SHOT DEAD: Schoolgirl Naomi Nelson, 14, shot dead last night in Big Yard, Carenage.

THREE years after Naomi Nelson was shot in the back of the head, in a police-involved shooting incident, investigators could not determine who shot her and have recommended the matter be sent for a Coroner’s inquest.

Nelson was killed on May 3, 2019. She was shot during a confrontation between police and gunmen at Big Yard, Carenage.

Naomi was on her way to buy food when the incident happened. Two men, Kareem “Baldwin” Roberts, 27, and Keron “Frosty” Eve, 30, were also shot dead in the shootout. Three others were charged with gun-related offences including shooting at the police

Police have claimed responsibility for Roberts and Eve’s deaths but said Nelson was killed by bullets fired by either of the two men or by people affiliated to them.

Police said they went to the area in an unmarked car and were shot at, forcing them to return fire. One officer was grazed in the shooting and had a bullet stuck in his bullet proof vest.

The inquest, whenever it is called, will allow a coroner to examine all the evidence presented and make a determination on if any criminal charges can be laid and if so against whom.

The Police Complaints Authority (PCA) is yet to complete its investigation in the matter as it awaits the final police file.

The matter was being investigated by the Professional Standards Bureau (PSB). Lead investigator, ACP Ramnarine Samaroo, who is awaiting Parliament’s approval on his Police Service Commission (PSC) nomination for the post of Deputy Commissioner of Police, told Newsday the ballistic tests were done and the results were inconclusive.

He said officials at the Forensic Science Centre returned to the scene of the shooting and mapped out what took place but could not conclusively say whether Nelson was killed by police or gunmen, hence the need for a Coroner’s inquest.

Samaroo, when asked if the Director of Public Prosecutions (DPP) gave advice for the inquest, said inquests can be addressed without the DPP’s involvement. He added that he completed the investigation about a year ago and only last week, the legal department completed its review of his file and made the recommendation.

The next step will be for the case file to be sent to the court for a coroner to be appointed.

Samaroo, a past court prosecutor, said the coroner can call witnesses to clarify something after reading the file or can make a determination, without hearing any witnesses, after reading said file.

He said the main delay in the investigation was the completion of the certificate of analysis which did not say who shot Nelson. He added that both police and the men who shot at them used nine-millimetre calibre weapons.

Abdulah: Stick break in PNM ears on fight against corruption

MOVEMENT for Social Justice (MSJ) political leader David Abdulah says Government could have avoided the mess created by the collapse of the corruption case against former attorney general Anand Ramlogan, SC, and former opposition senator Gerald Ramdeen, had it taken advice offered to use a special prosecutor to pursue corruption matters.

He said this during a virtual news conference on Sunday.

A purported agreement to indemnify Jamaica-born Vincent Nelson, KC, from civil and criminal prosecution in return for a notarised statement led to the case against Ramlogan and Ramdeen being dropped.

Director of Public Prosecutions (DPP) Roger Gaspard announced the discontinuation of the matter against Ramlogan and Ramdeen on October 10.

But Attorney General Reginald Armour, SC, on the same day, said the matter is not yet over.

Armour said Nelson has not recanted any admission of wrongdoing he made in the criminal proceedings.

He promised to take the advice of eminent local and foreign senior and King’s Counsel “to ensure that no stone is left unturned in the pursuit of justice for the people of TT.”

Abdulah said he was not going to deal with the statements being made by the government and opposition on this matter. He also said he was not going to pronounce of the innocence or guilt of people involved in the Ramlogan/Ramdeen case.

But Abdulah recalled that shortly after the PNM won the September 7, 2015 general election, he met with the Prime Minister. That meeting with Dr Rowley involved a conversation about the PNM’s campaign promise to combat corruption and deal with a plethora of corruption allegations against the former UNC-led People’s Partnership government.

Given Dr Rowley and the PNM’s public stance for seven years about dealing with corruption, Abdulah said it was important that the PNM “ensure that the right steps were taken to bring anyone who may have been guilty of corruption to justice.”

He added, it is indisputable that successive PNM and UNC governments have failed to tackle the longstanding problem of corruption.

