Basseterre, St. Kitts, October 13, 2022 (SKNBS): Minister of International Trade et al., the Right Honourable Dr. Denzil Douglas along with Permanent Secretary Jasemin Weekes traversed to Barbados for the October 11 to 12, 2022 Joint CARIFORUM – EU Ministerial Meeting.

In his remarks at the meeting, Minister Douglas stated that the subject of global banks’ de-risking policies continues to threaten the region’s economies and called for timely solutions.

“For small open economies such as ours where international transaction flows play a critical role in our economic development, a complete closure or near closure to the international financial payment system would have crippling effects on our economies,” he said. “…I trust that as we can uncover timely solutions as we collaborate on issues of mutual interest. We look forward to some balance between these regulatory de-risking regimes and the ability of our customers to conduct their businesses in a more seamless way. It is time that we put an end to this global de-risking phenomenon that has undesirably affected certain classes of business, customers, and jurisdictions in the Caribbean.”

The purpose of the meeting was to witness the launch of a new framework for EU-CARIFORUM cooperation that is outlined in the Caribbean Regional Multi-Annual Indicative Program and to offer political direction for CARIFORUM-EU cooperation and upcoming flagship initiatives.

The meeting of CARIFORUM Ministers and EU Commissioner, Jutta Urpilainen, resulted in candid and vigorous discussions with achievable results. The Post-Cotonou Agreement established goals for the Caribbean that consider the region’s unique characteristics and the small economies’ inherent susceptibility to outside shocks. Promotion of commerce and development, as well as the shift to a sustainable and diverse economy that fosters growth and quality jobs, were a few of these goals.

As a member of CARIFORUM, St. Kitts and Nevis continue to receive finances from many EU-funded initiatives, such as the 11th EDF, which will expire at the end of 2022 and be replaced by the Neighbourhood Development and International Cooperation Instrument (NDICI). The discussion of this new avenue for development collaboration was a top priority.

Since the signing of the first LOME Agreement, the region has had a steady engagement with the European Union.

The Cotonou Agreement will be replaced as a source of development aid to CARIFORUM by the cooperation agreement between the European Union and the members of the Organization of the African, Caribbean, and Pacific States (OACPS) Post-Cotonou Agreement. The Agreement’s overarching goal is to fortify political alliances in order to produce outcomes that are advantageous to both parties.

REAL NEWS: “Disgraceful,” “Distasteful,” and “Bribery” are just some of the words used to describe Prime Minister Gaston Browne’s behaviour on Saturday, October 15, when he was captured, on video, handing out cash during the “Small Business Pull-up” staged by the United Progressive Party (UPP).

On Friday, October 14, the UPP’s Candidate for St. John’s City West, Alister Thomas, had alleged that Browne had been in the constituency the night before – giving out money ahead of the small-business support initiative.

Some persons say Browne’s action is a decades-old practice from the Antigua Labour Party (ALP) playbook for securing votes.  Others see it as “treating” ahead of the general elections, which are constitutionally due in March 2023.

While it might be said that the Prime Minister’s actions were not illegal and that they did not take place on Election Day – to suggest treating – one woman believes this inference can be strongly drawn.

Accordingly, she says the Antigua and Barbuda Electoral Commission (ABEC) should look into this incident and lay out ground rules for political parties and candidates to follow.

Meanwhile, a man says that Browne continues to demonstrate his bullying and intimidation tactics by deliberately showing up when the UPP event was taking place.

He notes that, in areas where the caravan has already been, no other Labour Party candidate has turned up to menace the people.

The man adds that the ALP believes money is the solution to everything, and that it cannot win an election fairly – without resorting to buying votes.

Meanwhile, Alex Browne, the UPP Candidate for St. Phillip’s North, says that residents who choose to take money or jobs from Labour Party candidates should not feel obligated to vote for them.

He reminds voters that they are receiving such money and work only in the lead-up to an election; however, they were made to suffer for the past two years during the COVID-19 pandemic.

Saturday’s Pull-up was the Party’s eighth edition of the exercise, which is geared at stimulating economic activity among small businesses.

Dupie-Winston cops Caribbean Nurse of the Year award

OBSERVER: One of the country’s top healthcare professionals was named Nurse of the Year.

President of the Antigua and Barbuda Nurses Association (ABNA) Soria Dupie-Winston won the prestigious award from among representatives from several other Caribbean islands to include Anguilla, Jamaica, and Barbados at the 32nd Biennial Caribbean Nurses Conference held in Jamaica.

Dupie-Winston, who was among a 12-member delegation the represented the twin island state during the conference last weekend, expressed her delight in receiving recognition for her hard work and dedication throughout the Covid-19 pandemic.

“It’s a humbling experience. In everything that I do, especially as it relates to my work, I try to do my best and represent Christ. It’s a good feeling,” she told Observer following the ceremony.

The conference hosted various educational activities during the day while other activities, including a ball and gala under the theme ‘A Bridgerton Affair’, was held in the night. Dupie-Winston was also crowned Queen since her dress best depicted the true essence of the Netflix hit series.

Meanwhile, Dupie-Winston said nurses within the Caribbean from as far south as French Guiana right up to Bermuda and The Bahamas are facing similar challenges especially during the Covid-19 pandemic.

“The Caribbean-American Nurses Association, they too, realised when we met that we all faced similar challenges during and after Covid, and we decided to support each other going forward as an association,” she added.

The ABNA President has been lobbying for the management of the Sir Lester Bird Medical Centre (SLBMC) to address nurses’ concerns, which include inadequate risk and uniform allowance, along with a lack of benefits for further education, and pensions.

THE CHRONIC batting woes of the West Indies, at the T20 International level, continued on Monday when they were embarrassed by Scotland in their ICC T20 World Cup First Round Group B contest.

In the first-ever meeting between the teams in a T20 International, Scotland registered a 42-run victory at the Bellerive Oval, Hobart, Australia.

Group B also features Ireland and Zimbabwe, and the West Indies, who have endured a horrid run of form in T20 Internationals this year, must defeat both (this week) in order to keep alive their hopes of booking a spot in the Super 12 stage.

Scotland, who were put in to bat by West Indies captain Nicholas Pooran, posted a score of 160 runs for five wickets with opening batsman, and Man of the Match, George Munsey, hitting an unbeaten 66 (53 balls, nine fours). Calum MacLeod contributed 23 and Michael Jones 20.

Pace bowlers Jason Holder (two wickets for 14 runs), Alzarri Joseph (2/28) and Odean Smith (1/31) were the West Indies wicket-takers.

In their reply, the West Indies crashed from 53/1, in the sixth over, to 118 off 18.3 overs.

Holder, who was the last batsman to be dismissed, topscored with 38 (33 balls, four fours and a six), while the first three in the line-up, Kyle Mayers, Evin Lewis and Brandon King, made 20, 14 and 17 respectively. Pooran and vice-captain Rovman Powell, each made five.

Mark Watt took 3/12 for the Scots, while Michael Leask had 2/15 and Brad Wheal 2/32.
