One Smith and Wesson 9mm pistol with a magazine containing five 9mm rounds of ammunition was handed over to the St Catherine South Police Division on the Mandela Highway in St Catherine on Friday, September 30.

Reports from the Portmore police are that at about 9:00 am, lawmen were conducting an operation in the area when they were approached by a resident who handed over the firearm and ammunition to them. The weapon was subsequently seized.

No one was arrested in relation to this seizure. Investigations continue.

Not even the threat of heavy rainfall could deter hundreds of Jamaicans who came out on Saturday to pay their final respects to Tavaris and Tavaughn Bulgin, the two brothers who died in a drowning incident in the United States.

The Thanksgiving service to celebrate the lives of the two men was held at the New Testament Covenant Church of God in Old Harbour, St Catherine which was filled to capacity as loved ones came from all walks of life to pay their final respects.

During the service, the two siblings were remembered as God-fearing and ambitious young men, who were on a path toward greatness.

At the event, many came and tried to keep a straight face but the sight of two caskets side by side in the halls of the church was enough to break them down.

Pearnel Charles Jr. the Member of Parliament for Clarendon South Eastern, a part of the parish which the young men were from, spoke about the invaluable contributions that both siblings made in their short time on earth.

“It is not often, it’s very unique for you to find two brothers in one family, both God-fearing, both ambitious, both on the right path both walking together…’” said Charles at the service as he sought to highlight the positive steps that the siblings were taking until their lives were cut short.

The MP also said that he would be donating $200,000 towards a foundation that was set up in honor of the young men.

Reports are that an account has been opened at the Bank of Nova Scotia in May Pen, Clarendon with the purpose of establishing a foundation in memory of the brothers.

The Bulgin brothers were on seasonal employment at Norman’s restaurant in the town of Oak Bluffs in Martha’s Vineyard.

Reports are that The brothers and two others jumped from the American Legion Memorial Bridge more popularly called Jaws Bridge and got into difficulties. Two were rescued but the brothers never survived. The tragic incident took place on Sunday, August 14 at Martha’s Vineyard in the USA.

Jamaica gets boundary markers to protect fish sanctuaries Loop Jamaica

Fish sanctuaries are to be afforded greater protection, after the handover of several boundary markers, funded by the World Bank at a cost of US$7,500.

The markers were formally presented to Jamaica on September 29, at the Caribbean Coastal Area Management Foundation (C-CAM), in Salt River, Clarendon.

Minister of Agriculture and Fisheries, Pearnel Charles Jr., who accepted the markers from Senior Environmental Specialist with the World Bank, Maja Murisic, said they have come at a “very important” time, when the Government’s agenda is high on food security, and is actively advancing the country’s “capacity to be food secured”.

“We are advancing economic growth through the protection of our environment and natural resources, and the income and livelihoods of our fishers and fish farmers are dependent on good fishing and farming practices,” Minister Charles Jr. told the audience.

The sanctuary markers are funded by the World Bank under the Promoting Community-Based Climate Resilience in the Fisheries Sector Project, being implemented by the National Fisheries Authority (NFA). They will be used to support and strengthen the NFA’s enforcement efforts.

“While we strengthen the fisheries policy and regulatory framework, we also recognise that it is important to develop guidelines and protocols for promoting sustainable fishing and aquaculture practices, taking into consideration Climate impacts on fishery and aquaculture production,” he said.

The Minister pointed out that across the region, marine resources are declining due to natural impacts, and from activities of persons in the sector, adding that there must be a ramping up of efforts to decrease poaching, and to regulate local fishers, so that the fish stocks remain stable.

Mr. Charles Jr. said this will ensure that their practices are sustainable with positive long-term effects, and the markers will play a great role.

“More specifically, they will impact illegal, unreported and unregulatory fishing practices within the coastal areas. They will also identify the positions of the protected areas and will also assist enforcement personnel, as they will visually show the enforcement team from any vantage point in a protected area if someone is in breach. Importantly, it will show fishermen where not to fish,” he said.

For her part, Senior Operations Manager at the World Bank, Karlene Collette Ledgister, said the donation of the markers is a “good example” of how the institution is supporting and strengthening the “framework for food security” and cited the decline of fish stock from climate change, overfishing and pollution, with severe impact on the livelihoods of individuals.

“Sustainable fishing practices are of paramount importance to increase the fish stock,” she emphasised.

Georgetown, Ministry of Finance, 1 October 2022: Senior Minister in the Office of the President with Responsibility for Finance, Dr Ashni Singh, today announced on behalf of the Government a reduction of gasoline and diesel prices at the pump to be charged by the Guyana Oil Company Ltd (GUYOIL).

The prices at the pump charged by GUYOIL will be reduced as follows: gasoline prices reduced by 20 percent from $269 per litre to $215 per litre; and diesel prices reduced by 15 percent from $265 per litre to $225 per litre. These changes are expected to start taking effect as early as 2 October 2022.

During the first half of 2022, global oil prices surged more than 50 percent, increasing from US$77 per barrel at the end December 2021 to US$120 in June of this year; having risen as high as US$137 per barrel primarily as a result of the Russian invasion of Ukraine. The impact of the dramatic increases in oil prices were significant and given the interconnected nature of the global economy, translated into higher cost of landing fuel in Guyana.

In order to mitigate the impact of rising global fuel prices on domestic consumers and the productive sectors to which fuel is a key input, the Government lowered the Excise Tax rate on both gasoline and diesel from 10 percent to 0 percent in March of this year. It would be recalled that, previously, during the Budget 2022 presentation, the Government lowered the Excise Tax on both gasoline and diesel from 20 percent to 10 percent so as to minimise the impact of rising global oil prices. The Government has been progressive lowering the Excise Tax rate on both gasoline and diesel, from 50 percent to 35 percent in February 2021, 35 percent to 20 percent in October 2021, in keeping with Government policy to adjust the taxes on fuel, to mitigate the impact of rising fuel prices on the world market.

Since resuming office in August 2020, the PPP/C Government has implemented a suite of measures to ease cost of living pressures and to improve disposable incomes, in an ongoing effort to address these issues head-on and to mitigate the effects of rising prices globally on all Guyanese citizens. The reduction in excise taxes is one such measure within the wide menu of measures implemented by Government since assuming office.

Unica James, mother of missing teenager Simeon Benjamin James, has announced plans for a massive search for him in the Dennery valley area on Monday.

The mother has mobilised relatives, friends, and neighbours to join the police in the wide-ranging hunt for the missing 19-year-old.

But she has also invited any concerned citizen to participate as well.

“We want to search as early as 6:00 am,” she told St Lucia Times.

“I will not lose hope because I do not believe my son is dead,” Unica declared.

Simeon, who was due to graduate from the Bocage Secondary School, left his Ti Rocher, Castries home one week ago to view a football match in the Dennery valley.

His mother said that after staying with a childhood friend, Simeon was due back home on Monday to prepare for his Bocage Secondary School graduation on Thursday.

But Unica said the friend did not see her son.

And despite enduring the pain of the death of Simeon’s father a few months ago due to illness, she declared that she is keeping the faith, and not allowing herself to drown in negativity because her son is still missing.