“No one in this country is being held accountable for corruption and white collar crime. Corruption and white collar crime have proceeded with impunity.”

Abdulah said the suggestion was made to Rowley seven years ago to establish an office of special prosecutor to deal with corruption matters. Such a prosecutor could be given a budget by the Cabinet that allowed him or her to hire the necessary forensic and other expertise to investigate alleged corruption and white collar crime.

Abdulah said this would have prevented the direct involvement of the attorney general or any other cabinet ministers in the prosecution of such matters.

He added that former AGs Ramesh Lawrence Maharaj, SC, and John Jeremie, SC, had offered similar advice to Rowley.

But Abdulah lamented that Rowley and the PNM did not heed this advice.

“Let me remind people of the old saying, stick break in their ears.”

Abdulah said Maharaj, in his tenure as AG, had Karl Hudson-Phillip act as a special prosecutor with respect to the Piarco airport scandal, resulting in the gathering of evidence against people accused of wrongdoing in that matter.

While observing that locally no one has been found innocent or guilty in that case for the last 20 years, Abdulah said some people in the United States who were connected to that matter, were found guilty and either served time in prison or paid fines.

He also recalled that Desmond Allum served as a special prosecutor under the George Chambers government in 1985-1986 with respect to the Scott Drug Report.

“There was a template.”

Abdulah reiterated that had Government gone this route, it could have avoided the situation it is in now.

These kinds of situations, he continued, could lead to a lose-lose scenario where taxpayers’ money is lost to prosecute legal matters, and people who may actually be guilty of wrongdoing may get off scot free.

“We are losing both ways, and this is unacceptable.”

Abdulah reiterated that Rowley and the PNM must accept responsibility for this.

PATRIOTIC Front political leader Mickela Panday said the recent budget debate in the House of Representatives and the Senate showed to the population that neither the Government nor the Opposition is able to address the serious issues facing Trinidad and Tobago today.

The House passed the budget on October 11. The Senate passed the budget on October 14.

In a video posted on social media, Panday said the public was hoping to get a sense of hope from the budget as well as the ensuing debate, that their parliamentary representatives were serious about solving the problems which are affecting them.

She lamented that all the public got from the PNM and UNC after two weeks of parliamentary deliberations on the budget were “ill-timed anecdotes, failed attempts to be comical, and the usual mudslinging.”

Panday claimed the budget sought to create the impression that TT was not affected by the covid19 pandemic over the last two years and it was “back to business as usual.”

She said the pandemic is a reality as are the lives and livelihoods affected by it.

Despite the hardships suffered by many people before and during the pandemic, Panday said, “The Government and Opposition seem devoid of any new ideas to move the country forward.”

Regardless of its human talent or natural resources, Panday said, “Without a new vision, we will be left behind.”

She added that the population needs to decide when enough is enough.

“In 2025, the Patriotic Front will be contesting the general election.”

Panday said the party will share its vision for the creation of a safe and knowledgeable society where there will be equal opportunity and economic prosperity for all.

Legislation for single window system by December

With the housing and construction industry rapidly expanding, the PPP/C Government will be implementing a single window electronic processing system to improve the ease of doing business.

Minister of Housing and Water, Collin Croal said legislation for the system will be presented to the National Assembly by the end of the year.

“Today I am happy to report that legislation to introduce the Single Window System will conclude by December and implementation will begin immediately,” Minister Croal said during a recent house lot allocation exercise in Region Six.

The Housing Minister noted that the government has recognised that the increased demands for building permits and other services by the Central Housing and Planning Authority (CHPA) and the Guyana Water Incorporated (GWI) require a more efficient solution.

Once the legislation is in place, it will significantly reduce the time it takes to complete a transaction as well as steps within the transaction, standardise application forms and checklists, among other things. It will also see the ministry transitioning from paper-based to electronic.

“The Ministry of Housing and Water through CHPA and GWI is facing greater demand for its services. As you are aware, not only do we provide subsidised housing, CHPA for example issues approvals and building permits for commercial and industrial purposes as well as executes town and country planning by way of zoning for residential, commercial and industrial areas,” he explained.

The Minister added, “As a result, there is a tremendous need for us to provide these services more efficiently, that is, we must reduce the time taken to conduct business with the Ministry.”

