Opposition Leader Mark Golding is calling on Prime Minister Andrew Holness to remove JC Hutchinson as State Minister in the Ministry of Transport and Mining, based on reported acts of nepotism on his part.

Golding, who was speaking at a People’s National Party (PNP) press conference on Friday, where he called on Health and Wellness Minister, Dr Christopher Tufton, to resign over the deaths of several babies due to an infectious bacteria, also turned the spotlight on Hutchinson.

“This also is an opportune time to mention the case of Minister JC Hutchinson, who has been found wanting yet again in relation to ministerial interference in the award of contracts within the parish of St Elizabeth by the parish council (now municipal corporation),” he said.

The Integrity Commission, in a recently tabled report, called on Holness to sanction Hutchinson after its Director of Investigation, Kevon Stephenson, concluded that Hutchinson “directly and/or ostensibly” authorised the coordinator of the Constituency Development Fund (CDC) to recommend Prostar Electrical and Construction for the award of contracts by the St Elizabeth Municipal Corporation.

That company is owned by Hutchinson’s son, Jason.

The company went on to be awarded contracts by the municipal corporation.

Hutchinson is also accused of recommending his long-time intimate partner and the mother of his son to several school boards in the parish.

Despite the calls from the Integrity Commission for Hutchinson to be sanctioned, Minister without Portfolio in the Office of the Prime Minister (OPM) with responsibility for Information, Robert Morgan, said action has already been taken in relation to the North West St Elizabeth parliamentarian.

“We also must remember that when matters came up very early when the statements were made in relation to questions about Minister Hutchinson, he was sanctioned,” Morgan told a post-Cabinet press briefing on Wednesday.

“Mr Hutchinson moved from one place in the executive to another place, which was lower. So, action was taken long ago,” Morgan suggested.

“At the time, the Government looked at what was happening and the prime minister, in his imprimatur, made decisions as it relates to the status of the gentleman.

“Do remember that these investigations take years, and we cannot wait on an investigation to act. So, we’ve acted previously on the matter,” Morgan further insisted.

On Friday, Golding, who is the People’s National Party’s (PNP) President, disagreed with Morgan’s explanations, labelling him as a “Minister of Propaganda”.

“The Minister of Propaganda has indicated that this is all part of something for which he (Hutchinson) has already been held accountable. That is not the case,” Golding insisted.

“He (Hutchinson) was forced to accept a demotion some time ago as a result of a totally separate incident, also egregious, showing breaches of governance in relation to the Holland Estate.

“This is a separate matter. He has been found wanting again, and the public cannot have trust and confidence in his continued presence as a member of the executive holding junior ministerial rank,” declared Golding.

“We call on the prime minister to do the right thing on this matter. We have heard nothing from him,” stated the PNP president.

Marabella man gunned down

Police are probing the murder of a 32-year-old Marabella man on Sunday afternoon.

Police said officers from the Southern Division Task Force received a report of a shooting at the corner of New Haven and Bayshore streets, Marabella at around 2.35 pm and went to the scene where they saw the Nicholas Gajadhar bleeding and gasping for air.

The officers took Gajadhar to the San Fernando General Hospital where he died while being treated.

Crime scene investigators visited the scene and found seven spent shells with the markings from the regiment.

Police from the Homicide Bureau of Investigations Region III are continuing enquiries.

Officers of the Port of Spain City Police were able to find and arrest a man who stole a cellphone and cash from a parked van on Sunday morning.

Police said the driver of the van drove into the Port of Spain Central Market at around 9 am to buy fruits and use the washroom.

While in the toilet, a man broke into the van and stole his cellphone and $1,700 in cash.

The man realised his van was broken into and notified city police officers assigned to the market.

The officers began a search and eventually found a 44-year-old man with the cellphone.

The police did not find the cash.

The man who is from East Dry River, Port of Spain, was charged with two counts of larceny and is expected to appear before a Port of Spain magistrate on Monday.

The exercise was led by Snr Supt Charles, Sgt McShine, acting Sgt John, PCs Sabessar, Ali, Nicholas and Cox and WPCs Morris, Pierre and Williams.

With the murders crossing 500, an Opposition MP accused the acting Commissioner of Police Mc Donald Jacob, and the Government of failing to protect people.

Dr Roodal Moonilal bashed Jacob, saying he had collapsed in office.

