Dès les débuts de la colonisation, la fièvre jaune fut l’une des épidémies les plus redoutables. Dès 1635, les écrits du Père Dutertre évoquent les premiers ravages de celle qu’on appelait alors « mal de Siam » ou « fièvre amarile ». Il en fut ainsi jusqu’au début du siècle dernier. La dernière épidémie sévère de fièvre jaune frappa en effet la Martinique du 22 juin au 7 novembre 1908. 

«De tous les fléaux qui ont désolé l’humanité dans les Antilles, la fièvre jaune a été le plus terrible et le plus épouvantable. Des milliers de victimes en ont été la proie, elle a dépeuplé les armées et des flottes entières, et elle a rendu inutile les plans les plus vastes et les théories les mieux conçues ». 

Ainsi débute la « Dissertation sur la fièvre jaune » (1) parue en 1804, de Yves-Ange Deprépetit, qui fut chirurgien major sur plusieurs vaisseaux de guerre….

PHILIPSBURG — The new makeup of Parliament with nine factions and five independent MPs has some financial consequences, it appears from answers by Minister of Finance Ardwell Irion to questions posed by MP Angélique Roumou.

While an increase in expenditures for additional support staff was not budgeted, Irion writes that the monthly costs will increase by 33,016 guilders per month for the remaining three months of the year: a total of 99,048 guilders ($55,334).

“If these costs cannot be absorbed in the budget of the Parliament this means that the budget deficit will increase,” the minister writes.

Roumou also wanted to know whether these expenditures are taking away “from much needed monies for government departments and divisions.” Irion: “The liquidity position of the government will be affected.”

Other questions were about the travel budget of Parliament. Irion wrote that the budgeted 195,843 guilders for the trip to the latest IPKO meeting was completely spent, but that the costs for one additional MP are still being calculated.

The total travel budget for 2022 is 712,750 (652,750 guilders for parliamentarians plus 60,000 guilders for the secretary-general of parliament).

“Deducting the costs of IPKO and Parlatino meetings, 390,073 guilders of the budget remains,” Irion states.

This means that parliamentarians spent 126,834 guilders for travel to Parlatino meetings, which seems slightly higher than what the minister reports: 104,520 guilders in expenditures for trips to Parlatino meetings in February and June of this year. The first trip was attended by two MPs, the second one by six parliamentarians, the secretary-general and one member of his support staff.

The budget for parliament factions and faction support staff is 131,440 guilders higher in 2022 compared to the previous year.

Augustine slams PM, denies favouring Trini contractors

Chief Secretary of the Tobago House of Assembly (THA) Farley Augustine has dismissed claims from the Prime Minister that Tobago-based contractors are being discriminated against in favour of their Trinidadian counterparts. He also accused Dr Rowley of trying to mislead the public and “spewing covert racist rhetoric.”

Rowley made the remarks during his address at the Diego Martin West constituency conference on Wednesday night in which he claimed that Tobago used a $300 million allocation to hire Trinidadian contractors, owing to the perception that Tobagonian contractors were PNM supporters.

Last year the Progressive Democratic Patriots (PDP) defeated the PNM 14-1 in the THA elections.

“Look what happened in Tobago: 14 seats and people say Tobago has found its feet, finally, and 14 days later, confusion reigns. Tobago got $300 million from the Minister of Finance for a development programme. They gave every cent of it to contractors in Trinidad.

“The money came into Tobago, THA writes the cheques to the contractors, and that money is coming back to Trinidad, because they don’t like the Tobago contractors because they are PNM.”

Responding to Newsday’s questions via WhatsApp on Thursday, Augustine rubbished Rowley’s claims and said there were several inaccuracies in the assertions made.

“This THA never got $300 million for development projects from the Central Government, the allocation was never $300 million in the first place, the allocation was $264 million.

“Secondly, when we got into office in December 2021, Rowley’s party had already spent significant sums on election projects.

“Additionally, the three projectsthat are being bandied about, have not been paid for by the THA upfront.

“The selected companies had to demonstrate the capacity to mobilise and finance these projects on their own and receive payments much later down the road.”

Augustine further argued that final payments from the THA are due 18 months after completion.

Augustine has been accused by his own political leader, Watson Duke, whom he had a public fallout with, of favouring Trinidadian contractors instead of their Tobago counterparts.

