“Paper Shorts” murder: Allegations by Dion Bascom of cover-up in false, malicious – Crime Chief

Police Commissioner(ag) Clifton Hicken has disclosed that the Guyana Police Force is awaiting legal advice before making any decision on the fate of Police Sergeant Dion Bascom, who came out last week with some damning allegations of cover-up in the murder of Ricardo Fagundes, called “Paper Shorts”, by a senior Police rank.

During a press briefing on Wednesday evening, Commissioner Hicken reminded reporters that Police officers take an oath when joining the Force, and are also required to adhere to a certain “ethical behaviour” while in law enforcement.

The Top Cop referred to a previous statement made on Tuesday in which he described Bascom’s actions as a “breach of the code of conduct.” At Wednesday’s press conference, Hicken further stated that, in addition to the allegations, the Police Sergeant’s outburst and use of profanities were “unbecoming” of an officer.

Responding to a question about Bascom’s fitness to continue serving in the Police Force, Hicken explained that this would be determined after advice is obtained from the Office of the Director of Public Prosecutions (DPP).

“There is a process, disciplinary process, to deal with such a behaviour. And so, for that process to commence, we await the legal advice of the DPP. But I can tell you there is a process that must be followed before any Police rank can be dismissed from the Force, so it has nothing to do with my perception, or it has nothing to do with what I feel. If the process is followed, and he is not found guilty, so shall it be. If the process is followed and he’s guilty, so shall it be,” the Police Commissioner posited.

As it is, Sergeant Bascom is currently on sick leave, based upon his request.

The bombshell allegations made by the cop during a Facebook live last Thursday had prompted the Top Cop to order the Office of Professional Responsibility (OPR) to conduct a probe into the matter. That investigation has since been completed, and according to Hicken in his statement on Tuesday, the findings and recommendations have been sent to the DPP for legal advice.

“Let better judgement prevail. Wait on the advice of the DPP, and then we are going to initiate [actions] based on the advice,” the Police Commissioner further told reporters on Wednesday.

Damaged public trust

Commissioner Hicken outlined that it is important to address the allegations made by Bascom, since he is a senior rank of the Force and his claims can damage public trust in the organisation – something which Hicken said he has been working to build at the community level.

Against this backdrop, Head of the Criminal Investigation Department (CID) of the Police Force, Wendell Blanhum, made a presentation during Wednesday’s press briefing in which he debunked some of the allegations made by Bascom.

He firstly dealt with the coverup allegations in connection with the gunning down of “Paper Shorts” outside a popular Main Street, Georgetown night spot more than a year ago.

Sergeant Bascom is alleging that the main suspect in that probe, Rondell Bacchus, was just a front to take the fall for the murder of Fagundes.

But in his presentation, Blanhum disclosed that it was the lawyer of Roger Khan, a close associate of “Paper Shorts”, who had directed the Police to Bacchus as a suspect.

The Crime Chief shared screenshots of the conversation with the attorney, who sent information to the Police about Bacchus.

“…We’re showing evidence to support our position that the Police didn’t target Rondell Bacchus, as is being falsely peddled by Mr Dion Bascom…,” Blanhum stated.

Moreover, the Crime Chief dismissed Bascom’s claims that no action was taken by the Force on information he provided that linked another suspect – Mark Richmond, a private security guard – to the Fagundes murder.

According to Blanhum, Bascom had told his superiors at the time that a popular businessman from Essequibo was using him (Bascom) to go after Richmond. The Crime Chief said it is known that the businessman and Sergeant Bascom are close friends.

“Dion Bascom’s claims that no further action was taken in relation to Mark Richmond are clearly misleading and false, since it was he who told investigators that it was a businessman from Essequibo who had a personal problem with Mark Richmond’s employer. He further indicated that the businessman wanted to use him,” the CID Head highlighted.

In fact, when questioned during the press conference about Bascom’s relationship with the “Essequibo businessman”, Commissioner Hicken contended that this matter would be further dealt with upon the receipt of legal advice from the DPP on the way forward with the Sergeant.

Absurd, ridiculous

Another allegation that the Police Sergeant made, which was rubbished, is that the Police, using a device, had been able to link Richmond to the crime scene on the night of the murder.

“Mr Bascom’s claims are absurd, ridiculous, and at the same time hilarious… The Guyana Police Force does not have any device to identify criminals at a crime scene, as was falsely peddled by Bascom,” the Crime Chief has said.

Further, Blanhum stated that the Force’s technical officer has vehemently denied these claims by the Sergeant, adding that they were never at the crime scene together.

“Therefore, Dion Bascom is not being honest in this regard, and is manufacturing false or concocted information out of malice,” Blanhum added.

He outlined that the Police Force has been receiving assistance from an internationally recognised law enforcement agency in the Fagundes murder probe, and by making these cover-up allegations, Bascom is not only implicating local ranks, but also several foreign experts and investigators who have visited the CID HQ in relation to this matter.

