D&G Foundation fund $8m to boost literacy at Seaview Gardens Primary Loop Jamaica

When schools reopened for face-to-face classes in March, the administration at the Seaview Gardens Primary School faced a problem – extreme learning loss across all age groups, particularly in literacy.

Having assessed the situation and crafted an action plan, School principal Sangieanna Reid-Prince reached out to the Desnoes and Geddes (D&G) Foundation for help to get the students back on track.

After consultations and planning, stakeholders gathered on the school grounds on September 29 to celebrate the official launch of the Seaview Gardens Primary Literacy Programme – a three-year, $8 million initiative funded by the D&G Foundation to close the literacy gap and set students on a path to excellence.

Acting Chief Education Officer at the Ministry of Education and Youth, Dr Kasan Troupe described the launch as a watershed moment.

“Today is a turning point and a sign that this institution is committed. It also signals that the D&G Foundation is invested in developing this community. The greatest gift you can give anyone is the gift of education, starting with the basic principles of reading and writing. Today is a testament to what can be achieved through collaboration. This investment shows a strong belief in these students, who will eventually become the leaders of this community and our country.”

Troupe concluded, “I am an example of someone teachers believed in. I started out in Greenwich Town and did not grow up privileged, but just like these children, my teachers and principal had hope in me, which is what took me to where I am today. Let us never give up on the students of Seaview Primary. Let’s continue to partner with teachers, parents, community, and stakeholders to make the dreams of these boys and girls a reality.”

The Seaview Gardens programme is designed to support literacy development across all subject areas. In addition to literacy levels, students will be assessed based on their skills, interests, learning styles, and sensory awareness abilities. The methods to be deployed will enable teachers and specialists to design individual learning tools for each student. For lower grades, the programme will focus on literacy development, fluency in reading and comprehension-skill building. Students in upper school, grades four through six, will also include critical thinking as a core component.

“Education is one of a nation’s most valuable assets, and the impact of the phenomenal depletion caused by the COVID-19 pandemic is immeasurable,” said Reid-Prince. “As a community school, we recognised that our students were in peril, which is why we reached out for support. The situation was scary, but it also inspired us to act quickly.”

D&G Foundation Accountant Dennis Beckford applauded Prince and her team for the level of detail and speed with which they responded to the problem.

“We were so impressed by the school’s proposal, and we’re eager to see the development that will take place over the next three years. Our goal is for the intervention programme to provide critical literacy development assistance for all students at Seaview Primary. Together we have put measures in place to ensure that these goals are achieved. Due to the intensity and scope of this intervention, we have established a project team that will meet monthly to review the programme. These reviews will allow us to correct deviations to stay on track. All students must emerge from this programme better than they were at the start,” said Beckford.

The programme launch was an exciting affair with students performing original music, dance, and poetry to entertain more than 100 invited guests, which included community residents, school board members, staff of the D&G Foundation and senior members of the Education Ministry.

A 52-year-old woman said to be a pastor was attacked and her throat slashed at her home in St Ann on Mondday.

Reports are that at about 11:30 pm, the female identified as Michelle Roache was at premises in the Content section of the parish when she noticed that the lights to the outside of her house were turned off.

Police said the religious leader went to make some checks and that was when she was attacked stabbed several times and her throat slased.

The injured woman was taken to hospital where she was pronounced dead.

Antigua and Barbuda on Monday 3rd October, hosted the 21st Meeting of Fisheries Ministers of countries of the OECS under the theme ‘the Sustainable Use of Living Marine Resources’, held at the Trade Winds Hotel in Antigua and Barbuda.

Under the auspices of the Hon. Samantha Marshall, Minister of Agriculture and Fisheries, the meeting saw fellow ministers, policy makers and technical experts of the region’s fishing industry gather for two days of deliberations focusing on the sustainable use of marine resources.

Representatives from Grenada, Dominica, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines, Suriname and host country, Antigua and Barbuda attended the meeting. Both CARICOM and OECS fisheries officials were also present.

His Excellency AKIMOTO Masatoshi Parliamentary Vice Minister for Foreign Affairs of Japan addressed the gathering of Ministers during the opening ceremony.

Minister Marshall stated in her official correspondence that “the meeting is expected to deliberate on a number of issues including, post-COVID challenges of sustainable fisheries development as it pertains to sustainable use of living marine resources and livelihoods, Coastal environmental issues affecting fisheries development and management, opportunities for the development of the Blue Economy, International Maritime Organization, the International Whaling Commission and CITES and bilateral assistance for fisheries development.

