ZURICH (AP) — Portugal will have to beat Thailand or Cameroon to advance to their first Women’s World Cup tournament next year.

Portugal, which were the highest-ranked nation at No. 23 in Friday’s 10-team intercontinental playoff draw, was put into the pot despite beating Iceland in this week’s European playoffs.

Three World Cup places are up for grabs to the 10 teams in the playoffs. The matches will be played in New Zealand from Feb. 18-23.

In a separate bracket, Haiti were drawn to face Senegal, with the winner advancing to face Chile.

Haiti are also aiming for their first World Cup appearance after years of turmoil and investigations of sexual abuse of female players on the Caribbean island. FIFA banned the long-time Haitian football federation president for life in 2020.

The third playoff bracket paired Taiwan with Paraguay and Papua New Guinea with Panama. The winners of the those games will meet on Feb. 23 with a place in the final tournament at stake.

New Zealand and Australia will host the expanded 32-team Women’s World Cup from July 20-Aug. 20.

The draw for the tournament will be held on Oct. 22 in Auckland with only 29 of the 32 places confirmed.

Digital loan origination now available through Phoenix International Loop Jamaica

Phoenix International, a cloud banking platform used by financial institutions – has been expanded to offer loan origination through an end-to-end digital loan application and disbursement system.

The banking platform is the product of MC Systems – the technology member company of Jamaica National (JN) Group and was made possible through a partnership with automated lending company Loan Cirrus.

The new loan origination platform is designed to allow banks to offer a smoother digital loan application process to their customers. It is also aimed at financial service providers in Latin America and the Caribbean, MC Systems said in a recent media release.

Financial service providers will now have the benefit of reducing loan processing delays and eliminating the need for customers to visit a branch, the company said.

Speaking with Loop News on the benefits of the new software to the financial services industry, Commercial Director for Phoenix International, Dmitri Dawkins, said the advantage is convenience which should redound to an overall improvement in customer experience.

“We have a mission to be the catalyst for financial inclusion and fintech adoption in the market. What the product itself will do is allow people to better access these [financial] products,” he said.

He continued: “It is inconvenient going to a bank to apply for a loan…so the platform will allow customers to go on their phones or laptops [and] complete the application process themselves without the emailing back and forth, calling into a call centre or visiting branch and have a shorter turn-around time for getting feedback.”

“Loan origination also allows us to help institutions to immediately improve their digital customer experience while we help implement a long-term digital transformation strategy,” the company said.

Over 10,000 to benefit from Sligoville Water System Upgrade Loop Jamaica

Over 10,000 residents from the Sligoville communities are to receive improved service delivery following the commissioning of the general Sligoville Water System Upgrade in St Catherine by Minister without Portfolio in the Ministry of Economic Growth and Job Creation, Matthew Samuda, on Thursday, October 13.

The communities of Pleasant Farm, Keith Hall, Top Jackson, Top Kensington, Bottom Kensington, Stanberry Grove, Sligoville Main Road and James Mountain are receiving more than 14 hours of service daily from the $34.4 million upgrade at the Sligoville pumping station number four.

“Many Thursdays we have also been installing 50,000 and 100,000-gallon tanks. I think in looking at the area and when I go through with VP Kerr, MP, we will probably have to look at how we bring reliability to the space. We have seen in other areas where you are putting these 100,000-gallon tanks, it increases the reliability and connectivity for more hours per day,” said Samuda.

Member of Parliament for St Catherine North Central, Natalie Neita-Garvey, said she appreciated the upgrades, as what existed before was inadequate.

“Today, I believe we have received three new pumps and we are expecting three additional. What was discussed and approved was $290 million to get the new pumps to come to Jamaica. For this MP to get the $290 million today when resources are scarce, I am truly grateful,” Neita-Garvey added.

She also concurred with Samuda that even though citizens have a right to water, they also have a responsibility to pay their bills, as the National Water Commission (NWC) has to pay high electricity bills because of storing, processing, distribution and pumping of water.

Samuda also mentioned several upgrades to NWC’s distribution network in the next financial year.

“We will start the process of changing out about 900 million to a billion dollars of pumps annually to remove the oldest, unreliable electricity-intensive pumps from the system so that our usage also goes down,” he said.

Samuda added that a national Non-Revenue Water (NRW) Reduction Programme is to be announced, which is expected to change the piping network, manage the pressure, ensure that pumps are properly calibrated, and ensure that residents get water in their pipes.

In partnership with MIYA Jamaica, the NWC launched in Kingston and St Andrew and St Catherine, the NRW Programme which aims to reduce the water that is either stolen or leaks out from bad pipes; The launches were in 2015 and April 2022, respectively.

Phase one of the Sligoville upgrade was completed in July 2022, and phase two is expected to be completed at the end of December 2022.

A High Alert has been activated for 12-year-old Carissa Woodhouse of Seaview Garden, St Andrew, who has been missing since Wednesday, October 12.

She is of brown complexion, medium build, and is about 167 centimetres (five feet six inches) tall.

Reports from the Seaview Garden police are that about 10:30 am, Woodhouse was last seen leaving home for school wearing her school uniform–a green tunic and white blouse and black Air Force Sneakers.