Sergeant Bascom came out with these damning allegations days after he and others were busted with cocaine during a Customs Anti-Narcotics Unit (CANU) operation last week Monday. He claimed that he was set-up for speaking out about the alleged cover-up, and that Blanhum had directed CANU to release his photo to the media – something which the Crime Chief denied during Wednesday’s press conference.

Meanwhile, as the Police await advice from the OPR on the findings and recommendations, Sergeant Bascom, through his lawyer, has being calling for an independent probe to be conducted. Home Affairs Minister Robeson Benn on Tuesday indicated that there are standard procedures in place for such matters to be dealt with, and he further declared his full confidence in the OPR conducting a proper investigation into this matter.

In the meantime, Police Sergeant Bascom has written President Dr Irfaan Ali, seeking witness protection after reportedly being threatened.

Since making his allegations, Bascom is facing three lawsuits that run into several millions of dollars. They are from Police Superintendent Mitchell Caesar, the senior cop whom he alleges is covering-up Fagundes’s murder; from Mark Richmond; and from Richmond’s employer, businessman Azruddin Mohamed. Former cricket coach homeless after fire guts home

A midday fire on Wednesday in New Amsterdam, Region Six (East Berbice-Corentyne) has left one person homeless.

That homeless man is Carlton Sinclair, the grandfather and former coach of West Indies cricketing all-rounder Kevin Sinclair.

Smoke was first seen coming from the front part of the two-bedroom building, situated at Lot 4040 Patrick Dam, Mount Sinai, where Carlton Sinclair, 74, lived alone and was not at home at the time. His son Conrad told the media that a lot of electrical wires were exposed in the building.

“I went at the workplace and I get a call that my father’s place on fire…he wasn’t home. Today (Wednesday) his grandson playing cricket, so he probably gone and watch the game somewhere. Thank God that he is alive – he wasn’t home.”

Conrad Sinclair explained that Kevin, who had in the past attributed his success to the efforts of his grandfather, had promised to pull down the house in which he grew up and rebuild it. He had only recently promised to do that for his grandfather.

Meanwhile, residents have said that the Fire Service responded promptly, but by the time they arrived on scene, the entire building was already engulfed. Water was sourced from a nearby canal to extinguish the blaze.

According to Conrad Sinclair, some of the items destroyed in the fire had been trophies belonging to Kevin Sinclair, who represented Guyana and the West Indies at both youth and senior levels. Kevin is also a member of the Amazon Warriors.

“He had his washing machine, gas stove, he has two big sets that he used to play his music, and his piano and microwave. A lot of trophies that my son won because he does play cricket; it would carry him into the millions…,” Conrad explained.

“People say the fire come from the front, that is where the wire for the electrical appliance were, because he does get the wire for the piano and the wire for the set and the wire for the TV and he know how they run; a wire to the fridge downstairs. He does set his wire himself, and he don’t want you to trouble no wire lead. The Fire Police say that the fire start from the front, because they had a wire run straight from the post to the side of the house,” Conrad Sinclair explained.

The Embassy of the Republic of China (Taiwan) in Saint Lucia; the U.S. Embassy in Barbados, the Eastern Caribbean, and the OECS; and the Government of Saint Lucia will host a Global Cooperative and Training Framework (GCTF)-Affiliated event later this month.

 After the COVID-19 pandemic, recognizing women and girls are not only the hardest hit by this health crisis, but they are also the backbone of recovery in their communities, a recovery strategy designed with a gendered lens is critical for ensuring a more inclusive and equal world.

This jointly developed event, which emphasizes women’s economic empowerment, is being held under the theme, “Pursuing Inclusive and Gender-Equal Recovery: Empowering Women in the Post-Pandemic Era.”

The event, which seeks to raise awareness and broaden support for women in Latin America and the Caribbean (LAC), is being held as Taiwan, the United States, Saint Lucia, and other LAC countries collaborate to provide youth and women with vocational skills training that can lead to them becoming more marketable and employable.

Pierre, Prime Minister of Saint Lucia, will offer opening remarks, followed by a keynote speech delivered by Ms. Kerri Hannan, Deputy Assistant Secretary of Bureau of Western Hemisphere Affairs from U.S. Department of State, and Hon. Dr. Virginia Albert-Poyotte, Minister for the Public Service, Home Affairs, Labour and Gender Affairs of St. Lucia.

Over 4,500 government officials, experts, and civil society representatives from more than 100 countries have participated in these events. Japan became a full partner to this framework in 2019, and has joined Taiwan and the United States in cohosting all GCTF workshops held since then.

The event is also sponsored by the Ministry of Foreign Affairs, the Republic of China (Taiwan), the American Institute in Taiwan, and the Japan-Taiwan Exchange Association. Thus, it also demonstrates the shared value and interest of many countries, and serves as an appropriate platform to exchange ideas.