LETTER: UPP’s Political Engine Stuck In Neutral

Dear Editor,

In previous letters concerning the United Progressive Party (UPP), I have made certain salient points, including the party’s lack of a philosophy or policy, its lack of quality political and technical advisors and a political campaign manager; all of which are vital and necessary if the neophyte and unqualified team of candidates are to have any chance of winning seats in the coming general elections. To suggest that the UPP, as presently constituted, could win an election is simply “whistling in the dark.”. It just cannot and will not happen.

It cannot be denied that the UPP as of now, today, has failed to craft a political strategy for its campaign, neither has it put a coherent economic policy for consideration by the voters. Its policy is guided by a hatred of Prime Minister Gaston Browne and the Antigua Barbuda Labour Party and is fuelled by its humiliating defeats in the last two elections, winning three (3) seats in 2014 and one (1) seat in 2018.

As to its campaign strategy this is based on whatever aggravation appears to be upsetting the party’s base; the lowest of the “low hanging fruit,” a great deal of political noise by the candidates (who for the most part are unemployed or under employed with lots of time on their hands); exaggerated and false claims about the performance of the economy; unproven allegations of corruption, a refusal to realize and to recognize the positive successes of the incumbent ABLP. In the face of these successes, they state with a straight face “that this government has done nothing for Antigua and Barbuda and Antiguans and Barbudans”. Add to this, persistent and easily debunked lies spewed on Crusader, Observer and ZDK radios. And lastly hyping their base supporters to a frenzy with the claim that it will win the next general election and the belief that a worn out and mentally exhausted Harold Lovell will lead them to a victory at the polls. Harold Lovell, a proven failure, will wave a magic wand and solve all the complex crises affecting Antigua and Barbuda and the world. We are all living on the same planet Earth and we are all interconnected. We have very little control over many of the problems we face except to use our brain and innovation to manoeuvre through these difficult times.

Those of us, other than the UPP party faithful, do not share this rosy view held by the blues. The UPP has given us no reason to believe that they are on the way to victory. To the contrary, a poll conducted by respected pollster and political analyst, Peter Wickham has indicated that the UPP is only marginally ahead in three seats….. and bear in mind that while the UPP has been campaigning for nearly a year, the BIG RED MACHINE has not yet cranked up.

The UPP candidates, activists and supporters need to comprehend that a party can only gauge its strength and popularity in two ways.

Conducting a poll by a professional pollster which will give a clear indication by the questions posed and answered, whether the polled party is in the pole position and in which constituency. This nonsense spewed by Senator Tabor and others that in-house polls have indicated UPP winning, cannot be believed; and the results of any push poll by Linley Winter is hilarious, especially since his polls in 2014 and 2018 predicted a UPP win by healthy margins. The idea that the UPP is giving weight to in-house polls and a push poll, highlights the ignorance and inexperience of the party’s hierarchy and membership.
The holding of a series of public meetings throughout the 16 constituencies in Antigua. This is a time-honoured way of political parties testing their strength and flexing their political muscle. A series of meetings will also indicate whether or not the party is gaining or losing strength. Political pundits and voters will recall that during the State of Emergency, the UPP accused the government of declaring the State of Emergency in order to prevent it from holding political meetings. The State of Emergency has been lifted since December, 2021. It is now October 2022and the UPP is yet to hold even one general public meeting.

Once the State of Emergency was lifted and life returned to normal, the UPP came to the realization that much of the complaining and bitching had stopped and much of the criticism of the government had subsided and was replaced by optimism and a feeling that the government had handled the Covid pandemic exceedingly well. So rather than have general public meetings, the UPP decided instead to test the waters by having meetings to present its candidates to the public. The turnout at these mini-meetings was not encouraging. Only one was described as having a modest turnout while the rest were disappointing and sparsely attended. Add to the above the UPP’s poor showing at the Labour Day march where they joined with the ABWU.

I recall looking at Harold Lovell as he stood in front of the Union’s headquarters and his disappointment was palpable. In contrast, the ABLP’s march easily outnumbered the UPP/ABWU by 4 to 1, as estimated by independent observers.

On 10th July, 2022 the ABLP held a Special Convention for among other things, to chose its representative for the constituency of St. Peter. The Convention was held at the Party’s new headquarters at Nugent Avenue with a seating capacity of 500 persons. The room was filled to capacity with standing room only. It was easily one of the largest conventions I have ever seen in Antigua. However, more to the point was the enthusiasm and energy displayed by the delegates. The atmosphere was electrically charged with the delegates displaying their love and support of the Prime Minister in particular and the leadership in general. It was clear that that party was in full election mode and ready to hit the campaign trail. The Party exuded dynamism, strength and total commitment.

