Deputy Commissioner of Police in charge of the crime and security portfolio within the Jamaica Constabulary Force (JCF), Fitz Bailey, has furnished details of the brazen gun attack on persons at the Best Dress Chicken community sports field in Spring Village near Old Harbour in St Catherine during a football match on Sunday afternoon.

The incident left three persons, including a female, dead, and six others nursing gunshot wounds.

Bailey outlined what happened, and some of the theories that are already emerging as investigators work to track down those who were involved.

In a statement in response to the development, the Best Dressed Chicken said:

“The Best Dressed Chicken is shocked and extremely saddened by the shooting that took place on Sunday afternoon in the vicinity of our sports field.

“Our condolences go out to the families who have lost their loved ones.

“The matter is being investigated by the police and we trust that justice will be served.”

The St. Lucia Teachers’ Union (SLTU) has been investigating the issue at St. Mary’s College and is very disturbed about this case as it has serious implications for the entire education system.

Schools are institutions that instill values and discipline in students to help them to become law-abiding citizens.

Given the nature of the school, we all understand the importance of rules and regulations and the reasons why they should be followed.

Further, the SLTU is concerned about the impact that this matter will have on school discipline. If a student is allowed to break one rule, then inevitably the authority of all other rules would be compromised.

Thus, the stability of the entire education system would be at stake. Therefore, all school rules should be given the utmost respect, in the same manner, the rules and regulations in all other institutions are respected.

The SLTU is therefore calling on parents, the Ministry of Education and the wider community to work with our schools to protect the integrity of the school system and to allow school to continue to play its part in the development of law-abiding citizens of this country.

Barbados Royals confirmed their spot in the playoffs of the Hero Caribbean Premier League (CPL) campaign with a commanding DLS victory against the Guyana Amazon Warriors.

The Amazon Warriors won the toss and opted to field first and that appeared to be the right decision.

Taking wickets at regular intervals the Amazon Warriors made it difficult for the Royals to negotiate the conditions and only a late order rally from Jason Holder and Mujeeb Ur Rahman ensured the Royals ended with a reasonable total of 107/6 from an innings shortened to 16 overs due to rain

However, that total proved more than enough as Royal’s bowling attack offered no freebies when the Amazon Warriors came to bat. Led by Mujeeb and Rahkeem Cornwall they ensured the run rate become untenable as the Royals cruised to victory.

Guyana Amazon Warriors’ cadre of spinners imposed themselves on the game taking all six wickets to fall in the Barbados Royals innings.

Having reduced the Royals to 62/5 when the rain delay came, Imran Tahir then removed David Miller immediately after the restart but Jason Holder and Mujeeb Ur Rahman compiled a 39-run partnership off 16 balls to give the Royals a total to defend.

111 to win suggested an advantage for Amazon Warriors but Mujeeb and Rahkeem Cornwall produced spell-binding bowling in the first four overs to restrict the Warriors to 12 runs for the loss of one wicket.

The Amazon Warriors couldn’t get going as a disciplined Royals bowling performance increased the pressure with a plethora of dot balls.

In the end, what should have been a tight game became an easy win for the Royals as they coasted to victory by 29 runs.

L’ouragan Fiona a privé d’électricité dimanche Porto Rico, déversant des pluies torrentielles et causant des dégâts “considérables” sur cette île américaine, avant de se diriger vers la République dominicaine.

Fiona a notamment provoqué des glissements de terrain, fait tomber des arbres et des lignes électriques, rendu des routes impraticables et entrainé l’effondrement d’un pont dans la ville d’Utuado, dans la région montagneuse située au centre de l’île, a déclaré le gouverneur Pedro Pierluisi lors d’une conférence de presse dimanche soir.

L’ensemble du territoire, qui compte plus de trois millions d’habitants, a été privé d’électricité à l’approche de l’ouragan, a ajouté M. Pierluisi, affirmant que le réseau électrique était hors service.

