CABINET NOTES:

The Cabinet invited two groups to address its members this morning.

The Principals of Elite Resorts were asked to address its management of a refurbished Jolly Beach Hotel.

The object is to have several rooms rehabilitated for the winter season 2022 and to have the Elite Resorts manage the facility for up to 5 years.

The management company will also market the Jolly Beach Hotel and share the profits with the government of Antigua and Barbuda.

The government will move to secure ownership of the hotel.

One of the outcomes will be the staff are assured that when the sale of the hotel is consummated, the staff members who had been severed will be paid from the proceeds of the sale.

Jolly Beach is valued at more than $30 million dollars.

Stray catchers impound cattle despite revocation of licences by Home Affairs Ministry

A Corentyne cattle farmer is seeking the intervention of senior government officials after his cattle were allegedly taken to a pound by persons who were previously licensed to impound stray animals.

A few months ago, Home Affairs Minister Robeson Benn has announced that the Stray Catcher’s Unit was disbanded, noting that the unit faced a plethora of allegations relating to wrongdoings, and had caused tremendous trouble.

However, on Tuesday, a group of persons who were attached to the unit on the Upper Corentyne, Region Six (East Berbice-Corentyne) impounded twelve head of cattle belonging to a farmer.

Jagdesh Dinnauth of Number 56 Village, who has between 40 and 50 head of cattle, told this publication that on Tuesday he was grazing his cattle in the backlands at Number 57 Village, and had some with him while 12 others were a short distance away.

“The front set was by the bridge, and some guys come and start to circle up the cow them. Another cattle farmer come and tell me that some guys hold up my cows.”

Dinnauth said he confronted the men, who told him they were taking the animals to the pound.

“I tell them that none of them planting rice here, and they say is ‘Black Boy’ pounding the cows, and I tell them that ‘Black Boy’ not planting rice here.”

According to the cattle farmer, who also cultivates 70 acres of rice, the men tried to make a deal with him, suggesting that he gives them half of the money which the pound would take and they will loose the animals.

The fee at the pound is $8000 per head of cattle impounded, and an additional fee is charged for each day the animal stays in the pound. That fee is charged for feeding of the impounded animals.

Dinnauth has said he did not strike a bargain, but allowed the animals to be taken away.T

he Number 51 Police Station refused to accept the animals’, citing provisions in the law, which allows for anyone who had suffered as a result of animals that were not under control to get an officer of the law and estimate the damages, and then have the animal owner prosecuted.

The animals were taken to the pound at Number 55 Village, which is owned and operated by the 52-74 Neighbourhood Democratic Council (NDC).

Dinnauth says the men are claiming the cattle was at ‘Black Boy’s farm, which is situated at Number Naught Village.

“To get from Number Naught, you have to jump six trenches, and none of the cow foot get mud and all the trenches the water dry out and is sheer mud. Is since this morning I with my cows,” he said he related to the ‘cow catchers’.

Dinnauth said he contacted Region Six Chairman David Armogan after the animals were taken to the NDC pound, and was advised to contact the Agriculture Minister. He said he was advised by the Minister to contact the Police, which he did.

Meanwhile, this publication understands that on Wednesday afternoon the NDC was advised by the Police to release the animals after meeting with the various parties. However, the NDC has not heeded the advice.

When contacted for a comment, Chairman of 52-74 NDC, Nandcham Gancham, said he was waiting at the NDC on Dinnauth to have the matter investigated. After being reminded that this publication was speaking to him on his home landline, Gancham said the animals will be released after an investigation.

Dinnauth, who had gone to the NDC to meet the Chairman, who was not there, said he was told that the animals will only be released after the pound fees are paid.

Govt to invest $700M in cement and steel initiative by year-end

Persons constructing homes costing up to $25 million will soon be able to benefit from cement and steel as part of the government’s homebuilders support initiative.

Chief Executive Officer (CEO) of the Central Housing and Planning Authority (CHPA), Sherwyn Greaves, said the government is expected to invest approximately $700 million in the programme by the end of the year.