Efforts made to contact her since then have all been unsuccessful.

Anyone knowing the whereabouts of Carissa Woodhouse is being asked to contact

AG: Off-duty prison officers to have guns

Attorney General Reginald Armour has announced a planned amendment to the Firearms Act that would allow the Commissioner of Prisons to give off-duty prison officers permission to carry guns.

During his contribution to the Senate budget debate on Friday afternoon, Armour outlined several pieces of legislation to be focused on.

Among them, he said, national security was a major priority for the government.

Referring to the murders of off-duty prison officers, he said the proposed amendment directly seeks to protect officers better.

“The proposed amendment to the Firearms Act is in direct response to, among other things, the recent and disturbing trend which sees the brutal public executions of serving prison officers.”

He said this bill will empower the Commissioner of Prisons to let a prison officer have a gun or ammunition while off-duty or in any public place where the commissioner considers the officer’s life or safety under threat from the public.

Armour said the amendments would work in tandem with other regulatory changes on the possession and ownership of assault weapons.

Contacted for comment, acting Prisons Commissioner Deopersad Ramoutar said he had no insight on the proposed amendments, but supported the decision.

He also stressed that once the amendments were finalised, the prison service would work within the law to ensure officers benefited.

“The prison service has a rigorous assessment process, so if and when such an authority is granted, we will ensure that the officers are accommodated.

“The commissioner, by due process, will do what is necessary to support the principle which the law was designed to achieve.”

Ramoutar added that he was doing his best to reduce tension between prison officers and prisoners, and hoped to foster a more peaceful environment by reducing officers’ abuse of authority and inmate violence.

“I am trying as much as possible to reduce the tension between inmates and officers by asking officers, while they do their job, to focus on the rehabilitation

“The inmates should not see us as doing them harm. At the same time, the behaviour-changing of the inmates will allow them to have introspection and be remorseful for the wrong things they have done, and we will have a paradigm shift in the way officers view inmates and inmates view officers.

“In a nutshell, it’s planting the seed of goodness into the hearts and minds of inmates and my staff.”

Also contacted for comment, president of the Prison Officers Association Ceron Richards said he too was pleased with the proposed amendment, as it would ensure officers’ safety.

Mom of murdered mechanic doubts she will get justice

SHOCKED and traumatised by the death the second of her three sons, Cheryl Forbes said she does not believe her family will get justice.

“With the way things are going with crime in Trinidad right now, I don’t think the police would arrest or charge anybody with my son’s murder. I just know nothing would come out of this,” she told the Newsday in a telephone interview on Friday.

Her son Colin Forbes, 42, a mechanic of Indian Walk, Moruga was stabbed to death by four Spanish-speaking men in the car park of Big Ben Bar, Penal Rock Road on Thursday. Forbes was reversing his car around 12.10 am, when his vehicle collided with a red car in which they were occupants.

An altercation erupted as the Spanish-speaking men rained bottles on Forbes’s car and physically assaulted him.

He told the men he was a mechanic and offered to repair the damage he caused. However, when he attempted to call the police to report the incident, Forbes was again attacked and stabbed multiple times.

As he fell to the ground, bleeding from his wounds, the suspects escaped in their car. Police are hoping camera footage helps them with their investigation.

Officers who arrived on the scene, took Forbes to the hospital where he was pronounced dead around 1.30 am.

His mother said she has been suffering from a headache since she heard the news. She expressed shock that a minor car accident would have resulted in the death of her child.

“This is not something any mother expects. He was a good child to me. This is shocking.”

Forbes was the father of four. Former school principal Stanley Nabby, who operates a garage along with his son Joel, said Forbes worked for him for years. He said Forbes had a run-in-with the law previously and was sentenced. Upon his release, he told Nabby he did not want to go back to prison and wanted to change his life for his family.

Nabby gave him the opportunity and was never disappointed.

He said Forbes was a dedicated employee and was committed to his family.

Cheryl Forbes said no date has been announced for an autopsy to be performed.

Homicide Region III is continuing investigations. There have been no arrests so far.

AG to bring law for retirement at 65

ATTORNEY General Reginald Armour vowed to bring a bill this parliamentary year to change the retirement age from the current 60 to 65 years old, he said in the Senate budget debate on Friday.

While the Government’s official website still displays an undated article quoting Finance Minister Colm Imbert as having denied any plans to raise the retirement age, in his budget speech he had hinted at a rise by saying a higher retirement age already existed in Jamaica and Barbados. Repeated auditor’s reports for the National Insurance Board (NIB) had spoken of a shrinking pool of contributors alongside more claimants.

Armour also promised an amendment to the Firearms Bill to let prison officers carry guns off-duty. Also lined up is a bill to address the repatriation of the wives and children of men who had left TT to fight for ISIS in the Middle East.

Armour also promised a bill to expunge the criminal records of minor offenders who have successfully undergone a rehabilitation process, so they don’t have to carry such a stigma for their lifetime. Parole and probation will also be addressed, he said.

