Minister for Equity, Social Justice, and Empowerment Joachim Henry has underscored the Saint Lucia government’s commitment to protecting the rights of elderly persons in a message on Saturday to mark the International Day of Older Persons. 

The theme for the observance is ‘Resilience of Older Persons in a Changing World.’

“I take this opportunity to assure you that the Government of Saint Lucia remains committed to protecting the rights of our older persons and providing avenues for enhancing their well-being and embracing their participation,” Henry stated.

In this regard, the Minister noted that the Government has expressly included Elderly Care as part of the Health Ministry’s mandate.

And the Castries South East MP expects that the Ministry of Health will soon establish an Elderly Care Unit for dedicated attention to issues relevant to older people.

 Additionally, Henry observed that the harmonised provisions of the revised National Policy for Older Persons and the updated National Social Protection Policy would also contribute to ensuring the protection of the rights of older persons. 

He also explained that based on growing demand, the Government had expanded the Home-care programme of the Saint Lucia Social Development Fund (SSDF) to ensure benefits to people in need.

Henry expressed gratitude to older persons in Saint Lucia, praising their hard work and contributions towards the development of Saint Lucia and its people.

Today, we salute you, both men and women for your resilience amidst adversity and your commitment to positively impact the developmental landscape of this beautiful land of ours,” he stated.

And the Minister urged all to advocate, promote and facilitate the inclusion of the voices and perspectives of older persons in national planning efforts. 

“Let us also consider their needs as we seek to ensure that our national policies provide a holistic response to local, national, and global challenges and catastrophes,” Henry declared.

PnB Rock Murder Case: Police Looking For Fourth Unidentified Suspect

Los Angeles Police are leaving no stone unturned as they seek to bring to justice all who are involved in the murder of rapper PnB Rock.

On Friday, Freddie Lee Trone, his 17-year-old son, and Shauntel Trone, who is married to the elder Trone, were all charged with various offenses in the murder of PnB Rock, who was killed on September 12.

In court, prosecutors disclosed the gruesome details of how the father and son carried out their murder plot and even said that the crime family did not act alone as there is a fourth suspect who reportedly set up the robbery to begin with.

The fourth suspect is said to be the one who tipped off the elder Trone about the rapper’s presence at the Roscoe’s Chicken & Waffles restaurant in L.A.

“Police are reportedly seeking a fourth suspect in the incident, as they believe this person tipped off the shooter about PnB Rock’s location,” a document by prosecutors read.

According to Fox L.A. reporter Gigi Graciette who reported on the latest court hearing, the prosecution shared a description of the suspect, who is yet unidentified. The suspect was seen presumably on surveillance camera footage meeting with Trone outside of the restaurant. The suspect in red is suspected to be the one who informed Trone that the rapper was inside and was wearing expensive jewelry.

Freddie Lee Trone is accused of then leaving the restaurant and going to collect his son to bring him to the restaurant. Video evidence shows the teen going into the restaurant and is seen “walking right by the mystery man in red.”

Chilling details reveal that the 17-year-old was armed and walked straight to PnB Rock’s table, where he demanded to the rapper and his girlfriend, “Give me all of your jewelry now.” Within seconds, he shot PnB without any resistance or provocation.

There are reports that the rapper and his girlfriend were both robbed of their belongings.

Details about what happened next are documented in the complaint, where it says that as PnB falls after the first shot, the 17-year-old shoots him two more times in his back.

He then turned to Rock’s girlfriend, Steffanie Sibhounheaung, and threatened to shoot her. “Show me your hands. Give me that shit right now. I swear to God. I shoot you in the head,” the complaint reads.

The young killer is not finished as while the rapper lay in his dying moments, he robbed him, removing chains, his watch, and rings.

Prosecutors also shared that the teenager then gets into his father’s car, and they are seen driving off to their home, but instead, they park a few blocks and walk home. Trone Senior fled the state of California and was captured in Las Vegas on September 29, where he is awaiting extradition.

Trone’s wife and the teen’s stepmother, Shauntel, appeared in court on Friday, where she openly cried. She is facing charges of harboring a fugitive and aiding and abetting the killer and his father.