Earlier this year, Augustine commissioned an audit into projects by the previous PNM administration. Augustine said the preliminary report into a road repair programme, has shown lack of evidence of work being done on some projects, even though full payments had been made and certificates of completion issued.

PM unaware of merit list probe: UNC searching for scandal

THE Prime Minister has denied knowledge of any police probe against him concerning the withdrawn CoP merit list.

He was responding to TV6 news on Thursday, after UNC Senator David Nakhid claimed in Parliament that he was called as a witness by the Anti-Corruption Investigation Bureau into a probe into allegations of misbehaviour in public office by Dr Rowley.

Rowley said, “At this time, I know of no such investigation by any arm of the State.”

He lamented that the budget debate had descended into a UNC search for scandal and “when you have nothing to effectively assail the actual budgetary provisions, invent and invoke or revel in scandals, real or imaginary.”

In the Senate Chamber on Thursday, there were murmurs of shock from opposition senators after Nakhid’s announcement.

He was responding to a comment by Independent Senator Anthony Vieira, who has said that TT’s democracy was stable. Nakhid countered by saying that if this was true, independent institutions would be insulated from political interference.

“Clearly this has not been the case, not only by the recent Vincent Nelson revelations, but when we look at what happened in the selection of a CoP, I would like to declare here that I have been brought before the Anti-Corruption Investigation Bureau to question the Prime Minister for his misbehaviour in public office.

“He is now under official investigation. They also said they had questioned other witnesses, and if they would like to speak, that is up to them. So we have a sitting PM who the ACIB is looking into his misbehaviour into public office.”

Senate Vice President Dr Muhammad Yunus Ibrahim attempted to temper Nakhid’s statements, saying: “The disclosure you just made may be in full confidence. Please be reminded of standing order 47 (49).”

Nakhid said he asked the people who questioned him and they said an investigation had been launched.

“I am one of the witnesses, so I don’t know, it’s not as sub-judice, I think I can reveal that.”

Standing order 49 (1) says, “…a member shall not raise or pursue any matter which relates to active proceedings until the matter is ended by judgment or discontinuance, unless the Speaker is satisfied that: the matter is clearly related to a matter of general public importance or a ministerial decision is in question; the matter does not relate to a case that is awaiting or under adjudication, particularly those matters before a jury; and, the member does not in his comments create a real and substantial danger of prejudice to the fair determination of a matter.”

Speaking to Newsday after his presentation, Nakhid said he was approached by the ACIB as he had sent letters to the DPP and acting CoP McDonald Jacob about Rowley’s role in the withdrawal of the CoP merit list.

“They finally responded. Apparently, the matter was referred to the ACIB and they had an interview with me about it a week, ten days ago. They had been given some of the letters I had sent to Jacobs, or the DPP, but they clearly did not have all the documentation so I provided them with that as well. They didn’t say when they started the investigation.”

Nakhid said he had been told a second interview would be done. He said he would like to see justice be done in the matter.

“It doesn’t matter who it is, everyone has to be treated the same before the law – just like the poor man from the Beetham or Sea Lots or Laventille, or anywhere.”

Attempts to reach the President, former Police Service Commission (PSC) chairman Bliss Seepersad, and Jacob for comment were unsuccessful up to press time.

Former police commissioner Gary Griffith, who reportedly had topped the merit list, said on Thursday, “if it’s a matter under police investigation and I have been approached, I think it would be inappropriate for me to make any statement at this time.”

He promised to hold a press conference early next week to reveal “some very startling information to verify once and for all that criminal activity did take place and a crime was committed as it pertained to the withdrawal of the merit list.”

On August 12, 2021, then PSC chairman Seepersad presented the merit list for CoP to President Paula-Mae Weekes but immediately withdrew it.

The withdrawal of the list started a domino effect that led to collapse of the PSC, an attempt to impeach the President, and the restart of the process to select a police commissioner. The Opposition has accused Rowley of meddling in the affairs of an independent body and causing the list to be withdrawn.

At a PNM meeting in October 2021, Rowley said that he had written to the PSC chairman in 2020 saying that he had lost faith in then CoP Griffith. However, Rowley has vehemently denied interfering in the process of the PSC, insisting that he had merely provided information to the body.