The Labour Day activity and the Convention put the UPP in a quandary. They feared and/or refused to hold a campaign rally, for after all, their political picketing had failed miserably; the abuse and denigration of Gaston Browne, the unsubstantiated and false accusations of corruption; the lies and the hatred directed at ABLP supporters, were clearly not yielding positive results and its main support emanated from its un-informed supporters on social media. Something had to be done, so, the gimmick of the “Small business pull-up” was created.

I, like many, have pondered and guessed as to the identity of the ‘political genius’ who created this really foolish and useless idea. My best guess is Franz De Freitas, who is considered a political moron and who appears to be leading the ‘pull up.’ I know I am not alone in being puzzled as to the political purpose of this exercise in futility, to have a group of 10 – 13 persons, mostly candidates, going into each other’s constituency and stopping at various shops and bars, giving mini political speeches and each spending $5 to $10. This makes absolutely no sense and does nothing for the business. From a $10 sale, the business may realise a $1 profit. It is just a ploy to keep the UPP’s fading face before voters, as the whole farcical performance is filmed and uploaded to Facebook.

In the meantime, Gaston Browne and the ABLP are methodically ‘putting their ducks in a row’, delivering on promises made, some of which had been delayed due to 2 years of Covid. Non-UPP supporters and fair-minded independents are well aware of the strides the government has made and is making in the economy, health, education, water infrastructure, housing, tourism and other areas. Jolly Beach workers are to be paid and work has started on the re-building and expansion at Halcyon.

While progress in the country continues apace, the noise one hears from the UPP is that of a sputtering political machine that is stuck in neutral and at a standstill, mired in political hopelessness.

Judge: Finance Minister wrong to bypass BIR commissioner for top job

FINANCE Minister Colm Imbert has been found to have acted unlawfully and irrationally when he decided not to recommend an assistant commissioner of the Board of Inland Revenue (BIR) to the position of commissioner in 2021.

In a written decision on Tuesday, Justice Margaret Mohammed granted the declaration sought by Rohonie Ramkissoon, a field auditor and acting commissioner of the BIR, that Imbert’s decision was unlawful, null and void and of no effect.

The judge also quashed the minister’s decision.

However, she did not grant the order compelling the minister to reconsider Ramkissoon since, the judge said, Ramkissoon was on pre-retirement leave from March 23-July 10, 2022, so that relief was no longer applicable.

She also did not agree with the claim for damages based on the difference in salary Ramkissoon would have received had she been elevated to the top post at the BIR.

Ramkissoon contended Imbert arrived at his decision not to recommend her as chairman of the BIR on the basis of a “concern” he had arising out of an investigation.

She said she was bypassed on the basis that she knew of an investigation of which she was not the subject, and the decision was unlawful, arbitrary and made in a procedurally unfair manner, without giving her an opportunity to be heard.

In her ruling, Mohammed said the court could not “condone any action of a public authority who acts in violation of the principle of natural justice.”

She said the minister, as a public body, had the discretion to advise the President under section 80 of the Constitution to appoint the commissioner of the BIR.

“In the absence of any legislative procedure to guide the defendant, it is important that he understands that he has a duty to exercise his discretion lawfully, comply with the principles of natural justice and act reasonably and rationally when making his decision.

“It is very likely that in the future, the defendant will have to exercise his discretion to make recommendations for similar appointments and these declarations ought to serve as a deterrent to avoid the missteps as in this matter.”

The BIR comprises five commissioners, one of whom is appointed chairman by the President, on the advice of the Cabinet.

Ramkissoon’s lawsuit said she was questioned about an investigation into proposed tax refunds to two companies, and she acknowledged she was aware of a previous investigation involving the two entities, but that had been resolved.

It said no specific allegation was raised against her, nor was she told she was the subject of an investigation

Again, in March 2021, she was told another recommendation had been made to the President and that the minister could not recommend her because of concerns arising out of the VAT refund investigation.

In her ruling, Mohammed said Ramkissoon was “ambushed” at the meeting with the minister, who, she said, had a duty to inform her the meeting was for the post of commissioner and she would have to address concerns relating to the alleged VAT refunds claims.

“In my opinion, this was critical as the position the claimant was being interviewed for was the very senior position of CBIR (commissioner BIR) and not a junior clerk position.

“In my opinion, if the defendant had information concerning allegations of wrongdoing or misconduct prior to his meeting with the claimant and that she was a person of interest in the CTIU’s (Criminal Tax Investigation Unit) investigation, he had a duty at the meeting to bring these allegations to her attention and afford her a reasonable opportunity to respond.

