Les négociations de la COP27 en Egypte semblaient sur le point de s’effondrer samedi matin après d’âpres discussions nocturnes, l’UE se déclarant prête à partir sans entente plutôt que d’accepter “un mauvais accord” supposant une remise en cause “inacceptable” des engagements sur la baisse des émissions de gaz à effet de serre.
“Plutôt pas d’accord qu’un mauvais accord”, a lancé le vice-président de la Commission Frans Timmermans devant la presse.
“Nous sommes inquiets de certaines des choses que nous avons vues et entendues au cours des dernières 12 heures”, a-t-il dit, ajoutant que l’objectif des Européens était de garder “en vie” la limite de réchauffement de 1,5°C, objectif le plus ambitieux de l’accord de Paris.
“A ce stade, la présidence égyptienne remet en cause les acquis de Paris et de Glasgow sur la baisse des émissions. C’est inacceptable pour la France et les pays de l’UE”, avait-on dit peu avant dans l’entourage de la ministre française de la Transition énergétique, Agnès Pannier-Runacher.
La présidence égyptienne s’est défendue, déclarant que la “grande majorité” des pays trouve les propositions “équilibrées”.
Le ministre égyptien des Affaire étrangères Sameh Choukri a renvoyé les parties à leurs responsabilités, appelant à la “flexibilité” et indiquant qu’il allait consulter le secrétaire général de l’ONU Antonio Guterres, présent à Charm el-Cheikh.
Pierre angulaire de la lutte contre le changement climatique, l’accord de Paris de 2015 vise à limiter le réchauffement de la planète “nettement en-dessous de 2°C” par rapport à l’ère pré-industrielle, et si possible à 1,5°C. Cette ambition avait été réaffirmée lors de la COP26 de Glasgow l’an dernier.
Cette 27e conférence internationale sur le climat a été prolongée d’au moins une journée en l’absence d’accord sur plusieurs points de contentieux.
Les négociateurs de près de 200 pays réunis dans la station balnéaire de Charm el-Cheikh ont tenté d’avancer toute la nuit sur les points les plus difficiles, comme le sort des énergies fossiles ou la compensation des dégâts déjà occasionnés par le changement climatique, les “pertes et dommages”.
La présidence égyptienne, critiquée pour le retard pris dans ces complexes négociations sur le climat sous l’égide de l’ONU, avait promis vendredi, jour théorique de fin des négociations, de prendre les choses en main.
“On ne peut pas se permettre d’avoir autant de sujets de négociation qui restent sans issue jusqu’à la prochaine COP”, avait estimé Manuel Pulgar-Vidal, du WWF.
En plus des heurts nocturnes sur la limite de hausse de la température moyenne de la planète par rapport à l’ère pré-industrielle, l’une des questions les plus complexes reste celle des “pertes et dommages”.
Ce sujet des dégâts déjà occasionnés par le changement climatiques est plus que jamais au centre des débats après les inondations historiques qui ont frappé le Pakistan et le Nigeria, et pour lesquels les pays en développement réclament un fonds dédié.
Sur ce point, de timides avancées ont cependant eu lieu.
Les “facilitateurs” de ce dossier au centre des frictions Nord-Sud ont publié une proposition de résolution sur la question, avec trois options, dont une actant le principe de création d’un fonds dont le fonctionnement exact sera ensuite déterminé.
Option jugée vendredi acceptable “avec quelques changements” par Sherry Rehman, ministre pakistanaise du Changement climatique et présidente en exercice du puissant groupe de négociation G77+Chine, qui compte plus de 130 pays.
Les pays riches étaient depuis des années très réticents à l’idée d’un financement spécifique, mais l’Union européenne a fait une ouverture jeudi en acceptant le principe d’un “fonds de réponse aux pertes et dommages”, réservé aux “plus vulnérables” sur une “base de contributeurs élargie”, sous entendu à la Chine, qui s’est considérablement enrichie en trente ans.
L’offre européenne a été saluée comme “une concession et une percée majeures” par Seve Paeniu, ministre des Finances du petit archipel pacifique de Tuvalu, menacé par la montée des eaux.
Mais ni la Chine ni les Etats-Unis n’ont fait connaître leur position dans l’immédiat.
L’avenir des énergies fossiles, dont l’utilisation depuis la révolution industrielle est essentiellement responsable du réchauffement de la planète, fait également l’objet de tractations intenses.
Un projet de texte final publié par la présidence égyptienne ne marque pas d’avancées sur ce point, même s’il souligne pour la première fois la nécessité d’accélérer dans les énergies renouvelables.
Les engagements actuels des différents pays sont loin de permettre de tenir l’objectif de 1,5°C. Selon les analyses de l’ONU, ils permettent au mieux de limiter le réchauffement à 2,4°C d’ici la fin du siècle, menant l’humanité vers le risque que des points de bascule irréversibles soient atteints et provoquent un emballement incontrôlable du dérèglement climatique.

