80% chance of Tropical Depression forming this week Loop Cayman Islands

The National Hurricane Center reported on August 29, 2022 that a bad weather system near the Leeward Islands now has an 80 per cent chance of formation into a tropical depression in the next five days.

The system is currently producing a large area of disorganized cloudiness and showers over the Central Tropical Atlantic and is forecasted to move slowly toward the west and then west-northwest at 5 to 10 mph, toward the adjacent waters of the northern Leeward Islands.

Bermuda

In addition to the Leeward Islands disturbance, a small low pressure system located about 600 miles east of Bermuda continues to produce limited shower activity.

Strong upper-level winds and dry air are expected to limit significant development of this system while it drifts southward and southwestward over the central Atlantic during the next couple of days, and likely dissipate by the end of the week.

The chance of formation through the next five days is low, at 10 per cent.

African coast

If things couldn’t get more complicated for us, the National Hurricane Center said that a tropical wave is also forecast to move off the west coast of Africa on Monday evening or early Tuesday.

Some gradual development of this system is possible after that time while it moves generally westward to west-northwestward across the far eastern tropical Atlantic.

Northwestern Caribbean Sea

Lastly, there is a trough of low pressure that could develop over the northwestern Caribbean Sea later this week.

Environmental conditions could support some slow development of the system thereafter while it moves generally west-northwestward over the northwestern Caribbean Sea and toward the Yucatan Peninsula of Mexico.

The chance of formation through the next five days is low, at 20 per cent.

Preparation is key

If you are in the Leeward Islands or anywhere else in the Caribbean, you should continue to monitor these developments, in particular, the one near the Leeward Islands which has a high chance of formation into a tropical depression this week (and which may be the next named storm of the season, Danielle).

You should also start making preparations now or double-checking that you have the necessary storm preparedness items and plans in place (rather than waiting until the last minute).

Being storm-ready and having community emergency response teams (ordinary members of the community trained by emergency professionals to help each community during storms) are also critical.

More importantly, regardless of computer models which predict storm directions, the direction of any storm could change at any moment. You must therefore stay vigilant, regardless of the storm forecast model you are following.

Doctors Hospital hits roadblock in court Loop Cayman Islands

In a case brought by Doctors Hospital against the Cayman Islands Government, the court has decided that it is not appropriate for the court to make a declaration that the Government is obliged to publish criteria for granting concessions.

The court indicated, however, that a voluntary publication of the information by the government would be an act consistent with good governance.

As outlined in the judgment delivered on August 19, 2022, Doctors Hospital is requesting transparency to establish the reasoning for, and basis of, the grant of tax and duty waivers to Health City, a medical facility in East End.

Further, Doctors Hospital wants to know why similar waivers were provided to Aster Caribbean Holdings Limited, which had a proposal to develop an additional medical facility in Cayman.

In response to Loop Cayman, Health City Cayman Islands said, “As would any investor, Health City Cayman Islands sought concessions from the Government of the Cayman Islands, which were approved by Cabinet and maintained since the initial granting of the waiver in 2014.

“However, to date, Health City has availed itself to less than US$15 million, a fraction of the overall value of concessions that we could have benefited from.

“Health City took a leap of faith and invested close to US$250 million directly into medical infrastructure in the Cayman Islands, the largest private investment for healthcare in the islands’ history. In doing so, we have established an internationally accredited centre of global excellence for medical care and medical tourism, which has earned the Gold Seal of Approval by Joint Commission International (JCI).”

L’Unit? de lutte contre la corruption (ULCC) a transf?r? ? la justice le rapport de l’enqu?te sur l’octroi des concessions par l’ancienne directrice g?n?rale de la Loterie de L’Etat ha?tien (LEH), Marie Margareth Fortun? Daudier. La majorit? des contrats prennent en consid?ration seulement les droits de concession ou d’autorisation sans faire mention obligatoirement des droits d’exploitation pourtant prescrits par les diff?rentes lois de finances.

Dans le r?sum? du rapport, l’ULCC affirme que l’omission des droits d’exploitation des contrats de concession repr?sente un manque ? gagner de l’ordre de deux cent soixante-neuf millions (269, 000, 000.00) de gourdes pour le Tr?sor public.

L’ULCC en profite pour recommander la mise en mouvement de l’action publique contre les nomm?s Marie Margareth Fortun? Daudier, pour d?tournement de biens publics et abus de fonction, conform?ment aux article 5.4 et 5.5 de la loi du 12 mars 2014 portant pr?vention et r?pression de la corruption et Jean Mo?se Fortun? pour complicit? de d?tournement de biens publics, fait pr?vu et puni conform?ment aux dispositions des articles 5.4 de la loi du 12 mars 2014 portant pr?vention et r?pression de la corruption et l’article 44 du Code p?nal ha?tien.

L’ULCC exige de l’actuelle direction g?n?rale une campagne de recouvrement des dettes des entreprises concessionnaires envers la LEH, notamment celles qui ont vers? les six millions (6.000.000.00) de gourdes pour toute la dur?e de leur contrat afin de compenser les pertes de deux cent soixante-neuf millions de gourdes (269, 000, 000.00) occasionn?es par la mauvaise gestion caract?ris?e de la dame Marie Margareth Fortun? Daudier.