“I mean no disrespect at all to the office holder, Mr Jacob. I do not know him that well,” the Oropouche East MP said.

He spoke on Sunday at the press conference at the Office of the Leader of the Opposition in Port of Spain.

Moonilal said he was left amused earlier in the week when the police put out a statement giving tips on how to drive through a flood. The first tip, Moonilal said, was for people to avoid the flood.

“This is the approach of a very jokey law enforcement agency. The police should spend their time on detection on prevention,” Moonilal said.

He cited the double homicide in the Tunapuna cemetery on Saturday as well as the recent rampant cable thefts nationwide.

“It means that the society, for all intents and purposes, is unpoliced.”

Moonilal also criticised National Security Minister Fitzgerald Hinds, demanding that he presents the Government’s policies, ideas, programmes in Parliament.

He said under the Kamla Persad-Bissessar-led administration, there were regular joint patrols nationwide.

“Now is the time we need to co-ordinate between the police and the army to patrol this country to ensure that the criminal elements cannot go freely around with high-powered weapons to rob and kill people,” Moonilal said.

“The highest murder rate we have had was in 2008 with 550 murders. Clearly, we would surpass that this year.”

He called on the Prime Minister to remove Hinds as a minister “if he has the guts to do it.”

Moonilal recalled that last week, the Opposition wrote to Keith Scotland, chairman of the Joint Select Committee (JSC) on National Security, for an emergency meeting to deal with the increasing crime rate.

He said while Scotland agreed to meet, a date was not given.

“We should have met on Saturday or this morning to discuss this matter,” Moonilal said.

Moonilal also raised the issue of flooding.

Moonilal added, “In this country today, children cannot get an education because it might rain. This is not a situation where there is a natural disaster. The Education Ministry can close schools and deny our children education because it might rain.”

He also referred to a video that went viral on social media with a health-care worker taking a piggyback ride while pushing a patient in a wheelchair in flood waters.

“That has serious implications. We have flood waters in a hospital with medical equipment, millions of dollars in equipment, and sophisticated electrical installations. That is a disaster waiting to happen.”

“I congratulate Dr Lackram Bodoe, the party’s shadow minister of health, who raised his voice on this matter very quickly.”

Griffith knocks Rowley, Hinds, Jacob over crime rate

Former Police Commissioner and leader of the National Transformation Alliance (NTA) Gary Griffith has slammed the Prime Minister, National Security Minister Fitzgerald Hinds and acting Police Commissioner McDonald Jacob over an increase in murders.

In a video shared on social media on Sunday, Griffith accused the three office holders of being out of touch with the needs and challenges of the country and called for their removal in order to see an improvement in security.

Referencing his past roles as a security advisor, National Security Minister and Commissioner of Police, Griffith said a lack of leadership and the removal of plans established during his tenure were to blame for crime.

Griffith was appointed as commissioner in 2018 and served until August 2021.

After his term came to an end, Griffith continued to serve as acting Commissioner after the Cabinet and Parliament approved a law to allow a former contract officer to act in the role.

In the video Griffith suggested that Rowley was unable to respond to rising crime as he had nothing to say.

“At a time when our country faces its darkest hour, being invaded by criminal elements and our nation seeing the highest spike in crime with the highest murder rate upcoming in our nation’s history we are not hearing a word from the leader of the country.

“He has gone silent, he has gone into hiding because he simply does not know what to do or say.

“Keith Rowley has failed and we will not win this war if he remains in this position.

“The Prime Minister placed his personal vendetta as paramount and more important than the safety and security of this nation.”

Griffith was also critical of Hinds in his management of resources and questioned whether he was suited for the role.

Referring to a recent probe in the issuance of Firearms Users Licences (FULs) during his tenure as commissioner, Griffith also questioned if there was any merit in investigating licenced gun dealers and owners instead of addressing the influx of illegal weapons.

Barbados is more than its beaches and the international media partners invited to the Food and Rum festival were encouraged to showcase the island “in a different light”.

Chief executive officer of the Barbados Tourism Marketing Inc (BTMI) Dr Jens Thraenhart made this appeal while addressing a host of media partners on Wednesday, October 26 at the Food and Rum Festival welcome reception.

“I think why this Food and Rum Festival is so important is because it shows what Barbados is, and it’s not just about the beach, it’s actually more than the beaches, and I think in the end it’s about the culture, it’s about diverse experiences and it’s also about the rum and the food behind it,” Thraenhart said.