L’ouragan, qui s’est abattu à 15H20 locales (19H20 GMT) sur la côte sud-ouest de Porto Rico, près de Punta Tocon, charriant des vents soufflant jusqu’à 140 km/h, se situe désormais au large de Porto Rico et devrait frapper la République Dominicaine lundi.

Des pluies diluviennes devraient cependant continuer de s’abattre sur l’île dans la nuit de dimanche à lundi, provoquant des crues soudaines et dévastatrices.

Fiona restera un “événement catastrophique en raison des conséquences des inondations” dans la région montagneuse centrale, à l’est et au sud de Porto Rico, a tweeté M. Pierluisi, ajoutant que 23 à 33 cm de pluie sont tombés en seulement cinq heures.

“Les quantités de pluie produiront des crues soudaines catastrophiques et des inondations urbaines à Porto Rico et dans certaines parties de l’est de la République dominicaine, ainsi que des coulées de boue et des glissements de terrain dans les zones de terrain élevé”, a déclaré le Centre national des ouragans (NHC).

Avant l’arrivée de Fiona en République dominicaine, le président Luis Abinader a annoncé que les services publics et privés seraient fermés lundi.

De fortes pluies ont commencé à s’abattre dimanche soir à Nagua (nord), une ville côtière d’environ 80.000 habitants située dans l’une des régions déclarées en alerte rouge.

La dépression, qui est passée dimanche du statut de tempête tropicale à celle d’ouragan de catégorie 1, devrait se renforcer et devenir “importante d’ici 48 heures” selon le NHC, avant de prendre la direction du nord vers l’océan Atlantique.

Dans la ville d’Utuado, une famille a vu le toit en zinc de sa maison s’envoler, comme en 2017 lors de l’ouragan Maria, selon des médias locaux.

“C’est une situation extrêmement compliquée et triste. Les dégâts que nous constatons sont catastrophiques dans plusieurs régions”, a déclaré M. Pierluisi aux journalistes lors de la conférence de presse de dimanche.

“L’ensemble de l’île subit une importante accumulation de pluie. De multiples dommages graves ont été signalés dans de nombreuses villes”.

Fiona avait déjà causé de sérieux dégâts lors de son passage en Guadeloupe dans la nuit de vendredi à samedi. Par endroits, l’eau est montée de plus de 1,50 mètre. Un homme y est mort, emporté avec sa maison par les flots d’une rivière en crue.

Le président américain Joe Biden a déclaré dimanche l’état d’urgence pour Porto Rico, autorisant l’Agence fédérale de gestion des urgences à fournir une assistance.

Le NHC a également déclaré que des conditions de tempête tropicale sont attendues dans les îles Turques-et-Caïques et dans le sud-est des Bahamas d’ici lundi en fin de journée ou mardi matin.

M. Pierluisi a déclaré à la presse que les autorités réitéraient “la demande faite aux habitants, et à laquelle la majorité d’entre eux ont répondu, de rester chez eux ou de chercher refuge s’ils en ont besoin”.

Avec le réchauffement de la surface des océans, la fréquence des ouragans les plus intenses, avec des vents plus violents et des précipitations plus importantes, augmente. Ils font notamment peser un risque de plus en plus important aux communautés côtières.

Ancienne colonie espagnole, Porto Rico, qui est devenu territoire américain à la fin du 19e siècle avant d’acquérir un statut spécial d’”Etat libre associé” dans les années 1950, connaît de graves problèmes d’infrastructures depuis plusieurs années.

L’île avait été dévastée en 2017 par les ouragans Irma et Maria qui avaient sérieusement endommagé son réseau électrique. Celui-ci a ensuite été privatisé en juin 2021 avec pour but affiché de résoudre le problème des coupures de courant. L’île a cependant connu une panne générale en avril 2022.

Jamaica’s COVID-positivity rate decreased to 12.4 per cent amid 48 new COVID-19 cases recorded over a 24-hour period up to Saturday afternoon.

Four COVID-19 deaths that occurred from September 2021 to September 2022 were also recorded on Saturday, bringing the overall coronavirus death toll in Jamaica to 3,294.