Les violents orages qui frappent l’arc méditerranéen depuis mardi ont fait un mort et neuf blessés dont un grave dans un camping de Corse jeudi, provoquant également de nombreuses opérations de sauvetage en mer et “plusieurs blessés” sur la côte ouest de l’île.

Une personne est décédée et une autre a été blessée grièvement jeudi matin lorsqu’un arbre est tombé sur leur bungalow au camping Le Sagone, un établissement quatre étoiles du village de Sagone en Corse-du-Sud, où huit autres personnes ont été blessées, ont indiqué les pompiers à l’AFP.

“Le camping de Sagone est le point noir”, a précisé à l’AFP Jean-Jacques Peraldi, le commandant du Service d’incendie et de secours (SDIS) de Corse-du-Sud.

Une vingtaine d’interventions étaient en cours jeudi matin avec de nombreuses “routes encombrées de branches” et “plusieurs sauvetages en mer de plaisanciers”, notamment à Capo di Feno, en périphérie d’Ajaccio, a-t-il précisé.

Selon la préfecture maritime, il y a “entre 60 et 70 opérations en cours actuellement en mer ou sur le littoral” corse, dans un “secteur Ouest-Corse, Calvi, Balagne et un peu au Cap Corse”.

“Une grande majorité de ces opérations sont pour des échouements, des bateaux retournés ou en perdition, dont le mouillage a rompu”, a précisé à l’AFP un porte-parole de la préfecture maritime, en déplorant “plusieurs blessés sur les bateaux” sans qu’il y ait “de pronostic vital engagé”.

“Vu l’état de la mer et de la météo, les moyens d’interventions étaient bloqués à quai jusqu’à peu et les hélicoptères ne pouvaient pas voler. La météo commence à redescendre un peu, donc les moyens vont pouvoir ressortir, mais beaucoup d’interventions vont être à traiter dans les prochaines heures”, a-t-il indiqué à 10h00 jeudi.

La Corse avait été placée jeudi matin et jusqu’à 11h00 en vigilance orange par Météo-France, qui avait annoncé de “forts orages en cours sur la côte ouest avec de très fortes rafales”. “Une rafale exceptionnelle à 224 km/h vient d’être mesurée à la station de Marignana (ndlr: à une trentaine de kilomètres de Sagone) sur une partie exposée de la côte ouest” de l’île, avait annoncé Météo France sur son compte Twitter à 08h30.

Mardi et mercredi, de forts orages accompagnés de pluies soutenues ont frappé le sud-est de la France, dont plusieurs départements avaient été placés en vigilance orange jusqu’à mercredi soir.

– Fortes pluies –

Les dégâts ont été limités, même si les quantités de pluie ont été importantes avec jusqu’à 123 millimètres enregistrés à Lauroux, un village à une soixantaine de kilomètres de Montpellier, selon Météo-France.

A Marseille, les marins-pompiers, qui ont connu “un pic d’appels entre 21h30 et minuit”, ont dû aider sept personnes qui ne parvenaient plus à sortir de leur véhicule dans l’est de la ville et ont également accompagné les clients d’un restaurant (70 personnes) cerné par les eaux, qui ne parvenaient pas à rentrer chez eux.

Personne toutefois n’était “en péril”, ont-ils précisé à l’AFP. Selon le maire de Marseille Benoît Payan sur Twitter, il est tombé plus d’eau “en 24 heures que depuis le début de l’année”.

La ville de Cassis a également connu un fort ruissellement sur son port, en présence de touristes, mais sans déplorer aucun blessé, selon les sapeurs-pompiers.

Dans le Gard et le Vaucluse, fortement touchés en soirée, les pluies n’ont généré que des interventions “banales” selon les secours.

Mercredi après-midi, la pluie et les grêlons avaient également frappé le nord de Saint-Etienne (Loire), provoquant des difficultés de circulation pour les voitures et les trains, avec plusieurs dizaines de centimètres d’eau ou de grêle accumulés dans certains secteurs.

Le sud de Lyon a également subi des inondations, notamment dans les communes de Feyzin, où se trouve la vallée de la chimie, et de Saint-Germain Laval.

4 deaths, 362 new covid19 cases

There have been four additional covid19-related deaths, the Ministry of Health said in its daily update on Wednesday.

The total number of deaths has has now risen to 4,084.

The update said the deceased were two elderly males and two elderly females, all with multiple comorbidities.

The ministry also reported there were 362 new covid19 cases as of Wednesday afternoon. The cases were from samples taken between August 15 and 16.

The number of total active cases is 7,071.

There are 227 patients in hospital, with 6,844 patients in home self-isolation and 12 in step-down or transition facilities.

As of Tuesday, there were 164,701 recovered covid19 patients, with 31 people being discharged from public health facilities and 244 recovered community cases.

The update reported that 716,020 people are fully vaccinated, 683,980 people have received their first dose or no dose of a vaccine, and 167,832 booster doses have been administered.