He went on to speak on key points as to why the revived festival was significant which included 3 I-s: innovation, inclusivity and inspiration. Thraenhart highlighted the food accelerator programme which encourages innovation among small businesses and the inclusivity approach of the BTMI to ensure sustainability. He highlighted Barbados’ inclusion in a new global documentary on sustainability with the island being one of only 10 destinations in the world.

“We want to inspire the world to think of Barbados in a different light and make sure the stories that we are creating here are being told. So, these are the stories that we need to tell and you as media coming all the way from all over the world are the storytellers. So, you’re the ones that have to ignite the spark and make sure that the world sees Barbados in a different light because we came out of a very difficult period,” the BTMI head stated.

Dr Thraenhart stated that he was looking forward to seeing and reading all about Barbados and thanked the media that attended the event.

A 77 ans, après avoir enchaîné moments de gloire et revers de fortune en passant par la case prison, Lula, icône insubmersible de la gauche latino-américaine, va retrouver le palais présidentiel de Brasilia.

“C’est le jour le plus important de ma vie”, a-t-il déclaré en votant dimanche matin, alors qu’il était depuis des mois le favori de l’élection face au président d’extrême droite sortant Jair Bolsonaro.

Le come-back de Luiz Inacio Lula da Silva, qui a été au pouvoir lors de deux mandats (2003-2010) et voit sa 6e campagne présidentielle le mener de nouveau à la fonction suprême, est une première dans l’Histoire récente du Brésil.

Mais Lula, qui a connu un destin hors norme, revient de loin.

Condamné pour corruption dans le plus grand scandale de l’Histoire du Brésil, “Lavage express”, il avait été incarcéré 580 jours, d’avril 2018 à novembre 2019.

Le chef de file du Parti des Travailleurs (PT) s’est toujours dit victime d’un complot politique qui a permis à Bolsonaro d’être élu à la présidence en 2018 alors qu’il en était le grand favori.

En mars 2021, il pouvait de nouveau rêver à une revanche éclatante. La Cour suprême annulait ou prescrivait ses condamnations, lui permettant de recouvrer ses droits politiques, sans l’innocenter pour autant.

Pour le Comité des droits de l’Homme de l’ONU, l’enquête et les poursuites engagées contre Lula avaient violé son droit à être jugé par un tribunal impartial. 

Aujourd’hui, 12 ans après avoir quitté le pouvoir sur un taux stratosphérique d’opinions favorables (87%), l’inoxydable Lula veut rendre “le Brésil heureux de nouveau”.

Ce tribun charismatique à la voix rauque a parcouru l’immense pays, équipé d’un gilet pare-balle, et a livré un duel acharné à son ennemi de toujours, Bolsonaro.

Ambitieux programmes sociaux

Lula reste perçu comme “près du peuple” et est toujours très aimé, surtout dans les régions pauvres du Nord-Est, son fief historique.

Mais il est aussi détesté par une partie des Brésiliens pour lesquels il incarne à tout jamais la corruption. Jair Bolsonaro, qui avait beaucoup joué sur la haine du PT pour être élu en 2018, n’a cessé de le traiter de “voleur” et d’ex-prisonnier” lors de leurs débats.

Rien ne prédisposait Lula à un tel destin, ce cadet d’une fratrie de huit enfants, né le 27 octobre 1945 dans une famille d’agriculteurs pauvres du Pernambouc (nord-est).

Enfant, Lula était cireur de chaussures. Il a sept ans lorsque sa famille déménage à Sao Paulo pour échapper à la misère. 

Vendeur ambulant puis ouvrier métallurgiste à 14 ans, il perd l’auriculaire gauche dans un accident du travail. 

A 21 ans, il entre au syndicat des métallurgistes et conduit les grandes grèves de la fin des années 1970, en pleine dictature militaire (1964-1985).

Cofondateur du PT au début des années 1980, il se présente pour la première fois à l’élection présidentielle en 1989 et échoue de peu. Après deux nouveaux échecs, en 1994 et en 1998, la quatrième tentative sera la bonne, en octobre 2002. Il est réélu en 2006.

Premier chef de l’Etat brésilien issu de la classe ouvrière, il a mis en oeuvre d’ambitieux programmes sociaux, grâce aux années de croissance portées par le boom des matières premières.

Sous ses deux mandats, près de 30 millions de Brésiliens sont sortis de la misère.

