Basseterre, St. Kitts, November 14, 2022 (SKNIS):  The Government of St. Kitts and Nevis led by Prime Minister the Honourable Dr. Terrance Drew, celebrated its first 100 days in office on Monday, November 14, highlighting several major achievements to date.

Among notable achievements are the appointment of the first Female Governor General’s Deputy, Female Speaker and Deputy Speaker of the National Assembly; payment of Honoraria to government employees who worked on the frontline during the Covid-19 Pandemic; introduction of a Financial Assistance Programme for any child in need of medical assistance only available overseas; payment of Economic Costs for all nationals studying at the University of the West Indies in all disciplines; passage of several key Legislations to modernize the legislative framework; the transition of the PAP Welfare Programme to the Ministry of Social Services to be revamped and improved, and the appointment of three (3) New Commissioners of Oaths to improve efficiencies at the Registry of Lands and High Court Registry.

“Your Government began working from day zero and has not rested. We know your expectations for us are high and we continue to strive to exceed those expectations. We have been swift in our actions in some areas and more deliberate and methodical in other areas. But in all spheres, we have been prudent and pragmatic,” said Prime Minister Dr. Drew during a national address on Monday, 14 November 2022, to mark the Government’s first 100 days in office.

Prime Minister Dr. Drew reiterated that the Government is indeed working.

“My fellow Cabinet colleagues and I have been working diligently. We have been attending key regional and international meetings and mending the broken bridges left by our predecessors while building new bonds of friendship and partnership to improve the well-being of our people,” said the Prime Minister. “We have been engaging our local ministerial staff and community organizations to gain an even better understanding of the critical needs of our people and the mechanisms we should employ to solve their problems.”

Dr. Drew added that the Government is off to a good start and will not be complacent. In fact, he pledged to be proactive, adding that “we will not be content with average, we will strive for excellence. We will not be boastful, we will serve with humility, honesty and compassion.”

Prime Minister Dr. Drew thanked the people of St. Kitts and Nevis for their “support and your patience during these first 100 days” and looks forward to working with citizens and residents “to rebuild and restore our proud nation.”

Other achievements include but are not limited to sourcing over 4000 electronic devices to enhance learning for our children; consultation and passage of the Civil Aviation (Amendment) Act, an OECS initiative allowing the ECCAA Director-General to make safety and security regulations at airports; re-established the Water Board to address the urgent water problem throughout St Kitts; approval of a project to build two partially solar-powered desalination plants; passage of the Domestic Violence (Amendment) Act enhancing protection for victims of domestic violence, providing swifter access to justice; financial assistance to the SKNFA Super Six Playoff teams, and State Visit to Taiwan which included Members of the National Assembly and Nevis Island Assembly for the first time in the nation’s history.

With the clear increase in violent clashes among students in schools locally, the Opposition People’s National Party (PNP) has recommended several strategies to remedy the situation.

Among the proposals being recommended is for the Government to introduce a SchoolEye closed-circuit television (CCTV) system similar to that of the JamaicaEye programme, where students are monitored through more CCTV systems, to catch the perpetrators of violence.

According to Opposition Spokesman on Education and Training, Senator Damion Crawford, such a CCTV system would also ensure an “increasing likelihood of punishment for violent activities”.

He is also advocating for the state to tie the Programme of Advancement through Health and Education (PATH) to parent participation in parent-teacher activities, as well as the frequency of parents and guardians turning up at schools when requested by administrators.

“Continuation of access to PATH should, therefore, be on a term report basis, where schools indicate that parents have shown interest and have come to school whenever they are requested,” he said.

The proposals come in the wake of numerous videos on social media showing fights involving students, the latest of which involved several students of Meadowbrook High School in St Andrew last week.

The students involved in the feud have since been suspended, reports suggested.

In addressing a PNP press conference on Monday, Crawford identified the use of drugs, including Molly, the lack of monitoring by parents of their children, low parental involvement in their children’s upbringing, parental substance abuse, easy access of weapons to minors, and gang involvement, among the factors contributing to violence in schools.

He contended that efforts by the Ministry and Education Youth, including the use of metal detectors, are not enough to cauterise the issues relative to the present situation in schools.

To that end, Crawford proposed the creation of a department of socialisation in all primary and secondary schools, among other strategies to deal with the developing negative issues.

“This new department will be headed by guidance counsellors and will be staffed by the guidance counsellor, the deans of discipline and form teachers,” he said.

“Formulating this department will immediately place the over 40 adults under one umbrella to be trained, coordinated, or organised and deployed for the purpose of interaction, monitoring, problem-solving and consistent adult supervision inside and outside of classes,” Crawford added.

The immediate implementation of training for form teachers in the areas of behaviour modification, depression identification, spotting gangs, drug addiction and bullying, is also being recommended by the PNP.

