Basseterre, St. Kitts and Nevis, November 2, 2022: Four Bills will be read at the Sitting of National  Assembly which takes place on Friday 4th November at 10:00am at Government Headquarters.  

The four bills to be read are the Companies (Amendment) Bill 2022, the Evangelistic Faith Church  Incorporation Bill 2022, the Small Business Development (Amendment) Bill 2022, and the Domestic  Violence (Amendment) Bill 2022.  

The Companies (Amendment) Bill resolves a constitutional issue created by the 2021 Amendment  which allowed for the permanent dissolution of exempt companies to comply with Organisation for  Economic Co-operation and Development (OECD) and European Union (EU) recommendations. The  Bill seeks to allow creditors, directors, shareholders and other interested persons to apply to the  High Court to deal with any assets previously held by the struck exempt companies. The Bill  therefore seeks to bring the Act into compliance with the Constitution, so that assets are not vested  in the State without alternative options available to the beneficial owners of those assets. 

The Evangelistic Faith Church St Kitts (Incorporation) Bill seeks to give the Evangelistic Faith Church  situated at the Alley, Sandy Point, St Kitts, the power to own land and otherwise have legal standing.  

The aim of the Domestic Violence (Amendment) Bill is to make urgent changes to protect victims of  domestic violence and provide them with swift access to justice. The Bill allows victims of domestic  violence, or persons on their behalf, to apply to the Magistrate’s Court or the High Court for  protection orders. This will rectify issues raised with the Ministry of Gender Affairs that the cost of  obtaining protection orders only in the High Court was prohibitive for many victims and their  families. The Bill also expands the definition of economic abuse to cover situations where  perpetrators have full access and control over victim’s financial resources and gives the Director of  Gender Affairs powers under the Act, rather than the Director of Social/Family Services, as  previously legislated. The approval of this Bill aligns with the Cabinet’s promise to take steps to  curtail the increased scourge of domestic violence in our society.  

The Cabinet Small Business (Amendment) Bill seeks to change the Minister with responsibility for  administering the Small Business Act and appointing the Small Business Development Advisory Committee to the Minister with specific responsibility for Small Business. Previously, the Minister  responsible was the Minister of Industry & Commerce. The definition of small business will also be  amended to include businesses in which not more than 30 persons are employed. Previously, the  number of employees was limited at 25. This decision aligns with the Government’s fundamental  goal to provide small businesses with the necessary governmental support to grow, thrive and  employ more people.

Rihanna has tapped Caribbean celebrities to participate in her upcoming Savage Fenty show.

Tobago-born Winston Duke and Sheryl Lee Ralph, whose parents are Jamaican, are among the stars featured in the fashion experience.

A release from Amazon said Savage X Fenty Show Vol 4 would feature performances by global musical artistes including Anitta, Burna Boy, Don Toliver, and Maxwell.

There will be special appearances from ?ngela Aguilar, Avani Gregg, Bella Poarch, Cara Delevingne, Damson Idris, Irina Shayk, Joan Smalls, Kornbread, Lara Stone, Lilly Singh, Marsai Martin, Precious Lee, Rickey Thompson, Sheryl Lee Ralph, Simu Liu, Taraji P. Henson, Taylour Paige, Winston Duke, Zach Miko, and many more.

Rihanna dropped the lineup reveal via her Instagram account.

Speaking on the Jimmy Fallon show on Monday ahead of the second installment of the Black Panther movie, Duke revealed he would be a part of the show.

“The legs will be oiled and they will be out,” he said, “I will be a Savage Fenty man.”

During an appearance on Live with Kelly and Ryan, Ralph said that Rihanna called her to ask if she would walk in her show.

“This is no Victoria Secret fashion show baby, this is something on a different level. When I saw the choreography, when I and her vision and what she had walking through the mountains, I was like alright then,” she said.

Since its launch, the Savage X Fenty show has shaken up the industry with its diverse array of bodies and genders. Last year, the show won an Emmy award for its choreography.

