‘Chucky’ sentencing put off to next Wednesday

KESTON “Chucky” Allen can expect to be sentenced next week Wednesday for a series of offences, including felony murder and rape, which took place in 2008.

Allen, who was initially on over a dozen indictments for murdering and raping a 19-year-old girl, assaulting her cousin and robbing and falsely imprisoning a Curepe taxi driver, pleaded guilty to ten counts of felony murder, false imprisonment, robbery with aggravation, grievous sexual assault, larceny of a car and rape in July.

On Monday, his sentencing hearing was adjourned after Justice Lisa Ramsumair-Hinds said she did not have before her any recommendations by the prosecution or defence on the mandatory registration as a sex offender for the rape offence. She gave his attorney, public defender Michelle Gonzalez, time to meet with her client to get instructions, particularly on the question of whether he will be seeking an exemption from reporting as a sex offender, which the law provides.

The judge has also asked for submissions on appropriate reporting periods if she makes such an order.

Allen entered plea discussions with the Office of the Director of Public Prosecutions and on June 22, it was agreed he would plead guilty to the ten counts and will be discharged of the others.

It is the State’s case that Allen and three others accosted a taxi driver who was ordered to pick up the cousins, who were then taken to an abandoned house in the Mt Lambert area, where the 19-year-old victim was raped and her 22-year-old cousin sexually assaulted.

Allen and his accomplices forced one of the girls to perform oral sex on the taxi driver, who later escaped.

Allen and his accomplices shot the women and when police found the car, the teenager was dead. Her cousin, who had gunshot wounds, survived.

Allen was later arrested and identified by the older woman and the taxi driver.

The State is represented by prosecutor Danielle Thompson.

Georgetown Police Youth Club defeated Vonzuu Redemption Sharpes Police Youth Club 3-2 to win the Royal St Vincent and the Grenadines Police Force Youth Club Football Championship at the Stubbs Playing Field yesterday.

Mithon John netted twice for the Georgetown Police Youth Club in the 17th and 38th minutes, with their third goal by Samaya Connell in the 27th minute.

The goals for Vonzuu Redemption Sharpes Police Youth Club were converted by Jeson Morgan in the 15th minute and Nathaniel John in the 24th minute.

Earlier, St Vincent Co=operative Bank Layou Police Youth Club beat Chateaubelair Police Youth Club 7-5 to clinch third place.

Deux hommes, Joe Biden et Donald Trump, qui jouent chacun leur avenir politique, et une Amérique qui s’apprête à éprouver à nouveau la solidité de sa démocratie: la course pour les cruciales élections législatives de mi-mandat était lundi dans sa dernière ligne droite.

L’actuel et l’ancien présidents devaient s’affronter par meetings interposés, en conclusion d’une campagne qui a exposé crûment les divisions de la première puissance mondiale.

Dans un climat tendu, avec des  candidats républicains qui menacent de ne pas reconnaître une éventuelle défaite, la Russie a soufflé sur les braises.

“Nous nous sommes ingérés, nous le faisons et nous allons continuer de le faire. Avec précaution, précision, de façon chirurgicale, d’une manière qui nous est propre”, a déclaré lundi un homme d’affaires russe proche du Kremlin, Evguéni Prigojine.

Elon Musk, qui vient de prendre contrôle de Twitter, s’est invité avec fracas dans ces dernières heures de campagne. Le milliardaire a appelé à voter républicain sur son compte aux 114 millions d’abonnés: “Le partage du pouvoir limite les pires excès, donc je recommande de voter pour un Congrès républicain, étant donné que la présidence est démocrate”.

“Quatre ans de plus!”

Ce n’est toutefois pas sur Twitter, dont il est toujours exclu, que Donald Trump fait monter le suspense sur une candidature à l’élection présidentielle de 2024. 

Le milliardaire sera lundi en meeting dans l’Ohio, un Etat industriel du Midwest emblématique des inquiétudes de cette Amérique qu’il a su séduire: la classe moyenne modeste, majoritairement blanche, vivant à la campagne ou dans des zones périurbaines, tentée par un repli généralisé face à la mondialisation.

Dimanche, sous les cris “Quatre ans de plus! Quatre ans de plus!” de ses partisans, il les a invités avec insistance à “rester branchés” pour ce rendez-vous de lundi.

Les Américains sont appelés aux urnes mardi pour renouveler l’ensemble de la Chambre des représentants et un tiers du Sénat. Toute une série de postes d’élus locaux majeurs sont également en jeu.

“Vague rouge?”

Les républicains se montrent de plus en plus confiants dans leurs chances de renverser entièrement le Congrès. C’est-à-dire non seulement de prendre la Chambre des représentants, ce qui est le scénario classique aux “midterms”, mais aussi d’arracher à Joe Biden son mince contrôle du Sénat.

Le parti rêve désormais ouvertement d’une “vague rouge” – la couleur des conservateurs.

Kevin McCarthy, possible futur patron républicain de la Chambre des représentants, a déjà envisagé lundi sur CNN de vastes enquêtes sur le bilan de Joe Biden, allant du retrait d’Afghanistan à la gestion de la pandémie de Covid-19. Voire des procédures de destitution.