New laws, the AG said, will also facilitate police sting operations and amend wire-tapping legislation, the Interception of Communications Act. However a new bill, already on the order paper, will allow the polygraph testing, drug testing and biometric testing of members of the protective services.

Independent senator: Good and bad in budget

INDEPENDENT Senator Evans Welch has mixed views on the 2022/2023 budget.

In his contribution to the budget debate in the Senate on Friday, Welch said there were some good and bad measures.

He welcomed the school-to-work apprenticeship allowance as a positive initiative that could see more young people being employed in sustainable jobs.

In his budget presentation on September 26, Finance Minister Colm Imbert said this will encourage more businesses to hire people aged 16-25 for short-term apprenticeship to give them relevant experience and exposure to the world of work.

“Companies will be eligible for an allowance of 150 per cent for all remuneration paid under such an allowance, up to a maximum of five per cent of the company’s total wages and salaries bill for one year.”

To qualify for this allowance, he said, the company’s training programme must be registered with the National Training Agency and the expenditure certified by the company’s auditors. The apprenticeship will be limited to a year, in the first instance.

This measure will take effect on January 1, 2023.

Welch said this is important to give young people hope of finding meaningful work rather than being lured into a life of crime.

He was sceptical as to whether increasing the personal income-tax exemption limit from $84,000 to $90,000 a year would be beneficial.

Imbert said this meant all individuals earning $7,500 a month or less will now be exempt from income tax, and it would put additional disposable income of $1,500 a year into the pockets of over 300,000 people.

Welch said his calculations estimated that these 300,000 people could each get only $135 extra per month, which could be wiped out by higher food and fuel prices.

Recalling that he paid $300 to fill his car with gas last year, Welch said that rose to $440 after the budget.

While he does not agree the fuel subsidy is “a black hole” consuming much-needed revenue, Welch said a more measured and gradual approach to its removal was needed, so as not to negatively affect the most vulnerable in society.

Welch questioned the increase in the VAT (Value Added Tax) registration threshold from $500,000 to $600,000 “to provide relief and support in the payment of VAT. “

Imbert said this measure will positively affect the growth and development of small and medium enterprises by helping them make their VAT payments in a timely manner.

New recreational facilities open at Herstelling, Prospect

Residents living in the communities of Prospect, and Herstelling Blocks A and V, East Bank Demerara can now enjoy new recreational facilities.

This forms part of the government’s initiative to guarantee that Guyanese have access to safe and adequate recreational facilities within their communities.

The Housing and Water Ministry- Central Housing and Planning Authority collaborated with Food for Poor Guyana Incorporated on Thursday to hand over the first recreational facility to the residents of Prospect.

The simple ceremony was held at the Prospect, Phase One Community Facility.

Housing and Water Minister, Collin Croal, during his speech, pointed out that such initiatives also capture the ‘One Guyana’ concept envisioned by His Excellency, Dr Mohamed Irfaan Ali.

The focus, Minister Croal noted, was placed on establishing recreational spaces in the Herstelling and Prospect communities where there was a clear demand for recreational areas for the residents, particularly young people.

“So, I want to also encourage here that we can have some community activities that bring out the family, bring out this community together… And likewise, we want to also encourage, here, social groups and to have sessions… and that you can involve certain topics that are relevant to social discussions. So, this is what we want to have, interaction, bringing and fostering our people, and building together, one community. And that’s what we’re also about at housing, that is to build communities,” Minister Croal emphasised.

Chief Executive Officer of Food for the Poor Guyana Incorporated, Kent Vincent noted that the project was conceptualised after the relocation of 20 families from Lombard and Broad Streets to Prospect.

“Food for the Poor’s involvement, in this project here, included the installation of two sets of playground equipment, construction of the double unit concrete sanitary facility which has the rainwater harvesting component, and the construction of the wooden bleacher,” Vincent said.

He underscored that the Prospect playground project was implemented and completed in 2021 to offer a multitude of positive benefits for the residents.

“It was expected that approximately 400 residents, children, and adults alike would benefit from the construction of the playground in their community. The project provides children with a safe and adequate space for physical activities and social interactions,” Vincent added.

The CEO underlined that recreational playgrounds, especially will encourage healthier lifestyles and promote healthy activities for children to improve mentally and physically.

Meanwhile, the Chairman of Little Diamond and Herstelling Neighbouring Democratic Council (NDC), Puneet Jaigopaul lauded the agencies’ initiatives for the recreational facilities in the communities.

He noted that the facilities will be properly maintained.

Additionally, two recreational facilities were commissioned in Herstelling Blocks A and V.

Delivering the keynote address, Minister Croal noted that the facilities will be used as a model for other safe spaces in the areas.

“Grounds, in itself, are healthy for our livelihood and they are for your community upliftment too because, in that, it helps your family’s development. It helps you bring out the children, it helps to keep the youngsters active, so, they can have a safe space and a facility where they can put their energies to other usages. And it also helps, as I said, to bring wholesome communities, community development as a one, so that you can build the networking that is required.”

Minister Croal spoke of the rapid pace at which the East Bank corridor is developing.

The minister said that the community ground can be used for sports and health activities.
