Police Commissioner Milton Desir has proceeded on vacation leave and Acting Deputy Commissioner of Police Crusita Descartes-Pelius is to serve as Acting Police Commissioner, according to reliable sources. 

Desir, whose contract officially ends on December 9, proceeded on vacation on Friday.

 Descartes-Pelius joined the Royal Saint Lucia Police Force (RSLPF) in 1988, serving in several capacities in the organisation.

They included being serving within the Information and Technology Unit, Interpol, and the Police Marine Unit, among other assignments.

Descartes-Pelius is the holder of a Bachelor of Science in Management Studies.

And she was awarded the National Service Cross of the Order of Saint Lucia by the National Awards Committee as Saint Lucia celebrated independence in 2021.

Milton Desir  on the other hand, has spent some 35 years in the force.

In September 2020, he had proceeded on pre-retirement leave after serving as Deputy Commissioner.

But he was recalled to duty as Deputy Commissioner and subsequently appointed head of the force in February 2021, succeeding Severin Moncherry.

A$AP Rocky and Rihanna are no longer on speaking terms with Kanye West following Ye’s recent claim about Rocky.

Last week, Kanye West made a bold allegation that designer Yoon Ambush slept with A$AP Rocky. The designer has also denied the allegation and has received support from a member of the A$AP Mob. In a post last week Thursday night, Kanye shared a screenshot of a list of names where he circles Yoon’s name as well as several others. “Other fake friend opps who hearted that Tremaine Threatened me on,” he captioned the screenshot.

He posted another screenshot that read, “Ambush weak Rocky F***ed Yoon next.” In the comments section, Yoon denied the claim, writing, “Lol. Not true but okay.” A$AP Nast chimed in saying, “Keep the gang out this gz.”

A$AP Rocky has not publicly responded to Kanye West, nor has his partner Rihanna, but sources close to the Bajan billionaire exclusively told Urban Islandz that they both cut Kanye off. We’re told that Rocky and Ye were working on new music and were in regular contact with each other, but that all shifted when the G.O.O.D. Music chief made the allegations about Yoon. Rocky felt betrayed by Ye and felt the claim disrespected his baby mother, Rihanna.

“They haven’t spoken about the lie he told and believe me ASAP feels strongly about it because its like an assault on his relationship with Rih, almost like the guy trying to ruin their relationship,” sources said. “They’re one hundred percent not on speaking terms and its unlikely their recent recordings will see the light of day.”

Our sources told us that A$AP Rocky has privately denied the allegation. The Harlem rapper and Kanye West regularly spoke, and Ye and Rihanna also occasionally talked. “All of that changed after last week, all communication stopped,” sources said.

A$AP Rocky was also close friends with the late fashion icon Virgil Abloh who Kanye West also took aimed at in his rant, which further soured their friendship.

Earlier this year, Rocky and Kanye were spotted in the studio working on new music, with Pusha T also showing up to the recording. Now it seems that music will not see the light of day because of Ye’s rant.

Kanye last week hinted that he wanted to be considered as one of the artists to grace the stage alongside Rihanna, who was named as the headliner for the Super Bowl Half Time Show at the end of September.

The Donda rapper had posted on his Instagram Story a screenshot of a news headline that said he was in the line-up of artists to be chosen. However, his recent behavior brings into question whether he will be chosen for the big stage, as the artist seems bent on stirring up controversy at every opportunity.

This week has been unending with drama, and Yoon isn’t the first victim as Kanye continues to bash those who seem to disagree with him or support persons who stand up to him.

The rapper has been under fire for his controversial ‘White Lives Matter‘ shirts, which have cast a dark shadow on Paris Fashion Week with Kanye calculatingly stealing the spotlight from the fashion show. The controversy has spilled over for days after the Yeezy season 9 launch.

The rapper has been using his Instagram account as a tool to drag and bully anyone he disagrees with, including Vogue editor Gabriella Karefa-Johnson whose account and handle he shared so his 17 million followers can cyberbully her, Gigi Hadid and Hailey Bieber, and others.