“Un choix”

Les “midterms” se convertissent de fait en référendum sur l’occupant de la Maison Blanche, qui échappe très rarement au vote sanction.

Joe Biden devrait à nouveau répéter lundi, pour son dernier meeting dans l’Etat du Maryland, aux portes de Washington, que cette élection n’est pas un référendum sur son action mais “un choix”, en particulier sur le droit à l’avortement et la démocratie.

Face à l’efficacité d’une campagne républicaine centrée sur l’inflation galopante, les démocrates ont tenté d’insister davantage ces derniers jours sur les réformes lancées par Joe Biden pour faire baisser le prix des médicaments, alléger la dette étudiante, relancer l’emploi industriel… Mais les Américains n’en sentiront pas les effets avant des années, alors qu’ils souffrent tous les jours de la flambée des prix.

Donald Trump, lui, s’est jeté à corps perdu dans la campagne, donnant à ces “midterms” l’allure d’une deuxième manche du match de 2020. Voire d’un tour de chauffe avant 2024?

Joe Biden dit jusqu’ici avoir l’intention de se représenter, mais la perspective n’enchante pas tous les démocrates, en raison de son âge — bientôt 80 ans — et de son impopularité.

Etats décisifs

Le scrutin, et en particulier le contrôle du Sénat, se joue dans une poignée d’Etats clés: la Pennsylvanie, la Géorgie, l’Arizona, le Nevada, le Wisconsin et la Caroline du Nord.

Au total, près de 17 milliards de dollars auront été dépensés pour ces élections de mi-mandat, selon le site Opensecrets, un record.

En hausse aussi, le vote anticipé: lundi, plus de 40 millions d’Américains avaient déjà voté à l’avance, surpassant le niveau des législatives de 2018, selon le US Elections Project. Impossible toutefois de dire à qui cette tendance profite, même si historiquement, le vote anticipé penche vers les démocrates.

Grève de la Poste : une centaine de facteurs mobilisés devant la direction ce matin

Ce matin (lundi 7 novembre), une centaine de facteurs se sont mobilisés devant la direction de la Poste à Fort-de-France, en soutien à trois de leurs collègues convoqués par la direction. 

Ce matin (lundi 7 novembre), une centaine de facteurs se sont rassemblés devant la direction départementale de la Poste à Fort-de-France. Un préavis de grève avait été déposé pour la journée afin de soutenir trois collègues qui avaient été convoqués pour un entretien préalable à la mise en place d’une sanction disciplinaire.

Le 13 octobre dernier, ces derniers avaient interpellé la responsable du site de Dillon sur les mesures à prendre pour remédier aux nombreuses tournées à découvert. Celle-ci se serait par la suite plainte d’une agression. “Mais ce n’est pas ce qu’il s’est réellement passé”, explique Dominique Joseph Monrose, secrétaire général de la CGTM-PTT, qui ajoute : “Il y a eu des mots forts en créole mais quand on s’adresse en créole, on n’agresse personne. Les collègues voulaient de l’écoute, trouver des solutions mais la responsable n’a pas voulu écouter et est partie”. 

“Le mépris a assez duré”

Pour le syndicat, “le mépris a assez duré”. Il espère qu’aucune sanction ne sera prise à l’encontre des postiers concernés. “Nous appelons à l’apaisement… Nous voulons éviter de nous retrouver dans des situations encore plus compliquées que celles qui existent aujourd’hui”, indique Dominique Joseph Monrose. Si ce dernier affirme qu’il n’y a “pas eu de blocage” ce matin, la mobilisation d’une centaine d’agents suggère que la distribution du courrier a pu être impactée. A l’heure où nous écrivons ces lignes, nous n’avons pu joindre la direction de la Poste.

Minister and Japanese Ambassador tour Urlings Fisheries Complex

On Monday 31st October, Minister Samantha Marshall accompanied by Matsubara Yutaka, the Japanese Ambassador to Antigua and Barbuda, had a tour of the Urlings Fisheries Complex.

Opened in 2004, the Fisheries Complex was a gift from the government and citizens of Japan, and it was designed to accommodate up to fourteen small vessels.

However, almost two decades later, the amount and sizes of the vessels has increased leaving the smaller boats no other alternative but to moor up to as many as three abreast due to lack of space and this makes landing their catches more difficult.

“We have approached the Japanese already and put forward our plans for expansion”, said Minister Marshall.

Additionally, the Minister assured that during the OECS Fisheries Ministers meeting recently held here, she raised the matter on both Urlings Fisheries Complex and Keeling Point Facility to the Vice Minister, Mr. Akimoto.

Although the cost of the expansion has not yet been determined, we have the assurance that our Japanese Allies will be assisting Antigua and Barbuda with the pending expansions of the two facilities.

Princes Town man to face magistrate on traffic charges

A 27-year-old man from Princes Town is expected to face a magistrate on Wednesday charged with two traffic offences.

