20% of Guyana’s national budget will go towards education – Pres Ali

Increased investment through budgetary allocations in education is one way the PPP/C Administration will be seeking to transform Guyana’s education system.

President Dr Mohamed Irfaan Ali, made the disclosure as he chaired the ‘Transforming Education Summit Leaders’ Roundtable which forms part of the 77th United Nations General Assembly high-level week.

The Head of State said education is a core element in Guyana’s transformation. He stated that investments in education are aimed at unlocking the potential of the country’s students to help them realise their aspirations, while enhancing a repository of skills available for national development.

“As part of our efforts to revamp the education system, the government will increase education expenditure to 20 per cent of the national budget and six per cent of the country’s gross domestic product thereby ensuring adequate and sustainable financing for education,” the president told the global leaders.

In budget 2022, government had allocated $74.4 billion towards transforming the education sector with the aim of providing equitable access to quality education.

“Guyana commits to an inclusive education system, one that leaves no one behind. This entails narrowing access and attainment gaps by ensuring that every school aged child in regions is entitled to a sound primary and secondary education.”

President Ali also reiterated his government’s commitment to provide free tertiary education by 2025.

The roundtable was created so that world leaders can put their minds together to help children recover from the learning loss experienced during the COVID-19 pandemic.

It gives leaders an opportunity to present national statements of commitments that outline bold visions and concrete actions for the transformation of education to drive progress towards the sustainable development goal and better prepare learners for the future.

President Ali also told the UN that government is actively addressing the learning loss that occurred during the COVID-19 pandemic. He said the data from the diagnostic assessment in numeracy and literacy is what is guiding the remedial measures.

“Among the measures being planned to recover from the learning losses occasioned by the pandemic are accelerated tutoring services, the creation of a learning platform to bring students back to grade level and an early warning system to identify students at risk of falling behind”

Guyana, he said, remains committed to achieving the UN’s sustainable development goal number four which speaks to quality education.

He noted that this will be done by introducing more in person tutoring, reforming the national curriculum, extending the use of ICT in education, increasing access to digital and non-digital educational resources and increasing distant education.

The government, President Ali noted, has implemented measures to improve school attendance through the ‘Because we care’ grant, a uniform allowance grant and the implementation of an expanded school nutrition programme to boost classroom attentiveness, school attendance and performance. Additionally, he said there has been continuous training of teachers with the aim of having 100 per cent trained teachers in schools by the end of the decade.

C&L Construction causes System-wide Shutdown

Monday, September 19, 2022: At approximately 17:23 hrs this afternoon [Monday], a truck utilized by C&L Construction Company to execute works on the Lamaha Embankment came into contact with the Company’s L5 Transmission Line on the Embankment corridor, resulting in a shutdown of the Demerara-Berbice Interconnected System. The truck and the driver were taken into police custody.

The impact of the collision broke a pole supporting the L5 Transmission Line. This line is a critical link in the transfer of bulk power from our Kingston generating facility to the Control Centre at Sophia to dispatch power into the distribution network.

At the time of the accident the line was transferring approximately 20 Megawatts of bulk power to the Control Centre. The sudden loss of generation caused the Kingston, Vreed-en-Hoop and Garden of Eden Plants to go offline.

Remedial work to replace the broken pole on the Lamaha Embankment commenced immediately. Incremental restoration began at approximately 17:45 hrs in Demerara. The remaining areas in Demerara and Berbice were repowered at approximately 20:14 hrs.

GPL continues to remind the public to exercise caution when working near the Company’s network, as accidents of this nature cause unnecessary service disruption and inconvenience to customers.

For the first time since construction was abandoned at the original St. Jude Hospital site in 2017, Prime Minister Hon. Philip J. Pierre has announced work will resume in November of this year.

Hon. Pierre’s announcement comes less than six months since after disclosing to Parliament some of the findings of a technical review undertaken by an independent committee to advise the Cabinet on the most feasible options to proceed with the St. Jude Hospital Reconstruction Project.

