UN Secretary General at AOSIS Leaders Conference: “Polluters Must Pay”

The Alliance of Small Island States (AOSIS) is adamant that at COP27 major emitters must do right by the world’s most vulnerable countries which experience the worst impacts of climate change. This was the consensus of 28 heads of state and ministers from the Caribbean, Pacific, and African, Indian Ocean and South China Sea regions when they gathered at the AOSIS Leaders Breakfast on 22nd September. The event was convened on the margins of the 77th United Nations General Assembly now taking place at the United Nations in New York.

COP27 is the pivotal UN Climate Change Conference (COP 27) which will be held in Egypt this November.

Islands continue to deal with the devastating impacts of climate change with limited capacity to rebuild and recover. Delivering remarks at the AOSIS Leaders Breakfast via a recorded message, United Nations Secretary General Antonio Guterres shared with the meeting the urgency in making the financing for Loss and Damage an agenda matter at COP27.

We need a targeted, ambitious global response – including how to finance loss and damage, beyond our capacity to adapt. Polluters must pay,” the Secretary General declared.

Grants and concessional financing currently fail to account for your islands’ unique vulnerabilities,” Guterres acknowledged, while throwing his full weight of support behind AOSIS members in their bid to “ensure eligibility and access to finance.”

The sentiments of the AOSIS leadership were supported by the Prime Minister of New Zealand, Jacinda Ardern, who AOSIS Chair Prime Minister of Antigua and Barbuda Gaston Browne praised as a ‘tireless supporter of SIDS.’ Ardern joined the leaders for the opening portions of their discussions and lent wholehearted support to their issues.

“I don’t need to articulate the problem to this audience. As Small Island Developing States you are only too aware that one major natural disaster can undermine years of development progress.” said Prime Minister Ardern.

The other big ticket item being discussed by the island leaders was the Multidimensional Vulnerability Index or MVI – a new diagnostic tool being advanced by the UN that could transform the global financial system and be a ‘gamechanger’ for SIDS.

Prime Minister Browne is also the Co-Chair of the UN High Level Panel on the MVI, and it is expected that once the MVI is adopted, it will be used by International Finance Institutions to guarantee concessional finance and debt relief solutions for the most vulnerable countries.

“We are at a critical and politically sensitive juncture for both these objectives [MVI and Loss and Damage]. There are powerful forces mobilised against us who are content with the status quo. To succeed against them we must be united” urged Prime Minister Browne.

While the world fiddles, climate change marches on unabated and the hits keep on coming for our Small Island States. We must redouble our efforts and ensure the third pillar of the Paris Agreement is finally given its due in Sharm El-Sheikh.”

ECCB Celebrates 39 Years Of Service To ECCU – St. Lucia Times News

The Eastern Caribbean Central Bank (ECCB) is celebrating 39 years of maintaining the stability of the EC Currency and unwavering service to the governments and people of the Eastern Caribbean Currency Union (ECCU).

The ECCB was established on 1 October 1983 as the monetary authority for: Anguilla, Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, Saint Christopher (St Kitts) and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

The Bank’s primary objective is to maintain the stability of the EC currency and the integrity of the ECCU banking system.

As part of its mandate the ECCB also provides policy advice to its eight member governments and assists with promoting the economic development of its eight member countries.

To mark its 39th Anniversary, the management, staff, retirees and well-wishers of the ECCB joined the congregation at the Pentecostal Church of God, St Kitts, on 2 October for divine worship.

During his address at the service, the Governor of the ECCB, Timothy N. J. Antoine paid tribute to the founders, framers and all others who had contributed to the stability that the ECCB brings to the region.

He also encouraged the citizens and residents of the ECCU to participate in ventures that promote wealth creation, which he says, is an important step to personal, national and financial resilience.

Governor Antoine advised that investing in the regional and international stock markets is one pathway to wealth creation.

He added that in the USA, 58.0 per cent of the population invests in securities compared to only 4.0 per cent in the ECCU; this he said, needs to change.

He therefore encouraged the people of the ECCU to consult the Eastern Caribbean Securities Exchange and the Eastern Caribbean Home Mortgage Bank to explore investment opportunities.

Deux gendarmes blessés lors d’une intervention à Rivière-Salée

Des militaires qui intervenaient cette nuit (mardi 4 ou mercredi 5 octobre) dans un domicile familial ont eu des difficultés à maîtriser un individu violent. 

Trois gendarmes de Rivière-Salée ont connu une intervention délicate cette nuit dans la commune. Alertés pour des faits de « violences commises au sein d’une famille », ils sont arrivés après les pompiers qui avaient refusé de prendre en charge un « fils violent ».

