back a little. I believe working at school give him a better reaction with teacher kids, helps him to improve better.”

Another parent, Leah Emmanuel shared similar sentiments.

“It’s more convenient because sometimes you’re home and so busy you don’t have the time to help them fully do their work so it’s more convenient to bring them to school.”

Sharon Thomas said with the reopening of school her child is sure to excel.

“Well, I am glad to come out for the first day at school for September. I am glad my child is entering a new class today and I feel so proud. I know she will do it now because the school open all round and when she brings percentage, she will bring more the next term,” she told DPI.

Safety measures and protocols are still in effect to protect students from COVID-19. [Extracted from DPI]

The northern Leeward Islands escaped the wrath of Tropical Storm Earl as it passed north of the island chain.

The US National Hurricane Centre (NHC) said TS Earl’s eye is 85 miles (140 kilometres) north-northeast of St Thomas in the US Virgin Islands.

There are no warnings in effect.

TS Earl has maximum sustained winds that are near 50 mph (85 km/h) with higher gusts, according to the NHC’s forecast. Tropical-storm-force winds extend outward up to 105 miles (165 km) from the centre of circulation.