According to Crawford, the hiring of more deans of discipline to achieve a ratio of one to 600 students, and more guidance councillors, is a necessary measure in the face of the disciplinary challenges now being faced by schools.

In furtherance of the call for an increase in the number of deans of discipline in schools, Crawford said: “In this case, you’ll have a dean of discipline within primary schools, for grades one to three, and a dean of discipline in primary schools for grades four to six.

“At the secondary level, you’ll have a specific dean of discipline focusing on forms one to three, and another dean of discipline focusing on forms four to six.”

The Opposition senator is also calling for a staggering of the lunch and dismissal times, “to increase the adult to student ratios” during those timeframes.

He also implored the Education and Youth Ministry to change its approach to detentions.

He elaborated that, “The new detention regime should detain the student for a term-long participation in peace education, and not just for short-term punishment.

“The student may also be detained for recommended participation in uniform core (activities), such as scouts, cadets or girl guides.”

Meanwhile, the PNP is also recommending an immediate implementation of a special summer programme for peace education, which would be mandated for students who considered to be disposed to violence.

Crawford said: “These students can be recommended from the guidance counsellor, the grade coordinator, deans of discipline, coaches and principals, or form teachers.”

Other strategies being proposed include the creation of reform schools for students in need of psychological help, located within each of the Education Ministry’s regions, and the employment of three child psychiatrists in each region.

A department of volunteerism is also being suggested, which is to be tasked with encouraging, vetting, coordinating and deploying “well-thinking” Jamaicans who are willing to participate in “mentorship, extra-lessons, telephone tutorial, clubs and societies supervision,” among other tasks.

News Americas, NEW YORK, NY, Weds. Nov. 16, 2022: Black Panther actress, Letitia Michelle Wright, aka Princess Shuri, is being invited to visit the country of her birth by the CARICOM South America nation’s head of state.

Guyana President Irfaan Ali has written to Wright, who was born in Guyana but migrated to the UK at age 7, to congratulate her on her successful career and Black Panther 2 and to invite her to visit.

“The Government of Guyana would be honored to host you,” Ali said in a letter dated November 15. “I was moved by an interview which you did and in which you mentioned the country of your birth and how much you wanted to make the people of Guyana proud. I thank you for the recognition which you have brought our country and the immense feelings of pride which your superb onscreen performances have evoked. As President of the Co-operative Republic of Guyana, I would like to extend an invitation to you to visit Guyana. The Government of Guyana would be honored to host you.”

She reprised the role in Avengers: Infinity War (2018), Avengers: Endgame (2019), and Black Panther: Wakanda Forever (2022), which is now playing to rave reviews in theaters globally.

Suite au drame de ce matin, une enquête “pour homicides involontaires et blessures involontaires n’ayant pas entraîné d’ITT supérieures à trois mois” a été ouverte par le Parquet de Pointe à Pitre.

Ce matin (16 novembre), en marge de l’arrivée de Charles Caudrelier, deux personnes sont décédées, à bord d’un bateau suiveur qui s’est retourné avec à son bord douze passagers, à un mille de la ligne d’arrivée.

Le Parquet de Pointe-à-Pitre a annoncé via un communiqué de presse avoir ouvert une enquête “pour homicides involontaires et blessures involontaires n’ayant pas entraîné d’ITT supérieures à trois mois”.

AI and Financial Services: A conversation with Supreet Kaur Loop Cayman Islands

Supreet Kaur is an assistant VP at Morgan Stanley where she is responsible for owning and building various AI and data products. Prior to this role, she was a technology and data science consultant. She is also the founder of DataBuzz, a community to engage tech enthusiasts. She is an ardent writer and speaker on data science and AI topics.

Supreet will be presenting at the AI Forum Annual Conference at the Grand Cayman Marriott Beach Resort on 28 November. The all-day event will focus on artificial intelligence as it impacts financial services, education, healthcare and human rights. Both professionals and students have much to take away from this impactful event and networking opportunity.

Loop News had the pleasure of speaking to Supreet ahead of the event.

Your session is called The State of AI in Financial Services. What can attendees expect to take away from your presentation?

Financial Institutions have rich customer-centric data, and they are in a strong position while building AI solutions. Like any other sector, the financial industry is comprised of different functions, and each function is responsible for catering to its customers uniquely. Since the functions are different, AI use cases differ as well, and hence this presentation aims to touch on all those respective use cases. I have broad data science experience across multiple industries. I plan to bring it alive in this presentation by sharing some best practices about data, modelling, and the right resources. As a bonus, I also plan to share my thoughts on where the industry is heading and what the focus looks like in the coming years.

How did you become interested in this career path? Is there anything you would tell other professionals or students looking to dive deeper into the data world?