At the 49th constituency conference at the Diego Martin Community Centre on Wednesday night, Rowley said the ethical standard in TT was on the decline. He said the PNM will remain resolute in its stance that politicians facing criminal charges should not seek public office.

He said the PNM had objected in the past to UNC and PDP members on criminal charges being election candidates.

He warned, “We are normalising a kind of behaviour in this country that’s not going to do us well.”

Rowley urged the public to ask about leaders who accept such conduct.

Nicki Minaj is pissed that her song “Super Freaky Girl,” which was nominated for Best Rap Song, has been removed from the rap category by the Grammy Awards and placed in the pop section.

On Thursday afternoon, it was reported that the Grammy Awards committee shifted Minaj’s Billboard No. 1 track from the rap category as it was deemed a pop single by The Academy. The track is now vying for Best Pop Solo Performance. Shortly after the announcement, Minaj went off on a tirade as she claimed that if her track is a pop track, then so is Latto’s song “Big Energy,” which has been nominated in the rap category and which Latto has in the past also said the song is not purely rap.

On Twitter, Nicki Minaj claimed that she was fine with the shift except that the Recording Academy appeared unfair in how they treat all artists. “I have no prob being moved out the RAP category as long as we r ALL being treated FAIRLY,” Minaj began in the tweet.

To make her point, Nicki Minaj called out Latto’s song and said anyone who agreed with Latto’s song being in the rap category was a hater.

“If SFG (‘Super Freaky Girl’) has 2B moved out RAP then so does Big Energy!” she continued. “ANY1 who says diff is simply a Nicki hater or a troll. I’d actually LUV 2 c a more street record win- male OR female! IJS rightIsRight,” she added.

Minaj also went off in an Instagram Live video where she continued to elaborate on her tweet and claimed that both songs were very similar in elements and even had the same producers so it’s expected that they should both be in the pop category.

Latto, however, didn’t seem like she was up for the nonsense and appeared to have texted Minaj to keep her out of her arguments. “I agree w you however because of where we left off ion think u need to bring my name/song up to prove ur point,” Latto said in a text message.

Nicki Minaj, however, went on the offense and disrespected Latto on Twitter as she called her a “Karen” and a “scratch” and said that Latto did not speak up for her after her song was pulled from the rap category.

“This Karen has probably mentioned my name in over 100 interviews. Says she waited in line for Pink Friday wher Barbie chain on, bangs, pink hair…but today, scratch off decides to be silent; rather than speak up for the black woman she called her biggest inspiration,” she tweeted.

Latto seemingly responded to Minaj’s tweet in several responses where she shared that she felt she couldn’t enjoy her accomplishment without controversy.

“Damn I can’t win for losing… all these awards/noms I can’t even celebrate,” she tweeted.

In other tweets, she also responded to Minaj calling her a Karen.

“1st of all I texted u cause I didn’t wanna do the internet sht w sum1 I looked up to. Just like the 1st time I DMed u asking about ur ongoing subtweets. I wanted to speak up cuz like I said I do agree but the way u going about it seems malicious esp. after how we left off,” Latto said in a tweet posted late on Thursday night.

Latto also took a low blow at Minaj as she told the rapper that she was older than her mother but trying to bully her.

“I’ve ignored countless subtweets since March and instead addressed u in the dm. You’re asking why I didn’t speak up in ur defense… it’s the same answer I gave u when u asked why I didn’t congratulate you. Ur literally older than my mom tryna be a bully @NICKIMINAJ,” Latto bravely tagged Minaj on her tweet.

Meanwhile, Minaj fans also turned up to bully Latto, with some claiming that she was “playing the victim.” Latto, however, shared a screenshot of a tweet Minaj recently posted where she said the “We Go Up” rapper was targeting her.

“Unfollowed. Ugh barbz I just said stop putting that dud on my timeline. I know ur defending me but leave the dud on TikTok. Lemme think,” a tweet by Minaj on October 2 read.

While the Recording Academy has not offered an explanation for the decision, it seems that Minaj’s grouse is with the Grammy’s.

The Trinidadian rapper has been nominated ten times over the course of her 20-year career, but she has so far been unsuccessful in winning a Grammy.

Still, Nicki Minaj continued on her rampage while Latto took the high road. Late Thursday night, Minaj shared a series of tweets where she continued to call Latto “scratch” and even came or Latto’s mixed heritage.