Since Johnson’s eloquent “read” of Kanye’s WLM shirts earlier this week, several influential persons in the fashion world have spoken up and condemned Kanye’s antics. It seems, however, that he’s ready to wage war with anyone who doesn’t seem to be on his side, including fashion designer Tremaine Emory who called him out after he claimed that LVMH boss Bernard Arnault “killed” talented designer Virgil Abloh who served as Louis Vuitton, artistic director. The designer had passed away after losing a battle with cancer almost a year ago,

The post that Yoon liked was the one where Emory did not mince words when he slammed Kanye for being a hypocrite and using Abloh’s death to further his “victim campaign” after receiving backlash for the WLM shirts. He also accused Kanye of exercising unchristian-like behaviors during the rapper’s life and shortly after his death.

“This time last year you said Virgil’s designs are a disgrace to the Black community in font of all your employees at Yeezy,” Emory said to Kanye.

While he claims that Emory has threatened him, Kanye has reverted with his own threats as well, saying on Thursday (Oct 6), “You don’t have the money to make it out of this one alive.”

Cela devait être l’événement de la fin d’année, Carimi, le groupe mythique haïtien remontait sur scène après leur rupture en 2016. L’Accor Arena de Bercy était comble. “La première pour un groupe haïtien”, s’enorgueillit Le Nouvelliste, journal phare d’HaÏti.

Malheureusement, le show n’est pas allé à son terme. Mikaben, Michaël Benjamin, 41 ans qui a participé à des succès de Carimi en 2009 avec Buzz ou Baby, I miss you en 2013 est décédé d’un arrêt cardiaque. Juste après son passage, l’artiste s’effondre sur scène. Dans les coulisses les secours lui prodiguent les premiers soins, sans succès.

Criminals broke into a basic school in Clarendon and stole bags of cement, utensils, and a stove that is used to prepare meals for the children at the educational institution.

Uphell Purcell, councillor for York Town division said the incident has left educators of the Ebony Park Basic School devastated.

Reports are that the incident took place between Wednesday and Friday.

“This is more than shame and disgrace,” said Purcell on Saturday after hearing news about the attack.

He has since made a call for citizens in and around the parish to come together to help the authorities to locate and apprehend persons who are responsible for the act.

Purcell said the school administrators are already doing their best to make ends meet and such an act is expected to create a setback.

The shotgun found by CANU ranks

A shotgun was unearthed in an alley by the Customs Anti-Narcotics Unit (CANU) earlier today in Lethem, Region Nine (Upper Takutu-Upper Essequibo).

Reports are that CANU ranks conducted an operation in central Lethem. During the exercise, a search was carried out in an alley that is situated behind several properties resulting in the discovery of a shotgun.

CANU said the shotgun was taken to its office in Lethem and lodged.

Investigations are ongoing.

2 new COVID-19 cases from 205 tests

Only two new COVID-19 cases were detected from some 205 tests conducted in the last 24 hours.

This takes active cases in Guyana up to 43, that is, one person is in institutional isolation and the remaining 42 persons are in home isolation.

According to the Health Ministry’s updated Dashboard for today, there is no patient in the COVID-19 ICU nor is there anyone in institutional quarantine.

Moreover, Guyana’s COVID-19 death toll remains at 1281 while some 70,076 persons have recovered from the life-threatening virus to date.

French Authorities Seize Over 200 Kilos Of Cocaine In Container From Martinique – St. Lucia Times News

French authorities this week seized 232 kilos of cocaine in a waste container arriving from Fort de France, Martinique.

A joint operation involving Customs and Police officers discovered the cocaine concealed in waste shipped for recycling.

According to local reports, officers arrested two men, aged 27 and 29, who went to clear the container at the port in Loire-Atlantique on the Atlantic coast of western France.

The online publication France-Antilles reported that in October 2021 and January 2022, ten defendants, including four dockers at the Montoir port in France, were sentenced to four to ten years in jail for importing cocaine in containers from the West Indies.