The Securities & Exchange Commission (SEC) said yesterday (November 18) that they are looking into American CryptoFed DAO LLC, a company established in Wyoming on July 1, 2021 as a “Decentralized Autonomous Organization” (“DAO”), for allegedly omitting material information required to be provided in the Registration Statement by the Form S-1, Regulation S-X, and Regulation S-K.
The alleged, material omissions, according to the SEC, are particularized as follows:
Registration Statement does not contain any financial statements, audited or otherwise as requiredRegistration Statement does not address the specific disclosure requirements (e.g., disclosure of management’s discussion and analysis of the registrant’s financial condition and results of operations)Registration Statement does not include information required by Item 403 of Regulation S-K, which requires a tabular disclosure of security ownership of directors and executive officers and greater than 5% holders, including the total number of shares beneficially owned and the percentage of the class so owned for each such beneficial ownerRegistration Statement does not include compensation disclosure for each of American CryptoFed’s three organizers, nor does it include a table with any of the required informationRegistration Statement does not include information on any material contractsRegistration Statement does not include an opinion of counsel as to the legality of the securities being registered
In addition to the foregoing, the SEC alleges that American CryptoFed’s Registration Statement contains materially misleading statements as American CryptoFed allegedly stated that the Ducat and Locke tokens to be offered by American CryptoFed are not securities, which is inconsistent with the statement identifying those tokens as “Securities to be Registered.”
The SEC said this is also inconsistent with American CryptoFed’s use of the Registration Statement to register the offer and sale of the tokens under the Securities Act.
As these statements contained in American CryptoFed’s contradict each other, regardless of whether the tokens are securities, the SEC said that one of the statements must be false.
In connection with the foregoing, it is understood that the SEC issued a subpoena on June 15, 2022 requesting documents to confirm its assertions, however, American CryptoFed allegedly did not produce any documents to the SEC.
As a result, an order has now been issued that public proceedings be instituted under Section 8(d) of the Securities Act, with a hearing to be commenced at 10:00am on December 1, 2022, to determine whether the allegations of the Division of Enforcement of the SEC are true, to afford American CryptoFed with an opportunity to establish any defenses to these allegations, and to determine whether a stop order should issue suspending the effectiveness of the Registration Statement.

La procureure de la République, Clarisse Taron, apporte des précisions sur la fusillade du Robert. Le corps d’une femme, décédée manifestement suite à une plaie par arme blanche, a été découvert sur le lieu des faits. Deux autres personnes, un homme et une femme, ont été blessées par armes à feu.
Dans un communiqué, la procureure de la République, Clarisse Taron, précise que cette nuit, le 19 novembre 2022, vers 2h30 du matin, une nouvelle fusillade a eu lieu en Martinique sur la commune du Robert dans des circonstances encore inconnues.
Le corps d’une femme, décédée manifestement suite à une plaie par arme blanche, a été découvert sur le lieu des faits.
Deux autres personnes, un homme et une femme, ont été blessées par armes à feu sans que les circonstances de ces différents épisodes soient déterminées par les enquêtes conduites par la gendarmerie et la police sous l’autorité du parquet de Fort-de-France. Ce nouvel événement porte à 26 le nombre de personnes victimes d’homicides volontaires en Martinique depuis le début de l’année.