Savage X Fenty show Vol 4 will stream exclusively on Prime Video in more than 240 countries and territories worldwide from November 9.

A businessman and his spouse were shot and killed just metres from their home in Clarendon on Tuesday evening.

The deceased have been identified as 61-year-old Evan Francis and 46-year-old Alecia Francis.

Reports are that at about 5:30 pm, the couple arrived at their Duke Street, Toll Gate home in separate vehicles. Francis got out of his vehicle and proceeded to open the gate to the house when gunmen pounced and opened fire on the couple before fleeing.

Residents who heard the loud explosions came out to check and found the victims and alerted the police.

Man shot dropping off doubles in Arima

A 31-YEAR-OLD St Augustine man is in critical condition after he was shot while dropping off a large quantity of doubles for someone in Arima on Wednesday morning.

Police said the man and a friend went to the car park of O’Meara Plaza in O’Meara Road, Arima, at around 6 am to drop off the doubles.

While there, a grey Toyota Wagon drove near the men and a woman in a hoodie got out of the car and paid the men $600 for the doubles.

A man got out of the back seat of the same car and shot the deliveryman in his chest before getting back in the car with the woman and driving off.

Arima police were called to the scene and took the wounded man to the hospital where he remains warded. Crime scene investigators found 20 spent shells at the scene

Police from the Arima CID are continuing enquiries.

Body of missing NYPD officer found

Three days after he disappeared whilst swimming at the Orinduik Falls in the North Pakaraimas, a search and recovery team has found the body of missing NYPD officer, 43-year-old Gladstone Haynes.

Haynes drowned at around 15:00h on Sunday whilst he and other tourists were at the popular destination in Region Eight (Potaro-Siparuni).

Police said that Haynes and the mother of his children along with other tourists boarded a plane from the Eugene F. Correia International Airport to do a tour of Kaieteur Falls and Orinduik Falls.

“Enquiries disclosed that [Haynes] was swimming below the Orinduik Falls in the water, which was high and streaming heavily at the time. He reportedly went under the surface of the water and disappeared,” police revealed.

After searching for three days, the man’s body was discovered this morning.

Police hunting 4 suspects in murder of “Buss Mouth”

Detectives are probing the alleged murder of 34-year-old Dick Grant called ‘Buss Mouth’, or ‘Guinness’, a miner of Amokokopai Village, Region Seven (Cuyuni-Mazaruni) nd Blackwater Backdam Potaro in Region Eight (Potaro-Siparuni).

The incident occurred at the Blackwater Landing in Konawaruk, Potaro.

The 34-year-old man was allegedly murdered on November 1 between 01:00hrs and 02:00hrs by four identifiable males.

Enquiries revealed that on October 31, between 20:30hrs and 22:15hrs, the miner along with two other individuals were imbibing and playing pools at a shop located at Blackwater Landing.

At about 22:15hrs, the miner left the shop and went over to another shop located on the said landing, where he continued to consume alcohol.

While at the second shop, the miner and the four suspects got into a heated argument during which they began to fight each other.

Police said the miner reportedly ran away but was followed by the four suspects.

Subsequently at about 05:30hrs on the following day, the motionless body of the miner was found near the first shop.

Investigators found stab wounds on the right-side neck, along with several chop wounds to the center of the head, right hand, and the left hand of the victim.

The man’s body was escorted to the Mahdia District Hospital awaiting a postmortem examination.

Police are on the hunt for the suspects as investigations continue.

Wetter than usual conditions for November to January – Hydromet Office

The Hydrometeorological Service of the Ministry of Agriculture is forecasting wetter than usual rainfall conditions across all regions of Guyana for the months of January 2022 to November 2023 (Guyana’s secondary rainfall season). The usual secondary rainfall season will be augmented by persistent La Nina conditions during the season.  Rainfall is expected to increase considerably from mid-November and continue at least to January, 2023.

During the upcoming rainy season, water levels in conservancies, reservoirs, and inland rivers across Regions 1 to 8 and 10 are likely to increase with a high risk of flooding. On the other hand, Region 9 would continue to be dry, but can expect more than the usual amount of rain days. The highest amount of rainfall is projected for Regions 1, 2, 3, 7 and Northern 8 with increasing concerns for Regions 4 and 5.