Princes Town municipal police arrested Brian Rooplal, of Buen Intento Road, on Saturday during an exercise led by ASP Guzman.

A police report said at around 11.15 am, the police were on mobile patrol along King Street in Princes Town, where they arrested Rooplal.

He had been disqualified from holding or obtaining a driver’s licence, but was allegedly seen driving along the street. He was also allegedly driving without an insurance certificate.

PC Charles charged him with the two offences.

Rooplal later appeared before a justice of the peace, who granted him $15,000 bail to cover both charges and ordered him to appear before a magistrate on Wednesday.

Total Lunar Eclipse

The small hours of November 8 will offer the last chance to see a total lunar eclipse before 2025.

The last total lunar eclipse took place on May 15.

The full moon will turn blood-red colour as it moves behind the earth and passes through its shadow.

This eclipse is called the Beaver Blood Moon Lunar Eclipse, as it will occur during November’s Full Beaver Moon.

A Full Beaver Moon is the time of year when, in North America, beavers begin to take shelter in their lodges, having laid up sufficient stores of food for the long winter ahead. It is also the season to trap beavers for their thick, winter-ready pelts.

The phase as seen from Trinidad and Tobago will start at 4.02 am with a penumbral eclipse when the earth’s penumbra (partial shadow) starts to touch the moon’s face.

At 5.09 am a partial eclipse begins, when the moon will start to turn that brilliant red colour.

Then, at 5.54 am the maximum eclipse will occur. At this time the eclipse will reach its greatest magnitude while the moon is above the horizon.

Finally, at 5,58 am comes the moonset phase. The moon will become so dim before setting that it may disappear for some time from view – this will be a mixture of a very low moon and a total eclipse.

This eclipse will last a total of an hour and 56 minutes.

Unfortunately, those in TT will only be able to see a partial eclipse, as the moon will be below the horizon at the maximum point of the eclipse.

For the best view of the eclipse, to the west-northwest, it is recommended that you go to a high point or an unobstructed area.

The total lunar eclipse will be visible across North America, Australia, Asia and the Pacific.

Guyana to get €5M grant from EU to preserve its forest

The Government of Guyana and the European Union share a 50 years long fruitful partnership, advancing work together on shared priorities in programmes on the environment, sustainability and forest governance.

This collaboration is now being culminated, by the signing on 8 November 2022, of the “Forest Partnership Memorandum of Understanding”, between President of the European Commission, Ursula von der Leyen, and the Government of Guyana. The MoU underlines the genuine partnership between Guyana and the EU, focused on long-term sustainability. It is a reflection of the unwavering commitment of Guyana to protect its unique rainforest.

According to EU Ambassador to Guyana, Rene van Nes, Guyana is unique in that it is one of the few countries in the world that has a negative carbon footprint. He outlined that Guyana is an example for the world and the forest partnership is a recognition of the sustained efforts by the country in preserving its forests and ensuring that timber harvesting is regulated.

According to President Dr Irfaan Ali, Guyana remains committed to fighting climate change and developing sustainably. He pointed out that Guyana’s development is structured in a Low Carbon Development Strategy, which will help Guyana to build a global model for forest climate services and other ecosystem services.

The MOU, which is being signed on the sidelines of the COP 27 in Egypt, on November 8, has four main objectives.

(1) Increasing the area of protected, restored or sustainably managed forests, including mangroves

(2) Increasing the number of forest-related jobs

(3) Maintaining the close-to-zero annual rate of deforestation of natural forests

(4) Looking for ways to facilitate investment and trade in legal and sustainable wood products between Guyana and the EU.

The forest partnership is a win-win for Guyana and the EU. With an initial EURO 5 Million grant from the EU for activities, immediate results are expected in supporting Indigenous Peoples and local communities, supporting small-scale producers, promoting sustainable trade in forest and agriculture commodities and building capacity to drive behaviour change. Youth and women are expected to play an important role in the planning and implementation of activities related to the partnership.

Reflective of its continuing strong stewardship on forests, climate and the environment, Guyana launched its visionary Low Carbon Development Strategy 2030. The LCDS sets out how forests and biodiversity can be maintained, whilst the country expands green jobs, transitions the domestic energy supply to clean and renewable energy sources, and adapts to the impacts of climate change.

In recent years both the EU and Guyana have already implemented several forest-related actions. Recognizing the urgent need for strategic and focused cooperation. Building on the strong engagement in and motivation for forest conservation by the Guyanese government, both sides are increasing their cooperation on forests to make an important contribution to the UN 2030 Sustainable Development Goals.

Climate change is one of the world’s main concerns and affects Guyana as it threatens the very existence of this coastal low-lying rapidly developing state. Guyana and the European Union aim at supporting the role of Guyana’s forests in sustainable development, and addressing challenges related to deforestation, forest degradation, climate change and loss of biodiversity.

The Forest Partnership with the EU places Guyana at the top of the world in terms of its protection of the rain forest. It is timely, and underscores the strong commitment in continuing the bold ambition and innovative programme on climate, environment and forests. [EU Press Release]