A 92-year-old man from Westmoreland is among the latest recorded COVID fatalities nationally.

There were 91 recoveries on the day, bringing that tally to 98,136.

The newly confirmed COVID-19 cases brought the total number on record for the island to 151,269.

Notably, the 12.4 per cent positivity rate was based on the samples tested on Saturday.

Of the newly confirmed cases, 28 are females and 20 are males, with ages ranging from nine days to 89 years.

The case count was made up of St Mary (10), Kingston and St Andrew (eight), Manchester (six), St Catherine (six), Clarendon (three), St James (three), Hanover (two), Portland (two), St Elizabeth (two), Trelawny (two), Westmoreland (two), St Ann (one), and St Thomas (one).

There are 32 moderately ill patients, five severely ill patients and two critically ill patients among 856 active cases now under observation in Jamaica.

There are 102 COVID-19 patients now hospitalised locally.

Newsmaker: Rocky Meade’s about-turn re Cabinet Secretary position Loop Jamaica

This week’s development as Newsmaker of the Week just ended is Lieutenant General Rocky Meade’s decision to decline his appointment as Cabinet Secretary.

The announcement of the immediate former chief of defence staff as Cabinet secretary on Tuesday came as a shock to some, leading to much public debate from senior attorneys who contended that the appointment was in breach of the constitution.

The constitution outlines that, “There shall be a Secretary of the Cabinet who shall be appointed by the Governor-General, acting on the recommendation of the Prime Minister, from a list of public officers submitted by the Public Service Commission.”

To date, the Government has remained silent on the constitutionality of the appointment that led to a contentious debate across social and traditional media for two days before Meade brought the matter to an abrupt end.

More than 48 hours after the appointment, a statement from the Office of the Prime Minister (OPM) confirmed on Thursday that the retired army boss had declined the Cabinet secretary position amid the increasing public discourse around the matter.

In the release, Meade said he was advised by the Office of the Cabinet that he would receive a letter of appointment from the governor-general, through the Office of the Services Commission, for the post of Cabinet secretary on the recommendation of the prime minister, with input from the Public Services Commission.

“After almost four decades of service to the people of Jamaica, I was convinced to continue to serve, and had initially indicated my intention to accept the offer,” said Meade.

“Although I was invited by the Public Services Commission to be considered for the post while I was still a serving officer, the current public discourse does not provide a sufficiently settled environment for the assumption of such a significant office, and I will therefore seek His Excellency’s understanding of my decision to decline (the offer),” he indicated.

Meade thanked the governor-general, the prime minister and the Public Services Commission for considering him for the post.

Meade was to take office on October 1, succeeding Ambassador Douglas Saunders. The OPM said Saunders held the post since June 2008.

“Meade’s years of experience in Government will be an asset to the public service and a crucial part of our continued thrust towards efficiency and service excellence,” Prime Minister Andrew Holness said in a release on Tuesday about the army boss’ appointment.

The prime minister thanked the outgoing Cabinet secretary for his “decades of committed service to the Jamaican people”, stating that he demonstrated integrity, accountability and commitment to the Government of the day and the people of Jamaica.

In that release, Meade expressed optimism about his then pending new role.

“I am humbled and honoured to be considered for this critical role. I pledge to further the positive evolution of the public service for the benefit of the wider society,” Meade was quoted as saying in the release.

According to the Office of the Cabinet, “The Cabinet secretary is the most senior policy adviser in the civil service.

“He is secretary to the Cabinet, responsible to all ministers for the running of Cabinet, and is also the head of the civil service.”

Additional roles of the Cabinet secretary include, among other things, providing support and advice to the Government and overseeing the provision of policy and secretariat support to Cabinet and Cabinet committees.

“As head of the public service, he is responsible for developing a highly professional public service (that is) able to effectively execute Government business.

“As head of the Permanent Secretaries Board, he is responsible for guiding the execution of ministry plans that align with Government’s priorities,” the Office of the Cabinet outlined.