Regions 1 to 7 and 10 can expect a higher than usual number of wet days.  Northern Regions can expect increases in the number of seven (7) day very wet spells. There is also a projection for a decrease in the number of seven (7) day dry spells during the forecast period, with most dry days and dry spells likely to occur in early November, 2022 and late January, 2023. The temperature outlook indicates that all regions can expect cool as usual to cooler night-time and day-time temperatures.

The possible implications for the upcoming season include more rain days than the usual amount which could be beneficial to some agriculture users. However, this is likely to cause disruptions to infrastructure projects and public transport, with there being the real possibility of land slippage in hinterland areas, especially in mining areas, where the soil may already be saturated.

The continued maintenance of drainage infrastructure is essential as the country progresses towards the wet season. Farmers are urged to take all the necessary precautions to secure crops and livestock in advance of significant rainfall events. Miners are also similarly cautioned to exercise maximum care on interior roads and on mining sites, while the applicable public health protocols should be activated across the Regions.

The Hydrometeorological Service will provide updates to its seasonal forecast as new information becomes available and recommends that special attention be paid to short-range forecasts provided by the National Weather Watch Centre to plan daily activities.

“Aider l’économie à résister”, “protéger” et “soutenir” les Français face à l’inflation: tels sont les objectifs revendiqués par le gouvernement qui a présenté mercredi en Conseil des ministres un deuxième projet de budget rectificatif pour 2022, jugé sévèrement par les oppositions. 

“Il s’agit toujours d’aider notre pays à faire face à l’augmentation des prix de l’énergie”, a insisté le ministre des Comptes publics Gabriel Attal, auditionné en milieu de journée par la commission des Finances de l’Assemblée nationale.

Dans la “filiation directe” du premier projet de loi de finances rectificative, le texte “traduit une volonté de soutenir et protéger dans un contexte où l’inflation reste à un niveau élevé” (6,2% sur un an en octobre selon l’estimation provisoire de l’Insee), a-t-il ajouté.

Pour amortir le choc de la hausse des prix, le gouvernement prévoit donc le versement d’un nouveau chèque énergie pour les plus modestes, d’un montant de 1,5 milliard d’euros, mais aussi le prolongement de la ristourne à la pompe jusqu’au 15 novembre, pour 440 millions d’euros. Il ajoute une enveloppe de 275 millions d’euros pour aider les universités et les organismes de recherche à faire face à la flambée des coûts de l’énergie et une autre de 200 millions d’euros pour les dépenses de carburant du ministère des Armées.

Des aides “ponctuelles et pas à même de faire face à la baisse du pouvoir d’achat”, a regretté le président de la Commission des Finances Eric Coquerel (La France insoumise).

Moins de déficit

Du côté du Rassemblement national, le député Jean-Philippe Tanguy s’est indigné de l’absence d’aides sur le chauffage au bois et du renoncement du gouvernement à mettre en place un “chèque alimentation”, plusieurs fois évoqué mais jamais concrétisé en raison de sa complexité. 

Plusieurs commissaires aux Finances se sont aussi insurgés du délai très court entre l’envoi du texte à la commission, dans la soirée de mardi, et l’audition.

Face aux demandes de dépenses supplémentaires, le gouvernement a affiché son souci de maîtriser les comptes publics. L’exécutif anticipe d’ailleurs un déficit ramené à 4,9% du PIB en 2022, contre 5% dans sa précédente estimation.

Au total, le montant du déficit baisse de 4,6 milliards d’euros, grâce à des recettes fiscales meilleures qu’attendu, notamment de l’impôt sur les sociétés et de l’impôt sur le revenu, ainsi qu’à la baisse de certaines dépenses.

A la fin du troisième trimestre, les recettes fiscales nettes s’établissent à 227,9 milliards d’euros, en hausse d’environ 17% sur un an (195 milliards d’euros en 2021), selon des données publiées mercredi par Bercy.