In July, President Dr Irfaan Ali announced that persons constructing homes costing $6 million or less, will be given the steel needed and one sling of cement for the construction of the foundation. For home builders spending $6 million to $25 million, the government will provide two slings of cement.

Greaves explained that the modalities of the programme have been worked out and the ministry is now moving to the tendering stage, where it will be seeking out suppliers to provide the materials to qualified persons.

“We want to make this process as transparent as possible so we are moving to a process of tendering. But, most importantly, we want to ensure that everyone gets a fair chance and so, we will go all across the regions,” the CEO said, while speaking on the sidelines of the launching of the Bartica, Region Seven housing programme on Tuesday.

He added, “and so, let’s say for example, as we are in Region seven here today, we want all the suppliers of cement and steel in Region seven to be given a chance to tender for this programme.”

Greaves pointed out that once a person owns land coupled with a housing plan, and approached the bank for a loan to commence construction, they will be supplied with the materials.

Qualified persons will be issued with a voucher to purchase the materials at selected merchants.

“Persons must be aware that we will have officers following up to ensure they receive what they are supposed to receive and they utilise it to the fullest,” the CEO further explained.

He said that the programme is ongoing and so, those persons who are yet to approach the banks for loans or are still waiting to identify their lands will benefit from the programme.

The initiative adds to the host of measures already implemented by the PPP/C Government to ensure citizens are allowed to achieve homeownership in keeping with its manifesto promise.

Equity, Social Justice and Empowerment Minister Hon. Joachim Henry has enunciated Saint Lucia’s commitment to overcoming structural barriers that impede and disproportionately affect populations in situations of vulnerability.

Fresh from attending the September 29 & 30, 2022, 14th Ministerial Forum for Development in Latin America and the Caribbean (LAC) which was held in Ecuador, Minister Henry told his counterparts that Saint Lucia reaffirms its determination to achieving key Sustainable Development Goals (SDGs), as outlined by the United Nations.

Minister Henry pledged Saint Lucia’s continued support to strengthening regional ties on matters of social and economic dimensions and expressed a general willingness to collaborate on proposals that would lead to further development and enhancement of social protection systems across the sub-region.

He went further in joining with calls from the august body for a deliberate strengthening of alliances between developmental actors, including governments and private sector, for the eventual fulfillment of all of the UN Sustainable Development Goals (SDGs)

The over a dozen strong sub-regional Ministerial Forum, called for a more robust move towards social protection systems that are  shock responsive and that contribute to inclusive and sustainable growth, poverty and vulnerability reduction and  resilience building.

In the end, Ministers agreed to consolidate social protection systems that are universal, fiscally sustainable and favorable to growth. They also agreed that these systems needed to provide economic empowerment for all, balancing gender roles and responsibilities.

The two-day Ministerial Forum convened under the theme, “Recalibrating…How to Get Back on Track Towards the SDGs,” was organized by the Government of Ecuador, the United Nations Development Program (UNDP) and the Economic Commission for Latin America and the Caribbean (ECLAC)

Saint Lucia recently completed a comprehensive revision of its National Social Protection Policy (NSPP), which has since been presented to the island’s Cabinet of Ministers.

As a male in a female dominated family, Marvin Beckles knows first hand the challenges women face.

Marvin was one of the scores of men that stood in solidarity with their significant other, friends, family and colleagues on Sunday, October 2 for the CIBC Walk for the Cure, in support of the Breast Screening Programme by the Barbados Cancer Society.

While walking along the Waterford Bottom, St Michael stretch towards the National Botanical Gardens with little Haylee, Marvin underscored that as a brother to six sisters, father to two daughters and a partner, his participation was incumbent.

“I have two daughters and six sisters and I obviously have a partner. And, it was important that I support this cause because unfortunately too many of our females fall victim to [breast cancer] so I think [the walk] brings awareness, it brings support. The cause this year being able to facilitate the purchase of a very important piece of equipment, I think it is a worthy cause,” Marvin said.

