ATTORNEY General Reginald Armour vowed to bring a bill this parliamentary year to change the retirement age from the current 60 to 65 years old, he said in the Senate budget debate on Friday.

While the Government’s official website still displays an undated article quoting Finance Minister Colm Imbert as having denied any plans to raise the retirement age, in his budget speech he had hinted at a rise by saying a higher retirement age already existed in Jamaica and Barbados. Repeated auditor’s reports for the National Insurance Board (NIB) had spoken of a shrinking pool of contributors alongside more claimants.

Armour also promised an amendment to the Firearms Bill to let prison officers carry guns off-duty. Also lined up is a bill to address the repatriation of the wives and children of men who had left TT to fight for ISIS in the Middle East.

Armour also promised a bill to expunge the criminal records of minor offenders who have successfully undergone a rehabilitation process, so they don’t have to carry such a stigma for their lifetime. Parole and probation will also be addressed, he said.

New laws, the AG said, will also facilitate police sting operations and amend wire-tapping legislation, the Interception of Communications Act. However a new bill, already on the order paper, will allow the polygraph testing, drug testing and biometric testing of members of the protective services.

INDEPENDENT Senator Evans Welch has mixed views on the 2022/2023 budget.

In his contribution to the budget debate in the Senate on Friday, Welch said there were some good and bad measures.

He welcomed the school-to-work apprenticeship allowance as a positive initiative that could see more young people being employed in sustainable jobs.

In his budget presentation on September 26, Finance Minister Colm Imbert said this will encourage more businesses to hire people aged 16-25 for short-term apprenticeship to give them relevant experience and exposure to the world of work.

“Companies will be eligible for an allowance of 150 per cent for all remuneration paid under such an allowance, up to a maximum of five per cent of the company’s total wages and salaries bill for one year.”

To qualify for this allowance, he said, the company’s training programme must be registered with the National Training Agency and the expenditure certified by the company’s auditors. The apprenticeship will be limited to a year, in the first instance.

This measure will take effect on January 1, 2023.

Welch said this is important to give young people hope of finding meaningful work rather than being lured into a life of crime.

He was sceptical as to whether increasing the personal income-tax exemption limit from $84,000 to $90,000 a year would be beneficial.

Imbert said this meant all individuals earning $7,500 a month or less will now be exempt from income tax, and it would put additional disposable income of $1,500 a year into the pockets of over 300,000 people.

Welch said his calculations estimated that these 300,000 people could each get only $135 extra per month, which could be wiped out by higher food and fuel prices.

Recalling that he paid $300 to fill his car with gas last year, Welch said that rose to $440 after the budget.

While he does not agree the fuel subsidy is “a black hole” consuming much-needed revenue, Welch said a more measured and gradual approach to its removal was needed, so as not to negatively affect the most vulnerable in society.

Welch questioned the increase in the VAT (Value Added Tax) registration threshold from $500,000 to $600,000 “to provide relief and support in the payment of VAT. “

Imbert said this measure will positively affect the growth and development of small and medium enterprises by helping them make their VAT payments in a timely manner.

New recreational facilities open at Herstelling, Prospect

Residents living in the communities of Prospect, and Herstelling Blocks A and V, East Bank Demerara can now enjoy new recreational facilities.

This forms part of the government’s initiative to guarantee that Guyanese have access to safe and adequate recreational facilities within their communities.

The Housing and Water Ministry- Central Housing and Planning Authority collaborated with Food for Poor Guyana Incorporated on Thursday to hand over the first recreational facility to the residents of Prospect.

The simple ceremony was held at the Prospect, Phase One Community Facility.

Housing and Water Minister, Collin Croal, during his speech, pointed out that such initiatives also capture the ‘One Guyana’ concept envisioned by His Excellency, Dr Mohamed Irfaan Ali.

The focus, Minister Croal noted, was placed on establishing recreational spaces in the Herstelling and Prospect communities where there was a clear demand for recreational areas for the residents, particularly young people.

“So, I want to also encourage here that we can have some community activities that bring out the family, bring out this community together… And likewise, we want to also encourage, here, social groups and to have sessions… and that you can involve certain topics that are relevant to social discussions. So, this is what we want to have, interaction, bringing and fostering our people, and building together, one community. And that’s what we’re also about at housing, that is to build communities,” Minister Croal emphasised.