Lula a aussi incarné un pays qui s’ouvrait sur le monde, et a conféré au Brésil une stature internationale avec, notamment, le Mondial de football (2014) et les jeux Olympiques (2016) à Rio de Janeiro.

Nouvel amour

Idéaliste mais pragmatique, Lula est passé maître dans l’art de tisser des alliances parfois contre nature. 

Pour cette présidentielle, son colistier est un technocrate centriste à même de rassurer les milieux économiques: Geraldo Alckmin, son adversaire lors de précédents scrutins.

En mars 2016, sa tentative de retour aux affaires en tant que ministre de sa dauphine, Dilma Rousseff, avait été un échec cuisant, tout comme la destitution de celle-ci en août.

En octobre 2011, il a souffert d’un cancer du larynx.

En février 2017, l’ex-président a subi une épreuve intime avec la mort de son épouse Marisa Leticia Rocco.

Mais Lula a retrouvé un nouvel amour, Rosangela da Silva, surnommée “Janja”, une sociologue militante du PT, de 21 ans sa cadette, qu’il a épousée en mai. “Je suis amoureux d’elle comme si j’avais 20 ans” a-t-il dit de celle qui a pris une part active à sa campagne.

Un jeune conducteur a été interpellé par les gendarmes ce dimanche 30 octobre, très largement au-dessus de la vitesse autorisée.

C’est ce qui s’appelle un très grand excès de vitesse. Ce dimanche après-midi (30 octobre), alors qu’ils menaient un contrôle routier sur le secteur d’Arnouville, sur RN 1, à Petit Bourg, les gendarmes de la brigade motorisée des Abymes ont sans doute été eux-mêmes surpris.

Ils ont apréhendé un jeune conducteur à bord d’une voiture circulant à… 203 km/h au lieu des 110 autorisés sur cette voie rapide ! 

Poursuites pénales

« Le mis en cause a fait l’objet d’une rétention immédiate de son permis de conduire », indique la gendarmerie, qui regrette « un comportement dangereux qui met en danger sa vie et celle des autres ».

A l’issue de son audition, le conducteur s’expose aussi à des poursuites pénales. Pour rappel, le délit de grand excès de vitesse donne lieu à une suspension du permis de conduire pouvant aller jusqu’à 3 ans, un retrait de six points, une peine d’amende de 3 750 euros et 3 mois d’emprisonnement.

Samedi soir, au gymnase Valère Lamie de Baie-Mahault, le GGB et le Cygne Noir ont essayé tant bien que mal de jouer au basket alors que le parquet subissait des fuites d’eau venant du toit. Victoire des Gosiériens 76 à 58.

L’affiche de la soirée de samedi a donné lieu à un
match qui s’est joué sur un faux rythme. En cause, les incessantes
interruptions de jeu pour nettoyer le parquet. Ce n’était pas de la
sueur qu’il fallait enlever mais bien de l’eau, puisqu’en cas de
fortes pluies, le toit du gymnase Valère Lamie laisse perler des
gouttes d’eau ça et là. Nombreuses ont été les pertes de balles
pour cause de glissade. Il n’y a pas eu de blessé durant le match
mais il a eu des frayeurs, comme en début de 3e quart-temps, où
Kenny Jean-Jacques (GGB) part au panier mais glisse sur ses appuis
et tombe à la renverse. 

Une première période indécise

Pourtant malgré cela le début de match a été
marqué par beaucoup de pénétrations dans la raquette qui se sont
soldées par des lancers-francs, surtout côté gosiérien. Le GGB
prend de l’avance 14 à 9 à une minute de la fin du quart-temps mais
le 9 du Cygne Noir décide d’enfiler les chau

Au Brésil, Lula élu avec 50.9% des voix face à Jair Boslonaro

L’ancien président Lula, du parti travailliste, devance le sortant Jair Bolsonaro, d’extrême-droite (50,9 % contre 49,1 %) au second tour de scrutin, selon le tribunal supérieur électoral. Le vote a été marqué par les accusations contre la police pour tentative d’entrave dans certaines régions favorables à Lula notamment le Nordeste.

Après dépouillement de plus de 99 % des voix, Lula totalise 50,9 % des suffrages validés contre 49,1 % pour Jair Bolsonaro au second tour de l’élection présidentielle brésilienne, selon le tribunal supérieur électoral, dimanche soir 30 octobre.