L’Etat va aussi récupérer deux milliards d’euros sur les sommes qu’il avait prévues dans le cadre des prêts garantis par l’Etat (PGE) pour faire face à d’éventuels impayés, grâce à de moindres défauts de paiement.

Le gouvernement ne modifie pas en revanche ses autres prévisions macroéconomiques pour 2022, avec une croissance de 2,7% du PIB (produit intérieur brut) et une inflation à 5,4% sans compter les prix du tabac (5,3% en les prenant en compte).

“Plausibles”

Des anticipations que le Haut Conseil des Finances publiques (HCFP) juge “crédibles” et “plausibles” malgré des “incertitudes”.

Dans un contexte de crise énergétique, cette instance indépendante chargée d’évaluer la crédibilité des prévisions budgétaires du gouvernement souligne plus spécifiquement qu’une hausse des prix de l’énergie pourrait faire déraper le coût du “bouclier tarifaire” sur le gaz et l’électricité.

Le président du HCFP Pierre Moscovici doit être auditionné mercredi après-midi par la commission des Finances de l’Assemblée.

L’examen du texte débutera à l’Assemblée nationale le 7 novembre, puis le 14 au Sénat.

Sa présentation intervient alors qu’une bataille parlementaire est en cours depuis plusieurs jours à l’Assemblée autour du vote du budget 2023 de l’Etat et de la Sécurité sociale.

La Première ministre Elisabeth Borne a déjà dégainé trois fois l’arme constitutionnelle du 49.3, qui permet de faire passer un texte sans vote en engageant la responsabilité du gouvernement. Un quatrième recours au 49.3 pourrait être décidé dans les prochains jours pour faire adopter l’ensemble du projet de loi de finances en première lecture.

Authorities in the Netherlands confirmed to Loop today that, following a pro-forma hearing yesterday (November 1), a judge ruled to keep Jah Cure in detention.

As a result of the ruling, Jah Cure (whose real name is Siccature Alock), will continue serving a six-year sentence in the Netherlands for attempted manslaughter.

Unhappy that the court did not find Jah Cure guilty of attempted murder (and only attempted manslaughter), Netherlands’ authorities said previously that they “lodged an appeal to the Court of Appeal” to challenge “the acquittal for attempted murder.”

Regarding the next court hearing, the authorities in the Netherlands revealed that “There’s another pro forma hearing planned for January 24th, 2023, while the case is being prepared for the actual trial.”

As to where Jah Cure is being held up during this time and the conditions of the facility, a representative from the authorities in the Netherlands said: “Due to privacy law I cannot disclose any information on the representation of the suspect or the specific facility/location where the suspect is incarcerated.”

The estimate of the damage from Tropical Storm Ian which affected the island in late September has been revised upwards to $889 million.

This is significantly more than the $360-million preliminary estimate that was given by Prime Minister Andrew Holness last month. At that time, Holness told the House of Representatives that the figure would likely increase.

The prime minister, in an update in the House on Tuesday, provided a more detailed breakdown of the figure.

The breakdown shows that the cost to reopen the affected roads and improve the driving conditions is estimated at $359 million, while the cost to undertake permanent works, primarily retaining walls and drainage structures, is estimated at $530 million.

The estimate of the damage shows that the parish of Clarendon, which was the most impacted, suffered an estimated $649.7 million in damage.

Holness cautioned that the country’s fiscal situation will not allow for all the required works to be done immediately.

“Accordingly, the government is proposing a programme of targeted interventions with priority rankings…” he said.

The ranking speaks to the reopening of blocked roads, which has already been accomplished, the cleaning of critical drains, patching of main thoroughfares that have been scoured, and the construction of new structures, including retaining walls, river training et cetera.

The prime minister said 47 roads were affected by landslides, mudflows, downed trees, or inundation, which rendered some communities inaccessible or marooned.

“I can report that all roads are fully reopened with the exception of Lower Chapelton to Rock River where a breakaway occurred at Sutton in Clarendon,” Holness said.