Chief Executive Officer of Food for the Poor Guyana Incorporated, Kent Vincent noted that the project was conceptualised after the relocation of 20 families from Lombard and Broad Streets to Prospect.

“Food for the Poor’s involvement, in this project here, included the installation of two sets of playground equipment, construction of the double unit concrete sanitary facility which has the rainwater harvesting component, and the construction of the wooden bleacher,” Vincent said.

He underscored that the Prospect playground project was implemented and completed in 2021 to offer a multitude of positive benefits for the residents.

“It was expected that approximately 400 residents, children, and adults alike would benefit from the construction of the playground in their community. The project provides children with a safe and adequate space for physical activities and social interactions,” Vincent added.

The CEO underlined that recreational playgrounds, especially will encourage healthier lifestyles and promote healthy activities for children to improve mentally and physically.

Meanwhile, the Chairman of Little Diamond and Herstelling Neighbouring Democratic Council (NDC), Puneet Jaigopaul lauded the agencies’ initiatives for the recreational facilities in the communities.

He noted that the facilities will be properly maintained.

Additionally, two recreational facilities were commissioned in Herstelling Blocks A and V.

Delivering the keynote address, Minister Croal noted that the facilities will be used as a model for other safe spaces in the areas.

“Grounds, in itself, are healthy for our livelihood and they are for your community upliftment too because, in that, it helps your family’s development. It helps you bring out the children, it helps to keep the youngsters active, so, they can have a safe space and a facility where they can put their energies to other usages. And it also helps, as I said, to bring wholesome communities, community development as a one, so that you can build the networking that is required.”

Minister Croal spoke of the rapid pace at which the East Bank corridor is developing.

The minister said that the community ground can be used for sports and health activities.

 Un homme de 80 ans est décédé noyé dans une piscine à Deshaies jeudi soir.

Les secours ont été contactés hier (13 octobre) peu avant 18h30 pour une noyade.L’accident s’est déroulé dans un gîte Kas A Coco, à DeshaiesSelon nos informations la victime, un homme de 80 ans a été retrouvé flottant dans une piscine privée. Il a été sorti de l’eau avant l’arrivée des secours en état d’arrêt cardiaque.Son décès a été constaté par le médecin du Smur à son arrivée.L’opération a mobilisé une ambulance, trois sapeurs pompiers, ainsi que la brigade de gendarmerie

Bad Market wins Superstars Marlin Tournament Loop Jamaica

The annual Mayberry Investments-sponsored Superstars of Port Antonio Marlin Tournament has officially come to an end after four days of intense and friendly rivalry.

The Portland-based event saw a total of 13 boats competing for the top prize of $750,000 at the Errol Flynn Marina.

The organiser of the tournament, Robert ‘Bobby’ Stewart, had high praises for title sponsors Mayberry.

“I have nothing but admiration for the Superstars Marlin Tournament’s title sponsors, Mayberry Investments Limited. They have made this tournament a success with their vital contribution,” said Stewart. “With their hands on deck, we were able to execute well. We look forward to another successful tournament to come.”

The fishing boat Bad Market from Grand Cayman won the tournament with a whopping 900 points to walk away with the cash prize of $750,000 along with several other prizes.

The winning team also received an invitation to represent Jamaica at the Offshore World Championship fishing tournament in Costa Rica in 2023.

A team from the Cayman Islands finished second for $450,000 while third place went to Reckless, who took home $300,000.

Vice-president of sales and client relations at Mayberry Investments, Christine Benjamin, said that her company was ” thrilled to support such a fantastic event.”

Benjamin further added that “the company has always been aware of the tournament’s enormous potential, especially in light of the measures it made to have a good effect on the economy of Port Antonio and the neighboring areas.”

Tobago hoteliers’ head: End of Virgin flights won’t affect tourism

BOARD MEMBER of the Tobago Tourism Agency (TTAL) and president of the Hoteliers Association Chris James on Friday dismissed fears that the discontinuation of Virgin Airlines’ flights to Tobago from Heathrow Airport, London, would affect the hotel and tourism business.

James told Newsday flights by other airlines will continue to provide services, so the end of Virgin flights would not hurt the industry.

