An Ananda Alert has been activated and a search is on for 15-year-old Tamoya Smith of Rose Hill district, Chapelton in Clarendon, who has been missing since Friday, September 30.

She is of brown complexion and slim build.

Reports from the Chapelton police are that about 5pm, Tamoya was last seen in Porus, Manchester wearing a white blouse, blue jeans and a pair of black slippers.

She has not been heard from since then.

Anyone knowing the whereabouts of Tamoya Smith is being asked to contact the Chapelton

police at 876-987-2244, the 119 police emergency number, or the nearest police station.

No photograph of Tamoya Smith was available at the time of this publication.

Mais un second tour pourrait permettre à Bolsonaro de galvaniser ses troupes et de trouver un nouvel élan.

Sur son compte Twitter, il a publié les messages de soutien de ses rares alliés: l’ancien président américain Donald Trump qui appelle les Brésiliens à “réélire l’un des plus grands présidents d’aucun pays dans le monde”, de même que l’ex-Premier ministre israélien Benyamin Netanyahou ou le Premier ministre hongrois Viktor Orban.

Mais espérant une victoire dès le 1er tour, l’équipe de Lula a fait campagne pour le “vote utile”, lorgnant du côté des électeurs de Ciro Gomes (centre gauche), 4e dans les sondages avec 5% des intentions de vote.

Jair Bolsonaro a affirmé qu’il serait “anormal” qu’il n’obtienne pas au moins 60% des voix dimanche et rejette les sondages “mensongers”.

“Je pense qu’il va contester le résultat s’il perd” dit M. Laureno, “mais cela ne veut pas dire qu’il va réussir. La communauté internationale va reconnaître le résultat rapidement”.

L’ex-capitaine de l’armée a lancé des attaques innombrables contre la fiabilité des urnes électroniques, laissant planer la menace d’un remake brésilien de l’assaut du Capitole à Washington en 2021 après la défaite de Trump.

Attorney Isat Buchanan found guilty of professional misconduct by GLC Loop Jamaica

Attorney-at-law Isat Buchanan was found guilty of professional misconduct by the Disciplinary Committee of the General Legal Council (GLC) on Saturday.

Buchanan, who is representing incarcerated entertainer, Adidja Palmer, better known as Vybz Kartel, was hauled before the GLC at the urging of Director of Public Prosecutions (DPP), Paula Llewellyn, after he accused her office of seeking to frustrate the defence’s bid to gain access to the entertainer’s phone which had been seized as evidence in the artiste’s murder trial.

In addition to being an attorney, Buchanan is a human rights advocate and Chairman of the People’s National Party’s (PNP’s) Human Rights Commission.

The GLC has scheduled a sanction hearing in the matter for October 22.

On that date, the defence attorney is to know what penalty he will face for professional misconduct.

Kartel’s legal team believes his phone has evidence of tampering, and was at the time, seeking permission from the Court of Appeal to take the case overseas to the Judicial Committee of the Privy Council in London, the final appellate court for Jamaica.

Buchanan, in an interview in November 2020, voiced concerns that the ODPP was acting as “authors of further delay”, and accused the office of being “…very deliberate in their action to continue to violate the constitutional rights of Adidja Palmer.”

However, in a six-page response to an article, Llewellyn dismissed Buchanan’s allegations against the office as being “reckless, dangerous and a possible violation of the Canons of the Legal Profession (Canons of Professional Ethics) Rules,” and indicated that the office would be reporting Buchanan to the GLC.

Llewellyn honoured her word by reporting Buchanan to the GLC, which handed down its decision during a virtual hearing on Saturday.

The panel determined that Buchanan had breached Canon 1b of the Legal Profession (Canons of Professional Ethics) Rules.

That section states that an attorney shall at all times maintain the honour and dignity of the profession, and shall abstain from behaviour which may tend to discredit the profession of which he (or she) is a member.

Attorney John Clarke represented Buchanan at the hearing, while Llewellyn was represented by King’s Counsel Andre Earle.

Greater Portmore Wastewater Treatment Plant gets $935m upgrade Loop Jamaica

Minister without Portfolio in the Ministry of Economic Growth and Job Creation, Senator Matthew Samuda, officially commissioned Phase 1 of the Greater Portmore Ponds Wastewater Treatment Plant (GPP WWTP) in St Catherine on Thursday, after improvement works totalling $935 million.

Some 79,076 residents from Greater Portmore, Braeton, Braeton New Town, Cedar Grove, Christian Pen, Portmore Pines and West Cumberland, are to benefit from the completed renovations.

“The reality is that the investment was long in coming and we are very proud of the $935 million that the Government has put to protect the environment of Greater Portmore to ensure that it is right for development and jobs can come to the area,” said Samuda.

The GPP WWTP is owned and operated by the National Water Commission (NWC), and occupies just over 689,000 square metres (approx. 170 acres) in the north-western section of Greater Portmore.

The minister who has responsibility for water, said environmentalists shy away from the discourse surrounding sewage management, but it is known to be one of the “single largest environmental issues that we face”.

“I made the point that it is the Government’s intention to ensure that Portmore – Greater Portmore and all the varying areas – are seen as a centre of excellence for water management. Water management is not just the distribution of potable water, it is the management of wastewater and sewage,” stated Samuda.