And at the end of May, the French customs services also intercepted a shipment of 364 kg of cocaine.

The cocaine was in containers at the port of Montoir.

Towards Transformation Of The Development Model In Latin America And The Caribbean

News Americas, NEW YORK, NY, Sat. Oct. 15, 2022: In 2022, Latin American and Caribbean countries are facing the effects of a series of shocks that have deteriorated their investment and production conditions, including the global financial crisis, economic tensions between major poles of the global economy, the COVID-19 pandemic, the war in Ukraine and the resurgence of inflation, in a context in which the environmental emergency is worsening and the technological revolution is accelerating. Numerous analysts and international organizations talk about a series of cascading crises, citing among them the crises related to the climate, health, employment, social matters, education, food security, energy and the cost of living – all of which have impacts of varying intensity and characteristics on numerous countries, including those in Latin America and the Caribbean.

The fight against inflation has toughened global financial conditions and increased volatility in financial markets and risk aversion. This has raised the cost of debt service, further reducing fiscal space and increasing the risk of a recession in the global economy in 2023. The growth rates estimated for the vast majority of the world’s countries in 2023 have been revised downward recently by various organizations.

In the region, the combination of external and domestic factors stemming from the policy decisions made, or from the absence of such decisions, has reduced the capacity for economic growth and quality job creation and hampered its fight against poverty and extreme poverty. Its economic and social structures have weakened and have fallen into situations that reinforce the inertia of a weak economic performance.

Faced with this reality, ECLAC advocates for Latin America and the Caribbean to redouble its efforts to both reactivate its economies as well as to transform countries’ development models, centering these efforts around policies for productive transformation and diversification along with a big, public and private investment push, which would allow for accelerating structural change and technological and digital transformation to achieve high, sustained growth and sustainable and inclusive development.

In that strategy, the sectoral dimension is crucial, because that is where company strategies, business models, and processes of capital formation and job creation are defined. Although the specific sectors should be defined in each national context, ECLAC proposes ten sectors or areas that are particularly promising: the energy transition, electromobility, the circular economy, the bioeconomy, the healthcare-manufacturing industry, and the digital transformation – which are at the center of innovation processes – while the care economy, tourism, Micro, Small and Medium-sized Enterprises, and the social economy are great generators of employment, with the ensuing effects on income and the inclusion of disadvantaged social sectors.

Harnessing the potential in these areas entails transforming the region’s development model to create favorable conditions for investment, growth, inclusion and sustainability.

Transformation of this model requires decisive action in multiple areas: development planning in order to coordinate policies; improvement in governance and the institutional quality of the institutions in charge of the different areas; macroeconomic policies to accelerate growth and tackle inflation; the construction of welfare states; strengthening care systems as a pillar of a rights-based social state; guaranteeing the rights of especially vulnerable populations; mitigation and adaptation vis-à-vis the environmental emergency; new governance of natural resources; implementation of industrial and technological policies; and regional integration in the face of the new geopolitics of globalization.

This is an ambitious agenda, but the reality is that this is not a time for gradual or tepid changes – ambitious and transformational changes are needed. Only by boosting the level of ambition can we respond to this quantity of simultaneous challenges and shocks, and to the complexity of our region’s economies and societies. In order to articulate the proposed strategies and policies, and to ensure their effective implementation and adjustments to new realities over time, new forms of experimentalist governance are needed, based on iterative and participatory processes for policy formulation and implementation. In some cases, new fiscal, productive, social and environmental compacts will be necessary to surmount the problems of this current juncture and move in the long term towards societies that are sustainable, cohesive and resilient – characteristics that entail advancing towards the realization of welfare states in the framework of more efficient and productive economies.

At this time of action for overcoming limitations and harnessing opportunities, ECLAC will present the analyses and proposals summarized in these lines at its most important biennial meeting: the thirty-ninth session, which will take place on October 24-26 in Buenos Aires, Argentina, with the participation of senior authorities from throughout our region. We invite all those who are committed to working for the progress of Latin America and the Caribbean to participate in the debates.