“We are getting a Condor flight from Germany, the two British Airways flights, the JFK Caribbean Airlines flight to Tobago and two Barbados flights,” he said.

He added that TTAL plans to go to the World Travel Market in London – the leading international travel event, which provides opportunities for inbound and outbound tourism professionals – where it will be looking for more flights.

“We need to have at least five originating destinations,” James said. “We have the US, the UK and Germany. I want Canada and Scandinavia.”

In a release sent to the media earlier this week, TTAL said it would discontinue its airline contract with Virgin Atlantic for airlift between Tobago and the UK as a result of a “strategic review and realignment of the agency’s investment in airlift for the destination.

“The return on investment for the Virgin Atlantic airlift subsidy funded by the public sector has been deteriorating steadily over the years, to the point where the renewal of their contract could not be logically defended and executed,” TTAL chairman Alicia Edwards said in the release.

James said TTAL would focus on marketing other flights from London.

“We get the British Airways flight that comes to Tobago twice a week from the end of the month, October 31. It is better that we spend the money wisely and market that flight,” he said.

Virgin Atlantic resumed flights in January after two years of lockdowns due to covid19. The airline’s carrier, the A330-300, with 183 economy delight, classic and light seats, 48 premium and 31 upper-class seats, landed in Tobago on January 29 ­­– its first flight since the lockdowns – with 20 passengers.

James suggested Tobago should not be dependent on one destination, noting that because of the devaluing of the pound, there have been estimates that travel to the Caribbean from the UK will decrease by 15 per cent.

“If you have a problem like we do in the UK, you just switch your marketing efforts to the other originating destinations, so you are not too dependent on one. That is how we have to be as a leisure destination.”

He said TTAL is already in discussions with airlines in Canada and Scandinavia.

“We are talking to airlines in these destinations and we will continue to talk to them until we are successful.”

Govt will continue to invest in sport—PM declares 2022 Amerindian Heritage Games open

Prime Minister, Brigadier (Ret’d) Mark Phillips told indigenous Guyanese, who were gathered at the Everest Cricket Club ground for the start of the 2022 Amerindian Heritage Games, that the Government will continue to make the necessary investments in sport.

The Senior Government Official declared the much-anticipated Games opened earlier today.

“As you partake in these activities, do so with the confidence that this Government will continue to invest in sport. Moreover, as this event serves as a highlight on the calendar of activities for Amerindian Heritage Month, we must be reminded that the opportunities and investments in the sporting sector will not only be limited to the people on the coast but to all Guyanese, including our Amerindian people.”

At the event, Prime Minister Phillips reaffirmed the Government’s commitment to the development of Amerindian and hinterland communities.

He went on to say that Guyana’s growing economy will help to develop the social sector, which includes the promotion of culture and sport in order to develop a well-rounded population.

“It is said that the value of sport is such that it teaches us universal soft skills and learning values that all contribute to our sense of responsible citizenship. For this reason, our Government has pledged to invest heavily in sport in Guyana, as it contributes to building all-rounded citizens who lead fulfilling lives.”

The Prime Minister also announced that the winner of the female cricket competition will be sponsored to compete in the Prime Minister’s Cup later this year.

POSITIVE INVESTMENTS

Prime Minister Phillips reminded that $250m was set aside in 2022 for the development and improvement of a number of community grounds across the country and that in 2021, 25 community grounds in Regions One, Two, Three, Four, Five, Six, Seven, and Ten were upgraded.

“Guyana’s growing economy must be able to support the development of the social sector and part of that includes the promotion of culture and sport to develop a well-rounded population,” the Prime Minister added.

Thus far, the Government has invested in the development of sport infrastructure, including the completion of synthetic tracks in Regions Six and Ten; Multi-purpose sport facilities in Regions Two, Six and 10; the erection of stands at the National Track and Field Centre; Rehabilitation works at the National Stadium; and continued maintenance works to sport facilities including the McKenzie Sports Club, the Kwakwani Recreational Centre, the National Aquatic Centre and Colgrain Pool.

Also present at the opening of the Heritage Games today were the Minister of Amerindian Affairs, Pauline Sukhai; the Minister of Local Government and Regional Development, Nigel Dharamlall; Deputy Speaker of the National Assembly, Lenox Shuman and several members of the diplomatic community.