Carlos DaSilva called Carlos Rodrigues, a 27-year-old Venezuelan national and a miner who resides at Tuschen New Scheme, East Bank Essequibo, has been arrested and charged for the murder of another miner, Ravindra Alfred.
Alfred, a 37-year-old resident of First Street Kaneville Squatting Area, East Bank Demerara, was killed on November 13, 2022 at Sand Hill Backdam, Region Seven.
Rodrigues was arrested on Tuesday and was arraigned at the Bartica Magistrate’s Court before Her Worship Magistrate Crystal Lambert where the charge was read to him on Friday.
He was not required to plea to the indictable charge and was remanded to prison.
The matter was adjourned to December 22, 2022 for filing of statements.
Initial police investigations revealed that the Alfred and Rodrigues were associates and worked in close proximity at Sand Hill Backdam. It is alleged that the now deceased man had an intimate relationship with the accused’s fiancé, a Venezuelan national, for some time.
Alfred’s mother said that on Sunday last at about 09:00 hrs, she and her son were in their mining camp at Sand Hill Landing when the female came and had breakfast with them.
Thereafter, the woman and Alfred left the camp en route to the Backdam.
The mother recalled that on Indra Singh said that on Monday around 09:00 hrs, she went in search of her son, who had not returned from the backdam. She was then informed by several workers that her son’s motionless body was found at Sand Hill Backdam with injuries about his body. As a result, she called the Bartica Police Station and reported the matter.
Police arrived at the scene and the deceased body was seen lying on the back, cladded in a white T-shirt and brown three-quarter pants and barefooted.
The body was examined and the following wounds were seen: a laceration to the left hand, a gaping wound to the left side of the head above the ear, a gaping wound to the face extending from over the top lip to the right eye, and a gaping wound to the right side cheek.

Patrick Assanah, an 18-year-old Labourer of Lot 112 Brush Dam, Vigilance, East Coast Demerara has been remanded to prison on a robbery charge.
The teen was arrested on Tuesday a Lance Corporal from Vigilance Police Station and charged on Friday by a Detective Corporal of Enmore Police Station, for two counts of Robbery with violence contrary to section 222(a) of the Criminal Law (Offences) Act Chapter 8:01.
The accused appeared at Vigilance Magistrate’s Court before Her Worship Magistrate Fabayo Azore, where the charges were read to him and he pleaded not guilty to both.
He was remanded to prison until December 14.

A West Bank Demerara man was charged for the murder of Sherwayne Underwood, a 32-year-old construction worker of Parfaite Harmonie, WBD.
The accused, 29-year-old Jamaal Abrams called ‘Gold Teeth’, a mason of Lot 1343 Westminster, WBD was arrested on Tuesday. He was subsequently charged on Friday for the capital offence of Murder.
Abrams appeared at Vreed-en-Hoop Magistrate’s Court via zoom link before Her Worship Faith McGusty where the indictable charge was read to him.
He was not required to plea and was remanded to prison. The case was adjourned to December 15 report.

At around 20:50hrs Friday night, acting on information received, a Deputy Superintendent and a party of Police ranks went to Haslington/Enmore Front, East Coast Demerara, where they contacted a 37-year-old Wash Bay owner.
A motor bus, BAC 140, which was at the Wash Bay and had just been washed, was searched in the Wash Bay owner’s presence, and one suspected firearm was found under the driver seat of the bus.
The Wash Bay owner was told of the suspicion, cautioned and claimed the said bus was brought to his wash bay by a man (name unknown) to wash. The man reportedly left the bus in his care and custody and went away.
The suspected firearm, the Wash Bay owner and the bus were escorted to Cove and John Police Station. The suspected firearm was further examined and found to be an air gun.Investigations are ongoing.