Les sondages avaient donné samedi une légère avance à l’ex-président Luiz Inacio Lula da Silva (2003-2010), mais ils s’étaient lourdement trompés au premier tour, en sous-estimant le score de Jair Bolsonaro (43 %, contre 48 % pour Lula). L’enjeu majeur de l’entre-deux tours a été la chasse aux 32 millions d’abstentionnistes, alors que six millions de voix séparaient Lula de Bolsonaro.

La question est de savoir si Bolsonaro va accepter le verdict des urnes, étant le premier président se présentant à un second mandat à ne pas être réélu depuis le retour à la démocratie en 1985. Après avoir lancé des attaques incessantes contre le système « frauduleux » des urnes électroniques, il a affirmé vendredi : « celui qui a le plus de voix gagne. C’est la démocratie » – sans toutefois convaincre. Beaucoup craignent une réplique brésilienne de l’assaut du Capitole après la défaite de Donald Trump qui pourrait viser par exemple la Cour suprême si souvent vilipendée par Bolsonaro.

Barrages filtrants de la police

Même si aucun incident violent n’est venu entacher le vote des quelque 156 millions de Brésiliens appelés aux urnes, ce second tour a été marqué par une vive polémique autour de barrages filtrants de la Police routière fédérale (PRF) qui ont retenu les électeurs, notamment dans les régions pauvres du nord-est, fief électoral de Lula.

Sur les réseaux sociaux, de nombreuses vidéos montraient des embouteillages monstres ou des autocars transportant des électeurs bloqués dans les barrages. « Ils intimident les gens », a dit par exemple une femme dans une vidéo où elle raconte qu’un autocollant pro-Lula a été arraché du pare-brise de sa voiture par un agent.

Sur son compte Telegram, l’ex-président de gauche a jugé « inadmissible » ces barrages policiers, en dépit d’une décision judiciaire de la veille qui les interdisait. Mais Alexandre de Moraes, président du Tribunal supérieur électoral, a toutefois relativisé ces problèmes, affirmant en conférence de presse que, malgré des retards, « aucun autocar n’a rebroussé chemin et tous les électeurs ont pu voter ».

« Confiance dans une victoire de la démocratie »

Le président Bolsonaro, 67 ans, parmi les premiers à avoir voté dès l’ouverture des bureaux dans le quartier Vila militar de Rio de Janeiro, est arrivé en milieu d’après-midi à Brasilia au palais de l’Alvorada où il a attendu les résultats.

Vêtu d’un t-shirt avec l’inscription « Brésil » jaune et vert, aux couleurs du drapeau national affectionné par ses supporters, Bolsonaro s’était auparavant affiché aux côtés de l’équipe de football de Flamengo, qui a remporté samedi en Equateur la Copa Libertadores, l’équivalent de la Ligue des champions européenne.

Lula, 77 ans, devait attendre les résultats à Sao Paulo où les célébrations ont été prévues en cas de victoire. Chemise blanche à manches longues, il avait dit sa « confiance dans une victoire de la démocratie » en votant à Sao Bernardo do Campo, la ville du sud-est où il a fait ses débuts en tant que dirigeant syndical. Lula a souhaité « restaurer la paix entre les Brésiliens », à l’issue d’une campagne ultra-polarisée qui a coupé le pays en deux. Il a dit espérer que Bolsonaro « reconnaîtra le résultat » s’il perd.

Une campagne violente

La campagne entre ces deux hommes que tout oppose s’est déroulée dans un climat brutal qui les a vus s’insulter copieusement pendant que les réseaux sociaux, unique source d’information de la majorité des 170 millions d’utilisateurs brésiliens, charriaient des torrents de désinformation. Bolsonaro a insulté Lula : « voleur », « ex-prisonnier », « alcoolique » ou « honte nationale » ; et ce dernier a rendu les coups : « pédophile », « cannibale », « génocidaire » ou « petit dictateur ».

Dimanche, en Amazonie, les indigènes de l’ethnie Sateré-Mawé, de la communauté Sahu-Apé, ont dessiné sur leurs joues des flèches rouges et noires avant de se rendre à pied dans le bureau de vote le plus proche de leurs maisons de bois. Ces dessins signifient qu’ils ont un objectif à atteindre : faire élire leur candidat, Lula, celui qui « sait ce que c’est que de lutter au quotidien » et « combien c’est difficile (…) pour nous ».