I have always been intrigued by the power of numbers and data. After I completed my bachelor’s in mathematics, I wanted a career path focused around the same. I decided to pursue a master’s in data science, which I strongly feel is a direct application of mathematics and statistics. During my master’s, I further got a chance to broaden my horizon on some of the impactful data science use cases, and the idea of growing in the data field solidified after my first job as a data science consultant, where I had the chance to build and pitch next-gen AI solutions.

My suggestion to other professionals would be that no matter where you are in your career journey, it is never too late to step into the data science world if that interests you. Data science careers are not limited to data scientists; many more professions exist in this arena with different specialised skills. There are multiple free resources out there. The only thing you need is a learning mindset and a positive attitude. As a data professional, I aim to break myths around this field. Hence, I started my community this year called DataBuzz, which aims to help and empower people who want to pivot in this field with the help of free resources such as mentorship and networking sessions.

What do you believe is an exciting development in the field of AI, specifically in the field of financial services?

It is challenging to choose one, as all the developments solve a unique problem that seems tedious or impossible just with human touch or a rules-based approach. For example, financial institutions are often at risk of fraud applications or cybersecurity attacks; building advanced AI solutions has made it possible to identify this anomalous behaviour quickly so that the client can be warned and protected even before something malicious occurs. Another interesting use case is how chatbots can answer FAQs and process some of the basic requests by a customer, hence reducing manual overload. Another exciting piece of research I read is, according to a study by UK research firm Coalition, electronic trades account for almost 45 per cent of revenues in cash equities trading, and many of them use AI-powered analysis to get investment ideas and build portfolios. Last, data security in the banking and finance sector is a critical issue as it concerns sensitive customer data. Machine learning applications in the finance sector are taking security to the next level using voice and face recognition, as well as other biometric data.

What is a common misconception about AI?

There are many misconceptions about AI. One of the most prominent is that AI will kill jobs or robots will take over our lives. AI is automating multiple processes, challenging and transforming the way jobs are done, not replacing them. Human touch will always be essential to add value and derive insights. It will also allow your employees to focus on more critical use cases and upskill themselves to solve data science problems.

Along with automation, AI can also help in “augmentation”, empowering humans in any activity like helping financial advisors make monetary decisions. Another misconception is that AI algorithms are unbiased. AI algorithms are merely a set of rules or commands that you apply to data, train your model so that it can mimic the same patterns on the unknown dataset; since humans are biased, that makes data supplied to the algorithm biased as well. It is na?ve to expect that AI algorithms will be unbiased. Hence, it becomes utmost necessary to spend some time on the data quality and ensure that it is unbiased and inclusive.

Congratulations on becoming a Google Women Techmakers Ambassador. What are your hopes for other women in this field?

Technology has long been considered a male-dominated field, especially in developing countries. I am a strong advocate for Women in Technology, and through such endeavours, I can contribute to breaking some of the myths and biases around women in the tech world. I want to inspire more women to choose technical roles and break the glass ceiling. Google WTM provides me with those resources, networks, and opportunities to achieve the same. I strongly feel if we all do our part, and sum that up with the appropriate awareness, this can be achieved. I observe a change in trend, where most of the firms are taking diversity seriously. It feels so great to be a part of this change, but we still have a long way to go.

900 to benefit as Education Ministry’s Breakfast Programme launches in Region Five

The Ministry of Education’s Edutrition: Breakfast for Success programme was today launched in the Mahaica-Berbice region (Region Five).

During the launch at the Belladrum Primary School, Minister of Education, Priya Manickchand stated that the programme is part of the Ministry’s plan to ensure every school-aged child has access to quality educational opportunities.

She highlighted that while the Government remains committed to investing in the nation’s children, parents need to play their role in their children’s development. Minister Manickchand urged parents to become actively involved in their children’s education.

In brief remarks, Coordinator of the Breakfast Programme, Mr Mahendra Phagwah told the pupils at school that the programme was created to meet their needs, so they can enjoy a nutritious yet tasty meal.

Regional Chairman for Region Five, Mr Vickchand Ramphal noted that the programme will not only benefit pupils but entire families across the region.

Headmistress of Belladrum Primary School, Ms Savitrie Diaram, thanked the Ministry for the programme noting that through it, attendance and punctuality have improved.

The breakfast programme was previously launched in 2016, however, only seven schools benefited.

With today’s launch, all twenty-five (25) primary schools on the coastland of Region Five are currently benefitting from the breakfast programme. This means that almost 900 students across grades six classes in the region are getting a daily breakfast meal.

This programme has also created employment for twenty-five caterers who have now become small business owners to provide for their families. In addition, a Monitoring and Evaluation officer from the region was employed to help monitor the breakfast programme so that excellence is always delivered.

To date, 12,401 students are benefitting countrywide from the breakfast programme whilst 235 persons are directly employed through the programme.