« Un peu avant minuit, nos militaires portent secours à un homme dont le fils est extrêmement violent pour lui-même, sa famille et les militaires », indique la gendarmerie sur sa page Facebook. « Il menace les gendarmes avec un morceau de verre, il se rebelle. L’intervention est délicate et violente ». 

En garde à vue

Deux des trois gendarmes ont été blessés et transportés à l’hôpital. L’un d’eux souffre d’une fracture au genou, l’autre d’un problème au genou.

L’agresseur a été placé en garde-à-vue et est toujours entendu par la gendarmerie. 

Sur la page Facebook de la gendarmerie, le général William Vaquette, commandant de la gendarmerie de Martinique, apporte tout son soutien à ses gendarmes « blessés et choqués ».

112 jeunes souhaitent rejoindre le Conseil Citoyen de la CTM

La CTM veut donner la parole aux citoyens, et notamment aux jeunes de Martinique. – Jean-Michel Hauteville

L’appel à candidatures de la CTM pour rejoindre le Conseil des Jeunes Citoyens a récolé 112 candidatures avant sa clôture le 30 septembre 2022. Il concernait des jeunes de 16 à 25 ans.

112 personnes âgées de 16 à 25 ans souhaitent rejoindre le Conseil des Jeunes Citoyens nouvellement créé par la Collectivité Territoriale de Martinique. C’était un pari nécessaire lancé par Serge Letchimy, étant donné le taux d’abstention record de ces dernières élections électorales et les différents mouvements sociaux de ces dernières années. Le Conseil des Jeunes Citoyens fait partie du pôle de démocratie participative créé en mai dernier par la CTM et qui rassemble deux autres instances : Le Conseil des Citoyens (plus de 25 ans) et le Conseil des Sages.

Sur les 112 candidatures présentées à la Collectivité Territoriale de Martinique, 48 candidatures concernent le Centre, 31 candidatures concernent le Sud, 24 candidatures concernent le Nord Atlantique et 9 candidatures concerne le Nord Caraïbes. 73 femmes et 39 hommes de 16 à 25 ans se sont présentés à ce tout premier Conseil des Jeunes Citoyens et parmi eux, 4 personnes seront sélectionnées par le conseil exécutif et 9 femmes et 9 hommes seront tirés au sort sous contrôle d’un huissier de justice. Ces 22 jeunes siégeront durant deux ans au conseil et seront invités à formuler des avis sur les politiques publiques et à monter des projets à l’attention des jeunes de l’île.

Finch, Wade help Australia to tight T20I win over West Indies Loop Jamaica

Aaron Finch and Matthew Wade revived Australia’s run chase before Mitchell Starc clinched the three-wicket win with a ball to spare Wednesday in a dramatic last over of the series-opening Twenty20 international against West Indies.

Both teams are using the two-game series to fine-tune for the T20 World Cup later this month.

West Indies posted 145-9 after being sent in to bat and then had Australia at 21-2 in reply when paceman Sheldon Cottrell dismissed David Warner and Mitch Marsh in the second over.

That brought regular opener Finch to the crease at No 4 and he scored 58 runs from 53 balls despite Australia slipping to 58-5 in the eighth over, sharing a 69-run sixth-wicket stand with Wade.

When he was out, caught in the outfield trying to hit Alzarri Joseph (2-17) over mid-wicket, Australia still needed 19 runs off 17 deliveries.

Odean Smith made it more interesting when he bowled Pat Cummins (4) in the penultimate over, leaving Australia requiring 11 runs off six deliveries.

Cottrell conceded 38 runs in his first three overs but was given the ball for the final over, which started with Wade hitting a boundary to reduce Australia’s target to seven runs off five balls.

But Cottrell was unlucky twice not to pick up wickets, with Wade and then Starc both dropped in the outfield attempting to hit a winning boundary.

Starc (6 not out) eventually got the Australians to 146-7 in 19.5 overs. Wade was unbeaten on 39 off 29 deliveries.

“Got a little bit close there,” Finch said in his post-match TV interview. “Nice to get across the line in a close one.”

Finch said he batted down the order to let allrounder Cameron Green continue opening but said there were likely to be changes for the second game in Brisbane on Friday as his team prepares to defend its T20 world title.

“We’re going to keep tinkering with things just to make sure we’ve got all the bases covered going into the World Cup,” he said.

The West Indies arrived in Australia this week in the wake of the Caribbean Premier League season, forced to make a late change to the squad when Shimron Hetmyer missed a scheduled flight and was replaced by Shamarh Brooks.