He has witnessed the battle patients face, as one of his family members suffered from cervical cancer. Marvin encouraged family members to be present and be supportive throughout the process.

“The family in that particular situation was very important because I have two daughters and being there to support them through the journey, it made it somewhat a little bit more tolerable but most definitely, family support is vital with any battle for any illness but more so with cancer because it is such a devastating illness.”

“The physical effects are such that when you see a loved one going through it, you know that you really need that support with you,” he told Loop News.

37 dead, mostly preschoolers, in Thai daycare rampage Loop Barbados

A former policeman facing a drug charge burst into a daycare centre in northeastern Thailand on Thursday, killing dozens of preschoolers and teachers before shooting more people as he fled in the deadliest rampage in the nation’s history.

The assailant, who was fired from the Force earlier this year, took his own life after killing his wife and child at home.

A witness said staff at the daycare locked the door when they saw the assailant approaching with a gun, but he shot his way in. At least 37 people were killed in the attack in one of the poorest parts of Thailand, according to police spokesman Archayon Kraithong.

“The teacher who died, she had a child in her arms,” the witness, whose name wasn’t given, told Thailand’s Kom Chad Luek television. “I didn’t think he would kill children, but he shot at the door and shot right through it.”

A video taken by a first responder arriving at the scene of the single-storey daycare in the rural town of Nongbua Lamphu showed rescuers rushing into the building past the shattered glass front door, with drops of blood visible on the ground.

In footage posted online after the attack, frantic family members could be heard weeping outside the building, and one image showed the floor of a room smeared with blood where sleeping mats were scattered. Pictures of the alphabet and other colourful decorations adorned the walls.

Police identified the suspect as 34-year-old former police officer Panya Kamrap. Police Major General Paisal Luesomboon told PPTV in an interview that he was fired from the Force earlier this year because of the drug charge.

In a Facebook posting, Thai police chief General Dumrongsak Kittiprapas said the man, who had been a sergeant, was due in court on Friday for a hearing in the case involving methamphetamine possession, and speculated that he may have chosen the daycare because it was close to his home.

Earlier, Dumrongsak told reporters that the main weapon used was a 9mm pistol that the man had purchased himself. Paisal said he also had a shotgun and a knife.

Thailand’s Prime Minister Prayut Chan-o-cha, who plans to travel to the scene on Friday, told reporters that initial reports were that the former officer was having personal problems.

“This shouldn’t happen,” he said. “I feel deep sadness toward the victims and their relatives.”

Police have not given a full breakdown of the death toll, but they have said at least 22 children and two adults were killed at the daycare. At least two more children were killed elsewhere. They said 12 people were wounded.

Firearm-related deaths in Thailand are much lower than in countries like the United States and Brazil, but higher than in countries like Japan and Singapore that have strict gun control laws. The rate of firearms-related deaths in 2019 was about 4 per 100,000, compared with about 11 per 100,000 in the US and nearly 23 per 100,000 in Brazil.

Mass shootings are rare but not unheard of in Thailand, which has one of the highest civilian gun ownership rates in Asia, with 15.1 weapons per 100 population compared to only 0.3 in Singapore and 0.25 in Japan. That’s still far lower than the US rate of 120.5 per 100 people, according to a 2017 survey by Australia’s GunPolicy.org nonprofit organisation.

The country’s previous worst mass shooting involved a disgruntled soldier who opened fire in and around a mall in the northeastern city of Nakhon Ratchasima in 2020, killing 29 people and holding off security forces for some 16 hours before eventually being killed by them.

Last month, a clerk shot co-workers at Thailand’s Army War College in Bangkok, killing two and wounding another before he was arrested.

La compagnie aérienne Corsair renforce ses équipes aux Antilles françaises avec la nomination de deux nouveaux superviseurs de bases à Pointe-à-Pitre et à Fort-de-France.