But several legal and constitutional minds were early in questioning the rationale behind the Public Services Commission placing Meade’s name on a list of public officers to be considered for the post.

The legal luminaries posited that as a member of the military, Meade was not a public officer because the army is not formally considered to be part of the public service.

Consequently, with the Cabinet secretary role being supposedly constitutionally required to be held by a serving or former member public officer, it was contended that Meade was not eligible to take up the position unless he is appointed to the public service and then as Cabinet Secretary.

Noted attorney, Clive Williams, took to Twitter on Thursday, and provided photos of how the Jamaican Constitution defined the meaning of a public office, public officer and the public service.

The constitution said: “Public office means any office of emolument in the public service.”

In relation to the term public officer, the constitution defines it as “the holder of any public office, and includes any person appointed to act in such office.”

The public service, according to the constitution, means, “the service of the Crown in a civil capacity in respect of the Government of Jamaica (including service as a member of the Judicial Service Commission, the Public Service Commission or the Police Service Commission), and includes public service in respect of the former Colony of Jamaica.”

Williams also provided the section of the constitution that advised how a Cabinet secretary should be appointed.

Against that background, Williams tweeted: “The Govt & public affairs of JA, how the business of the country is conducted, are not the personal affairs of members of the Cabinet & MPs (Members of Parliament).

“The allocation of power, role & duties of office holders, criteria for selection etc, are outlined in the constitution. Wrong & strong, bad,” he commented.

Following the OPM release on Thursday night, in which Meade expressed his decision to not accept the position, Williams tweeted: “Big man ting. Respecs Lieutenant General Meade.”

For her part, Executive Director of Jamaicans for Justice (JFJ), Mickel Jackson, tweeted: “The mishap with the post of Cabinet secretary suggests that either the Government does not understand the provisions in the constitution, or it has no regard for it. Either way, it’s cause for concern. Troubling!”

@ermalii16 wrote: “Wise move. The suggested appointment was not thought out thoroughly by the Government.”

But on Twitter, not all agreed with the decision that was taken by Meade, and the controversy which preceded the decision on whether the appointment was constitutional.

Public commentator, Kevin O’Brien Chang, tweeted: “It’s obviously a technicality. But the constitution must be obeyed.

“But Jamaica is short of human capital & cannot afford to lose the willing services of such a brave patriot (who is) suitable for the job.

“Give him (Meade) a public service job for whatever required time & bring him back on board,” suggested Chang.

Another Twitter user, @jayjaybrown97, shared: “Get Rocky Meade in another position in the public sector, then move to Cabinet secretary. Public sector must be cleaned up.”

On Facebook, there were similar views expressed that the necessary adjustments be made to accommodate the former army boss in the position.

“The public service need cleaning up. Meade would do that, but it’s Jamaica’s loss,” commented Melissa Smith.

Jackie Walters wrote: “Appoint him (Rocky Meade) to another position in the public sector and get him back in the running for Cabinet secretary.

“His expertise and years of experience are needed to clean up the corruption across Government offices,” she claimed.

However, there were others who commended Meade for showing his integrity by declining the post, given the purported constitutional issues if he was sworn in as Cabinet secretary.

“The man don’t want to be in any bangarang. Integrity. Stand up, Mr Meade,” said Facebook user, Jeanie Green.

“I appreciate and applaud his stance on the issue, I don’t think he needs all the drama that comes with it. He can make a contribution elsewhere,” commented Norris Creary.

Another Facebook user, Fay Johnson, stated: “I’m pleased he (Rocky Meade) turned the position being offered to him down.

“The civil service is a serious and important part of Gov’t . In our daily operations we are neither JLP nor PNP, we serve!”

Leroy Cornwall questioned: “Soldiers done a head of police force and the JDF, so why he needed to be surrounded by so many army personnel?”

Social media user, Daniel Wray, opined: “Seems like Jamaica becoming a military state before our eyes?

“Why the Public Service Commission would sabotage their reputation when the constitution clearly outlines who should get the job and how? Something else seems to be at play, but more questions and no answers on the Government’s decision,” he indicated.