Seven players in the squad featured in the CPL final last Friday, so West Indies skipper Nicholas Pooran said pushing Australia to the last over was a positive sign for a team struggling with travel fatigue.

“Definitely tough at the end. We had our chance to win the game… We messed it up,” he said. “Catches win matches. Obviously we paid the price again.”

A blazing start from left-handed opener Kyle Mayers, who heaved a six over extra cover and hit five boundaries in his 39, and contributions from Smith (27) against a full-strength Australian bowling attack were good signs for the West Indies batting, although shot selection and impatience were costly.

West Indies will play two T20s against Australia this week and two unofficial warm-up games in Melbourne next week before beginning the preliminary round of the T20 World Cup on October 17 against Scotland in Hobart.

UPP Leader’s Message On The Celebration Of World Teacher’s Day

Every year, October 5th is celebrated as World Teacher’s Day, in recognition of the important role that teachers play in providing quality education that is critical to our national development. This year the United Nation’s theme is “The Transformation Of Education Begins With Teachers”.

On behalf of the United Progressive Party (UPP), I want to recognize the sterling contributions made by our educators in Antigua and Barbuda at every level – early childhood, primary, secondary and tertiary.

As a former teacher, I became a young advocate for those in the profession, serving as General Secretary of the Antigua and Barbuda Union of Teachers. I have first hand experience with the struggles that today’s teachers face, particularly young teachers who are just getting started in this profession.  Poor classroom facilities, acute shortage of teachers, inadequate resources, and limited incentives or benefits, these are just some of the challenges facing teachers today.  Yet teachers remain committed to the profession and continue to make selfless contributions to their students and to the future development of our country.

The UPP is acutely aware that the past two years of the pandemic have been extremely difficult for our teachers and they have faced the same economic hurdles as the society in general. Unfortunately, our teachers have been without a contract since 2017.  This is unacceptable and the UPP commits to ensuring that our teachers will be adequately compensated. Further, we will ensure that at no time will teachers be made to work without a functioning contract. The empowerment of teachers, will be a top priority of the UPP administration.

In a world where human capital has never been more valuable, the future of our nation’s children lies in the hands of our teachers. With learning methods being driven more and more by digital solutions, it is critical that we invest in education technology.  It is not just about providing eBooks or computers in classrooms, it is about equipping teachers with the technology tools to deliver better learning solutions for every child, through improved communication and data collection capabilities.

Teachers should be celebrated every day and especially so in the past two years, as the pandemic has gripped our nation, forcing teachers to cope with an unprecedented disruption to our education system. Our teachers were given little guidance on how to proceed. Yet many found the motivation and grace to provide remote instruction, turning to each other for support and knowledge exchange.  We are grateful for your courage and extraordinary efforts in the most challenging of circumstances.

To all of our teachers, current, retired or deceased, as a nation we will always be thankful for all of your hard work and efforts in helping to mold young minds and strengthen our country. We wish all of you Happy World Teacher’s Day.

Antigua’s Got Talent returns to the stage next month

The search is on again for Antigua’s rising stars and hidden talents. Antigua’s Got Talent – the second edition – will take place on Saturday November 19 and it promises to be even bigger and better than the first.

This time the venue will be the spectacular surrounds of Lucky Eddi’s in English Harbour, complete with professional stage and lighting, PA system and backing musicians if needed.

The contest is open to all non-professional performers aged 16 and over.

Doors open at 7pm for dinner and the show will start at 8pm sharp.

The fun-packed event is being hosted by Ibis the Livest and entrants will perform before a live audience and panel of four celebrity judges.

The winner will walk away with a Samsung Galaxy S22 plus six months’ mobile service courtesy of headline sponsor Flow. There are also prizes for the first and second runners-up.

As with its August 2019 counterpart, the show is being held in aid of PAAWS animal charity.

“The inaugural edition of Antigua’s Got Talent was a huge success and we are so excited to be organising it once again. Covid has made it a little later than planned but we can’t wait to see the talent we know is out there,” said PAAWS’ public relations officer Gemma Handy.

Young singer Ajanae Bleau took home the crown in 2019, after blowing the judges away with a show-stopping performance of ‘Never Enough’ from musical biopic The Greatest Showman. The event saw 28 performers take to the stage and raised almost EC$9,000 for PAAWS.

“Antigua’s Got Talent is a fun event with a serious mission – to raise vital funds for dogs and cats in need. The pandemic saw our Parham-based shelter receive an influx of animals while the donations it relies on to survive plummeted,” Handy continued.

“The more money we raise, the more animals we can help, which in turn is good for tourism too.