El gobernador Pedro Pierluisi anunció la exención temporera del pago del Impuesto sobre Ventas y Uso (IVU), a los alimentos preparados a partir del próximo jueves, 22 de septiembre de 2022. 

“Como parte de las medidas que hemos tomado en favor de nuestro pueblo ante la emergencia por el paso del huracán Fiona, le pedí al secretario del Departamento de Hacienda, Francisco Parés Alicea, que emitiera la Determinación Administrativa 22-07 que establece un periodo de Exención Temporera de IVU en alimentos preparados, comenzando a las 12:01 a.m. del jueves, 22 de septiembre de 2022 y concluyendo a las 11:59 p.m. del jueves, 6 de octubre de 2022. Esta es una de las acciones afirmativas que estamos tomando como gobierno para darle un alivio a los ciudadanos, mientras continuamos con la respuesta a la emergencia”, expresó el gobernador.   

Por su parte, Parés Alicea explicó que la exención temporera en el pago del IVU, además de alimentos preparados, incluye bebidas carbonatadas, productos de repostería y dulces, según definidos en la Sección 4010.01 del Código de Rentas Internas de Puerto Rico de 2011, según enmendado. No será aplicable a la venta de bebidas alcohólicas.  

Asimismo, añadió que la determinación requiere unos ajustes en la programación del sistema de cobro de los comercios y para salvaguardar la seguridad tanto de los comerciantes como de los empleados que tienen que implementar estos cambios, la exención iniciará este próximo jueves una vez haya mejorado el clima en la Isla.   

Se informó que, en caso de que un comerciante, por acción u omisión, cobre a un consumidor el Impuesto sobre Ventas en una venta de Alimentos Preparados eximida del pago de dicho impuesto en virtud de esta Determinación Administrativa, el comerciante vendrá obligado a reembolsar inmediatamente el monto del Impuesto sobre Ventas cobrado al consumidor y quedará sujeto a lo dispuesto en la Sección 4020.08(c) del Código. 

Cualquier incumplimiento relacionado con las disposiciones de esta Determinación Administrativa podrá ser informado a través de SURI Confidencia en la página web del Departamento utilizando el enlace:  https://suri.hacienda.pr.gov. La DA 22-07 está disponible en la página web www.hacienda.pr.gov , sección de Publicaciones.

La meteoróloga Glorián Rivera, del Servicio Nacional de Meteorología en San Juan (SNM), informó en RADIO ISLA que el huracán Fiona ha dejado alrededor de 30 pulgadas de lluvia sobre Puerto Rico. 

Glorián Rivera detalló que algunas bandas de lluvia asociadas al huracán continúan afectando a sectores de la isla, particularmente el área Oeste y las islas municipio de Vieques y Culebra. No obstante, Rivera aseguró que hoy es el último día en que se sentirán los impactos del ciclón tropical.

Rivera advirtió que durante el día de hoy, aunque se supone que vayan mejorando las condiciones del tiempo, “el calor del día y efecto diurno, quizás tengamos otra actividad de aguaceros que puede otra vez causar que hayan inundaciones repentinas”.

Nigeria’s anti-drug agency seized a record 1.8 tons of cocaine valued at US$278 million at a Lagos warehouse in what it described Monday as likely the country’s largest bust ever.

Five people – the warehouse manager and four “drug barons” including one profiled as a Jamaican – were arrested in connection with the drugs, the National Drug Law Enforcement Agency said.

It said the suspects were members of an international drug syndicate the agency has been trailing since 2018.

The agency said the drugs were found in a secluded estate in the Ikorodu area of Lagos on Sunday at a time when “the cartel was trying to sell them to buyers in Europe, Asia and other parts of the world”.

The drugs were stored in 10 travel bags and 13 drums, the agency said in a statement published along with photos of the suspects and the drugs.

The agency said the arrests and seizure were “a historical blow to the drug cartels and a strong warning that they’ll all go down if they fail to realise that the game has changed.”

Drug seizures have been rising in West Africa in the last year, indicating that traffickers have made the continent a hub to move their illegal products between South America and Europe.