The Ministry has already created an online portal which allows house lot applicants to upload their applications or update their information from the comfort of their homes. The regional offices to ease the residents travelling to the central office in Georgetown.

Minister of Tourism, Industry and Commerce, Oneidge Walrond is leading a delegation to the World Routes Development Forum 2022 in Las Vegas, Nevada, US.

The delegation includes Mr. Ramesh Ghir, Chief Executive Officer of the Cheddi Jagan International Airport and Mr. Kamrul Baksh, Director of the Guyana Tourism Authority.

The World Routes is an annual event, which brings together airlines, airports, tourism authorities, tour operators and other key aviation decision-makers. It is also dedicated to route development and strategic planning in the aviation industry.

Over the next few days, Minister Walrond and team are expected to meet with several key persons in the aviation industry with the intention of encouraging investments in destination Guyana.

Minister Walrond added, “The forum presents an important opportunity for bringing additional airlift to Guyana.”

She noted that, “Our focus, as always, is to sell Guyana as a lucrative investment destination. We want to encourage investment that will allow cheaper airfares and increase travel and destination options.”

Additionally, Chief Executive Officer of the Cheddi Jagan International Airport, Mr. Ramesh Ghir, underscored that Guyana has benefited tremendously from its participation in these engagements.

He said “The majority of new airlines entering the Guyana market are as a result of negotiations that have taken place at the Routes forum.”

During this visit, Minister Walrond is also expected to meet with several Ministers of Tourism from the Region.

Over $105M in cash grants distributed to Essequibo fisherfolk

Vice President Dr Bharrat Jagdeo today delivered on a promise of the PPP/C Administration, as he spearheaded the distribution of the $150,000 one-off cash grant to Region Two fisherfolk at the Rice Producers’ Association (RPA) Bond, Anna Regina.

Grants were distributed to 706 fisherfolk and represents an approximate $105 million investment.

The Vice President, who has been spearheading the distribution across the country over the past weeks, explained that this is part of the government’s efforts to cushion the effect of the rising cost of living due to a number of external factors, including the Russia/Ukraine war and the COVID-19 pandemic, which have affected the global supply chain.

Reference was made to the part-time jobs initiative which enables persons to earn up to $40,000 per month for at least 10 days of work in government ministries and other agencies, the COVID-19 and farmers’ flood relief grants, which were also part of efforts to supplement household income.

He also urged the fisherfolk to take advantage of the many opportunities for self-improvement, while reiterating the government’s continued commitment to supporting their entrepreneurial efforts, for which small grants and other assistance through the Small Business Bureau are available.

Further, due to the changing nature of the fishing industry, the vice president advised the fisherfolk to ‘think outside the box’ and consider other training programmes, since enormous job opportunities exist in the growing oil and gas sector.

“I just want to urge all of you, if you see a training programme, even if you haven’t finished school, we have now on the scholarship programme through GOAL [Guyana Online Academy of Learning], you can do a remedial programme and then go on to the technical programme and those who have the qualification can do tertiary level, university type training, even in your homes,” the VP related.

Dr Jagdeo also spoke about the government’s co-investment programme, which will see the administration collaborating with private companies to establish call centres ad other businesses that will create employment in the region.

“So, there are going to be changes here and you have to be prepared for that. We are prepared to work with you…We don’t want people to be left behind if they put in the effort, but you have to put in the effort. I’ve seen people make the effort and they are making it,” the VP added.

The Vice President also addressed concerns raised by the fisherfolk. He was accompanied by Minister of Agriculture, Zulfikar Mustapha, Minister of Natural Resources, Vickram Bharrat and regional officials.

Boat transporting local athletes sinks in Essequibo River

A speedboat that was transporting some 20 passengers including local athletes became submerged in the Essequibo River.

The incident occurred at around 12:30hrs today between Parika and Supenaam.

Reports are that the boat was part of a fleet of vessels that was transporting athletes who participated in the Heritage Games in the city. They were heading to Supenaam, from where they would have returned home to Region One (Barima-Waini).

When the boat in question began to sink, the captains of other boats that were part of the fleet noticed what was transpiring and went to the distressed passengers’ rescue.