In the meantime, the teenager’s name has not been released as yet. A decision as to whether he will be charged as an adult, given the nature of the crime, is being considered.

The teen and his father are jointly charged with murder, robbery, and conspiracy to commit robbery. Prosecutors hint that more charges could follow once police arrest the fourth suspect who is accused of starting the chain of events.

Taiwan Technical Mission, CAFRA Sign MOU To Promote Women Empowerment – St. Lucia Times News

On Wednesday, September 28, 2022, representatives from the Taiwan Technical Mission (TTM) and the Caribbean Association for Feminist Research and Action (CAFRA) signed a Memorandum of Understanding (MoU) to promote women empowerment.

The signing ceremony took place in the Ministry of Commerce’s Conference Room, Heraldine Rock Building, Waterfront, in Castries.

The Ministry of Commerce, Manufacturing, Business Development, Cooperatives and Consumer Affairs facilitated the signing ceremony for the MoU between the TTM and CAFRA, towards the implementation of a “Women’s Economic Empowerment through Garment Construction and Soap Making Project”.

The project aims to assist the economic recovery and empowerment of Youth and Women in Latin America and the Caribbean in the post-COVID-19 era.

Participants for the project were selected based on their keen desire to participate and willingness to be part of the cooperative, which will be registered, to encourage them to work together for group projects/contracts after the training.

Invitations were sent to key groups to identify women who fit that description and the notices for persons to apply were also sent out.

Twenty women from Saint Lucia were selected from the project, and are from Vieux Fort, Soufriere, Castries North, Castries Southeast, Choiseul, and Castries East.

Those selected were either unemployed, women farmers who were willing to supplement their income, and women already into small operations which complement the project, for example, knitting, crochet, costume and jewelry.

The goal of the MoU is to support the establishment of a regional collaboration business model into the community.

The Taiwan Technical Mission and CAFRA will cooperate to develop training plans for 35 women from Saint Lucia and Saint Vincent and the Grenadines.

The women will benefit from training workshops that include support financial management and business establishment, improved and standardized quality of product, search for digital financial solution/ literacy, and establish a common branding for better marketing.

His Excellency Peter Chia-yen Chen, Taiwan’s Ambassador to Saint Lucia, said such areas of cooperation are concrete and vivid, adding that implementation of the “Technical Assistance for Youth & Women’s Employment, Entrepreneurship and Financial Inclusion” project has proven that significant changes are always brought about by small and individual changes.

“I would like to commend Hon. Emma Hippolyte for recognizing the importance of micro, small and medium-sized enterprises, and continuing to address their needs from all facets,” Ambassador Chen said. “This forms a big and strong support for our projects implemented in Saint Lucia. The Government of Taiwan believes that empowering youth and women through continued capacity building and investment in training and skills is essential to nation-building. We will keep working with the Government of Saint Lucia and other partnership to support youth and women entrepreneurs.”

Hon. Emma Hippolyte, Minister for Commerce, Manufacturing, Business Development, Cooperatives and Consumer Affairs, thanked the Government of Taiwan for once again demonstrating their generosity to Saint Lucia.

She stated that Government recognizes and acknowledges the importance of empowerment of women and youth towards the advancement of their growth and independence.

“Going forward, it is intended that this project will enable the establishment and standardization of a regionally unique and identifiable brand of high quality garment and soap products recognizable in the world market,” Hon. Hippolyte said. “Once the brand becomes recognizable in the market, it is easier to achieve economic sustainability.”

According to Nadine Constantine, Coordinator/National Representative of CAFRA, this initiative could not have come at a better time.

She said hundreds of women applied for the training that only afforded limited spots, a reflection that women are very interested in participating and benefiting from meaningful projects.

“This important project will not only train the women in dress-making and soap-making, but it will facilitate the establishment of a cooperative enterprise, which will enable the participants to work together on joint contracts and projects, for their collective economic benefit,” said Constantine.

“I can tell you that every single participant who was selected to undertake this training has been waiting with great excitement for the start of the training.”