“Who wanna hear the reference tracks of scratch off ghost writers rapping her bars? she used me & the Barbz in every interview until that album sold double wood now she wiping that spray tan off & being a Karen. They black when it’s beneficial chi,” Minaj wrote on Twitter.

“All this time I thought you was at least 35,” she wrote in one tweet. “Age shaming when you look like YOU the one pushing 40. Age shaming but was BEGGING for a feature. Imagine what dem genes gon do in 10 years Oh so you in your 20’s. Oh ok then. At least it match your album sales. You sold 20K right? Mad u flopped. That’s why u rlly mad,” Minaj added in another tweet.

Un nouveau round de r?unions se tient depuis mercredi entre ?missaires am?ricains et acteurs ha?tiens. Tout se d?roule sans aucune rencontre entre les parties ha?tiennes, pour le moment, et un doute : s’agit-il de conversations ou de n?gociations ?

N’?tait la demande pensante du gouvernement ha?tien pour solliciter le d?ploiement d’une force arm?e sp?cialis?e sur le territoire national et le fait que le pays est ? l’arr?t depuis un mois, on pourrait crier au d?j?-vu et craindre que tout le tralala de cette semaine sera aussi infertile que ceux d’avant.

Les autorit?s ha?tiennes en place veulent rester en place le plus longtemps possible et ont les m?mes demandes depuis des mois. Les oppositions, autour de l’accord de Montana et de ses ramifications, souhaitent recevoir le pouvoir en cadeau le plus vite possible, comme c’est le cas depuis des mois. Le secteur priv? ne souhaite que faire ses affaires tranquillement sans se soucier de qui gouverne.

Les USA, en seul leader de la communaut? internationale, continuent de se pencher sur le berceau du b?b? Ha?ti. Le grand pays ami r?p?te les m?mes recommandations depuis des mois, des ann?es.

Dans un ballet circulaire sid?rant, le dialogue de sourd se poursuit dans la courtoisie la plus parfaite pendant que l’?conomie agonise, l’?cart se creuse entre Ha?tiens, et pire, le bal des egos se d?roule pendant que des compatriotes meurent chez eux ou en prison, de chol?ra, d’inanition, de privation ou par balles.

Si on regarde les photos des rencontres pass?es, on remarquera que rien n’a chang?. Ni le d?cor, ni les tenues, ni les sourires, ni les rictus. M?me la communication ne change pas: des tweets dont on ne change que les dates.

Chacun joue son r?le. Immuable. Inflexible.

L’inqui?tude des observateurs concerne les envies, les dispositions, les projets des leaders qui repr?sentent les Ha?tiens. Que veulent-ils pour eux ? Que souhaitent-ils pour nous ?

Ceux qui connaissent un tant soit peu les joueurs et acteurs locaux savent que personne ne veut aller aux vrais probl?mes. Ils veulent le pouvoir, tout le pouvoir, avant de s’y atteler.

Pour ce qu’il est de la communaut? internationale, il faut l’observer et esp?rer sans illusion. M?me avec les meilleures volont?s au monde, ce dont on ne doute pas, et avec le meilleur internet pour la crise ha?tienne (dans son propre int?r?t), elle ne peut faire du bien ou du mal en Ha?ti qu’avec la complicit? et/ou la participation agissante d’acteurs Ha?tiens.

Et c’est l? que le b?t blesse depuis des mois et des mois. Aucun Ha?tien ne fait confiance aux Blancs. Chaque Ha?tien croit qu’il peut rouler le Blanc dans la farine. Tout Ha?tien croit que le temps est ind?finiment extensible.

Si la distribution de l’essence est r?tablie dans les jours qui viennent, si un programme pour combattre le chol?ra est annonc?, si la Police nationale d’Ha?ti re?oit des armes et un soutien en renseignement et strat?gie, si des chefs de gangs sont neutralis?s ou d?posent les armes, si des acteurs politiques ou ?conomiques sont sanctionn?s, si la vie reprend… la communaut? internationale pourra dire mission accomplie.

Restera le plus difficile: refaire d’Ha?ti un pays normal.

Seventy-three-year-old Nigel Powell of Harton, Lacovia district in St Elizabeth has been missing since Sunday, October 1.