“So if you have a special talent, whatever it is, we want to hear from you. This is your time to shine. It’s just EC$20 to enter and there are some fabulous prizes up for grabs for the top three winners.

“General entry fee for the public is EC$10 and all proceeds go directly to PAAWS.”

She added: “If you’re not taking part, do come along and enjoy the show. We will also be drawing our raffle on the night with everything from staycations to luxury dinners to be won.”

McClashie: ‘It’s not my job to give you a job’

MINISTER of Labour Stephen McClashie said his ministry has done its part to provide employment opportunities to citizens even though it’s not necessarily its job to do so.

Contributing to the 2023 budget debate in Parliament on Tuesday, the MP for La Brea said creating jobs is a multifaceted exercise of the public and private sector, and the government has delivered in this respect.

McClashie said, “As Minister of Labour, citizens say to me all the time, ‘When are we getting jobs? You are the Minister of Labour and, therefore, it is within your power to give me a job.’

“Well, I say to them, as I say to those within the sound of my voice, it doesn’t quite happen like that. To create jobs requires a couple of things…and these things must work in synergy.”

He said job creation includes government policies, legislation, the execution of fiscal incentives and plans in areas, including education, training, business expansion, direct investment, job placement, productivity, technology (digitisation) and national security.

“When we examine the 2023 budget, we can only agree that this government considered all the elements that are required to usher in opportunity and prosperity.”

McClashie spoke on reports from the International Labour Organisation (ILO), which he said, reflect well on TT compared to many states around the region and the world.

“(The 2021 ILO report) noted that two years after the onset of the pandemic, a deep crisis occurred in the labour markets of Latin America and the Caribbean. As a result, economic recovery has been insufficient to return employment to its 2019 pre-covid levels.”

McClashie added that the Organisation for Economic Cooperation and Development, in its Economic Outlook 2021, reiterated that active labour market policies are vital in shaping labour-market recovery from the covid19 crisis.

“(It further) insisted that it is critical to connect people to jobs, through effective training, providing assistance to companies, to retain and recruit staff and providing comprehensive support to people with major employment obstacles.

McClashie referred to the ILO’s World Employment and Social Outlook 2022, which says the global social outlook is uncertain and fragile.

“A return to pre-pandemic levels is likely to remain elusive for much of the world across the coming years, according to this report,” he said. “Additionally, it is reported that the rise of commodities and essential goods, while labour markets remain far from recovered, significantly reduces disposable income, and thereby adds to the crisis.”

Latest data from the Central Statistical Office, he noted, shows local unemployment rising from four per cent in the first quarter of 2019 to 6.5 per cent in the first quarter of 2021, but it subsequently decreased to five per cent in the first quarter of 2022.

“It is important to note that prior to the pandemic, the employment rate in Trinidad and Tobago was very low, especially when compared to the ILO estimates of regional employment in the region of eight per cent in 2018 and 8.1 per cent in 2019.

“In comparison, we are in a better place than our neighbours and indeed most of the world. It is clear that a human-centred approach to recovery from the 2019 pandemic, which puts focus on people and their work, is required.”

He applauded his and other ministries’ contribution to addressing unemployment.

“Mr Deputy Speaker…the contribution of the Ministry of Labour to the human-centred recovery through our integrated employment policy response to the challenges confronting us.

“The importance of sustainable employment generation is a rapidly changing and technologically advanced context is underscored in the budget.”

He said the government continues to help the most vulnerable through its many social programmes, but is undermined by the opposition.

“You know, many people have said that they have applied for these grants and they don’t get them, but may I say to you, Mr Deputy Speaker, that many people have, in fact, received those grants.”

He said UNC MPs were “quite adept” at getting their people to access these grants but then made iit sound as if the grants were for PNM supporters only.

“(So) when I hear the narrative that this government don’t care about poor people…I often wonder if I’m in Cuckoo Land or something.”

McClashie also lauded Finance Minister Colm Imbert’s approach in the budget.

“I wish to recognise the Honourable Minister of Finance’s courage for tabling a budget that is reflective of our national, social and economic environmental realities, while treating with those decisions essential for our recovery.”

McClashie commended Imbert and his team “for bringing to the population a fiscal package, the theme of which speaks to the strength and solidarity of a government and a people facing multiple crises, indicative of an approach of human-centred recovery from the covid19 pandemic.”

Hardict who is 42 years old and Tia have two children together – Cairo Tiahna Hardrict and Cree Hardrict.

According to internet research, the two met on the set of their film, Hollywood Horror, and dated for six years before getting engaged on Christmas Day 2006. They were married in California on April 20, 2008.