One of the participants in the project is Donna Felix from Soufriere, who confessed that she had missed the registration deadline, but was fortunate enough to be accepted. In the vote of thanks, she said participants will embrace every aspect of the opportunity they have been granted.

“Without the kind generosity and support of the Government and people of the Republic of China (Taiwan), none of this would be possible, and I want to reiterate our heartfelt thanks and appreciation to Ambassador Chen for making this possible. We will never forget this gesture and we again assure you that we will make maximum use of this opportunity made possible through your kind donation towards women’s economic empowerment in Saint Lucia.”

Meanwhile, Calixte George Jr, Project Coordinator, said that despite the geographical distance between the two countries, Taiwan has become Saint Lucia’s leading development partner.

“It is quite ironic that an island country thousands of miles away from our shores is now so very integrally linked to development work here in Saint Lucia,” he said. “So we really have a lot to thank the Ambassador personally and, of course by extension, the 23 million citizens of Taiwan who are making these projects possible.”

Jamaica Tallawahs became 2022 Hero Caribbean Premier League (CPL) champions on Friday with an eight wicket win over the Barbados Royals at Providence Stadium, Guyana.

Barbados Royals had won the toss and chose to bat, with Rahkeem Cornwall and Kyle Mayers getting them off to a blistering start, combining to score 63 runs in the powerplay. However, Fabian Allen would remove both openers to bring the Tallawahs back into the game, before Azam Khan would continue his fine form with the bat to take the Royals to 161/7.

In response, Brandon King and Shamarh Brooks would produce an 86-run partnership that frustrated the Royal’s bowling attack. Despite Jason Holder taking the wicket of Brooks, King would lead the rest of the chase as he scored a magnificent 83 runs from 50 balls to see the franchise win their third Hero CPL title.

Barbados Royals had chosen to bat with the aim of setting an imposing total, Cornwall and Mayers combining well to build an excellent foundation. Once Allen had removed them both with his spin bowling, the run rate slowed down as the Tallawahs wrestled back control of the game. However, Khan, who came in at number three, would bat until the 19th over, scoring his second successive half-century to help the Royals reach 161/7 after 20 overs.

Jamaica Tallawahs suffered an early setback in their chase as opener Kennar Lewis lost his wicket for a duck, but King and Brooks would rebuild at a steady run rate. Once Brooks lost his wicket in the eleventh over, King would shoulder the responsibility of finishing the chase, hitting fifteen boundaries in total.

In the end, King would take his side to victory with a six, sparking celebrations from Jamaica Tallawahs players, staff and fans.

Le gouvernement a annoncé l’envoi de renforts policiers et douaniers présentés comme “massifs” en Guyane pour enrayer la violence chronique qui touche le territoire ultramarin, largement liée aux trafics d’armes et de stupéfiants ou à l’orpaillage illégal.

En conclusion des assises de la sécurité organisées par les élus guyanais, les ministres des Comptes publics Gabriel Attal, de l’Intérieur Gérald Darmanin, et de la Justice Eric Dupond-Moretti ont tous les trois promis vendredi soir à Cayenne de muscler effectifs et moyens pour enrayer le “fléau” de la criminalité.

Sur fond de grande pauvreté, le département d’Amérique du Sud détient le record du plus grand nombre d’homicides par habitant en France, malgré une présence policière massive.

Depuis le début de l’année, 30 ont déjà été recensés dans ce territoire de 300.000 habitants.

Selon le Service statistique ministériel de la sécurité intérieure (SSMSI), le taux d’homicides s’y établissait à 11,2 pour 100.000 habitants entre 2016 et 2021, contre 1,2 en moyenne nationale.

Sur le front de lutte contre le trafic de stupéfiants, M. Attal a d’abord promis un renforcement des effectifs douaniers à l’aéroport de Cayenne, “avec un doublement des 27 agents actuels”, le déploiement d’une quatrième équipe de maîtres-chiens et le recrutement de dix agents supplémentaires “d’ici fin 2023”.