Also in attendance were Member of Parliament for St Catherine Southern, Fitz Jackson; NWC Vice President of Operations, Kevin Kerr; Senior Project Manager Kieran Cadogan; and other senior representatives from the NWC and the MEGJC.

Samuda said while the system is not perfect and there is some amount of “catching up” to do, “the Government is aligning its fiscal affairs to ensure it has the space to honour the requests, which are reasonable, from MP Jackson and, indeed, his constituents to keep pace with the development that is happening around us.”

However, he added that some level of public education needs to happen so that citizens can learn and practise better waste management and disposal.

“This needs to happen with us reaching persons from a house-to-house basis and even through town halls, to let people understand what this investment is and what it means for them,” concluded Samuda.

The construction of Phase 1 of the GPP WWTP Rehabilitation Project involved upgrading the pumping station, rehabilitation of the ponds, construction of new reed beds, and other auxiliary civil works of stated contract specifications and conditions.

The works were done under Phase 1 of the project, aligning with the GOJ’s Vision 2030 and NWC’s initiative to improve its public image and corporate responsibility and expand its sewerage network services.

The US National Hurricane Center (NHC) is keeping watch over a tropical wave which continues to produce disorganised showers and thunderstorms several hundred miles south of the Cabo Verde Islands.

In its 2 pm update on Saturday, the NHC said this activity has changed little in organisation over the past day or so, but environmental conditions are forecast to be conducive for gradual development of this system.

A tropical depression is likely to form during the early to middle part of next week while the system moves westward and then turns northwestward at 5 to 10 mph over the eastern tropical Atlantic.

The disturbance has a low, 20 per cent, chance of formation through the next 48 hours and a high, 70 per cent, chance of formation through the next five days.

A call is being made for the speedy enacting of laws to protect juveniles in Barbados.

Speaking in reference to the wards of GIS at the time, the pending Child Justice Legislation Act if laid will be to the benefit of the island’s young citizens.

Chair of the GIS departmental inquiry panel and former Deputy Commissioner of Police, Oral Williams said in the findings the panel has identified the need to accelerate the process of enacting legislation related to juvenile justice, to give the required legal status to the recommended reform. Noting that the existing legislation dates back to 1926, he pointed out that a new Child Justice Legislation Act was drafted in 2019, but was yet to be laid before Parliament. That legislation, he added, was awaiting companion legislation governing child protection.

“The inquiry panel is of the view that the implementation of the appropriate legislation would make it easier for the institution to follow the United Nations rules,” he said.

This was one of three concerns highlighted in the concluded departmental inquiry of the Government Industrial School (GIS).

Another concern raised was that the educational requirements of the residents were not being adequately met, and there was little evidence to suggest that an academic, technical, vocational, or physical instruction programme was provided.

According to Williams, the inquiry recommended that full-time and part-time teachers with academic qualifications should be employed and teaching done in mixed ability groups.

The mental health issues of residents also presented another area of concern for the panel, and a recommendation was made for the institution to have a dedicated medical unit comprising a team of doctors, psychologists, psychiatrists and nurses.

As it relates to discipline at the institution, there is a recommendation that there be a move away from a punitive form of punishment to one which seeks to rehabilitate those under the care of the Government, through a system of rewards and sanctions.

Barbadians are being put on notice as the Barbados Meteorological Services closely monitors the progress of a tropical wave located near 46/47W south of 14N as of 8 am today, Sunday, October 2, 2022.

This wave is expected to bring showers midweek whether it passes directly or indirectly.

Over the past 12 hours, convection associated with this wave has increased but the system still remains rather disorganized.

Intensity Forecast:

Conditions are currently marginally favourable for slow development over the next 24 to 48 hours, after which numerical guidance suggests that conditions should become less conducive for development after 48 hours.

Track Forecast:

The system is expected to track westward to slightly north of westward at 15 to 20 mph over the next 48 hours before getting caught up in a deep layered trough forecast to be anchored across the region.

Expectations for Barbados:

Regardless of development this wave in combination with a deep layered trough will bring some moderate to heavy showers, occasional gusty winds to Barbados on Wednesday into Thursday.

Recommendations to the public:

Stay alert for updates from the BMS on this system over the next 24 to 48 hours. The next update will be at 5 pm today, October 2, 2022 or sooner if conditions warrant.

Here is the weather forecast for Barbados on Sunday, October 2, 2022.

According to the Barbados Meteorological Services, overnight a deep-layer ridge pattern was the dominant feature across Barbados as well as the central and southern Windwards. A dry air incursion over this section of the region resulted in mostly fair skies with only a few brief isolated showers. Here at the BMS location and across most stations across the island, no measurable rainfall was recorded. A maximum of 0.6mm was recorded at Mount Stepney St. Andrew.

Meanwhile, over the Leewards and northern Windwards, a surface to low-level confluent pattern along with a deep-layer moisture profile generated periods of cloudiness and moderate scattered showers. Upper-level divergence over this section of the island chain further enhanced shower activity. As the night progressed and the upper levels became less favorable, some improvement was gradually noted over these islands.

Today, as the tropical wave approaches the region, fair to partly cloudy skies are predicted with some brief showers. Overnight, occasionally cloudy skies accompanied by scattered moderate showers are expected across Barbados and the southern Windwards. Meanwhile, as the low-level moisture inches further north a gradual improvement is forecast across the northern Windwards and the Leewards.