“This was important as the defendant relied on the said information to make his decision that the claimant was not fit for the position of CBIR.”

The minister was ordered to pay Ramkissoon’s costs, to be assessed by a registrar.

Ramkissoon was represented by attorneys Dinesh Rambally, Kiel Taklalsingh, Stefan Ramkissoon and Kristy Mohan. The minister was represented by Senior Counsel Martin Daly, SC, Christopher Sieuchand and Sashi Indarsingh.

Murdered Claxton Bay man found with cutlass in hand

A Claxton Bay man was shot dead at his home before dawn on Tuesday.

Curtis “Bull” Carter died in his home at Kangawood Road in Claxton Bay, near the Forres Park landfill.

The police responded to a report of a shooting at the house shortly after 3 am. They found Carter’s body lying on his back with a cutlass in his right hand. He was bareback and wearing short pants.

The police said he was a scavenger at the dump, had spent 17 years in prison charged with murder and was released “some time ago.”

They do not yet have a motive for his killing.

Couva and Homicide Bureau of Investigations Region III police visited and gathered evidence.

No one has been arrested, and investigations are ongoing.

LUCELEC Contractor Injured In Castries – St. Lucia Times News

 A St. Lucia Electricity Services Limited (LUCELEC) contractor is recovering under medical supervision following an incident that occurred on Monday, October 3, 2022 in the Leslie Land community near the Marian Home in Castries.

The contractor suffered an electric shock at approximately 3:45 p.m. while replacing a damaged streetlight. He is employed with the Triple W contracting firm.

LUCELEC would like to recognize the quick action of the team on site in rescuing the injured man and thanks the Saint Lucia Fire Service for its quick response in attending to the injured contractor

The incident remains under investigation.

Today, there is a combination of deep-layered moisture and surface to low-level instability ahead of a tropical wave presently (at 040600 UTC) with an axis along 53/54W will be the dominant feature across Barbados and the Windward Islands. In addition, an upper-level trough over the area is anticipated to enhance cloudy to overcast skies, scattered moderate to heavy showers, periods of rain, and possible isolated thunderstorms across the aforementioned parts.

While across the Leeward Islands a surface to mid-level ridge pattern will be the dominant feature allowing for a mix of sunshine and clouds with a few brief isolated light showers.

Overnight the tropical wave is expected to be near 57W at 060000 UTC.

Synopsis: Surface to low-level instability is affecting the island.

General Forecast: Mix of sunshine and clouds with the occasional brief scattered light to moderate showers and a very slight chance of isolated thunderstorms.

Surface to low-level perturbations in conjunction with deep-layered moisture produced a mix of clear skies and clouds with occasional intermittent brief scattered showers mainly across Barbados and the Windward Islands. While across the Leeward Islands, a surface to low-level ridge pattern was the dominant feature allowing for mostly fair weather conditions.

Rainfall accumulations across Barbados between 6::00 pm last night and 6:00 am this morning are as follows: Cherry Grove in St.John recorded the highest of 15.8 mm, Church Village in St Philip recorded 9.2 mm, and all other stations south of the aforementioned stations recorded between 1.6 mm and 8.0 mm. Across some central stations, Portvale Sugar Factory recorded 10.6 mm, near St James Parish church recorded 8.4 mm, and Hamilton’s Pottery in St Thomas 10.2 mm. Further north Ashton Hall StPeter recorded 9.2 mm, Alleynedale in St Lucy 11.6mm which was the highest across the north of the island. At Charnocks 6.6 mm of rainfall was measured during the same time period mentioned above.

To the south over Trinidad and Tobago, a surface to mid-level ridge pattern allowed for mostly fair weather conditions. While over Guyana, a slowly moving surface to a low-level trough extending NE through SW from an area of low pressure with a center near 10N 53W generated scattered showers and thunderstorms. Elsewhere mostly fair weather conditions were interrupted by pockets of brief showers and isolated thunderstorms.

The National Hurricane Center reported that Tropical Storm Paine has formed south of Baja California.

Tropical Storm Paine has maximum sustained winds of about 40 mph, with tropical-storm-force winds extending outward up to 35 miles from the center.

Based on the forecast, Tropical Storm Paine is expected to continue moving northwest for the next day or two and then turn west.

After a few days, the forecast is that Tropical Storm Paine will degenerate.

There is currently no threat to land as Tropical Storm Paine moves away from the Mexican coast and Baja California.

As a result, there are no coastal watches or warnings in effect.