Le ministre a également annoncé samedi l’installation d’un scanner à conteneurs dans le port de Cayenne, “opérationnel dans les prochaines semaines”, et d’un scanner à bagages pour l’aéroport.

La Guyane est une des plaques tournantes du trafic de cocaïne entre l’Amérique du Sud et la France.

D’importantes quantités de drogue transitent dans les conteneurs qui arrivent et partent du port et, chaque jour, des dizaines de “mules” embarquent sur les vols à destination de Paris, chargés de “boulettes” ou “d’ovules” de poudre blanche qu’elles dissimulent ou ingèrent.

Le ministre de l’Intérieur Gérald Darmanin a indiqué samedi qu’il étudiait le déploiement d’un autre scanner pour détecter la présence de drogue dans le corps des “mules”, avec l’objectif de contrôler la totalité des passagers qui embarquent à Cayenne.

A ce jour, seuls la moitié d’entre eux le sont.

Nouvelles unités

“Nous changeons de paradigme, de braquet, c’est le sens de notre venue”, a abondé son collègue de la Justice, Eric Dupond-Moretti, “à l’aéroport, c’est désormais 100% de contrôle”.

Lors du contrôle des bagages de l’avion qui a ensuite conduit MM. Darmanin vers la Martinique, le chien-renifleur des douanes s’est arrêté devant deux valises: elles contenaient de la drogue, dont de la cocaïne cachée dans du poisson,.

Dès vendredi, M. Darmanin a annoncé la création “dans l’année” de 150 postes de policiers et gendarmes pour renforcer la lutte contre les gangs qui sévissent en Guyane.

Une antenne de policiers du Raid sera créée à Cayenne au premier semestre 2023 et l’escadron de gendarmerie mobile arrivé début septembre en renfort “sera pérennisé”, a-t-il détaillé. S’y ajouteront ensuite “quatre nouvelles brigades de gendarmerie”.

Contre le trafic de drogues, 18 gendarmes et 7 enquêteurs de l’Office antistupéfiants (Ofast) arriveront en renfort, tandis que 50 policiers et gendarmes supplémentaires seront installés à l’aéroport.

Avec 49 policiers et gendarmes pour 10.000 habitants contre 34 en France métropolitaine, selon les chiffres de la préfecture, la Guyane est déjà largement dotée en forces de l’ordre.

Côté justice, Eric Dupond-Moretti a notamment annoncé l’arrivée dès janvier 2023 d’une “brigade soutien d’urgence” expérimentale, dotée de 7 magistrats et trois greffiers, afin de soulager les services de justice locaux, qui croulent sous les procédures.

A la veille de la visite des ministres, le procureur général de Cayenne Joël Sollier a annoncé la fin d’une expérimentation controversée. Depuis le 1er juillet, le parquet classait sans suite les saisies de moins de 1,5 kg de cocaïne, pour “diminuer la charge” que fait peser le trafic de stupéfiants sur son activité. Elus et ONG locaux avaient déploré une initiative non concertée et “inappropriée”.

Over 50 students receive scholarships from TIP Friendly Society Loop Jamaica

To mark its silver anniversary, TIP Friendly Society – the friendly society for employees in the education sector – has contributed $3.86 million in scholarships to 54 students for the current school term.

In addition, a member of the Friendly Society, Fabian Wainwright, Education Officer at the Ministry of Education was the successful recipient of the TIP President’s 25th Anniversary Scholarship Award in the amount of $200,000.

The recipients were presented with their cheques at a Scholarship Awards Ceremony on Monday, September 26 at the Terra Nova.

Among the scholarship awardees are 28 top boys and top girls in the PEP examinations per parish; five children of staff members; six repeat PEP awardees; seven undergraduates, six postgraduate students and two education grants.

Since the launch of the TIP Friendly Society Scholarship Awards programme in 2002, more than 950 students have benefitted.

Guest speaker, Jazeel Martin, Associate of Myers, Fletcher & Gordon, kept his audience spellbound with his “rags to riches’ story. He illustrated his times when he lacked money and food as a student from August Town, St Andrew attending St George’s College.