The leader of Saint Lucia’s National Green Party (NGP) has called on Saint Lucians to think and live green, in a statement critical of global efforts to address climate change.

Andre ‘Pancho’ de Caires issued the statement amid ongoing COP27 climate change talks in Egypt.

World leaders and the elite met in Indonesia this year to discuss how they, these world leaders and billionaires will solve the climate crisis once again, as our Planet cries out in pain and agony from the continued onslaught of ever expanding human civilization.

We find it quite ironic though, because we are here on edge of this precipice of extinction, as a result of these global leaders’ specific economic policies.

There was the Rio Summit, then the Paris Summit and now the COP Summits. What has been accomplished since all of these commitments were made years ago in Rio, to reduce the emission of greenhouse gasses by all the countries that signed on to the protocols? What about all the deadlines? Absolutely nothing has been done. All deadlines broken.

In fact, things have gotten progressively worse, as we see the rapid increase in natural disasters due to climate change. Just take a look at the news. Floods, heat waves, droughts, super storms and on and on.

Reality is that these leaders cannot and will not do anything to curb the human  addiction to fossil fuel and the continued desire to consume and consume more, and this latest summit was just another talk shop gathering of the elite and privileged.

The main drivers of greenhouse gas emissions are transport, heating and cooling of buildings and homes, the operation of factories, agriculture, construction, and the production of plastics.

All of these sectors require some kind of internal combustion engine to run their respective operations, as well as the need for raw materials, a high percentage  of which are petro- chemical derivatives. Whether it be cars, buses, heavy equipment, trains, boats, ships, planes, generators etc,, fossil fuel is required to operate the machines that drive these sectors.

The big question is, ‘Are the companies that manufacture these machines planning to cut production to tackle climate change?’ For example, are car manufacturers going to produce half the number of units? Are airlines going to cut their routes in half? Are cruise lines going to reduce their ports of call? Are factories going to reduce production by say 50%? We think not, as our entire economic system is driven by GROWTH. Capitalism. Profits before planet.

And what is even worse, is that the fossil fuel industry does not only produce fuel for all of these machines and engines mentioned above, but is responsible for the production of  plastics, fertilizers, pharmaceuticals and construction materials.  It seems virtually impossible at this point for humans to wean themselves off of this addictive dependence on the fossil fuel industry. And to believe that these politicians that met in Indonesia who are basically puppets of this economic system, have the power to convince huge multinational corporations to reduce production, is just a fantasy.

To put things into perspective, Saint Lucia, which is basically carbon neutral, meaning that we contribute very little greenhouse gas emissions, relative to our carbon capture and storage, yet are greatly affected by climate change, which fundamentally means that we are on our own when it comes to dealing with this crisis.

The best that we can hope for is for our Government to lobby those donor organizations or countries responsible for funding, whether it be in the form of grants or low interest loans, to secure these monies in order to create climate change resilient infrastructure in all of our economic sectors.

Commitments and promises will be made by these large organizations and First World countries to help SIDS, but unfortunately, history shows that in spite of these commitments,  the monies never seem to arrive. The situation is endemic. Look no further than Haiti after the earthquake.

Adding insult to injury is the war in Ukraine, where Russia has been forced to cut off fuel and energy supplies to Europe due to the crippling sanctions placed upon them by NATO, and as a result some European nations have started to fire up their coal burning power plants. The exact scenario that we have been trying to avoid for decades.

The very same countries that want to force third world developing nations to adhere to strict climate change mitigation regulations are now firing up their coal burning power plants to save themselves. How convenient.

Reality is that we live in a world driven by ego, power and greed, the desire to be bigger and better than the next person, whether at an individual level, a corporate level or at a national level, the desire  for growth remains the same. Humanity has embraced this path of collective suicide where we are all helping each other by the choices that we are making, to destroy our only home, Planet Earth.

If we as a massive conscious collective do not wake up and make the required changes to save our Planet for our future generations, then we will have failed. Depending on politicians and billionaires to save us is from ourselves is true madness.

People of Saint Lucia, Fair Helen is a special place, a blessed land, a beautiful  land, heaven on earth. Let us all come together, regardless of political affiliation and make the necessary changes in our lives, in our purchasing habits, in our lifestyles, in our  diets, in the way we deal with our waste, in the way we deal with each other in order to maintain this paradise that is our beautiful island home.

Let us buy local, eat local and give our money to another Lucian instead of purchasing imported processed foods that are killing us while the packaging fills up our landfills.

We may not be able to change the weather, but if we work as team Saint Lucia, I know that our people have the capacity to become self sufficient and build up resilience to climate change events. We have a lot of work to do, so let us ignore those so called leaders and do what we have to do as a united people. Think Green, Live Green.