Leur mission est d’assurer la supervision des bases PNC créées à Fort-de-France et à Pointe-à-Pitre l’année dernière, Samson de Souza, a été nommé en qualité de superviseur de la base située sur l’archipel de la Guadeloupe et Gaby Taverny, superviseur de celle située sur l’île de la Martinique. Ils viendront donc renforcer l’équipe Corsair située aux Antilles française, désormais composée d’une dizaine de salariés. Ces deux nouvelles recrues ont bénéficié d’une formation d’un mois au siège de Rungis à compter du 7 septembre 2022 et leur objectif est de contribuer à la satisfaction des voyageurs. Samson De Sousa est personnel navigant comemrcial et chef de cabine saisonnier chez Corsair depuis 25 ans et Gaby Taverny est steward depuis 23 ans dans al compagnie.

Demolition operation to remove illegal houses’ begins in Bernard lodge Loop Jamaica

Members of a joint police-military team are now on location in Greater Bernard Lodge where Prime Minister, Andrew Holness has served notice that structures constructed illegally on lands reportedly captured and sold by gangsters in the Greater Bernard Lodge development area in St Catherine will be demolished.

Holness issued the warning about the planned clampdown during a statement in the House of Representatives on Wednesday. According to the prime minister, gangsters have captured the lands in proximity to Clifton and have been preying on the residents.

On Thursday hours after the prime minister made the statement, a large team of police and soldiers were seen along with operators of several pieces of heavy-duty equipment close to the facilities that were to be demolished.

Some persons living in the area say those who were caught in the scheme of purchasing illegal lands and constructing houses have lost millions.

The prime minister said following surveillance and the submission of a report, “we have discovered that in proximity to Clifton, there is an area that has been captured”. Specifically, Holness said it has been determined that gangsters have been selling lots to people in the captured area.

“The National Security Council in reviewing the development plan, has observed an insidious and growing threat in the area, where alleged gangsters were capturing lands in the area adjoining the Clifton community, creating their own informal subdivision, and selling the lands under the false pretext of ownership or building on it themselves,” said Holness.

He showed slides of huge concrete structures and remarked that “these are not the structures of poor people squatting”.

The prime minister said SCJ Holdings Limited which owns the lands, has given warnings and served notices for individuals to cease and desist. But, he said “the capturing and illegal construction has continued to the point where some 30 structures have been identified.”

Mining, manufacturing industries down for the month of August Loop Jamaica

Output prices for producers in the mining and quarrying industry declined by 0.4 per cent for the month of August 2022, the Statistical Institute of Jamaica has said.

The decline is primarily attributed to a 0.4 per cent fall in the index for the major group ‘bauxite mining and alumina processing.

There was also a decline in the index for the other major group, ‘other mining and quarrying’, which moved down by 0.1 per cent.

For the second consecutive month, the index for the manufacturing industry declined. In August, the index fell by 0.6 per cent.

The main contributor to this downward movement was a 2.8 per cent decline in the index for the major group ‘refined petroleum products’. The index for the major group ‘food, beverages and tobacco’ recorded a negligible movement.

Within this major group, there was an increase in the index for the group ‘manufacture of other food products’ of 0.1 per cent. This was influenced by the 0.3 per cent increase in the index for the sub-group ‘bakery products’, due to increased prices for wheat and flour.

The movement in the group’s index was tempered by declines in the sub-groups ‘sugar, cocoa, coffee, chocolate and sugar confectionery’ (-0.3 per cent) and ‘seasoning, spices, sauces and condiments’ (-0.1 per cent).

For the one-year period August 2021 to August 2022, the index for the mining and quarrying industry increased by 3.2 per cent, primarily as a result of an upward movement of 3.0 per cent in the index for the major group ‘bauxite mining and alumina processing’.

The point-to-point index for the manufacturing industry moved up by 19.6 per cent, due to increases in the index for the major groups; ‘refined petroleum products’ (50 per cent), ‘food, beverages and tobacco’ (14.7 per cent), and ‘chemicals and chemical products’ (8.8 per cent).