“But my mother taught me to put on a brave face and not tell people my business,” he said to nods of agreement from the adults in the audience. To illustrate the point that when in such circumstances persons have to do what they have to do to survive, he spoke about cleaning houses for the upper echelon where he was paid premium rates, because of his diligence to the job.

In addition, Martin said his movement up the education ladder was only possible through the altruism of several persons, who covered his school fees, books, transport and lunch. He benefited from these contributions right up to the tertiary level of studies at the University of the West Indies and then Norman Manley Law School.

“About three months before I graduated from law school, two of the most prestigious law firms in Jamaica offered me jobs and I took the one at Myers, Fletcher & Gordon,” he related.

He is now serving five years with that prestigious law firm; having worked on some major transactions, including a US$2 billion deal. At 26 years old, he owns a 4-bedroom house in a sought-after residential community and credits his success to his mother’s cheerleading and God’s mercies.

“I am telling you my personal story, not to brag and boast, but I want you to know that although your circumstances can be challenging now, you must remain focused and not yield to distractions because you can be whatever you want to be no matter where you come from,” he noted.

Just two weeks after welcoming his ninth child with model LaNisha Cole, Nick Cannon is back on daddy duty, announcing the birth of another child, a son named Rise Messiah Cannon.

The entertainer shared the news of the birth of his 10th child with Brittany Bell, the 34-year-old pageant queen with whom he has two other children.

“Welcome Rise Messiah Cannon,” Cannon wrote via Instagram Stories on Friday. He added that the baby was born on September 23.

The 41-year-old ‘Mask Singer’ host expressed gratitude for his other “blessing”.

“As my journey on this planet becomes more and more remarkable and unfathomable, all I can do is thank God and continue to ask the Most High to order my steps,” he wrote. “He has given me stewardship and dominion over a family dynamic that to some is unimaginable.”

He revealed to his more than five million followers that the birth of his 10th child was hard.

“Probably the most difficult labour and delivery I have ever witnessed!” he shared. “[Forty-eight] hours of excruciating pain and life-risking danger to welcome 10 pounds of love and joy.”

He expressed his gratitude to Bell for being the “rock and foundation of his fatherhood journey”, saying, “She has taught me so much about parenting, psychology, spirituality, love, and just life in general.”

Cannon welcomed son Golden in February 2017 and daughter Powerful in December 2020, both with Bell.

He also shares children with Mariah Carey, Abby De La Rosa, Bre Tiesi, and Lanisha Cole.

In April 2011, he welcomed twins, Moroccan and Monroe, 11, with Carey. Another set of twins, Zion and Zillion, was born to De La Rosa in June 2021.

Also in June 2021, he welcomed a baby boy with Alyssa Scott, however, the baby died in December after battling brain cancer.

By June the next year, another son named Lengendary was born to Tiesi, and earlier this month a daughter, Onyx, arrived with Cole.

“I am so indebted and grateful for the matriarch energy in my time of need,” Cannon wrote.

Cannon is also expecting another child, his 11th offspring, with de la Rosa.

AFTER an absence of two years, Divali Nagar will return to the Chaguanas site in all its glory and splendour for nine spectacular nights. It will run between October 15-23.

Preceding that, however, the annual yagna, officiated by pundit Abhedanand Persad Sharma, will begin on Monday and end on October 9.

National Council of Indian Culture PRO Surujdeo Mangaroo told Sunday Newsday that the celebration, now in its 34th year, has matured from being just a celebration of East Indian culture – including religion, cuisine and fashion – into a thriving business enterprise.

“Divali Nagar has grown to be a huge economic and business enterprise with over 80 large, medium and small companies participating locally, and from the Caribbean and India, among other places.

“Divali Nagar provides employment for scores of people from the ground level – entertainers, orchestras, musicians, tassa drummers and stage personnel, as well as security personnel.”

He said the cultural extravaganza has also captured the attention of countries which have a large Indian composition or following, and which now want to emulate what cultural activist Hans Hanoomansingh, who led the NCIC for 20 years, introduced to this country.

“The NCIC has had requests and have become consultants to several Caribbean and even North American communities who want to know more about the organisation of this annual show,” Mangaroo said.