Les principaux concessionnaires de la LEH r?pertori?s au moment de l’enqu?te sont: HATTI GAMING, VGH S.A, DREAM PLAY GROUP HAITI, LISA. GWOLO, FIVE POINT SYSTEM, SNADCO, FIRMA S.A, PELDON, GOLCASH.

<>. Selon l’ULCC, le montant retrac? sur le compte de la LEH domicili? ? la Banque nationale de cr?dit (BNC) se chiffre ? trente-deux millions six cent trente-deux mille deux cent cinquante (32,632, 250.00) gourdes. <>, conclut le rapport d’enqu?te.

Une perquisition des locaux de la Loterie de l’?tat ha?tien (LEH) par les agents asserment?s de l’ULCC a permis de saisir des documents indispensables et importants ? la conduite de l’enqu?te. La Loterie de l’?tat ha?tien qui est charg?e de la r?gularisation et du contr?le de ces jeux sur toute l’?tendue du territoire national a manqu? ? son devoir.

Suivant l’article 9 de la loi de finances rectificative de l’exercice fiscal 2014-2015, les entreprises concessionnaires sont soumises au paiement d’un double droit : un droit de concession et un droit d’exploitation des jeux. Ces deux droits varient suivant les jeux en question (Tombola, jeux en ligne, loterie op?rationnelle, machine ? sous, casinos, importation de machine de jeux ? vocation locative, machine d’assemblage d’appareil de jeux, de salles de jeux et Borlette).

Cette disposition de la loi de finances a aussi fix? une base de taxation de six millions (6,000, 000. 00) de gourdes pour chaque exercice fiscal alors que les droits d’exploitation, calcul?s par pourcentage sur les revenus bruts suivant la nature des jeux, doivent ?tre per?us mensuellement ou annuellement.

Selon les investigations de l’ULCC, les contrats de concession sign?s par Mme Fortun? Daudier avec les entreprises exploitant les jeux de hasard pr?voient le paiement des six millions (6, 000, 000) de gourdes pour toute la dur?e de la concession, ceci, en grave violation de la l?gislation en vigueur.

D’apr?s le rapport d’enqu?te, la formulation des diff?rents contrats conclus par la directrice prouve qu’elle a ?t? aid?e par un professionnel du droit. Les investigations ont ?t? conduites par le directeur des affaires juridiques, M. Jean Mo?se Fortun?, fr?re de Mme Margareth Fortun? Daudier, complice de sa soeur en lui procurant son assistance afin d’enfreindre les dispositions l?gales relatives ? la taxation des entreprises exploitant les jeux de hasard en Ha?ti et b?n?ficiant d ‘une concession de la LEH.

Flooding in Penal/Debe

Heavy rainfall caused street/flash and residential flooding on Monday in several parts of Penal, Debe and Barrackpore, and other areas of the country.

Part of Lalbeharry Trace near Papourie Road in Debe was impassable. Some drivers waited for the water to subside while others took another route.

Livestock farmer Nathaniel Mungal, who lives nearby, said floodwater rose to knee-high within three hours from midmorning to midday.

The water entered his son’s home next door and damaged household items. Mungal’s son Anand Mungal, 20, was not home when Newsday visited.

Mungal said, “Right now, two fridges are floating inside the kitchen. The two wardrobes, the space saver – everything is water-soaked.

“We have a room with items we sell, like shampoo, conditioner and soaps. We lost what was in that room.”

He said he used to run a mini-mart at the side of his son’s home, but closed it after a similar flood about two years ago.

“I lost over $50,000 in that flood. It was a little higher than this. I never get compensated.

“I mind animals like pigs, ducks, and chickens. Right now, the pigs are making a lot of noise for food. But I cannot go through that floodwater to go and get feed for them. They have to wait.”

A summary of incidents reported as of 3 pm on Monday by the Office of Disaster Preparedness and Management (ODPM) said there were overall six incidents reported in the southwest region. There were street and residential flooding in Penal and Debe.

In the south-central region, the ODPM said high winds damaged eight houses at Pharaoh Avenue in Ste Madeleine during thunderstorms on Sunday.

The roofs of three of the houses have been repaired. The five others were severely affected.

Tarpaulins and other relief supplies, the ODPM said, are to be distributed based on a needs assessment.

Representatives from the Princes Town Regional Corporation’s disaster management unit and the National Commission for Self Help met affected residents.

No incidents were reported in the north-central region, east region, or Tobago.

Flash floods, landslides in Diego, St James, Cocorite

After Monday afternoon’s downpour and subsequent flooding in western Trinidad, the Office of Disaster Preparedness and Management (ODPM) released a summary of weather-related incidents affecting the public and localcommunities.

The Diego Martin Regional Corporation reported four landslides, at Woodbine Valley Road Extension, Upper Bournes Road, St James; Hillcrest, Upper La Puerta; and Freedom Street, Cocorite. Another landslide took place at Geoffrey Street, Ross Land, St James, where homes were flooded.

Flash flooding along the Diego Martin Highway near the new overpass and the Cocorite overpass was reported.

Giselle Hernandez was travelling from St James with groceries in hand when her taxi got caught in the flood. Near the Cocorite overpass, smoke started coming from under the bonnet and the taxi shut down. She got out with her groceries near John Street, took a few steps into the floodwater and fell into an uncovered manhole.

She did not identify any serious injuries but said her groceries washed away.

A passer-by helped her get out of the manhole and rising floodwater.