Up to the time of publication, there was no indication as to who would assume the new role as Cabinet secretary.

The Public Service Commission has also refrained from providing any clarity on the several emerging issues relative to the appointment.

EYEWITNESS: Giving due… respect to First Peoples

We’re past the halfway mark of Amerindian Heritage Month, but frankly your Eyewitness doesn’t see enough activity in the public space to mark the occasion. The first point that must be highlighted is when we talk about colonialism – now that Queen Elizabet’s passing has catapulted the topic into a meme – the Indigenous peoples have suffered the LONGEST since they were the first to be colonised!! They suffered the ultimate demonisation when Columbus announced he’d DISCOVERED a new world. Meaning that those who were living here have no consciousness of their humanity – but whereas the other animals, he’d encountered!!

It wasn’t surprising that within a few decades of Columbus’s “discovery”, 99.999% of them have been wiped out across the ENTIRE West Indies!! That’s right – WIPED OUT!! So we owe a great debt – as inheritors of the European conquest – see that suit and tie? to make amends for that initial genocidal holocaust. What can we do?? Well at a minimum take a united stand that the Government keeps its treaty – unlike the PNC – to give the Indigenous Peoples all the land to which they’re entitled. Your Eyewitness says “treaty” ‘cause their land ownership agreements are at the same level as an international treaty – since it was part of the Independence Agreement of 1965 – “Annex C”.

Then there’s this matter of “development”. While we on the coastland bicker about who’s getting what from the oil revenues, it’s “out of sight, out of mind” where the Indigenous Peoples are concerned. And that’s why some – especially the Opposition – are kvetching that this PPP government’s working overtime to set that matter right!! Did you hear all the “slang” thrown at the President when he announced those 600 houses in Reg 9 for locals who’d get a $1 million grant to start construction?? PLUS an inside track with the banks to finance the rest of the $3 million cost with collateral-free mortgages!?! Not to mention the sling of cement that had been given to coastal low-income home-builders – also thrown in!?! The kvetchers obviously feel that the Indigenous Peoples should continue living in thatched mud-houses!!

Continuing with ‘development”, there’s gotta be some massive job creation scheme in each interior region so that this embarrassing practice of donating handouts to Indigenous Peoples will cease. All this does is perpetuate the dependency syndrome that was started by the European colonialists with their beads and baubles!! Take that plywood factory at East Bank Land of Canaan. Why wasn’t that built-in Reg 1 from where the wood gotta be transported?? That’s the only way our Indigenous peoples will finally have equitable development!!

And end this pattern of exotifying them with their grass skirts and feathered headdresses.

…to the Royals

It suddenly dawned on your Eyewitness that the British Royalty was the first Reality Show in the world!! It launched in the 18th century – coterminous with the pamphlets and press that covered with the execution of Marie Antoinette!! The Fourth Estate was as much – if not more – about covering the Royals and the “nobility” than about “the people”!! Ironically, the latter thought they were cutting back the powers of the former, but overlooked they were given a house of COMMONS!!

Did you realise that Christmas Trees became popular in the British Empire because Queen Victoria’s German husband Albert brought them from his little principality?? And the way the Royals speak is the ultimate in “posh” – to which everyone strains?? And that as the radio was invented the King’s message was eagerly awaited across the empire?? And those grainy newsreels then picked up the tradition -as did TV by the age of Diana??

It’s all a Reality Show. That is probably why QE II didn’t like Donald Trump!!

El alcalde de Guánica, Ismael “Titi” Rodríguez, anunció que por el momento no existe paso en gran parte de las comunidades del municipio, tras el paso del huracán Fiona.

“Situación en el puente hacia Magueyes. Postes , árboles y tendido eléctrico en el piso. No hay paso para las mayoría de nuestras comunidades”, dijo.

El llamado es a mantenerse en sus hogares. Cuando llegue la calma . Nuestro personal con nuestro equipo pesado hará el trabajo correspondiente cuando las condiciones lo permitan”,concluyó el mandatario municipal a través de redes sociales.