For the 2022 return, he pointed out the event has attracted a large following of tourists from Canada, the US, England, the Caribbean, Guyana, Suriname, Holland, India and a network of diaspora countries in Africa, Asia and the Pacific who have already relayed their intention to come to Trinidad.

“Our flagship event has been able to foster further ethnic unity in our land, and other countries are taking a page from our social, religious and cultural disposition, all of which augur well for the unity and brotherhood of all mankind.

“Divali Nagar fosters social mobility and it is an interactive model, worthy of emulation worldwide.

“The president and members of the NCIC board and chairman of Divali Nagar, Shri Sahadeo Partap, are pleased to announce the staging of the 34th annual Divali Nagar celebrations and welcome one and all to this cultural extravaganza,” Mangaroo said.

“Divali Nagar has now become a national, and probably, an international institution in terms of its total presentation, glamour, originality and content.”

He said he was happy for the much longed for opportunity to stage a full-fledged Divali Nagar once again.

Continuing the trend of Divali Nagar presentations held in 2018 and 2019, when the themes were Hindu Sant (Hindu saints), and Hindu Granth (Hindu sacred books), the NCIC has chosen as its theme for 2022, Hindu Panth (Hindu Denominations).

Divali Nagar, a nine-day event, usually precedes the observance of Divali – the festival of lights – each year. Divali will be celebrated on October 24.

Two of the highlights of Divali Nagar are the dance competition, on October 19, and the Youth Champ Competition, on October 21.

“Our nightly main stage entertainment begins at 7 pm with the exception of the final night when the activities begin at 6.30 pm.

In addition, some folk traditions will be showcased through the folk theatre segment.

“The Indian diaspora can proudly claim that it has become its natural contribution to the socio-economic and cultural disposition in the national state of TT.

This huge cultural extravaganza , which will take place at the Divali Nagar site, Chaguanas, is free to the public and a cordial invitation is extended to one and all, Mangaroo said.

Embattled Progressive Democratic Patriots political leader Watson Duke has said the government is in “a hot mess.”

He was commenting on the $57.6 billion budget, which the Finance Minister, Colm Imbert, read on Monday in the Parliament.

In a video posted in his Facebook page, on Saturday, Duke said the PDP intends to reverse ‘”every evil and wicked plan that Rowley would have instituted in the national budget.” But he did not say how he plans to do this. Duke claimed the government’s decision to raise fuel prices “is to ensure that poor people don’t eat and that they continue feeding our children in the nation’s schools.”

In the same vein, he claimed its plan to reintroduce property tax is to ensure that citizens do not own a home.

“So we will continue to be vagrants in our country….”

Regarding the fare increases on the sea and air bridge, which come into effect on January 1, Duke said, “We believe the fact that airfare has gone up and boat fare has gone up, he is saying to the people stay in your home.”

On Saturday, Duke spent a part of the day in Trinidad at Maracas Beach and the fishing depot assisting members of the community in a clean-up drive.

In a video, Duke claimed residents had invited him to the exercise. “It is about people helping people. Putting people before politics.”

Duke chatted with some of the residents, including fishermen. One man said the drive was about self-empowerment. “It have plenty youths pushing a positive head,” the man said. Duke praised the effort, saying there are many people in TT doing positive things. He also described Maracas as the home of bake and shark.

Duke was resigned as deputy THA Chief Secretary last month after he removed Chief Secretary Farley Augustine as a deputy PDP leader. He also removed two other deputies – Dr Faith BYisrael and Alicia Roberts-Patterson. BYisrael has since been appointed deputy THA Chief Secretary. The power struggle between Duke and Augustine arose over after Duke’s rebuke of the THA’s treatment of some 27 members of the Roxborough Folk Performers who were due to perform at several events during Labor Day celebrations in New York last month.

Augustine had planned to review Duke’s role in the THA but he resigned. Duke has since said he will set on the opposition side in the THA but not in association with the PNM minority leader.

Duke this year opened a PDP office in Trinidad as part of plans to contest national elections.