According to a passenger on the boat, “…the boat bottom burst open and started taking in water.” The passenger related that there were no injuries but every person onboard is still ‘shaken up’ by the incident.

“The boat sank quickly,” the passenger recalled.

Les hommages se multiplient suite au décès de Mikaben, l’artiste haïtien auteur de « Ou Pati », victime d’une attaque cardiaque sur scène au concert de Carimi ce samedi 15 octobre 2022, à l’âge de 41 ans.

Une légende dans le monde de la musique haïtienne s’est éteinte juste après son passage sur scène, samedi 15 octobre 2022 au concert du 20e anniversaire du groupe Carimi. Le chanteur Mikaben, auteur et interprète de nombreux titres connus sur la scène antillaise comme « Baby I Missed You » ou « Fanm sa mové » avec Carimi ou « Ou Pati ». Depuis ce drame, de nombreuses personnalités ont réagi avec émotion sur leurs réseaux sociaux.

” Repose en paix Roi Mikaben. Parti trop tôt. “, écrit le chanteur et musicien Haïtien Wyclef Jean sur Twitter, accompagnant sa publication d’une vidéo des deux artistes lors de leur récente rencontre.

D’autres se sont contentés de messages plus sobres mais lourds de sens comme s’est ému l’artiste martiniquais Kalash sur les réseaux : ” Rip Mika Ben “.

Ou encore Meryl chanteuse spiritaine : “J’arrive pas à croire ce que je viens de voir là . je sais même quoi dire ! Rip l’artiste “

Le Docteur Ariel Henry, Premier ministre de la République d’Haïti, a tenu a réagir lui aussi sur son compte, disant être ” bouleversé par la nouvelle de la mort subite du jeune et très talentueux artiste Michael Benjamin ” Mikaben ” […] grande référence de la musique haïtienne… “

” J’ai perdu l’un de mes meilleurs amis, je meurs…”, exprime Richard Cave, ému, sur son compte Instagram. Il était l’un des plus proches de l’artiste Mikaben, et l’a accompagné sur scène juste avant son décès. Touché, il a réalisé plusieurs publications, dont une vidéo dans laquelle il exprime sa douleur.

C’est sans doute sa femme, veuve et enceinte d’un second enfant avec Mickael Benjamin, qui aura touché le plus par sa douleur. ” Merci pour les prières mais cessez de m’appeler s’il vous plaît “, partage t-elle sur son compte Instagram, avant de poursuivre par : “Je ne suis pas en condition pour parler, j’ai perdu ma moitié et je n’ai pas les mots”. Dans deux autres publications, elle partage son émotions et un bon moment passé avec son défunt mari en suppliant le seigneur de l’accompagner dans sa douleur.

Mikaben, de son vrai nom Michaël Benjamin est né en 1981 à Port-au-Prince était le fils du chanteur Lionel Benjamin. Il s’est fait connaître lorsqu’il était étudiant à Montréal et a fondé le groupe Krézi mizik. Interprète des célèbres titres “Ou pati”, “Ti Pam Nan” ou encore “Fè Lapli”, il s’est éteint sur scène à la suite d’une attaque cardiaque le samedi 15 octobre 2022.

88 séismes enregistrés sous la Soufrière samedi

L’activité de la Soufrière génère également des séismes, qui eux sont bien entendu d’origine volcanique – FLB

L’observatoire volcanologique et sismologique de la Guadeloupe (OVSG) a indiqué qu’une longue séquence de séismes volcaniques a eu lieu de samedi (15 octobre), dans la zone du volcan de La Soufrière.

La séquence de séismes volcaniques qui a débuté ce samedi à 20h50 locales dans la zone du volcan de La Soufrière.

Au cours de cette séquence, les réseaux de l’OVSG-IPGP ont enregistré 88 séismes de très faible magnitude (inférieur à 1). Aucun séisme n’a été signalé ressenti. Les événements se localisent à une profondeur inférieure à 2.5 km sous le sommet du dôme de La Soufrière.

Le niveau d’alerte reste : jaune, vigilance.

Depuis environ 3 ans, l’Observatoire Volcanologique et Sismologique de la Guadeloupe observe une activité sismique sous la Soufrière.
